A Comparative Study on Appraisal Policies of National Archives of UK, USA, Canada, and Australia (국립기록원 기록물평가정책 비교분석 : 영국, 미국, 캐나다, 호주를 중심으로)

  • Appraisal is one of the most important record management tasks. Appraisal is the process of evaluating business activities to determine which records need to be captured and how long the records need to be kept to meet business, the requirements of organizational accountability and community expectations. Appraisal, therefore, is concerned with deciding both what records should be created to document a business activity and how long those records should be retained. This paper attempts to review the appraisal policies of four national archives in UK, USA, Canada, Australia, which have managed public records systematically and to compare appraisal policies in the following five parts such as 1) purpose, 2) appraisal objectives, 3) appraisal values, 4) procedures for appraisal, and 5) special considerations. Finally, the paper suggests the important items required when the Korean National Archives and Records Services develops their own appraisal policies.

  • With the revision of the Public Records Management Act in 2020, it has become possible to appraise long-term records more than 30 years old in the record center. However, there was no discussion on the appraisal process except for the revision of the Public Records Management Act. This study aimed to propose a process for appraisal of long-term records in the record center, focused on the roles and functions of the record center, archives, and central archives. To confirm the status and problems of the records appraisal process, we analyzed record management standards and interviewed 4 archivists who have been working as specialists for over 10 years. Based on the analysis results, the appraisal process for long-term records in the record center was redesigned in consideration of the functions and roles of the record center, archives, and central archives.

A Study on the Improvement of Research Records Appraisal Practice of the Government-funded Research Institutions (정부출연연구기관의 연구기록 평가 개선방안 연구)

  • Research records are a type of record with a range of controversies over the core elements of management, such as the definition and scope of research records, and who manages research records, despite the critical need for their management. Research records have been neglected in blind spots because it is difficult to manage them, but if well managed, they are evaluated as records with a highly potential value that can be used infinitely later. In particular, government-funded research institutes, as both research institutes and public institutions, take responsibility for systematic management of these research records. Therefore, as this study noted the necessity of research records appraisal for the systematic management of research records in government-funded research institutes, and conducted interviews with 11 records managers working at government-funded research institutes in Korea, the current status of research records management and appraisal of government-funded research institutes was identified. As a result, improvement measures for research records appraisal was suggested as follows. First of all, in the light of the current public records appraisal system, there is a problem of effectiveness in applying it to the research record appraisal system as it is. Therefore, this study suggested that an appraisal system appropriate for research records was needed, and proposed plans for improving the research records appraisal system in terms of purposes, authority, methods, time point, tools and criteria for appraisal.

A Study on the Appraisal of Research Records in Science and Technology : Focusing on Foreign Cases (과학기술분야 연구기록의 평가에 관한 연구)

  • With the quantitative growth of research data, the issue of enormous preservation cost and sharing expansion, the organizations should prioritize the collections then select the data that are worthy of save. Therefore, today, it is important for the organizations to appraise the continuing value of produced records. Considering the universities and the public institutions such as governmentfunded research institutes as the heavy producer of the data, it becomes a rising problem for the records management that it does not go beyond the framework of "administrative records" and "public records". In this study, I looked into the background of the contention that the research records must be managed in a different perspective and checked the characteristics of research records in therms of the producers, research activities and records. Based on this analysis, I suggested the main issues and considerations about the subjects, criterias and methods in research records appraisal.

Records and Archival Appraisal from a Holistic Perspective: A Case Study of New York State Archives (생산부터 보존까지 기록관리 전반에서 이해하는 기록평가: 미국 뉴욕주기록관의 사례연구)

  • Appraisal occurs multiple times in the process of records and archival management. This includes the consideration of the value of records during creation, developing records retention schedule for records creating organizations, and archival appraisal for archival repositories to build their collections. This study attempts to understand the function of appraisal from a holistic perspective from records creation to archival preservation. In doing so, it investigates the case of New York State Archives and understands some of notable approaches how archivists cooperate with records creators and records managers to preserve New York's historical records. Learning from the case of New York State Archives, this study intends to emphasize the roles and responsibilities that archivists can play in appraisal in various steps.

