Вступление Китая в новую фазу развития на фоне "торговой войны" с США: взгляд из России (A New Phase of China's Development Against the Background of "Trade War" with the US: View from Russia)

  • By the middle of 2018 there are signs of China's entry into a new period of development, characterized by a change in the old model: "market reforms-inner-party democratization - moderate foreign policy" to another: "market reforms - Xi Jinping personality cult - offensive foreign policy." This model contains the risks of arising of the contradiction between economic freedom and political-ideological rigidity which can lead to destabilization of the political life. However, in the current positive economic dynamics, these risks may come out, rather, in the medium and long term. Today, the political situation in China remains stable - despite growing dissatisfaction in scientific expert and educational circles due to increased control over the intellectual sphere by the authorities. The need for a new redistribution of power between central and provincial authorities could potentially disrupt political stability in the medium term, but, at the moment, is not a critical negative factor. The economic situation is positive-stable. Forecasts indicate a possible increase in China's GDP in 2018 at 6.5%. At the same time, there are negative expectations in connection with the Sino-US and potentially Sino-European "trade war". In the Chinese foreign policy, as a response to Western pressure, China increasingly uses the Russian direction of its diplomacy in the expanded version of Russia + SCO. The nuance here is seen in China's adjusted approach to the SCO: first of all, not as a mechanism for cooperation with Russia, but as an organization that allows using Russia's potential for pressure on the US in the Sino-US strategic rivalry. In the second half of 2018, the Chinese economy will continue to develop steadily, albeit with unresolved traditional problems (debts of provinces and state-owned enterprises, ineffective state sector, risks on the financial and real estate market). In politics, discontent with the cult of Xi will accumulate, but without real threats to its power. Weakening in economic opposition between China and the United States is possible due to Beijing's search for compromises on tariffs, intellectual property, trade deficit. To find such trade-offs, Xi will use the so-called. "Personal diplomacy" of direct contacts with Trump.

캐나다 스트랫포드의 문화산업 클러스터: 셰익스피어 축제를 중심으로 (Governance of the Shakespearian Festival of Canada: the Industrial Cluster Approach)

  • 최근 세계 여러 나라에서 문화 예술 활동의 진흥을 통해 지역경제를 활성화하고, 지역의 정체성을 강화하는 한편, 주민들의 삶의 질을 제고하고자 노력하고 있다. 특히 선진 공업국들은 제조업의 침체로 인해 도시경제가 쇠퇴하고, 도시기반시설이 노후화, 혹은 유휴화되는 상황에 직면하여 문화활동을 진흥하여 그러한 문제를 해결하고자 하고 있다. 본 연구에서 취급하고자 하는 캐나다 온타리오 주의 스트랫포드는 제조업의 침체에 대비하여 이미 1953년부터 셰익스피어 작품을 소재로 매년 연극축제를 개최하여 북미 최고 수준의 극단을 보유하고 연간 약 60만 명의 관객과 200만 명의 관광객을 유치할 수 있게 되었다. 스트랫포드 시는 또한 이 사업을 통해 북미 전체, 혹은 세계적으로 알려졌고, 문화산업 클러스터를 형성하여 지역경제도 활성화시켰다. 본 연구는 스트랫포드의 이러한 성공 사례를 분석하여 한국의 문화산업 정책에 시사하는 바를 도출하는 한편, 문화 예술 활동의 활성화 과정을 유도하는 혁신주체는 무엇인지, 그들간의 관계는 어떻게 설정되었는지를 규명하고자 한다.

선진국 항만재개발과 도시재생사업의 경험과 정책적 시사점 (The Policy Implications of Port Redevelopment and Urban Regeneration Experiences of Advanced Countries)

  • 유럽과 미국 등 선진국에서는 산업화시대에 조성되었던 항만들이 노후화되면서 1970년대 부터 항만재개발과 도시재생사업이 활발하게 추진되었다. 우리나라에서는 2000년대 들어서서 부산북항 재개발사업을 시작으로 인천내항의 시민개방과 함께 재개발사업이 추진되고 있다. 그러나, 이들 사업은 항만과 도시의 재개발이 통합적으로 추진되고 있지 못할 뿐 아니라, 역사성과 장소성의 훼손, 부동산시장 의존형 사업구조 등의 문제점을 안고 있다. 유럽, 미국 등의 성공적인 항만도시 재생사업을 살펴본 결과, 지자체가 중심이 되어 항만과 배후도시를 하나의 패캐지로 한 통합적인 접근이 이루어지고 있음을 알 수 있다. 또한, 항만도시 특유의 역사적 지역자산을 최대한 보전, 활용하고 정교한 디자인 가이드라인을 제시해서 수준 높은 수변도시를 만들어 나가고 있다. 안정적인 사업의 추진을 위해서 앵커시설의 유치, 장소 판촉, 재원조달을 위한 새로운 아이디어 도입 등이 정책적 시사점으로 도출되었다.

