Seoul Metropolitan Area has been changed by fierce internal migration during the last several decades. To determine the regional structure, we analyzed the in-and-out migration pattern and main factors affecting the intense of mobility. The migration within metropolitan city and province shows that in Seoul, Songpa and Dobong Gu gained a large population, in Incheon, Namdong Gu experienced a huge population influx, and in Gyeonggi Province, Hwasung, Yongin and Paju city gained a great population. In Seongnam, Suwon city lost a lot of population. These population gains and losses came from mainly residential redevelopment projects in the metropolitan city and new land development projects in Gyeonggi Province. The main factors affecting the intense of mobility diverse from city characters. In central type cities, house price gets the more population influx. In job-housing balanced cities, total income growth rate, housing supply rate and roads cause in-migration. In bed-town type cities, the increase of housing supply rate and parks increase the population. In suburban type cities, business density, housing supply rate, housing, subway station number and educational facilities increase population from outside the city. So, we have to prepare more detailed urban and housing policy responses.

In a situation where population decline is intensifying, the decline of local mid-small sized cities is emerging as a social problem. The decline will increase the difficulty of supplying demand-based living services. Therefore, increasing accessibility to living services is important for quality of life. With this background, the purpose of this study is to derive living zones that can use high-order services in metropolitan cities through high-speed railway. To this end, the behaviors of residents in mid-small sized cities were investigated through a questionnaire, and living zones and vulnerable areas were derived through a GIS analysis. The results of the study are summarized as follows. First, most of the residents had experience using cultural, medical, shopping, and educational services in metropolitan cities. Second, the time required to visit a metropolitan city for the use of higher-order services was about 2 hours, and the desired time was about 50 minutes. Third, when accessibility is improved, the willingness to use the higher-order service of the metropolitan city is high. Fourth, many regions have been derived as living zones where services of metropolitan cities can be used through high-speed rail. Lastly, the major vulnerable areas were found to be the northern area of the Gangwon region, the northern area of the Yeongnam region, the west coast of Chungnam, and the border area of Jeonnam and Gyeongnam.

This research is based on open data from the National Library Statistics System and Seoul Survey 2020 from Seoul to analyze the Seoul citizens' usage of public libraries. For such purposes, this research compared and diagnosed the condition of public libraries services at 25 districts of Seoul, focusing on objective indicators of library management and general usage records to understand the correlations between the two. Objective indicators such as budgets, human labor, the number of books, and total ground area were compared with usage records of different classes of Seoul citizens, organized by the citizens' place of living, educational background, and monthly household income. As a result of the research, the correlation between the objective indicators and public usage records of different classes was confirmed. Seoul citizens' usage of public libraries and reading tendency were identified. In addition to, a balanced development of the public libraries in Seoul was proposed to overcome regional disparities and leveling the service level by investigating usage behavior and reading tendency of the public libraries in Seoul.
The Literature Museum Network aims to realize the legislative purpose of the Literature Promotion Act and achieve balanced development of local literature centers across the country. In the Literature Museum Network, the literature museum network support center will be established by region to take charge of cooperation projects between local literature centers, which will be the culmination of the National Literature Museum of Korea. It is intended to test-run various projects planned by the Munhakwan Network Support Center to create derivative contents, or to establish a regional hub literature center in charge of education and other affairs of the literature museum's workforce. If the existing metropolitan administrative districts are used to form zones, the entire country can be organized into four zones. They include the Seoul-Gyeonggi Literature Museum Network (23 local literature centers), the Gangwon Chungcheong Literature Museum Network (32 local literature centers), the Yeongnam Literature Museum Network (30 local literature centers), and the Honam Jeju Literature Museum Network (22 local literature centers). One literature museum network support center will be established for each region and one local literature center will be selected as the hub literature center. The Literature Hall Network Support Center is in charge of collecting and managing literary materials, developing contents and programs, promoting and foreign cooperation, etc. The hub literature museum will be in charge of pilot operation of content and programs, training and education of experts in the literature museum, and running joint storage facilities. This structural system and efficient operation of the literature museum network will ultimately provide an opportunity for the formation of cultural governance in which the power and public nature of the establishment of literary promotion infrastructure are secured.

