In this paper, we present a novel method for creating a hand-painted painterly animation, starting from a video input. One of the most important aspects in painterly animation is to maintain the temporal coherence of brush strokes between frames, which plays a vital role to warrant a smooth transition between frames. Our unique utilization of motion areas enables users to produce a smooth movement of brush strokes. The motion areas are the parts where objects move between frames and they are categorized in two main types. A strong motion area is the part where the movement of real edges and hidden edges is determined by the motion vector between frames. The real edge is the outline of an object and the hidden edge is the boundary to represent the direction of a grain of intensity in the areas with gradations. A weak motion area is the remainder after subtracting the strong motion area from the entire motion area. Temporally coherent painterly animation is achieved by re-painting the brush strokes on the canvas using two motion areas, resulting in a natural and hand-painted appearance.
This study aims to identify participating resident awareness of the improvements to forest carbon cycle villages created by the Korea Forest Service by introducing a system for district heating basedon forest biomass in mountainous areas. Hwacheon Forest Carbon Circulation village was established in Paroho-neureup village in Yuchon-ri, Hwacheon-gun between 2011 and 2013. However, its operation has not been smooth due to the increasing number of households rapidly leaving the district heating system. This study surveyed 76 households that participated in the district heating system using forest biomass in the early stages of the project. This includes households participating in the district heating system(participating households) and households not currently participating in the district heating system(withdrawal households) from September 2019. Surveys focused on the process of participating in forest carbon cycle village projects, and satisfaction in local heating and policy requirements. Of the 67 households, excepting those not allowed to participate in the survey due to death or having moved elsewhere, 36 households participated and 31 households the were in the process of leaving the village were also included. As a result, there was a significant difference between participating and exiting households in the motivation and satisfaction level of district heating. The results of this study are expects to reflect the importance of awareness of residents in the operation of the forest carbon cycle village. This will be utilized as an important dataset for improvement as a means to promote the re-entry if outgoing households. It will also help set the direction of the forest town revitalization project, utilizing forest biomass in the future.
The completion of Jeju Naval Base on February 2016 made the Republic of Korea Navy(ROKN) review the size and role of the Maritime Task Flotilla(MTF). The new strategic environment for the 12st century and the new challenges require the Navy to counter North Korea's provocations and prevent potential enemy's threat. The Navy is also required to take part in the variety of international roles and missions commensurated with Korea's global status to maximize the national interest. Despite these changes, Korea's military construction concept is still unable to break away from the old paradigm of the North Korean threat largely centered. In order to develop the current MTF into the Task Group with the construction of Jeju Naval Base, the Navy must newly not only establish new force development plan and fleet management concepts but also go to persuade and convince policy decision makers. To this end, the following efforts should be promoted. First, the ROK Navy steps up efforts in order to share with the Task Group's vision and strategy. The Navy should also provide the size and structure as well as the missions and roles of the Task Group to react to new maritime security environment. Second, the Navy analyse the MTF's ability and what is required and necessary to perform its duty. After that, it must set out the direction of the Task Group's force development. Third, the current missions and roles of the MTF should be re-established to respond various threats. Finally, accommodating of new technology to the MTF should intensify its strengths. The ROK Navy has a mixed force structure consisting of three fixed- base fleets and a MTF. The fixed base fleet has a passive force to defend and protect its own sea areas, but the MTF should actively not only counter North Korea's threats, including ballistic missiles, but also fight potential threats and takes international missions as a primary task force. However, the MTF has a limited capability to accomplish given missions and long-range operations, and thus, the ROK Navy is strongly required to construct the Task Group.

Wind power tower (WPT) has been used to augment the performance of vertical axis wind turbine (VAWT). However, the performance of the WPT depends on several design parameters, such as inner and outer radius, or number of guide walls. Therefore, an experimental study was conducted to investigate efficient design parameters on the WPT. A wind tunnel was utilized and its test section dimension was 2m height and 2.2m width. One story model of the WPT was manufactured with seven guide walls and a VAWT was installed within the WPT. Three different sizes of guide walls were applied to test with various design parameters. The power coefficients were measured along the azimuthal direction in a state of equal inlet velocity in order to compare its performance relatively. The experimental results showed that the gap between the inner radius of the WPT and the rotating radius of the VAWT was a major parameter to improve the performance of VAWT within the WPT.
Systems Engineering(SE), as a special discipline evolved from multidisciplinary and interdisciplinary design knowledges and practical lessons learned from development practices, is required to develop today's ever-growing large complex systems. As computer speed and analytic sophistication accelerate their applications, modern society's needs have become increasingly varied and complex. Rapid advances in Systems Engineering and its education programs among the developed countries demonstrate their needs as an alternative to what is lacking from traditional disciplinary engineering to meet new challenges of our changing social environments. Systems Engineering is an interdisciplinary approach that includes both management and technical processes. Its processes, methods, and tools are used to evolve, define, and verify an integrated, life-cycle balanced set of system solution that satisfy customer needs and requirements. The process methodology offers a top-down comprehensive, iterative and recursive problem solving process which includes the stating the problems, investigating the alternatives, architecting and modeling the system, integrating and operating the system, assessing and re-evaluating the system performances. The purpose of this paper is to research the cases of SE educational programs for both domestic and other developed countries and to propose recommendations for the domestic SE educational programs in the future.
Vortex-induced vibrations of a yawed flexible cylinder near a plane boundary are numerically investigated at a Reynolds number Ren= 500 based on normal component of freestream velocity. Free to oscillate in the in-line and cross-flow directions, the cylinder with an aspect ratio of 25 is pinned-pinned at both ends at a fixed wall-cylinder gap ratio G/D = 0.8, where D is the cylinder diameter. The cylinder yaw angle (α) is varied from 0° to 60° with an increment of 15°. The main focus is given on the influence of α on structural vibrations, flow patterns, hydrodynamic forces, and IP (Independence Principle) validity. The vortex shedding pattern, contingent on α, is parallel at α=0°, negatively-yawed at α ≤ 15° and positively-yawed at α ≥ 30°. In the negatively- and positively-yawed vortex shedding patterns, the inclination direction of the spanwise vortex rows is in the opposite and same directions of α, respectively. Both in-line and cross-flow vibration amplitudes are symmetric to the midspan, regardless of α. The RMS lift coefficient CL,rms exhibits asymmetry along the span when α ≠ 0°, maximum CL,rms occurring on the lower and upper halves of the cylinder for negatively- and positively-yawed vortex shedding patterns, respectively. The IP is well followed in predicting the vibration amplitudes and drag forces for α ≤ 45° while invalid in predicting lift forces for α ≥ 30°. The vortex-shedding frequency and the vibration frequency are well predicted for α = 0° - 60° examined.

