Currently, the demand for farmland is steadily decreasing due to changes in the agricultural environment and dietary life. In line with this, the government adopted an integrated water management with the enactment of the Framework Act on Water Management on June 2019. Therefore, it is required to take a closer look at agricultural water demand that accounts for 61% of water use for efficient water resources management. In this study, the overal process was evaluated for estimating agricultural water demand. More specifically, agricultural water demand for paddy field, which comprises 67% to 87% of agricultural water demand, was reviewed in detail. The biggest issue in estimating the paddy field water demand is the selection of the method for potential evapotranspiration. FAO recommends Penman-Monteith, but, currently, our criteria suggest a modified Penman equation that shows over estimation. Also, the crop coefficient, which is the main factor in evaluating evapotranspiration, has an issue that does not consider the current climate and crop varieties because it was developed 23 years ago. Comparing the Modified Penman and Penman-Monteith equations using the data from Jeonju National Weather Service, the modified Penman equation showed a big difference compared to the Penman-Monteith equation. When the crop coefficient was applied, the difference between late May and late August increased, where the amount of evapotranspiration was high. The estimation process was applied to four study reservoirs in Gimje. Comparing the estimated water demand with the supplied water record from reservoirs, the results showed that the estimation accuracy depends on not just the potential evapotranspiration, but also the standard water storing level in paddy fields.

Korean government has issued the ratings standard for disease control of aquaculture farms according to the Aquatic Life Disease Control Act in 2008. There are five rating criteria within the enforcement regulations; period of disease free, performance of disinfection, environmental and hygienic management, keeping record of trade and sales, completion of education for disease control. There are no application has been applied on the basis of the rating criteria so far because detailed subcriteria and scoring indicators has not established for assessment process. In order to apply the ratings standard for disease control, we set up the subcriteria and new scoring for rating disease control level based on legal criteria in this study. This study was conducted on 90 targeted olive flounder farms in Jeju. The result of disease control level assessment on olive flounder aquaculture farms show the overall average of Jeju-do was 72.9 points and differed depending on the district; 74.7 in Jeju-si and 71.1 in Seogwipo-si, respectively. The Spearman correlation of each evaluation index show the disease control level score was correlated highly with the performance of disinfection(R=0.715, p<0.01), and environmental and hygienic management(R=0.661, p<0.01). The result of correlation analysis show that there is the highest correlation between the aquaculture farm status and the total mortality(R= -0.618, p<0.01). The reliability of the results are considered to be accurate in the Cronbach's alpha value of 0.727.

This study has developed standard metadata for intangible cultural heritages based on multiple entity model. By analyzing "Preservation and Promotion of Intangible Cultural Heritage Act", which was newly legislated in 2016, intangible cultural heritages archiving books, archival information resources and guidelines of organizations which conducted resources investigations, the transmission status of intangible cultural heritages, and the current status of intangible cultural heritage digital archiving and information services of related organizations, we obtained information lists required for intangible cultural heritages and took them into account in the process of selecting elements for intangible cultural heritage metadata. In addition, developing the intangible cultural heritage metadata based on the multiple entity model made it possible to provide comprehensive information by organically linking numerous sorts of information-with intangible cultural heritage information, which is the most essential, in the center, information on agents related to intangible cultural heritages, archival information resources information that they produce, and record management task information required to manage these archival information resources. By maintaining various relations of intangible cultural heritages and keeping the information up-to-date, the developed metadata is expected to provide rich contextual information on intangible cultural heritages in addition to the efficient management of information; and ultimately, make contribution to sustainably developing the value of intangible cultural heritages.
RRecords management has focused largely on public records in south korea with a relatively low progress in the collection and management of private records with the enactment of Public Records Act in 1999. This study set out to categorize the records of the Coalition for Democratic Reunification and the People's Movement(DRPM) and develop them into a group collection. For this study, literature reviews, analysis and reorganization of records content, development of a classification system, and expert evaluation were carried out. The findings of this study will contribute to greater efficiency in the search of records about the DRPM by developing a classification system to recategorize its records of various sources and enable their easy access and utilization in a digital archive. In addition, the basic structure of producer-oriented classification can be suggested as an example of the organization of a group collection.

