A Study on the Records Appraisal Review : Focusing on the Education Office Records Center (기록물평가심의서 연구 교육청 기록관을 중심으로)

  • The Records Appraisal Review contains the processes and results of appraisal works for records. This study is an analysis of the 2018 Records Appraisal Review of 22 Local Education Offices where records managers were deployed. To ensure reliability of analyzing results, the analysis data preparation criteria were applied to maintain consistency in the analysis data preparation. Also, statistics by appraisal process and retention period were cross-checked. Through the analysis of the Records Appraisal Review identifies the actual condition for records appraisal. Based on this, the improvement measures that are applicable in practice were proposed in terms of records management of department, appraisal works of records manager and operation of Records Appraisal Review Commission.

  • This study aims to examine the current status of and problems in records management by the person in charge of university records management and derive improvement measures to manage university processing and records management systematically. The study's results are as follows: first, administrative problems with processing and service, and second, issues arising from records management procedures, such as the production and registration of processing departments, notification of production status, transfer, cleanup and physical storage, and assessment and disposal, as well as the lack of knowledge and records management. In response, it was suggested that training is needed to improve processing and records management manuals, secure physical storage, strengthen administrative support for the division in charge, ensure the legitimate status of the person in charge of processing and records management in the division in charge, and enhance the recognition of records management by the person in charge and manager.

  • Two functions are considerable in the record management of policy management system operation. The first one is to prove that shows the conforming status of the management system requirements. The second one is to prove that shows the performing status whether the policy management system is operating effectively to the company. However, the second function requires the high level data analysis techniques, and it is more important for the decision making of the company operations. That is, the second function is more closer than the first function to the top manager's policy management tool. This paper is prepared to offer a study on the desirable record management which is necessary to the scientific decision making process. The scientific decision making requires the analysis of data derived from the reliable records. It is also aimed to enlighten the relations between the reliability of records and the adoption of the results of analysis in associated with the top manager's decision making.

  • This study started from recognizing the problem that neither the identity nor the role of records managers is clarified enough. Therefore, this study identifies the function of the records managers and how it should be carried. The method of functional analysis was used to collect information, and then the AHP method to analyze te core functions of the records managers. As a result, core functions were identified as follows: records management policy making, education, production control, records schedule management, collecting, transferring, description, appraisal, de-accessioning, records center management, disclosure, perusal service, and records management system. Therefore, this study presents that identity and role of the records managers as well as the priorities of the job.

  • This study aims to identify the work process of records managers under the Freedom of Information Act (FOI). In particular, it attempted to reveal the problems and difficulties that record managers encounter during FOI work. To do this, this study conducted in-depth interviews with 11 records managers who were in charge of records management and FOI work, and the accumulated data were subjectively analyzed. The study discussed the relationship between records management and FOI and emphasized the need for procedural improvements of the act to alleviate psychological pressure on records managers and help them focus more on the records management process itself.

  • In this study, various types and roles of records management and archives professionals are reviewed. Throughout the literature review, types and roles of the records management and archives professionals are analyzed. The results show that roles of professionals can be divided into the areas of records, users and management. In addition to focusing on records and archives, modern archival professionals must also be adept in such areas as knowledge management and digital asset management. Business and management skills for forging partership with related organizations are also needed.

  • This paper proposes a modular type manager which is implemented to guarantee performance for LBS automatically in the mobile environment. The proposed system consists of modules for the management of scenario, mobility, and statistics. Each module controls the mobility in order to optimize the performance according to the scenario list. The statistics management module records mobility information and quick solution of errors and problems. The implemented system reduced the management cost and improved the management performance by the automatic test which was tested manually before the development of the system.

  • The quality of human resources is critical element which promote efficiency in the community management. Each country all of the world is developing national competency standards to exploit them on human resources management. In response to this trend, the field of records management need to develop competency standards and to build human resources. Although each agency is placing qualified record manager and operating archives organization. growth and development is needed on this field. Under these circumstances, examining requirement for records management competency and using them is a task of great significance on the side of strengthening specialist and normalizing archives operation. This study suggests procedures and methodology competency standards enable to be exploited in entire fields of records management including private sectors as well as public sectors. Furthermore, as for procedures of suggesting measures for developments, cases of procedures of stand designs are shown, effectively verifying for feasibility, validity, and usability of development of competency standards in the field of records management. In this process, models for competency standard and elements based on competency units in the field of records management are suggested. This study will be ultimately expected to contribute to an adoption of manpower development system and a systematic method via procedures of approving expertise of records management being recently highlighted as an issue from revision process of records management act.

A Study of Job Recognition for Record Manger using the IPA (IPA를 활용한 중앙행정부처 기록전문직 직무인식에 관한 연구)

  • The study aims at understanding records professions' job areas and conducting the Importance Performance Analysis. Under the perception which it is necessary to analyze records professions' job for securing their roles and identity, this study conducts a job analysis and categorizes records professions' job into 4 duties, 19 jobs and 78 job elements. The 4 duties includes records management, records office operation, records management infrastructure, and records information services. Furthermore, it researches jobs' importance and performance using the IPA. Accordign to the analysis, the jobs which rank at top of the importance and performance list are jobs concerning appraisal and disposal. The jobs which ranks at bottom are jobs related to services. In general the current 'one man records office system' is not appropriate to carry out all the records management business. In this context, it is necessary to lighten records profeesions' workload through the job adjustment in government institutions.

  • This study aims to analyze the factors affecting the transfer effect of continuing education in the National Archives of Korea and suggest ways to improve the education. To do that, the study grouped the factors that affect the transfer effect of continuing education into learner characteristics, educational program characteristics, and organizational transition climate. An online survey was conducted with records managers. In total, 272 responses were received and statistically analyzed. Based on the records managers' opinions, this study suggested ways to improve the transfer effect of continuing education from the perspectives of learners, the educational program, the organizational transition climate, and the roles of the National Archives of Korea.
