  • Many studies have related the recent variations of wildfire regime such as the increasing number of occurrances, their patterns and timing changes, and the severity of their extreme cases with global warming. However, there are only a few numbers of wildfire studies to assess how the future wildfire regime will change in the interactions between land and atmosphere with climate change especially over East Asia. This study was performed to estimate the future changing aspect of wildfire danger with global warming, using Haines Index (HI). Calculated from atmospheric instability and dryness, HI is the potential of an existing fire to become a dangerous wildfire. Using the Weather Research and Forecasting (WRF) model, two separated 5-year simulations of current (1995~1999) and far future (2095~2099) were performed and analyzed. Community Climate System Model 3 (CCSM3) model outputs were utilized for the model inputs for the past and future over East Asia; future prediction was driven under the IPCC A1B scenario. The results indicate changes of the wildfire danger regime, showing overall decreasing the wildfire danger in the future but intensified regional deviations between north and south. The overall changes of the wildfire regime seems to stem from atmospheric dryness which is sensitive to soil moisture variation. In some locations, the future wildfire danger overall decreases in summer but increases in winter or fall when the actual fire occurrence are generally peaked especially in South China.

  • The Bass model is the most widely used model in research of new product diffusion because it presents a nice explanation on the diffusion process of new products. However, it has a limitation that its performance of fitness is lower as the available data become less and also, the diffusion curve is bell-shape and so, it can not represent the various diffusion patterns. Recently, a two-pieces Bass model is developed and applied to analyze diffusion of 10 products. The results are encouraging in terms of fitness. However, diffusion pattern is not dealt with in the paper. In this paper, analysis of diffusion pattern is in depth addressed in two-pieces Bass model. It is shown that the diffusion curves are divided into 3 types with respect to the peak adoption rate and each type is divided into 2 types further. Takeoff time of a diffusion process is analyzed by using the inflection point and regime-change time where it represents the point that imitation and innovation parameters change. Empirical studies for 68 products(28 domestic products and 40 USA products) are performed to analyze the diffusion pattern. Findings are that diffusion patterns of all products except 1 USA product show type I and regime-change time becomes shorter as the introduction time of the product is later in domestic products and regime-change time can be regarded as a takeoff time in 47% of total 68 products.

  • A hydro-geomorphologic change in a sand bed channel reach and vegetation expansion by changes in the How regime is analyzed in this study. Field and aerial photo surveys, basic hydrological analysis about flow regime change due to two dams, Andong Dam and Imha Dam, on the upstream river and computer modeling are conducted. Two Dams in the study reach have obviously affected downstream channel in many ways including the bed particle coarsening, vegetation expansion on the sandbars and following river channel braiding. The phenomenon of no vegetation on the large point bar in front of Hahwe Village seems due to disturbance of the sandbar surface probably due to the cross flow in the meander reach during the flood. Another reason for no vegetation is that the sandbar on this reach has lower subsurface water lovels, as compared with the others in the up- and downstream of the reach where vegetation expanded, which would hinder vegetation from germinating and growing on the sandbar.

  • This article examines the continuity and change of Korean welfare regime during 1990s. Democracy, globalization and the financial crisis changed the landscape of Korean society as a whole and provided a catalyst for the change of the Korean welfare regime. In order to show how and what changed in Korean welfare regime, this study concentrates on the transformations of income maintenance programmes and social welfare services. The changed aspects are as follow: (1) The ratio of social expenditure to GDP has increased during 1990s and now stood at ten percent level. (2)Rather than backing up the company welfare, government strove to build and expand income maintenance devices for all citizens. (3) The poverty and inequality reduction effects of income maintenance programs are very weak in early 1990s, but they are gradually getting stronger impact on poverty and inequality. But, there are also continuance. (1) In spite of the relative development of income maintenance programs, social welfare services are still poorly designed as before. (2) The expenditure level of social welfare services shows sharp contrast to income maintenance programs and lagged behind the other OECD countries. (3) The expansion of social service sector employment are also not so salient. In 2002, social service employment is only at close to 2.5 per cent of the total employment. Accordingly, korean welfare regime is now characterized by a model which is to curb poverty and inequality by engaging in direct government provision of income maintenance programs, but refrain from expanding social service by relying on net welfare which encourage the provision of services within the family. A implication of our analysis is that the expansion of social welfare Korea saw after 1997 was not really an regime shift. According to the arguments of Peter Hall, first and second order changes in policy do not automatically lead to third order changes which imply regime shift. Policy changes which occurred during 1990s was not accompanied by a shift in policy paradigms. Family dependency in welfare is not yet changed.

  • This paper examines the change of innovation practices in the Korean industry which is entering into the 'post catching-up regime'. In catching-up regime, the technological loaming practices of Korean firms could be characterized as the assimilation and improvement of foreign technologies through crisis construction and time pressure. Crisis construction and time pressure were the important factors enhancing the intensity of technological teaming and shaping the way of doing imitative innovation. But the innovation patterns of firm are changing. The new ways of doing innovation are emerging in Korean mobile phone industry which is becoming a world leader: the emphasis on the importance of technological planning, the enhancement of collaborative networks among related firms, the toleration on the failure and the effort to acquire core technologies. Though Korean firms have not developed enough capabilities to create basic core technologies, they can develop their competitiveness through creative combination of technologies and are approaching the world frontier.

  • As the political arguments on international power concept has gradually been deepened, the role of international regimes, defined as principles, norms, rules, and decision-making procedures around which nation-actors' expectations converge in a given issue-area, has also been reinforced. There are many ways of understanding about international regimes. In terms of realistic theories, international regimes are one of methods of maintaining hegemonic power order of hegemonic nation and in terms of liberalistic theories, international regimes are understood as the products of mutual inter-dependence of nations in changing international society. As a matter of fact, if we take structural causes and regime consequences into severe consideration, we can find not a few characteristics of international regimes, such as security regime, world trade and fiance regime, ocean regime, environmental regime, human right regime, etc. This paper will examine the changing concept of power after World War II in three categories of hard power (military power), meta power (regime creating power), and soft power (advanced in cultural, diplomatical, and technological power). This paper will provide the evidence of why the changing power concepts will be strongly related with the emergence of international regimes. The UN convention on the law of the sea will chosen as a standard case of the ocean regime and it's regime structure and role will also be analysed in both realistic :md liberalistic theories. Futhermore, the nations' interests involved in the UN convention on the law of the sea will be analytically classified and finally a future prospectus of the UN convention on the law of the sea as an ocean regime will be tested.

  • The Hapchon Dam, located upstream of the Hwang River, Korea, was constructed in December, 1988. Due to the lack of storage of water, the dam gate has not been operated during last ten years. Thus, a new ecosystem has been established at the downstream part of the dam. This is not a common phenomenon which can be found elsewhere in the country. The present study investigates the effect of flow regime change on the river morphology and vegetation cover in the downstream river reach after the dam construction. The analysis of flow regime is carried out, and the changes in bed elevation and in channel cross sections are examined. Site investigations including tree ring tests are also performed. The increase in the vegetation cover is estimated by comparing aerial photographs taken before and after dam construction.
