Since the government of Republic of Korea was established in 1948, a period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). This paper illustrates distinct phenomena of Records Management System Policy during Participation Government. Three major agents of the system are President Roh, the Presidential Secretariat, and Archives Management Bureau at the National Archives of Korea. They sometimes competed with themselves for initiatives of policy, but they used to cooperate with each other and have brought about innovations on records management. The first distinctive characteristic of Participation Government (below PG)'s records management is that it implemented governance actively. That is, it tried to listen carefully to all opinions of interest organizations related to records management and enacted laws based on those. The PG not only listened to civic groups, but also created two professional groups called Records Management Innovation Expert Committee and Innovation Decentralization Assessment Committee. Those two groups enacted . Another remarkable feature is a nomination of records management specialists at public institutions. In 2005, PG created Archival Research Positions among research public officials and appointed experts in the field of Archival Research History at central department. With the process, the government tried to provide public records management system and to improve specialty of records management. Since then, records management specialists were employed not only at local governments but also at private archival institutions. It has allowed of entering a new phase in employing records management professionals. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea. was revised thoroughly for the e-Government period and was established as a foundation for managing presidential records. An establishing process of a country's records management system describes the degree of democratic development of society. Following governments should supplement PG's shortcomings and carry out 'New Governance Records Management System'. Principal subjects of records management system should include not only a government but also civic groups, local governments, small businesses, and academic professionals. The object of records management also needs to be democratic by recording not only the plans and enforcements of a task but also influences and results of a task. The way of archiving ought to be discussed by all related principals.

The purpose of this study is to empirically verify the factors(organization managerial factors, relational factors and personal factors) that affect the knowledge sharing intention of records management specialists. A total of 126 responses were used for the final analysis and the findings of this study are as follows: First, managers' interests and supports had a significant positive effect on tacit knowledge sharing intention, but evaluation and compensation system had a negative effect on tacit knowledge sharing intention. Second, job stress was found to have a significant positive effect on the intention of knowledge sharing(tacit, explicit). It is required to form an organizational culture where records management specialists can freely participate in knowledge sharing activities with the interest and support of managers. In addition, the process of continuously improving the causes of one of the causes of job stress, such as awareness improvement and deprivation, should be carried out through records management training for all employees. This study is meaningful in that it provides policy implications for promoting knowledge sharing as a solution to the managerial problems faced by records management specialists by utilizing the current staffing structure.

We treated Asia's records management and system based on India, Singapore and Vietnam. We research the main content and characteristics of the law of records management of each country. We research them from the viewpoint of organization and specialists-training system and records management system. Finally we compare each country and talk about current events and points. We can find out good chances of mutual association through understanding each country. It will be helpful to settle a suitable records management system for our country.
Recently, public organizations have been improving the classification in order to introduce records management reference table in accordance with the act on the management of public archives. However, there is no system to mount the revised records management reference table, and there is a problem in usability. The purpose of this study is to design a system function to manage the classification which is the foundation of records management for public organizations. In order to design the function, interviews with the records management specialists of the five public organizations were conducted. Based on this, we have designed a multi-classification system registration function, a hierarchical structure setting function of records, and a record management standard management function.

With the revision of the Public Records Management Act in 2020, it has become possible to appraise long-term records more than 30 years old in the record center. However, there was no discussion on the appraisal process except for the revision of the Public Records Management Act. This study aimed to propose a process for appraisal of long-term records in the record center, focused on the roles and functions of the record center, archives, and central archives. To confirm the status and problems of the records appraisal process, we analyzed record management standards and interviewed 4 archivists who have been working as specialists for over 10 years. Based on the analysis results, the appraisal process for long-term records in the record center was redesigned in consideration of the functions and roles of the record center, archives, and central archives.