This study analyzed operating condition and the problems of damage compensation insunace (property insurance) for qualified architect and derived some suggsetions for improvement. The Certified Architects Act requires all building design and construction supervision to buy property insurance. This study proposes following suggestions to solve problems of current architect property insurance. Firstly, we need to increase the insurance purchasing rate of damage compensation insurance for qualified architect. It is necessary to clearly specify the matters concerning the submission of insurance policies by the architects, which is currently carried out by the Minister's official letter, in the form of official announcement. Secondly, proper insured amount should be adjusted. In order to insured substantial compensation capacity, total amount of insurance should be enlarged. Thirdly, the insurance period should be extended to one year after completion of building to allow compensation for accidents due to design negligence. Generally, the design defect can mostly be identified within one year after completion. Fourthly, insurance coverage should be extended. In the long run, it is essential to enlarge the scope of the security not only to property damage but also to human losses. Finally, an accident record sharing system should be established among insurance companies, so that proper insurance premiums or discounts can be made based on the system.
Since the enactment of the Act on the Management of Presidential Archives in 2007, the cases of electronic records transfer in the 16th President Roh Moo-hyun's administration have played the role of an advance guard in managing public records and served as a test bed for new electronic records management. When transferring the electronic records of the 19th President Moon Jae-in's administration, the electronic records transfer method of President Roh's administration was inherited, while several innovative attempts were made. For instance, the Presidential Archives have for the first time converted the electronic documents from institutions advising the President into a long-term preservation package and transferred them online. In addition, considering the characteristics of the data, the administrative information dataset of the Presidential record creation institutions was transferred to the SIARD standard. Furthermore, the Presidential Archives had websites transferred in the form of OVF as a pilot test and collected social media directly through the API. Thus this study investigated the transition process of the presidential electronic records transfers from the 16th President Roh Moo-hyun's administration to the 19th President Moon Jae-in's. In addition, major achievements and issues were analyzed centering on the transfer method by type of electronic records during President Moon Jae-in's administration, and future improvement plans were presented.

The ultimate goal of preserving and maintaining the records is to use them practically. The effective use of records should be supported by the reasonable recordskeeping systems and access standards. In this report, I examined the Korean laws and administrative systems related to the public records access issues. After I pointed out major problems of the access laws, the Government Information Opening Act (GOIA), and the problems in practices, I suggested some alternatives for the betterment of the access system. The GIOA established "eight standards of exemption to access" not to open some information to protect national interests and privacy. The Public Records Management Act (PRMA) applies to the archives transferred to "professional archives." The two laws show fundamental differences in the ways to open the public records to public. First, the GIOA deals with the whole information (the records) that public institutions keep and maintain, while the PRMA deals with the records that were transferred to the Government Archives. Second, the GIOA provides with a legal procedure to open public records and the standards to open or not to open them, while the PRMA allows the Government Archives to decide whether the transferred records should be opened or not. Third, the GIOA applies to record producing agencies, while the PRMA applies to public archival institutions. One of the most critical inadequacies of the PRMA is that there are no standards to judge to open the archives through reclassification procedure. The GIOA also suggests only the type of information that is not accessible. It does not specify how long the records can be closed. The GARS does not include the records less than 30 years old as its objects of the reclassification. To facilitate the opening of the archives, we need to revise the GIOA and the PRMA. It is necessary to clearly divide the realms between the GIOA and the PRMA on the access of the archives. The PRMA should clarify the principles of the reclassification as well as reclassifying method and exceptions. The exemption standards of the GIOA should be revised to restrict the abuse of the exemption clauses, and they should not be applied to the archives in the GARS indiscreetly and unconditionally.
Those days when people used paper to make up and manage all kinds of documents in the process of their jobs are gone now. Today electronic types of documents have replaced paper. Unlike paper documents, electronic ones contribute to the maximum job efficiency with their convenience in production and storage. But they too have some disadvantages; it's difficult to distinguish originals and copies like paper documents; it's not easy to examine if there is a change or damage to the documents; they are also prone to alteration and damage by the external influences in the electronic environment; and electronic documents require enormous amounts of workforce and costs for immediate measures to be taken according to the changes to the S/W and H/W environment. Despite all those weaknesses, however, electronic documents increasingly account for more percentage in the current job environment thanks to their job convenience and efficiency of production costs. Both the government and private sector have made efforts to come up with plans to maximize their advantages and minimize their risks at the same time. One of the methods is the Authorized Retention Center which is described in the study. There are a couple of prerequisites for its smooth operation; they should guarantee the legal validity of electronic documents in the administrative aspects and first secure the reliability and authenticity of electronic documents in the technological aspects. Responding to those needs, the Ministry of Commerce, Industry and Energy and the Korea Institute for Electronic Commerce, which were the two main bodies to drive the Authorized Retention Center project, revised the Electronic Commerce Act and supplemented the provisions to guarantee the legal validity of electronic documents in 2005 and conducted researches on the ways to preserve electronic documents for a long term and secure their reliability, which had been demanded by the users of the center, in 2006. In an attempt to fulfill those goals of the Authorized Retention Center, this study researched technical standard for electronic record information package of the center and applied the ISO 14721 information package model that's the standard for the long-term preservation of digital data. It also suggested a process to produce and manage information package so that there would be the SIP, AIP and DIP metadata features for the production, preservation, and utilization by users points of electronic documents and they could be implemented according to the center's policies. Based on the previous study, the study introduced the flow charts among the production and progress process, application methods and packages of technical standard for electronic record information package at the center and suggested some issues that should be consistently researched in the field of records management based on the results.
