Analysis on Transition between Index- and Bandgap-guided Modes in Photonic Crystal Fiber

  • We calculate optical properties of guided modes of a hybrid-guiding photonic crystal fiber. The design and modeling of such hybrid-guiding PCF is made by replacing air holes with inserts of high refractive index material layer by layer in order. The optical properties such as mode intensity profile, mode dispersion, optical birefringence, confinement loss, and chromatic dispersion during transition of the guiding mechanism are analyzed and discussed. The guided modes in the hybrid-guiding region are also compared with those of reference index-guiding and bandgap-guiding photonic crystal fibers.

  • With reference to nuclear emergency information concerning the national emergency plan for nuclear accidents, the response plan for the atmospheric nuclear emergencies of the U.S. National Oceanic and Atmospheric Administration (NOAA) was reviewed and described for introducing an overview on it to the Korean Association for Radiation Protection (KARP).

  • The conditions for measurement of the interior noise should meet the international standards. However, due to the limitations in test conditions the possible errors in measurement equipment, reliability of the measurement results has been questioned. Hence, the test procedure for the interior noise measurement of KTX vehicles are reviewed and investigated with the reference of international standards. Furthermore, the acceptable tolerance is inspected through the analysis of the factors that influence the interior noise of the KTX vehicle.

  • Objectives : This study aims to present a new classification system using evaluation standards to ensure the safety of transport ventilators used in Korea. Due to the rapid advancement of technology, various types of ventilators have been developed and as the range of application increases, so does demand. With quick access to information and a growing economy, the technology used in Korean hospitals is equivalent to that of other countries; however, regulatory and safety consciousness are still lagging in Korea. Methods : Based on researching overseas cases, reference data and standards for improving the current system in Korea are proposed. Results : According to the review of transport ventilator use in Korea, it was found that concerns about safety is due to the absence of a standardized classification system for evaluating the safety and effectiveness of transport ventilators. Conclusions : In order to improve the safety of patients and the quality of medical care, it is essential to establish guidelines and assessment standards guaranteeing the safety of transport ventilators in Korea. Clear definitions and classifications for devices must precede the application of such standards. In addition, effective evaluation standards should be developed in order to resolve problems and improve upon the current system through continuous validation.

  • The activity measurement of a solution of $^{133}Ba$ which is an electron capture nuclide was carried out by the ${\beta}-{\gamma}$ coincidence method. The counting rates at the ${\beta}-,\;{\gamma}-$, and coincidence-channels were measured using a $4{\pi}$ proportional counter and two NaI(Tl) scintillation detectors. The specific activity of the solution calculated by the efficiency extrapolation was $(1151.01{\pm}2.99)kBqg^{-1}$ at the reference time(00h UT, 03-15-84). According to an international comparison of activity measurements organized by the Bureau International des Poids et Mesures, this result showed the difference of 0.94% to the mean value derived from the comparison.

Comparison of the standards for absorbed dose to water of the IAEA and the KRISS, Korea in accelerator photon beams

  • A bilateral comparison was conducted between the International Atomic Energy Agency (IAEA) and the Korea Research Institute of Standards and Science (KRISS) to measure the absorbed dose to water in accelerator photon beams. KRISS served as a linking laboratory to compare the IAEA standard with the key comparison reference value (KCRV) of the BIPM.RI(I)-K6 program, in which KRISS participated in 2017. Two ionization chambers from the IAEA were used as transfer instruments for the comparison. Both laboratories measured the calibration coefficients of these instruments and calculated the ratios. The ratio of the KRISS standard to the KCRV was applied to obtain the degree of equivalence of the IAEA, along with its uncertainty. The largest deviation of the IAEA measurement from the KCRV was 3.4 mGy/Gy, significantly smaller than the expanded uncertainty of 10.7 mGy/Gy (k = 2, 95% level of confidence). This study demonstrates the equivalence of IAEA's measurement standard for accelerator photon beams to other primary standard dosimetry laboratories. It provides evidence for the satisfactory operation of IAEA's quality management system and enhances the international credibility of the IAEA SSDL network, particularly in high-energy accelerator photon beams from linear accelerators.