With the recent increase in private universities being closed due to a decrease in the number of students, the importance of records management at schools is also increasing. However, the guidelines for records management at closed private universities are ambiguous, causing confusion in the transfer of records and management. Therefore, this study conducted a literature survey on university records and institutions, and examined the current status of private universities in schools through education statistics services. Among the surveyed private universities, the latest to be closed, and the largest of them was Suh Nam University, which looked at the detailed records management status of private schools. The purpose of the interview was to analyze the results of the interview and draw up implications and propose improvement measures. First, the proposed improvement plan in this study is to make it mandatory to deploy records management specialists at private universities for specialized records management. Second, the law should be revised to improve the ambiguity of private universities' guidelines. Third, continuous support from higher institutions should be ensured so that records management at closed private universities is not passive. This improvement will enable records management at closed private universities to be carried out efficiently when the future closure of private universities is carried out.
Today the market of EDMS is esteemed more than 100 billions won. It signifies a comming of age of electronic records. The traditional archival theories which are based on the paper records are confronted with a new challenge. In some leading countries of archival studies reorientation of archives management has been tried by a number of distinguished specialists such as Bearman and Hedstrom since 10 years. As a consequence new paradigm of archival theories has been developed. Also in Korea this new paradigm has been introduced by some expert such as Lee, Sang-Min, Sul, Moon-won, Lee, Seung-Eok. However their arguments are too general to offer a concrete clue for new paradigm. Faced by new age of electronic records, it's important to start a discussion for the reasonable methods of electronic records management at once. The most drastically changed part of record management by the electronic technique is the life-cycle of records. The commonly practiced three-stage life-cycle is to be reduced to the two-stage life-cycle, and the concept of the spatial movement of records is to be changed. It can be also pointed that the public emerges as user from the early creating stage of records beyond time and space. Thus is can be said that the method of the management features dynamic and cohesive. The method of appraisal must be also changed and reproduced, so that it can reflect the various levels considering dynamics of the electronic records. Supposedly it will be a core factor that causes the change of methodology in records management with the change of life-cycle theory. It must be noted that various subjects would be involved in the work of classification and description over time and space and that feedback between them is of important. Description also tends to be made at the crating stage of records and structured dynamically. It results from the change of life-cycle and the introduction of the concept of continuum. Such trend allows us to start discussions on the assumption that description of both creator and archival professionals act together an important role. Of course, it is linked with the methodology in which most descriptions are made automatically at the early drafting stage of the structure. The meat date is formed on the assumption that there should be feedback between areas of automatic description, description of creators and archival professionals. The most important thing in description is to develop a suitable way how it is structured. An alternative must be offered for managing data set. As iweb that is being operated by Myongji university shows, records created in daily business are managed not as electronic records but as date base. This is because they exist outside the repository in the EDMS system. Since data set often has various sources, an alternative for classification needs to be developed. It is now likely that database is filed according to the created year to be transferred automatically to the repository. Over a long-term the total management of database, electronic records and electronic information will be a topic. A right direction of new paradigm will be found for both iweb and E-government, when practice and studies of theories are combined and interacted.

Today, record management has become more important in management as records generated from administrative work and data production have increased significantly, and the development of information and communication technology, the working environment, and the size and various functions of the government have expanded. It is explained as an example in connection with the concept of public records with the characteristics of big data and big data characteristics. Social, Technological, Economical, Environmental and Political (STEEP) analysis was conducted to examine such areas according to the big data generation environment. The appropriateness and necessity of applying big data technology in the field of public record management were identified, and the top priority applicable framework for public record management work was schematized, and business implications were presented. First, a new organization, additional research, and attempts are needed to apply big data analysis technology to public record management procedures and standards and to record management experts. Second, it is necessary to train record management specialists with "big data analysis qualifications" related to integrated thinking so that unstructured and hidden patterns can be found in a large amount of data. Third, after self-learning by combining big data technology and artificial intelligence in the field of public records, the context should be analyzed, and the social phenomena and environment of public institutions should be analyzed and predicted.
This paper introduces the characteristics of the records and archives management of Korea from Joseon dynasty to now. This paper also explains historical background of making the records and archives management in Joseon dynasty. This paper introduces the process of establishment of modern records management system by adopting records management system and public administration of USA after liberation in 1945. The Joseon bureaucrats established systematic methodologies for managing and arranging the records. Jeseon dynasty managed its records systematically since it was a bureaucratic regime. It is also noticeable that the famous Joseonwangjosilrok(Annals of Joseon dynasty) came out of the power struggles for the control of the national affairs between the king and the nobility during the time of establishment of the dynasty. Another noticeable feature of the records tradition in Joseon dynasty was that the nobility recorded their experience and allowed future generations use and refer their experiences and examples when they performed similar business. The records of Joseon period are the historical records which recorded contemporary incidents and the compilers expected the future historians evaluate the incidents they recorded. In 1894, the reformation policy of Gaboh governments changed society into modernity. The policy of Gaboh governments prescribed archive management process through 'Regulation(命令頒布式)'. They revised the form of official documents entirely. They changed a name of an era from Chinese to unique style of Korean, and changed original Chinese into Korean or Korean-Chinese together. Also, instead of a blank sheet of paper they used printed paper to print the name of each office. Korea was liberated from Japanese Imperialism in 1945 and the government of Republic of Korea was established in 1948. In 1950s Republic of Korea used the records management system of the Government-General of Joseon without any alteration. In the late of 1950's Republic of Korea constructed the new records management system by adopting records management system and public administration of USA. However, understanding of records management was scarce, so records and archives management was not accomplished. Consequently, many important records like presidential archives were deserted or destroyed. Purpose: The purpose of this study was to develop an evidence-based nursing protocol for peripheral intravenous catheter management in hospitalized children. Methods: The preliminary protocol of this study was developed based on domestic and foreign guidelines, research, a survey and an analysis of medical records in a university hospital. It is a methodological research to develop evidence-based nursing protocol of peripheral intravenous catheter management verified by content validity by a group of specialists and users. Results: The specialists' verification of validity in the preparatory protocol had a CVI level of 0.94 and the propriety and conveniency of users had an average of $3.0{\pm}0.52$. The final evidence-based nursing protocol was composed of 5 areas (education, dressing and fixation, maintenance and replacement, observation and record, and coping to complication) with 46 specific recommendations. Conclusion: Based on domestic and foreign research and guidelines verified by specialists and users, the findings in this study provide a simple, applicable and evidence-based nursing protocol for peripheral intravenous catheter management in hospitalized children. By the clinical application of this protocol, nurse tasks in managing peripheral intravenous catheter can be performed with more scientific evidence and be standardized.