In Korea, youth participation in economic activities and unemployment appear at the same time, which is a more serious problem, so a study on the labor market movement can be viewed as a study to overcome youth unemployment. The purpose of this study is to examine how labor movement between the employed and the unemployed is progressing through the survey data of the youth panel among the employment panel and to identify the factors affecting the movement path and movement of the employed and the unemployed. In the case of the employed, they possessed professional qualifications, and in the case of unstable occupational status, they attempted to move to a stable position after being employed. In the case of the unemployed, the probability of failing to find a job was higher as they had no job search experience, the longer the job search period, and the less effort they made. The fact that the home environment directly or indirectly influences the movement of the labor market remains unchanged. On the other hand, the higher the educational level, the more stable, and the most stable the metropolitan area. Therefore, more urgently than ever, a plan to revitalize the local labor market through the organic relationship between the government, local governments, local industry, and local universities and balanced regional development should be sought.
This paper examines how Korean economy has been asymmetrically changed after economics crises. The three crises during the last three decades, covid19, global financial crisis, and currency crisis, have deteriorated the economic inequalities of Korea in various ways. First, manufacture industry has been affected larger by economic crises, but recovered fast. The shocks in service sector were small but persist longer or were permanent. Second, although the covid19 spreaded out more to the capital area, the negative economic shock was greater in the non-capital region. That is, the crisis in the capital region transferred or amplified to the other region. Third, the inequality between permanent and temporary workers became worse after crises. Fourth, the sluggish small business growth problem became more serious during the covid19. In order to overcome the industrial and labor inequality, it is desirable to government strategy for economic development from focusing on high value-added industry to a balanced growth for all industry and region. To this end, governemt support should be asymmetric. That is, it should focus on indirect support such as regulatory reforms in the high value-added and private-led industries, and, for small business related service sector and non-capital region which have had limited opportunity of renovation and growth, the more active effort of government and government-driven gowth strategy would be desirable.
Rice culture in Korea has a long history ranging over two thousand years. In the agriculture economy of pre-mordern Korea, however, its importantce was not as great as generally assumed. In fact, rice culture reached full development only after the 1920s when the Japanese colonial government carried out its drive to increase rice production in the Korea peninsula. It was not until the mid-1930s that rice became the staple in Korean diet. This can be attributed to two factors : (1) a mountainous topography that provides little irrigated fields and (2) a climate characterized by droughts in spring and heavy precipitation in summer. The present paper attempts to answer some of these questions. Specifically it will focus on these : Did the development of rice culture actually result in population growth? What are the salient features of agricultural develdpment and population grow in traditional Korea? Does the case of Korea conform the prevailing generalization about the agriculture in East Asia? I have discussed the development of rice culture and population growth in the Chos$\breve{o}$n dynasty, focusing on the relation between the rapid spread of transplanting and the rapid growth of population from the seventeenth to the nineteenth century. Here are my conclusions. (1) The spread of transplanting and other technological innovationsc contributed to the rapid growth of population in this period. However, we should also note that the impact of rice culture on population growth was rather limited, for rice culture was not the mainstay of agricultural economy in pre-modern Korea. Indeed we should consider the influence of dry field cropsn population growth. Nevertheless, it is obvious that the proliferation of rice culture was a factor crucial to population growth and regional concentration. (2) How should we characterize the spread of rice culture in the whole period? Evidently rice culture spread from less then 20% of cultivated fields in the fifteenth century to about 36% of them in the early twentieth century. Although rice as a single crop outweighed other crops, rice culture was more then counter-balanced by dry field crops as a whole, due to Korea's unique climate and geography. Thus what we have here in not a typical case of competition between rice culture and day field culture. Besides, the spread of rice culture in the seventeenth and eighteenth centuries accomplished by technological innovations that overcame severe springtime drought, rather than extensive irrigation. Althougt irrigarion facilities did proliferate to some extent, this was achieved by local landlords and peasants rather than the state. This fact contradicts the classical thesis that the productivity of rice culture increased through the state management of irrigation and that this in turn determined the type of society. (3) We should further study other aspects of the transition from the stable population and production struture in the fifteenth and sixteenth centuries to the rapid population growth and excessive density of population thereafter. We should note that there were continuing efforts to reclaim the land in order to solve the severe shortage of land. Changes also took place in the agricultural production relations. The increase in land producrivity developed tenancy based on rent in kind, and this in turn increased the independence of tenants from their landlords. There were changes in family relations-such as the shift to primogeniture as an effort to prevent progressive division of property among multiplying offspring. The rapid population growth also produced a great mass of propertyless farm laborers. These changes had much to do with the disintegration of traditional social institutions and political structure toward the end of the Chos$\breve{o}$n dynasty.