Analysis of the degree of social accountability in accreditation standards for basic medical education (기본의학교육 평가인증기준의 사회적 책무성 반영 수준 분석)

  • According to the World Health Organization, for medical schools to fulfill their obligation of social accountability, it is necessary for medical education, research, and service areas to ref lect the healthcare system's relevance, quality, cost-effectiveness, and equity. This study utilized Boelen and Heck's (1995) social accountability grid model to analyze the degree to which the Accreditation Standards of Korean Institute of Medical Education and Evaluation 2019 (ASK2019) standards apply the World Federation for Medical Education's (WFME) standards. The social accountability characteristics of the former were compared to those of the WFME, the Liaison Committee on Medical Education, and the Australian Medical Council. Experts with experience and certification in medical education and evaluation classified the ASK2019 standards according to the grid model, evaluated social accountability perspectives, and categorized them according to the process, content, and outcome. Of the 92 standards, 61 (66.30%) were selected as social accountability standards; these encompassed all areas. There was a particular focus on outcome-related areas, such as "mission and outcomes," "student assessment," "educational evaluation," and "continuous improvement." Education and quality were the most common (33, 54.11%), followed by 18 standards related to education and relevance. However, the standards on cost effectiveness and equity corresponding to education, research, and service were significantly insufficient. As a result of classification using a logic model, many criteria were incorporated into the process, producing results similar to those of international accreditation institutions. Therefore, to fulfill medical schools' social accountability, it is necessary to develop cost effectiveness and equity standards with reference to grid models and expand them beyond education to include research and service areas. Developing content and outcome standards is also required.

An overview of the structural requirements of passenger carrying rolling stock according to EN12663 and prEN15227 (EN12663과 prEN15227에 따른 객차의 구조적 요구사항 검토)

  • As the South Korean rolling stock industry is developing designs for full compliance with the European Standards, it is fitting to take a look at these two core standards. The paper presents an overview of the load cases and structural requirements developed in Europe for the design of safe and compatible rolling stock vehicles. These load cases and structural requirements have been compiled into two standards namely EN12663 and EN15227. Standard EN12663 was developed as a reference design requirements standard. The work was mandated and sponsored by the European Committee for Standardization and Standard issuing National Institutions. EN12663 specifies a series of proof and fatigue load cases for European rolling stock regulations compliant vehicle designs. As EN12663 does not address the crashworthiness issue, a dedicated crashworthiness standard, EN15227, was therefore developed in a similar manner through industry wide consultations managed by a Trans-European working group of experienced engineers and specialists. In both standards, the vehicle and/or trains are grouped into categories reflecting the vehicle types and/or their indented operational function. EN15227, developed to complement EN12663, addresses the "passive" crashworthiness capability of the vehicles and trains. EN15227 specifies reference crash scenarios similar to those found in the Technical Specification for Interoperability (TSI) of high speed trains operating in Europe. The overview also touches on a general comparison with the corresponding British Group Standard (GM/RT2100) and also the UIC leaflet based load cases. The exercise is extended to pertinent design load cases specified by the Federal Railroad Administration (FRA) in the US.

Calibration by Comparison and Uncertainty Assessment of Industrial Thermometers at the Boiling Point of Nitrogen (질소의 끓는점에서의 산업용 온도계 비교 교정과 불확도 평가)

  • We devised calibration procedure for industrial thermometers by a comparison method at the boiling point of nitrogen (${\sim}-196^{\circ}C$). The uncertainty of the calibration was 4 mK (k = 2). As experimentally demonstrated in this work, the effect of the atmospheric pressure on the boiling point of nitrogen can be easily detected by the thermometer. Therefore, when the boiling point of nitrogen is used for calibration of thermometer by comparison, either a reference thermometer must be used to provide the reference temperature or the effect of atmospheric pressure should be carefully considered. The use of a copper block with a large thermal mass soaked into the liquid nitrogen was proven to be more reliable, and the stability of the temperature immersed into the copper block was 1.4 mK. The temperatures at the thermometer wells, evaluated by the crossed-measurement method to compensate for the inaccuracy of the thermometers and the linear drift of the temperature of the copper block, were equivalent within 0.23 mK of standard uncertainty.

A Study on the Status of Building Reference Shelf and Analysis of Types of Online Reference Sources in the University Library (대학도서관의 온라인 참고서가 구축현황과 온라인 참고정보원의 유형분석에 관한 연구)

  • This study aimed to investigate present status of online reference shelf and analyze access point in the home page and types of online reference sources in the university library. Data were collected by accessing home pages of 41 university libraries in the region of Seoul and Kyonggi-Do. 30 libraries had prepared reference shelf out of 41 libraries, and "User Service", "Electronic Reference Sources", or "Reference & Information Sources" were mostly used as home page menu. Types of references sources varied among libraries, and "Directories", "Dictionaries", "Statistics" or "Encyclopedias" were mostly loaded types in the reference shelf. For the enhancement of reference services through reference shelf, establishing and applying standards for evaluation, ease of access, access by subject, and continuous updates and additions of reference sources were suggested.