Most of small air vehicles with moving wing fly at low Reynolds number condition and the reduced frequency of the moving wing ranges from 0.0 to 1.0. The physical phenomena over the wing dramatically vary with the reduced frequency. This study examines experimentally the effect of the reduced frequency at low Reynolds number. The NACA0012 airfoil performs sinusoidal pitching motion with respect to the quarter chord with the four reduced frequencies of 0.1, 0.2, 0.4 and 0.76 at the Reynolds number $2.3{\times}10^4$. Smoke-wire flow visualization, unsteady surface pressure measurement, and unsteady force calculation are conducted. At the reduced frequency of 0.1 and 0.2, various boundary layer events such as reverse flow, discrete vortices, separation and reattachment change the amplitude and the rotation direction of the unsteady force hysteresis. However, the boundary layer events abruptly disappear at the reduced frequency of 0.4 and 0.76. Especially at the reduced frequency of 0.76, the local variation of the unsteady force with respect to the angle of attack completely vanishes. These results lead us to the conclusion that the unsteady aerodynamic characteristics of the reduced frequency of 0.2 and 0.4 are clearly distinguishable and the unsteady aerodynamic characteristics below the reduced frequency of 0.2 are governed by the boundary layer events.

Purpose - After the transition, the development of defense industry in Eastern Europe has been regressed. Recently, they have internationally recognized that new products have been exported and contributed to the Innovation-Based Manufacturing of national economy such as unmanned reconnaissance aircraft, water purification technology, and mobile chemical laboratory, etc. The military forces in Eastern Europe are re-armed by the localization of self-produced munitions in their own defense industry, and then emphasize fostering their own defense industry. Thus, if they make a collaboration with other nations as a industrial cluster, it will gain a competitive edge on the defense industry. Research design, data, and methodology - The study was designed with the data of each national defense department. The research of the subject was reviewed before and after the transition. Thousands of workers have worked in defense industries before the transition, however, the defense industry and experts left after the transition. The Hungarian defense spending on GDP also dropped sharply from 1.72% in 2000 to 0.85% in 2013. But, due to the crisis in Ukraine and the crisis of Syrian refugees, the Viségrad Group (V4) member countries have also increased their interest in a defense and industries as well as the confidence in the EU and NATO. Results - On the whole, the joint of military training and purchase of defense materials were found in order to form the EU cooperative combat troops in CEE. There are the implementation of a joint manual plan for strengthening V4 security policy and the joint military exercises for V4 every year, and the others are electronic warfare and innovation of V4 national forces. Through such a performance analysis methodology, we found that the defense industry is developed through the national cluster cooperation among CEEs and spreading global distribution. Conclusions - Eastern Europe and Balkan countries have been looking forward to cooperating with the non-EU countries such as Korea and other defense industries. There are a lot of potential development into a new civilian cooperation defense industry for global-distribution. Thus, Korea should develop electronic commercial applications, not just as a weapon exporting region.

The flow characteristics of synthetic jet depending on rectangular and circular jet exit configuration are investigated using numerical computation with cross flow. In rectangular slot, synthetic jet generates the strong vortex but supplies fewer momentum and effectiveness of flow control is reduced along flow direction. In circular slot, regular vortex is formed from slot center to end. It affects the wider region than rectangular slot. The distribution of wall shear stress is considered in order to indicate the effectiveness of flow control device for flow separation delay. Consequently, circular slot is a more suitable candidate for delaying flow separation. In order to derive the optimal shape of a circular slot exit, hole gap and diameter that affect the flow structure and flow control were analyzed. As a result, consider the hole diameter and gap of circular slot exit design, effectiveness of the flow control can be increased.