중국 농촌마을 재편의 의의와 한계 - '농민상루(農民上樓)' 현상에 대한 비판적 고찰을 중심으로 - (Significance and Limitations of Chinese Rural Villages Reconstruction - Focusing on the Critical Study on'Farmers' Upstairs(農民上樓)' Phenomenon -)

  • The purposes of this study are to explain the background and significance of the 'Farmers' upstairs'(農民上樓) phenomenon which has been currently promoted as part of the "New Socialist Countryside Construction" in contemporary China, and its positive and negative aspects, and analyze the limitations of 'Farmers' upstairs'phenomenon. 'Farmers' upstairs'means the building of concentrated farmhouses by means of reconstruction of scattered farmhouses here and there, simultaneously by installing cultural, social welfare, and environmental facilities where rural farmer also could enjoy the convenience of urban living. It brings, however, the positive effects such as the improvement of living conditions of rural farmers, the simultaneously expanding of urban construction land and agricultural land, and the new influx of population from urban areas, whiles the negative effectives such as the forced demolition of farmhouses by governments or real estate developers with very lower compensation costs for the demolition of farmhouses, the gap from the standard of living, and above all, the inconvenience caused by the living in a multi-stories building in the rural villages. As a result, it is pointed out that the ongoing 'Farmers' upstairs', promoted as a kind of rural movement beyond a phenomenon, has similarities with the Rural Cooperative Movement(農村合作化運動) of Mao Zedong era(1953-61), namely the People's Commune Movement(人民公社運動) finally failed.

Pre-deposition of iron-based adsorbents on the removal of humic acid using ultrafiltration and membrane fouling

  • The effect of three iron-based adsorbents pre-depositing on ultrafiltration membrane for humic acid (HA) removal and membrane fouling was investigated. The result showed that pre-depositing adsorbents on membrane could not only reduce membrane fouling but also enhance HA removal. The flux was related to the adsorbent dosage and the optimal dosage for pre-deposition was $35.0g/m^2$. The dissolved organic carbon (DOC) removal of HA was 38.3%, 67.3% and 41.1% respectively when pre-deposited $35.0g/m^2$ $FeO_xH_y$, $MnFe_2O_4$ and $Fe_3O_4$ on membrane. Different adsorption effect of adsorbents on HA contributed to increasing of the flux at different level. Zeta potential of three adsorbents all decreased after adsorbed HA. The adsorption capacity of the three adsorbents was $FeO_xH_y$ > $MnFe_2O_4$ > $Fe_3O_4$. Atomic Force Microscopy (AFM) measurement showed the thickness of pre-deposition layers formed by different adsorbents was different. The scanning electron microscope (SEM) detection showed the morphology and compactness of pre-deposition layers formed by different adsorbents was different.

우리나라 자산가격 변동의 기준점 효과 및 전망이론적 해석 가능성 검정 (Dynamics of Asset Returns Considering Asymmetric Volatility Effects: Evidences from Korean Asset Markets)

  • 본고에서는 Tversky and Kahneman(1974)의 기준점 효과와 Kahneman and Tversky(1979)의 전망이론으로 해석이 가능한 현상이 우리나라 자산시장에 동시에 나타나는지를 주가 및 부동산 가격을 대상으로 검증하였다. 전망이론의 경우 위험 회피 성향 투자자가 가격 상승 시 매각을 선호하는 것으로 예측하는데, 본고는 이런 성향이 자산가격 수익의 변동성이 증가하는 경우 더 강화되는 것으로 보았다. 1990년대 이후 우리나라 자료를 바탕으로 실증분석한 결과, 과거 수익률이 양(+)인 경우, 주가수익률은 과거 20 또는 30 영업일 자료(window)를 이용하여 산출한 변동성에, 아파트를 제외한 주택가격 수익률은 과거 24~36개월의 자료를 이용하여 산출한 변동성에 각각 통계적으로 유의한 영향을 받는 것으로 나타났다.

Development of Digital Watermarking Technology to Protect Cadastral Map Information

  • 본 연구에서는 디지털워터마킹 방법을 이용하여 디지털 지적도면의 불법유통과 불법복제 등을 방지할 수 있는 대책을 마련하여 보고자 하였다. 이를 위해 기존 연구의 워터마킹 방법을 토대로 지적도면의 특성에 적합하도록 디지털 워터마킹 방법을 개발하고, 이에 대한 성능을 평가하여 보았다. 연구결과, 기존 연구성과를 토대로 워터마크키와 일방함수를 이용하여 알고리즘을 보완함으로써 워터마킹의 보안성을 강화하였다. 또한 충실도, 강인성, 긍정적 오류율을 모두 만족시키는 동시에 위상 관계 역시 변화가 없는 것으로 나타났다. 본 연구에서 제시하는 방법은 지적도면 뿐만 아니라 GIS, 네비게이션 데이터와 같은 벡터데이터에도 이용 가능하도록 개선하였기 때문에 향후 방법론에 대한 추가적인 보완을 통한다면 보다 광범위하게 이용될 수 있을 것으로 기대한다.

