This study examines a normative model of project management systems, PPMS, to provide information for directing R&D activity in order to increase R&D productivity. The PPMS (Project Process Management System) is a disciplined and systematic framework to manage R&D projects effectively and efficiently under the assumption of a strategic decision making and long-range planning. The purpose of PPMS is to provide for the management of research organization at different levels an effective management tool; first, for the planning system which deals with rational selection and authorization of R&D projects, second, for the control system which concerns monitoring and controlling the execution of R&D projects, and finally, for the evaluation system which attains evaluation of the performance results of R&D projects and determination of the necessary follow-up. A view for the future development of project management within the context of a project-performing organization is also elaborated to exhibit the progress and phase description of the project management system.

An interesting puzzle in business practices is that although many researchers emphasize the benefits of a revenue-sharing contract, a wholesale contract has remained to be the most common contractual form. By introducing the concept of unobservable efforts, we examine the contractual efficiency of a wholesale contract and a revenue-sharing contract. The multi-task agency model and experimental design approach are used to analyze the relationship between the contractual efficiency and parameters. A major finding of our study is that a wholesale contract coordinates unobservable efforts, while it fails to coordinate the order quantity decision. Because unobservable efforts have mixed effects on the contractual efficiency, the superiority of contract type depends on parameters. This finding implies that a wholesale contract can be a competitive contract, especially when unobservable efforts are heavily involved. Our conclusion is that the current popularity of a wholesale contract is manager's rational response to complex supply chain environments rather than irrational behaviors.

This paper provides a simple microeconomic model of terrorist attcks and anti-terrorism policies. The terrorists can be characterised as rational actors, choosing between legal activities and terrorist activities to promote their political goals. Since their resources are limited, one can think of anti-terrorist policies by examining how such policies affect the objectives and constraints of terrorists. Deterrence policy seeks to reduce terrorist attacks by raising the cost of undertaking terrorist acts. Proactive policy aims at preventing attacks by destroying terrorists' resources (fund, personnel, leadership). This paper suggests another type of anti-terrorist policy which is to reduce the benefits of (or in other words, raising the opportunity costs of) terrorist acts. Such a policy is based on decentralisation in political decision-making and economic power.

To meet the soaring demand recently, South Korea big shipbuilders are examining two things. One is new investment in plant and equipment. The other is replacement of production resources. Considering plant & equipment investment and replacement of production resources, even if actual production ability would be enough, the real output could be affected by limitation of logistics with lack of analysis. As we set up big shipyard in virtual space, we could perform actual production by using confirm production plan in virtual space. We've analyzed the load of block stock, load of road and load of transporter for logistics effects are followed by production increase. This research is to determine the possible problems of those analyzed results and to present the resolution using the current layout. And then modified yard layout, we reanalyzed previous three logistics effects. This simulation model could help administrator to make rational decision for changing yard layout.

The purpose of this study is to prove asymmetric Consumer Information on Electronic Commerce. For this purpose, 93 internet shopping-malls was analyzed into three contents of consumer information. Major findings are as follows : First, the overall level of consumer information contents through purchase process was very low. The reason is that most electronic consumers were dissatisfied with consumer information provided by internet shoppingmall. Second, consumer information of purchase-stage was insufficient for electronic consumer. Especially most shoppingmalls did not provide Use-information and comparing information. This implies electronic consumer can't meet their consumer information needs, so they cannot make rational decision. Third, consumers were faced with asymmetric Consumer Information problem on electronic commerce. So consumer education for electronic commerce is needed.

Research industry in Korea has shown remarkable development in the past decade, mainly owing to the fact that the confidence level on the research itself has been largely improved as the major predictions based on poll result hit the mark in the past presidential elections, and also the change of management style in Korean business based on the rational decision making process. In this article, I will analyze the change of Koreans behavior toward public opinion research in diachronic manner and show the number and activities of Research Organizations in order to look into the present condition of research industry and then think about the future and the desirable direction of Korean research industry.

^x Good Planning, design, and maintenance will be the product of a Process which considers both the nature of man and the nature of nature. Recentry, we emphasize how social and psycological theory, behavioral studios, and community participation may contribute to practical decision making and to the development of appropriate form for human use at all scales of Landscape Architecture. The main purpose of this study was to develop more rational and user oriented theory of urban park planning, design, and maintenance in terms of social - behavioral approach. Study sites were Jungang, Dalsung, Duryu, and Apsan park, where were located Daegu city. In this study, user satisfaction determinants of each park, which were useful for park planning, design and maintenance, were discovered. Privacy and territoriality were examined as an important factors for design a park road examined as an important factors to design a Path and a comfortable space in urban park.

Major problems involved in an electrical utility expansion planning within a time horizon are how to efficiently deal with objectives considering multiple factors and uncertainty. But justification factors in study these days have considered only quantitative factors except qualitative factors. Therefore, the purpose of this paper is to develop a new model for economic evaluation of nuclear power plants through the scoring model with the quantitative and qualitative factors under uncertainty. The quantitative factors use a levelized generation cost method considering time value of money. Especially, the environmental, risk, and safety factors in this paper have been also explained for the rational economic justification of the qualitative factors under uncertainty. This paper not only proposes a new approach method using the scoring model in evaluating economy of the nuclear power plant in the long term, but also provides the more efficient decision making criterion for nuclear power plants under uncertainty.

This paper proposes an improved unit commitment algorithm for the purpose of rational operation of electric power systems. Security function is introduced to consider generation system reliability as well as economical properties in the algotithm . As a stte model for assessment of state probabilities, the 3-state model in which the probability of the units for commitment can be considered is proposed and applied, so that the algorithm becomes more practical and reasonable one. A decision bounding scheme which can be applied to all kinds of system is described and the numerical results obtained for KEPCO and model systems are also presented to assure the availability of the proposed technique.

주어진 실시간 환경의 복잡성 때문에. 항상 최적의 행동을 수행하는 완벽하게 이성적인 에이전트 (rational agent) 의 구현은 실질적으로 가능하지 않다. 이러한 실시간 문제 해결기법에서의 전통적인 접근 방식은 미리 정의된 규약에 의존한 조건-행동 추론 방식이다. 이러한 조건-행동추론 방식은 문제 영역이 다양하거나 문제의 재설계가 필요한 경우에는 아무런 해법을 갖지 못한다. 따라서 이러한 문제점을 해결하기 위해 본 논문에서는 주어진 행동들의 유틸리티를 실시간에 계산하고, 긴급한 정도를 측정하여 상황이 긴급할 경우에는 더 이상의 계산을 중단하고 즉각적인 행동을 취하며. 반면에 상황이 긴급하지 않을 경우에는 최선의 의사결정을 위하여 추가적인 정보를 고려하여 더 바람직한 행동을 결정하는 방법론을 제안한다. 제안한 방법론의 평가를 위하여 시간 제약적인 환경에서 최선의 의사결정을 수행하는 실질적이며 유연한 에이전트를 구현 하고자 한다.