The study studied ways to improve the adjustment of the cadastral reform project after analyzing and evaluating the method of determining the boundaries and the overall status of the adjustment, focusing on cases of complaints in the business district in Sejong City, where the re-investigation project was completed. Measures to improve the adjustment amount of the cadastral reform project were largely divided into boundary adjustment and improvement measures according to the scope of area allowance and institutional improvement. According to an analysis of the status of boundary adjustment in Sejong City, the boundary of the cadastral reform project was being adjusted in various ways, and among them, it was found that it is simple to adjust, to formalize parcels, and that many adjustments are being made centering on resolving blind areas by establishing new roads. When setting such a boundary, it is necessary to establish an efficient and reasonable boundary by actively encouraging sufficient consultation with owners and an adjustment boundary that reflects the personal will of landowners to minimize disputes over the adjustment amount. In terms of improvement measures based on the area limit, it is necessary to accurately record and preserve the results of the cadastral resurvey in numerical data and to ease or exempt the adjustment amount if it is within the area permissible scope of the Spatial Data Management Act when calculating the adjustment amount. Finally, in relation to the adjustment, it was judged that it would be necessary to provide long-term low-interest loans to their own land to landowners, and that it would be necessary to calculate the adjustment through appraisal calculated by third parties fairly and objectively based on value judgment.
Ginseng has a unique production system that is different from those used for other crops. It is subject to the Ginseng Industry Act., requires a long-term cultivation period of 4-6 years, involves complicated cultivation characteristics whereby ginseng is not produced in a single location, and many ginseng farmers engage in mixed-farming. Therefore, to bring the production of Ginseng in line with GAP standards, it is necessary to better understand the on-site practices of Ginseng farmers according to established control points, and to provide a proper action plan for improving efficiency. Among ginseng farmers in Korea who applied for GAP certification, 77.6% obtained it, which is lower than the 94.1% of farmers who obtained certification for other products. 13.7% of the applicants were judged to be unsuitable during document review due to their use of unregistered pesticides and soil heavy metals. Another 8.7% of applicants failed to obtain certification due to inadequate management results. This is a considerably higher rate of failure than the 5.3% incompatibility of document inspection and 0.6% incompatibility of on-site inspection, which suggests that it is relatively more difficult to obtain GAP certification for ginseng farming than for other crops. Ginseng farmers were given an average of 2.65 points out of 10 essential control points and a total 72 control points, which was slightly lower than the 2.81 points obtained for other crops. In particular, ginseng farmers were given an average of 1.96 points in the evaluation of compliance with the safe use standards for pesticides, which was much lower than the average of 2.95 points for other crops. Therefore, it is necessary to train ginseng farmers to comply with the safe use of pesticides. In the other essential control points, the ginseng farmers were rated at an average of 2.33 points, lower than the 2.58 points given for other crops. Several other areas of compliance in which the ginseng farmers also rated low in comparison to other crops were found. These inclued record keeping over 1 year, record of pesticide use, pesticide storages, posts harvest storage management, hand washing before and after work, hygiene related to work clothing, training of workers safety and hygiene, and written plan of hazard management. Also, among the total 72 control points, there are 12 control points (10 required, 2 recommended) that do not apply to ginseng. Therefore, it is considered inappropriate to conduct an effective evaluation of the ginseng production process based on the existing certification standards. In conclusion, differentiated certification standards are needed to expand GAP certification for ginseng farmers, and it is also necessary to develop programs that can be implemented in a more systematic and field-oriented manner to provide the farmers with proper GAP management education.
