Recently, it is necessary to establish an eco-friendly construction system through recycling of waste material management at construction sites. This is required to reflect the times that require a carbon reduction system in construction as part of domestic and overseas carbon dioxide reduction. Therefore, we intend to establish eco-friendly construction management as part of resource recycling and carbon reduction through recycling technology for waste fibers generated at construction sites.

우리나라 사업장 폐기물의 51.7%에 해당되는 47,294천톤이 건설폐기물이고, 이 폐기물의 96.7%가 재활용되는 것으로 집계되어 있다. 한편 고품질 순환골재의 생산을 일부기업에서 시도하고 있으나, 천연골재를 대체하기에는 아직 미급한 것 같다. 우리나라의 경우 혼합폐기물의 정의가 애매하여, 혼합폐기물의 선별자원화가 매우 부실하다. 폐목재의 경우 PB(particle board)용으로 수요가 많으나, 현장에서 폐목재의 수집이 쉽지 않다. 2005년 대형국책과제를 수행하는 $\ulcorner$건설폐기물재활용연구단$\lrcorner$이 발족하였다. (사)한국자원리싸이클링 학회지에 게재된 건설폐기물 관련 보문은 주가 폐기물을 이용해서 건설자재로 재활용하는 것에 관한 것이었다.

In Korea, because of the shortage of reclaimed lands and disposal sites and the small size of national land, A political measure for construction wastes recycling is needed. therefore we studied the current state of construction wastes recycling and the act for it. And we analyzed problems and unreasonable regulations regarding the wastes. So we suggested an alternative act to increase the construction wastes recycling.

In order to establish active and effective recycling plans on construction wastes, the study seeks to built unit generation data per construction waste types on each sector, prepare units data on urban construction waste generation and serve as meaningful data on the establishment of policies on construction waste recycling targeting urban regions. The significance of the study is on the establishment of construction waste recycling plan prior to generation, not as complementary measures on construction waste generated.

건설폐기물 중 다량으로 발생하는 폐콘크리트는 현재 순환골재로 많이 사용되고 있다. 그러나 순환골재의 사용은 구조물로 사용되기 보다는 채움재나 성토재로 이용되고 있는 것이 현실이다. 폐콘크리트와 같은 순환골재가 구조물의 건축자재로 사용되기 위해서는 품질향상과 함께 가능한 많은 수요처를 확보하는 등의 적극적인 활성화방안이 필요하다. 본 연구에서는 국내 외 건설폐기물의 발생 및 처리, 재활용현황, 그리고 재활용에 관련된 제도 및 재활용을 저해하는 요인 등을 조사하여 이를 토대로 건설폐기물의 재활용 활성화 방안을 제시하였다.

최근 재건축 및 재개발의 활성화, 대규모 택지개발에 의한 신도시 건설, 사회기반시설 확충 등의 증가로 건설폐기물이 급증하고 있다. 급증하는 건설폐기물 문제를 해결하기 위해 정부는 2003년 12월에 "건설폐기물의 재활용 촉진에 관한 법률"을 제정하였다. 이 법에 의하면 건설폐기물은 중간처리업체뿐만 아니라 건설공사현장에서 배출자가 직접 재활용할 수 있도록 규정하고 있다. 본 연구에서는 대규모 택지개발사업지구에서 폐콘크리트를 현장재활용하고 있는 사례를 통하여 경제성을 분석하여 현장재활용의 타당성 여부를 규명하였다. 또한 민감도 분석을 통하여 현장재활용비용에 영향을 미치는 요소를 분석하고 그 요소들에 따른 현장재활용의 경제적 손익분기점을 추정하였다.

This paper intends to analyze the roles of regulations and certifications within the construction market that affect the effective recycling and application methods of construction waterproofing industries. Certifications, eco-labels, green certification patents, and new excellent technologies obtained in construction waterproofing industries are studied. In accordance to the study results, it was determined that, a total of 38 items obtained eco-labels with effective recycling as the theme, 10 items with green certifications, and 8 items with New Excellent Technologies.

최근 재건축 및 재개발의 활성화, 대규모 택지개발에 의한 신도시 건설, 사회기반시설 확충 등의 증가로 건설폐기물이 급증하고 있다. 급증하는 건설폐기물 문제를 해결하기 위해 정부는 2003년 12월에 "건설폐기물의 재활용 촉진에 관한 법률"을 제정하였다. 이 법에 의하면 건설폐기물은 중간처리업체뿐만 아니라 건설공사현장에서 배출자가 직접 재활용할 수 있도록 규정하고 있다. 그러나 현재 대다수의 건설폐기물은 중간처리업체를 통하여 재활용되고 있을 뿐, 건설공사현장에서 배출자에 의해 직접 재활용되는 사례는 찾기 어려운 실정이다. 현장재활용을 어렵게 하는 가장 큰 원인은 현장재활용에 따른 경제적 효과의 불투명성이다. 본 연구에서는 건설폐기물의 발생 및 처리과정, 건설폐기물의 재활용 실태, 현장재활용 절차 및 과정 등을 조사 ${\cdot}$ 분석하고, 대규모 택지개발사업에서 폐콘크리트를 현장재활용하고 있는 사례를 통하여 경제성을 분석함으로써 현장재활용의 타당성 여부를 규명하였다. 본 연구결과는 현장재활용을 활성화하기 위한 정책수립 및 현장재활용 여부를 판단하는 기초 자료로 활용될 수 있을 것이다.

Nowadays, flooding wast is serious problem to mankind and the endeavour for solving waste problem is performed in connection with environmental problem and natural resource problem. In Korea, there are a lot of movements related to reduction of waste, too. As the solution of these problems, recycling is recommanded and many kinds of recycling technique are devised. In America, military has been playing an important role in recycling area for a long time. This paper is the survey of several articles and working papers about America military's recycling research. We investigated the recycling of water, construction and demolition wastes etc. These research results are very important in real field of military. It is considered our military has to prepare this recycling problem and now it's the right time. All of these can be adapted to our military, commercial companies and civilians through some modification. We suggest that our military should cope with recycling problem more deliberately.

본 연구에서는 건설폐목재의 발생현황 및 원인을 조사 분석하고, 국내 및 국외 폐목재의 발생, 처리, 재활용 동향을 비교, 분석하고자 한다. 오늘날 산업사회가 고도로 발달하면서 인간의 생활은 보다 편리하고 윤택해졌지만, 그 부작용으로 환경오염과 자원고갈 문제가 심각하게 대두되고 있다. 최근 건설 산업에서 환경보호와 자원의 절약 등이 중요한 이슈로 부각되고 있으며, 필연적으로 발생되는 건설폐기물의 관리와 재활용에 대한 관심도 증가되고 있다. 발생되는 폐기물은 양적으로도 증가했을 뿐만 아니라 질적으로도 매우 복잡 다양하여 이들의 원천적 감량과 재자원화 촉진 등 자원 순환형 처리방식의 절감방안이 모색되어야 한다. 그 중 폐목재는 건설현장에서 발생되는 여러 종류의 자원 중에서 약33%정도만 재활용하고 나머지는 소각하거나 비정상적인 유통과정을 거쳐 처리되어 지고 있다. 따라서, 건설현장 폐목재 처리현황의 실태 및 요인분석을 통하여 폐목재의 적법한 처리 및 재활용에 불합리한 원인은 무엇이며 그에 영향을 주는 수많은 변수들을 도출하고 요인분석을 통하여 몇 가지 요인으로 묶어 단순화하는 것에 목적을 두고 있다.
