  • The shipping industry is sensitive to the global economy. Therefore, when events such as the global economic crisis occur, shipping market freight rates react immediately, and the long-term stagnation of the industry has been repeated accordingly. In particular, Hanjin Shipping's bankruptcy is an incident in which the nation has become aware of the chronic problems of the Korean shipping industry. The government is making great efforts to rebuild the collapsed shipping industry and become a global leader country. In order for the Korean shipping industry to grow into a global leader, it is important to appropriately respond to the crisis. To this end, it is necessary to establish and operate a crisis response system for the shipping industry at the national level.

Development of Economic Analysis Model for Rebuilding Feasibility Evaluation of Old School Building (노후 학교건물의 개축 타당성 평가를 위한 경제성 분석 모델 개발)

  • Although there are many old school buildings that is more than 40 years in Korea, it is difficult to rebuild all of them due to limitations in budget management. Therefore, objective feasibility evaluation criteria are necessary to determine which school buildings should be rebuilt preferentially among the numerous old school buildings. One of the rebuilding feasibility evaluation items, economic evaluation generally requires documents such as construction statements and facility drawings. However, because most buildings older than 40 years do not have these documents, an economic analysis model that requires only basic building information should be developed. In this study, the economic analysis model that can be used for evaluating the rebuilding feasibility only with the number of years, total floor area, and structural information of school buildings was established. This model can contribute to the objective feasibility evaluation of old school buildings because it can evaluate numerous buildings on the same criteria based on basic building information.

Why Do Government Policies Fail in Boosting Independent Retailers?

  • Purpose: It is necessary to look at the reasons why the Korean government has failed in boosting mom and pops, even though many aid programs for independent retailers have been introduced. Furthermore, this research will provide policy makers and practitioners with new insight to improve the performance of government policies. Research design: the researcher has had an interview with the 26 practitioners to gather the right information. Furthermore, interview results have been categorized into the government-related issues, support programs and shop owner-related issues, from a practitioner's perspectives. Results: The researcher found that the confusion of governmental support organization, the lack of retail marketing experts, frequent job rotation, the lack of cooperation between bureaucrats and associations, concerned about the governmental-related issues, are failure reasons. In terms of support program issues, the research found the following reasons: no blueprint, the lack of retail experts, relevance to budget scale, and the complexity of budget implementation. Associated with shop owner-related issues, the author found that the causes of failure are closely related to aging shopkeepers, the absence of a successor and increasing dependence on a government. Conclusions: The author proposes that a government has to rebuild existing support programs for small shop owners.

  • At 1:47 a.m, local time on September 21, 1999, a strong earthquake measured 7.3 on the Richter scale struck central Taiwan evoking another two earthquakes a few seconds late to wake up unprepared people of this small island. It caused 2,465 people killed 11,305 injured about 10,000 buildings collapsed and around 41,000 severely damaged, The major concerns after the earthquake are how to have learned from this natural disaster and how to rebuild earthquake-proof buildings without rendering up safety within reasonable costs. Inevitable actions for redrafting the building codes have been taken to re-strengthen the existing and new structures. Structural analysis tools and computer programs adopted by most practicing engineers have been re-examined to take into account the effects of the vertical component of ground shakings on structural responses. Most private structures were repaired by traditional methods without considering upgrading seismic resistibility because of economical reasons. Buildings open to the public are under consideration possibly enforced by making regulations to be upgraded to satisfy revised building codes. In addition new rehabilitation technologies such as structural control have been moving much faster than before and have become accepted by the public due to frequent reports by media and specialists. Building codes related to base isolators and energy absorption systems are still under legislation and expected to be published soon. Most of the new structures under construction designed by the building codes promulgated before the earthquake have been reconsidered to comply with the new codes even though it is not compulsory. Efforts have been made by the government engineering and research communities and universities in an attempt to reduce structural damage for future earthquakes and to construct if possible Taiwan as an earthquake-proof island.

  • Within regional and municipal planning we are using several levels or types of EIA in the city of Dresden. Some of these types, practical aspects and some experiences of our work will be presented in this contribution. Firstly I may introduce you to some general conditions for your better understanding of our principles of work. Surely you know about. the destruction of the political and economical structures in Eastern Germany since 1989. Until today our not quite simple task is to build up new ones. At the same time people were in great expectation of freedom and high standard of living as soon as possible. Economical difficulties increased in association with the breakdown of the market in Eastern Europe. How to rebuild industrial estatements and how to renew the traffic systems? We had to find answers to all these complex question. Should we only repair the former damages or could we reach a really environmental sound production for the future? The demand for a rapid economic growth is an incredible challenge for the application of new environmental ideas. I am truly not sure whether you know the city of Dresden or not. So I would like to give you a short introduction. Dresden is situated in a valley shaped by the river Elbe. There live about 500,000 people. Dresden has a great reputation for arts and sciences. Its also well know as a town of high technology industries such as electronics and optics. We restored the power plant and therefore we don't need any atomic power plants actually we haven't got one. Since 1990 there were founded many official agencies in Dresden because it is the capatal of Saxony. Considering nature and environment we there is a large forest area called "Dresdner Heide". The river Elbe and the meadows are situated on both sides of the river. There are a lot of green and free places in the city area too. Furtheron there is something unusual for a large city: about 50% of the drinking water resources mostly take place within the city itself. The origin is the ground water as well as water from the river Elbe after filtration of course.