Aggregate typically refers to sand and gravel formed by the transportation of rocks in rivers or artificially crushed, constituting a core resource in the construction industry. Gyeongsangbuk-do, the largest administrative area in South Korea, produces various sources of gravel, including forest, land (excluding other sources), river, and crushed stone. As of 2022, it has extracted approximately 6.96 million cubic meters of aggregate, with permitted production totaling around 4.07 million cubic meters and reported production of about 2.88 million cubic meters. The aggregate demand in Gyeongsangbuk-do is estimated to be 12.39 million cubic meters according to the estimation method in Ready-Mix Concrete. From the supply perspective, about 120 extraction sites are operational, with most municipalities maintaining an appropriate balance between aggregate demand and supply. However, in some areas, there is inbound and outbound transportation of aggregate to neighboring regions. Regions with significant inbound and outbound aggregate transportation in Gyeongsangbuk-do are areas connected to Daegu Metropolitan City and Pohang City along the Gyeongbu rail line, showing a high correlation with population distribution. Gyeongsangbuk-do faces challenges such as population decline, aging rural areas, and insufficient balanced regional development. Analysis using GIS reveals these trends in gravel demand and supply. Currently in this study, Gyeongsangbuk-do meets its demand for aggregate through the supply of various aggregate sources, maintaining stable aggregate procurement. River and terrestrial aggregates may be sustained as short-term supply strategies due to the difficulty of longterm development. Considering the reliance on raw material supply for selective crushing, it suggests the need for raw material management to maintain stability. Gyeongsangbuk-do highlights quarries in the forest as an important resource for sustainable aggregate supply, advocating for the development of large-scale aggregate quarries as a long-term alternative. These research findings are expected to provide valuable insights for formulating strategies for sustainable management and stable utilization of aggregate resources.
Purpose: Recently, the incidence of preterm and low birth weight infants (LBWI) is increasing, even though the birth rate is continuously low in Korea. Despite that change, there continues to be a deficit of beds in the neonatal intensive care unit (NICU). This study is based on the 2009 Korean Statistical Information Service that examined the development of a Korean NICU service and the survival rate of preterm infants by regionally analyzing the rate of total live births, preterm infants, LBWI, and NICU beds in Korea. Methods: Data were obtained from the Korean Health Insurance Review and Assessment Service and Korean Statistical Information Service. We confirmed the regional total live birth rate, number of LBWI, and preterm infants and NICU numbers, and all of the results were compared to the average value to determine deficient areas of NICU beds. Results: There were 25,374 (5.7%) preterm infants and 21,954 (4.9%) LBWI in the total number of live births (444,849) in 2009, and regions of high proportion compared to the mean value were Busan, Daegu, and Ulsan. Total NICU beds totaled 1,284, and regions of high rates preterm infants and LBWI per 1 NICU bed compared to the mean value were Incheon, Daegu, Ulsan, etc. The NICU holding rate was 87.5% (1,284/1,468), which was increased from 2005. However, there were still shortages of 184 NICU beds (12.5%), especially in Gyeonggi-do, which lacked 157 beds. Conclusion: High risk neonates difficult to transfer, and they need immediate and continuous treatment. As a result, a foundation of well-balanced, national NICU regionalization is necessary. This study suggested that more NICU facilities must be implemented, and clinicians should realize the continuing deficiency of NICU beds in cities and provinces.

In Korea, small and medium sized domestic enterprises (SMEs) play an pivotal role in the national economy, accounting for 99.8% of all enterprises, 87.9% of total employment, and 48.3% of production. and SMEs were driving a real force of the development of national economy in many respects such as innovation, job creation, industrial diversity, balanced regional development. Despite their crucial role in the national development, most of SMEs suffer from a lack of R&D capabilities and equipments as well as funding capacity. Government-Supported Research Institute (GRI) can provide SMEs with valuable supplementary technological knowledges and help them build technological capacities. so, In order to effectively support SMEs, government and GRI must be a priority to know about the factors influencing the performance related to technology transfer and technological collaborations. The paper analyzes the effects of Korean IT SMEs Venture external collaborations and technology transfer on their performances, according to their collaboration activities and technology transfer experiences. The results show that there was a significant difference between '3~5times' of technology transfer experience and 'zero technology transfer experience' in the case of technology transfer experience. In case of technological collaboration type, there was a significant difference between 'R&D manpower' and 'enhancement of technological capabilities including core technologies'. The results show that the effectiveness of technology transfer of Korean IT SMEs Venture depends on experiences, types of collaboration activities. so the results of this research will be useful for Government-Supported research institute (GRI)' policy makers when establishing technology commercialization support policies and strategic planning of small and medium sized domestic enterprises.