도시 이미지에 대한 지구 이미지의 기여수준 분석 - 부산시를 중심으로 - (The Analysis of Attributive Level of District Image for City Image - Focus on Busan City -)

  • This article statistically analyzed contributive levels of district image based on an effect and a similarity index through the evaluation of citizens and suggested the efficient management system of a city image according to the results. For this study, Busan City was selected as a case city by the preceding literature and was investigated concerning district image and city image through a questionnaire. The new evaluation method for analysis of a city image was presented in this process. The results of this research are as follows: 1. Busan City has a substantial positive and culturally unique image, and each of its districts have other image characteristics. for example, the CBD district has a positive image, and the sea shore district has a busy and prosperous image, but the backward sea shore district has an image of stagnancy. 2. The image of Yeonje-gu has the largest effect on the image of Busan. Next in influence are Jung-gu, Saha-gu, Suyoung-gu, respectively. The effect index is closely connected with the variance of evaluative adjectives. 3. Busanjin-gu and Haeundae-gu have similar images to Busan City. Next in similarity are Nam-gu, Jung-gu, Youngdo-gu, Suyoung-gu, respectively. The similarity index is closely connected with the correlation of evaluative adjectives. Busan City and its districts can establish their image strategies with the above analyzed results. This study is meaningful in that a statistical evaluative method was proposed. With continued follow-up research, this study may serve as a systematic and logical model to improve the urban landscape and image.

일본 근대문화유산의 보호시책에 관한 연구 (Protection of Cultural Heritage for the Modern Ages in Japan)

  • Many cultural heritages for the modern ages in Korea are becoming lost rapidly as a result of subsequent technological innovation and changes in industrial structures and other reasons. But they are indispensable for an understanding of history, tradition culture of Korea, and form the basis for development and advancement of future culture at the same time. Therefore, this study is aimed to review the protection of cultural heritage in Japan, establishing the protection policies in Korea. In Japan, The Advisory Committee for the Preservation and Utilization of Modern Cultural heritage was organized by The Agency for Cultural Affairs. And this classified modern cultural heritage into four fields, as like; (1)monuments, (2)buildings, (3)fine arts and historical heritage, and (4)life, culture, and technology to pursue concrete research and study. The next step is tarrying out investigations to identify these cultural heritages, which were once the backbone of Japanese modernization and are now in the process of being lost, in an effort to preserve them as cultural heritage of the Japanese modernization period. The investigation will have conducted on an about eight year scheme starting with 1996. And it's will ask all local boards of education(of the prefectures, cities, towns, and villages throughout the country) to supply all related records or documents available and to cooperate in field studies. So now, many cultural heritages for the modern ages in Japan have been designated as Important Cultural Properties, Registered Tangible Cultural Properties, Monuments, etc. And they have been prepared various tax policy(ex, reduction of the real estate tax). Also, that's examples are not only one by one but magnified with protection of large-scale construction associated with region. In addition, magnified with region's activities. In conclusion, in the process, protection has been extended to a broader variety of cultural properties and much consideration has been given to the methods of protection in Japan.

도시형한옥 주거지의 블록구획과 주거평면의 관계에 관한 연구 - 익선동 166번지 사례를 중심으로 - (A Study on the Relationship between Urban Block Division and Unit Plans of Korean Modern Traditional Style Houses - Focused on the Ikseon-Dong 166 -)

  • Ikseon-Dong 166 is one of the traditional urban resident area developed during 1930's. The purpose of this research is to analyze the structural relationship between a conventional housing unit plans and modern block plans based on orthogonal geometry. To fully explore the selling point of the new urban development, the planner or real estate developer in private sector did not abandon or compromise the conventional house layouts, consists of single layer of rooms keeping the main room facing south. This study concludes the following factors connecting the urban and architectural plans. Oblong block plans following east-west direction did not allow the southern exposure of courtyard and main room, which was the absolute requirement for traditional house units, the longer side of block plan followed north-south direction as a result. Considering the possibility of rent, having entrance at the east or west side of individual site enables two separate household maintain their spatial privacy. In addition to the factors mentioned above, when the blocks are to be divided into individual addresses, north-south oblong block plans maintained the length to face the front road minimum while the southern exposure maximized. These factors explains why the private developers maintained their blocks elongated to north-south direction when the block plans laied out by public sectors which did not care that much of southern exposure show random orientation in the view point of solar exposure.