  • In order to prepare for the introduction of the E-Discovery system from the United States and to cope with some causable changes of legal systems, we propose a general E-Discovery process and essential tasks of the each phase. The proposed process model is designed by the analysis of well-known projects such as EDRM, The Sedona Conference, which are advanced research for the standardization of E-Discovery task procedures and for the supply of guidelines to hands-on workers. In addition, Machine Learning Algorithms, Open-source libraries for the Information Retrieval and Distributed Processing technologies based on the Hadoop for big data are introduced and its application methods on the E-Discovery work scenario are proposed. All this information will be useful to vendors or people willing to develop the E-Discovery service solution. Also, it is very helpful to company owners willing to rebuild their business process and it enables people who are about to face a major lawsuit to handle a situation effectively.

  • Since the export of Korean-type APR 1400 in 2009 to the UAE, Korea has been achieved management performance, quality inspections, training, nuclear fuel exports for the nuclear power plant. Despite this apparent growth, there are lacking of the research on the marine transportation of radioactive waste. And the terrible accident at the Japan nuclear power plant in 2011 has caused another reconsideration such as emergency response training and plan, reinforcement of safety regulation. According to the Korean government aims to rebuild the appropriate regulation, training, education that is necessary in order to ensure the safety of marine transportation of radioactive waste. Therefore, this study analyzed the various problems identified by the team of experts for the radioactive waste and marine field, the investigation of relevant legal basis, the need for emergency response training for the person in charge of radioactive waste and suggested the simulation-based interactive curriculum during the process of safety verification related to the marine transport of mid- and low-level radioactive waste generated at the Yeon-ggwang nuclear power(Hanbit) plant in 2015.

Energy-efficient Routing in MIMO-based Mobile Ad hoc Networks with Multiplexing and Diversity Gains

  • It is critical to design energy-efficient routing protocols for battery-limited mobile ad hoc networks, especially in which the energy-consuming MIMO techniques are employed. However, there are several challenges in such a design: first, it is difficult to characterize the energy consumption of a MIMO-based link; second, without a careful design, the broadcasted RREP packets, which are used in most energy-efficient routing protocols, could flood over the networks, and the destination node cannot decide when to reply the communication request; third, due to node mobility and persistent channel degradation, the selected route paths would break down frequently and hence the protocol overhead is increased further. To address these issues, in this paper, a novel Greedy Energy-Efficient Routing (GEER) protocol is proposed: (a) a generalized energy consumption model for the MIMO-based link, considering the trade-off between multiplexing and diversity gains, is derived to minimize link energy consumption and obtain the optimal transmit model; (b) a simple greedy route discovery algorithm and a novel adaptive reply strategy are adopted to speed up path setup with a reduced establishment overhead; (c) a lightweight route maintenance mechanism is introduced to adaptively rebuild the broken links. Extensive simulation results show that, in comparison with the conventional solutions, the proposed GEER protocol can significantly reduce the energy consumption by up to 68.74%.

  • Since the 1970s, advanced industrial economies have been suffering from rapid de-industrialization. While the impacts were more serious in the areas specialized in heavy industries, these old industrial areas are struggling with problems of high unemployment, environmental contamination and destruction of urban landscape. To tackle such problems and rebuild urban economies, some authors, such as Richard Florida and Charles Lanrdry, have suggested a new economy centered on "creativity." Adopting this suggestion, many countries have been attempting to create creative cities. Authors of this paper individually conducted a case study research on a few selected cities of England, France, Australia, Japan and Korea. This paper synthesizes the results of such research to compare and analyse the processes and mechanisms contributed to developing the creative cities in each country and draw theoretical and policy implications from the individual research.

A Study about the Storytelling of Documentary on Virtual Reality Platform (가상현실 플랫폼에서의 다큐멘터리 스토리텔링에 관한 연구)

  • This paper tried to study how the narrative to allow the audience to emotionally immerse in documentary using virtual reality platform has shown. For this purpose, it defined the VR documentary as contents what make creative approach and rebuild reality using VR media platform, and analyzed it by comparison with narrative of existing documentary. First, the contents like succeeding journey documentary use mainly virtual realty as experience of accessibility. However the contents that have purpose to experience other people's reality show from self-narrative of first person documentary to interactive storytelling of web interactive documentary. The case of interactive VR documentary is taking a step forward from web documentary and shows easy way to reach internal purpose of documentary as making experience with virtual self. The VR documentary has a lot of possibility as virtual space experience to give accessibility and virtual self.
