  • The concept of a Spatial Data Infrastructure (SDI) has emerged globally to facilitate the transit of spatial information from data producers to a vast and ever-growing community of users. SDI have become very important in determining the way in which spatial data are used throughout an organization, a nation, different regions, and the world. SDI is an initiative intended to create an environment in which all stakeholders can cooperate with each other and interact with technology, to better achieve their objectives at different political / administrative levels. Islamic Republic of Iran began her participation in the Global map project and SDI activities in 1998. In this related, National Cartographic Center (NCC), as the representative of Iran, started the job with identifying the suitable sources of data for creation of those layers stated in the specifications of Global Mapping. NCC started making GIS Users Councils (National & Provincial Councils) for the making National SDI and Local SDI too. Now, NCC is doing some activities to joining its National SDI to Regional and Global SDI. This paper in first section, discuss about SDI as basic point in Information Technology (IT). In second section, SDI situation in IRAN and National Cartographic Center’s roles in realization of future scope of RSDI and GSDI is discussed. (NCC is one of the greatest Map Producer organizations in IRAN). The way that be applied, is analyzing of fundamental points especially Sustainable development, IT and SDI and their complementing policy in Information Society. • "Gangwon Yeongdong Wind Experiments (G-WEX) Pilot Study: Downslope windstorms in the Taebaek Mountains, South Korea" is promoted based on joint organization by Gangwon Regional Office of Meteorology and National Institute of Meteorological Research and participation by 12 institutions to understand the mechanism in development of Yeongdong wind phenomena. The special observation (G-WEX) involved total of 5 intensive observations in March 2020 and April 2020. To collect the data necessary for the research on Yeongdong wind phenomena, (1) high-resolution surface observation network was used to examine surface wind and (2) atmospheric soundings were observed by using Rawinsonde, Wind profiler, Wind Lidar, and Drone. This study covers the detailed information on the special observational experiments for downslope windstorms in the leeward of the Taebaek Mountains, named as the Yeongdong wind, including the observational strategies, experimental designs, and pilot studies during the Intensified Observing Period (IOPs). According to 2020 G-WEX observation results, downslope windstorms were observed in 2~3 km of upper atmosphere when the strong winds happened around the top of the mountain near Daegwallyeong. Also, dry adiabatic expansion related to downslope windstorms caused temperature rise and led to formation of an inversion layer in altitude below 2.5 km. Bands of strong wind were located right under the altitude where downslope windstorms are observed with temporal rise of the temperature. As these are preliminary observation results, there needs to be continuous related researches and high-resolution weather observation.

  • This study categorizes and identifies the characteristics of the living areas of rural dwellers through cluster analysis using mobile floating population data. As a result, rural areas in Korea were classified into 34 rural living areas, and 5 types of rural living areas were derived. Although the 'Suburban in Mega City Areas' and 'Suburban in Regional City Areas' derived through this study have advantages in terms of accessibility to large cities, they are important for rural space management as they can undermine the unique values of rural areas due to urban expansion. In addition, 'Unclassified areas' have low accessibility in the national space, and there is a need to provide their own settlement environment. The population of rural areas in Korea exhibited a phenomenon of widespread migration. This means that rural residents who depend on metropolitan areas are provided with SOC beyond administrative boundaries. Therefore, there is a need to move away from establishing a homogeneous regional plan that does not consider population movement. Through this study, it was possible to understand the rural living area formed by the population movement occurring in the rural area. This is different in that the existing studies classified the national space based on the interconnectedness between regions, beyond the limitations of categorizing regions with homogeneous characteristics based on endogenous indicators. At this point in time when the need for a rural space plan is emphasized, it is important to understand the living area of rural dwellers and to design an appropriate rural plan. Therefore, the establishment of a rural plan suitable for the region using the results of this study can increase the efficiency of the project for revitalization of the rural area and contribute to the creation of an attractive national space.

  • Present study deals with the development of a numerical model for the estimation of net annual recharge by coupling the Galerkin's finite element flow simulationl model with the Gauss-Newton-Marquardt optimization technique. The developed coupled numerical model is applied for estimating net annual recharge for Mahi Right Bank Canal (MRBC) project the norms of Groundwater Resources Estimation committee (1984, 1997) and Indian Agricultural research Institute(1983). It is observed that the estimated net recharge by inverse modeling is closer to the net recharge estimated using the water balance approach. Further it is observed that the computed head distribution from the estimated recharge agree closely with the observed head distribution. The study concludes that the developed model for inverse modeling can be successfully applied to large groundwater system involving regional aquifers where reliable recharge estimation always requires considerable time and financial resources.

  • In this research, GIS based evaluation methods were applied to habitats of Japanese black bear (Ursus thibetanus japonicus Schlegel) in northern Honshu. The study area was divided into 828 small watershed units , and five GIS indexes, Vegetation Type(V.T.), Extent of Forest Cover (E.F.C.) Slope Incline (S.I), Average Altitude (A.A.) and Road Density(R.D.), were used to evaluate each watershed unit in terms of suitability as black bear habitat. In addition, Interspersion and Juxtaposition spatial indices were calculated for each watershed unit. The results clearly identified the regions with the most suitable habitats, indicating that this methodology is suitable for application to various environmental planning efforts, such as regional development master plans, project-specific environmental impact assessments, species management plans and biodiversity conservation plans.

  • This paper analyses the investment options of groundwater development project under water price uncertainty. The optimal investment threshold price which trigger the investment are calibrated base on monopolistic real options model. Stochastic dynamic model is set to reflect the uncertainty of water price which follows the GBM (Geometric Brownian Motion) process. Our finding from non-cooperative investment decision model is that uncertainty of water price could deter the groundwater investment by considering the existence of option values. For policy markers, it is easy to manage 'charges for utilization of groundwater' rather than 'performance guarantee ratio' when managing groundwater investment with pricing policy. And it is necessary to make comprehensive and well-designed policies considering the characteristics of regional groundwater reservoir and groundwater developers.

  • Give high priority to the technologies that can be directly applicable to the U-City development projects which are in progress by many central and local governments. Create a real world product at the end of R&D phase by testing prototypes in test-beds or test-labs. Recently, new construction technologies have been developed, but they are rarely being applied to the construction filed. In this paper, the basic design was examined so that various technologies can be selected through a test-bed, analyzed for the real situation, and applied to actual construction sites. Improve productivity of regional and urban construction exercises and improve competitiveness of related products and services using IT-based telemetering/GIS technology.