Some Thoughts on Reestablishing Appraisal System of Presidential Records (대통령기록물 평가제도 재정립을 위한 몇 가지 단상)

  • In our country, which has a strong presidential system, the power and responsibilities of the president are truly enormous. He is the head of state and diplomatic representative, and at the same time exercises authority over all areas of the country, including the legislature, judiciary, and constitutional institutions, along with his responsibilities as head of the executive branch. Considering these aspects, it can be said that presidential records created during the president's rule have a high level of national and historical significance and value compared to other public records. Considering these importance of presidential records, the Presidential Records Management Act was enacted in 2007 to establish an institutional mechanism to systematically manage presidential records. However, the current institutional basis for appraisal of presidential records is very weak. In this regard, there is a need to begin discussions on the appraisal of presidential records in earnest. Considering the national importance and symbolism of presidential records, it is necessary to establish a new direction for appraisal of presidential records that is different from general public records. Accordingly, in this paper, as part of reestablishing Korea's presidential records appraisal system, this article analyzed the status and problems of the current presidential records appraisal system and presented directions needed to find future improvement measures. To this end, as a premise for discussing the importance and value of presidential records, it examined the powers and responsibilities of the presidency as defined in our country's Constitution.Next, we looked at the appraisal system and method for presidential records that are currently in operation, and then analyzed the problems that emerged here in connection with the characteristics of presidential records. Based on this, it presented five perspectives on issues that need to be discussed publicly in the records management community in order to reestablish Korea's presidential records appraisal system in the future.

  • The purpose of this study is to survey the problems of the record appraisal system based on value of "Business Transaction (Danwi-gwaje)" and suggest a way to solve the problems in Korean government agencies. This study begins with analyzing the many negative cases of creating wrong "Business Transaction" profiles and making discordances between value of records and value of transaction, through data mainly from focused group interviews of six record professionals in central government agencies. It concludes with suggesting a new records appraisal model that assigns the retention periods to multiple entities to solve the problems of the current record appraisal system.

  • The study aims to analyze the records management reference tables currently being utilized and to provide directions on how should be redesigned in the future to operate as a appraisal tool for national archives. From the perspective of "what records should be the national archives", it was intended to analyze the records management reference tables, particularly in the environmental public authorities, and to propose future improvements. The main focus of the analysis is on appraising records that need to be preserved as national archives, and therefore, prior to analysis of the tables, it examines whether the archival selection criteria are clearly presented. Subsequently, the study is conducted how to implement this criteria through the records management reference table of each agency and how its implementation system will be constructed. The analysis will be focused on Ministry of Environment's records management reference table and records schedules or appraisal/selection tools of the central and federal institutions that perform environmental functions in U.S., Australia, and UK.

  • This article shows a case of constructing appraisal system of manuscripts based on records of korean democratization movements. This appraisal system of manuscripts not only intends to select records according to value but also realizes a strategy that maximizes efficacy of resources for record management through distinction of record management process based on value of records. After all, this strategy provides manuscript repositories a beneficial benchmarking case of appraisal system of manuscripts which are confronting with disposing problem of enormous mount of records without original order, and are intending maximization of efficacy of resources for record management through distinction of record management process based on value of records.

The Standardization on the Appraisal of Records: Analysis of the Appraisal Principles and Process in ISO 15489-1:2016 (기록 평가의 표준화 - ISO 15489 개정판에서의 평가 원리 및 절차 분석 -)

  • to apply standardized principles and methodologies to the appraisal of records because it is different for each country, region, and organization to distinguish what kind of records are important and how to select them. For this reason, numerous theories and methodologies have been proposed around the appraisal of records. ISO 15489-1:2016, on the other hand, has laid the groundwork for the standardization of the appraisal of records that are applicable globally in recent record management environments based on a new perspective on the appraisal of records. ISO 15489 presents the principles and methodology of records management that are consistent with the electronic record environment based on the record continuum theory, and the principles and methods on the appraisal of records presented in ISO 15489-1:2016 need to be analyzed in depth. This paper analyzes the concept and the logic of the appraisal of records presented in ISO 15489-1:2016 to find an improvement direction in accordance with the recent electronic record environment. For this purpose, it reviewed courses from the enactment of AS 4390 to the revision of ISO 15489 to understand the background of the appraisal principles of ISO 15489-1:2016. Based on this, the appraisal concepts and principles presented in ISO 15489-1:2016 were examined, and the process of the appraisal was analyzed.
