Regional Network Attributes of Provincial Boundary Regions : Focused on Okcheon-gun in Chungbuk Province (도계지역의 지역적 네트워크 특성 - 충북 옥천을 대상으로 -)

  • Provincial boundary regions need differentiated strategies from non-provincial boundary regions because they form multilayered regional networks with boundary cites and provinces. This paper aims to analyze the attributions of provincial boundary regions' regional networks in the dimensions of commuters, companies, and government and to explore their political strategies. At commuters level, Okcheon, a case study area, forms the strongest regional networks with Daejeon and does not have any regional network with Honam region. At companies level, it forms the regional network with Daejeon, Gyeonggi, and Chungbuk, and with Daejeon(Donggu, Daedukgu), and Gyeonggi(Bucheon) at government level. This paper suggests the following conclusive policies. First, provincial boundary regions should be postulated as the new policy targets. Second, Population and Housing Census should be constructed pan-regionally as the base data of regional network studies. Lastly, cooperation system among local government of the provincial boundary regions should be constructed.

The Image Segmentation Method using Adaptive Watershed Algorithm for Region Boundary Preservation

  • This paper proposes an adaptive threshold watershed algorithm, which is the method used for image segmentation and boundary detection, which extends the region on the basis of regional minimum point. First, apply adaptive thresholds to determine regional minimum points. Second, it extends the region by applying adaptive thresholds based on determined regional minimum points. Traditional watershed algorithms create over-segmentation, resulting in the disadvantages of breaking boundaries between regions. These segmentation results mainly from the boundary of the object, creating an inaccurate region. To solve these problems, this paper applies an improved watershed algorithm applied with adaptive threshold in regional minimum point search and region expansion in order to reduce over-segmentation and breaking the boundary of region. This resulted in over-segmentation suppression and the result of having the boundary of precisely divided regions. The experimental results show that the proposed algorithm can apply adaptive thresholds to reduce the number of segmented regions and see that the segmented boundary parts are correct.

Simulation of Regional Climate over East Asia using Dynamical Downscaling Method

  • In this study, we have simulated regional climate over East Asia using dynamical downscaling For dynamic downscaling experiments for regional climate simulation, MM5method. with 27 km horizontal resolution and 18 layers of sigma-coordinate in vertical is nested within global-scale NCEP reanalysis data with 2.5。${\times}$2.5。 resolution in longitude and latitude. In regional simulation, January and July, 1979 monthly mean features have been obtained by both continuous integration and daily restart integration driven by updating the lateral boundary forcing at 6-hr intervals from the NCEP reanalysis data using a nudging scheme with the updating design of initial and boundary conditions in both continuous and restart integrations. In result, we may successfully generated regional detail features which might be forced by topography, lake, coastlines and land use distribution from a regional climate. There is no significant difference in monthly mean features either integrate continuously or integrate with daily restart. For climatologically long integration, the initial condition may not be significantly important. Accordingly, MM5 can be integrated for a long period without restart frequently, if a proper lateral boundary forcing is given.

  • This studys concerns with a critical issues of urban and rural integration for rurban development. Todays, many of urban-rural integrated cities are confronted with the negative effects of administrative boundary integration. The first problem is induced from the developmental gaps and different residential demands between the core-city and peripheral-county. The second problem is social-economic and administrative unification costs neglected. The third problem is the environmental pollutions and degradations in peripheral-county by rapid urbanization. The forth problem is the inequality of the public services and regional investments in the urban-rural Integrated cities. The fifth problem is the administrative relation and financial distribution between core-city and residual province when the urban-rural integrated core-city becomes large urban city. The results of the questionnaire analysis as follows. The first point, the preference of administrative boundary integration is different in intra-areas of urban-rural integrated county by it's location. The second point, the diversity of preference of residents depends on theirs job, age, resdential period, education and income level. So, administrative boundary integration must consider the many important factors which affect the socio-economic situations between the core-city and peripheral-county. In conclusion, residents' preference for the admistrative boundary integration depends on their situation without rational approach for macro regional development. In this contexts, comprehensive approach for the urban-rural administrative boundary integration is needed in consistent with rapid change of local government's functions.

Cross-Border Interactions in the Swiss - German - French Border Region (스위스.독일.프랑스 접경지역에서의 월경적(越境的) 상호작용)

  • This paper is to explore the cross-border interactions and the formation of trans-boundary regional identity in the Swiss-German-French border region. It begins with a brief review of recent studies on 'boundary and border region', in order to gain a insight into the theoretical debates on this theme and to find out ideal types of the cross-border co-operations. And then it deals with the everyday cross-border movements(working, shopping, living) in 'Regio TriRhena', discussing the development of the trans-boundary co-operations in the EuroRegion 'Upper Rhine'. There are several committees to be defined in trans-boundary co-operation on the 'Upper Rhine', with different scopes of action, structured collectively like Russian dolls(Babushka principle). The economic differences between 3 countries trigger massive cross-border movements. This paper attempts to organize these cross-border interactions around Ullman's 3 bases for spatial interaction(complementarity, transferability, intervening opportunity). In conclusion, this paper shows that the elimination of economic obstacles does not suffice to create trans-boundary identity or a trans-border common regional spirit.

Assessment of Global Air Quality Reanalysis and Its Impact as Chemical Boundary Conditions for a Local PM Modeling System (전지구 대기질 재분석 자료의 평가와 국지규모 미세먼지 예보모델에 미치는 영향)

  • The initial and boundary conditions are important factors in regional chemical transport modeling systems. The method of generating the chemical boundary conditions for regional air quality models tends to be different from the dynamically varying boundary conditions in global chemical transport models. In this study, the impact of real time Copernicus atmosphere monitoring service (CAMS) re-analysis data from the modeling atmospheric composition and climate project interim implementation (MACC) on the regional air quality in the Korean Peninsula was carried out using the community multi-scale air quality modeling system (CMAQ). A comparison between conventional global data and CAMS for numerical assessments was also conducted. Although the horizontal resolution of the CAMS re-analysis data is not higher than the conventionally provided data, the simulated particulate matter (PM) concentrations with boundary conditions for CAMS re-analysis is more reasonable than any other data, and the estimation accuracy over the entire Korean peninsula, including the Seoul and Daegu metropolitan areas, was improved. Although an inland area such as the Daegu metropolitan area often has large uncertainty in PM prediction, the level of improvement in the prediction for the Daegu metropolitan area is higher than in the coastal area of the western part of the Korean peninsula.

Regional Boundary Operation for Character Recognition Using Skeleton (골격을 이용한 문자 인식을 위한 지역경계 연산)

  • For each character constituting learning data, different fonts are added in pixel unit to create MASK, and then pixel values belonging to the MASK are divided into three groups. The experimental data are modified into skeletal forms, and then regional boundary operation is used to create a boundary that distinguishes the background region adjacent to the skeleton of the character from the background of the modified experimental data. Discordance values between the modified experimental data and the MASKs are calculated, and then the MASK with the minimum value is found. This MASK is selected as a finally recognized result for the given experiment data. The recognition algorithm using skeleton of the character and the regional boundary operation can easily extend the learning data set by adding new fonts to the given learning data, and also it is simple to implement, and high character recognition rate can be obtained.

The regional economic effects of port have various indirect ones except for this. So, SD(System Dynamics) was presented, and applied to simulate port and regional economy.
