Complementary measures for Environmental Performance Evaluation Index of External Space of Green Standard for Energy and Environmental Design for Apartment Complex - Focused on the Respect of Response to Climate Change - (공동주택 녹색건축인증기준의 외부공간 환경성능 평가지표 보완방안 - 기후변화 대응 측면을 중심으로 -)

  • An apartment complex is a building use with great potential to contribute to solving problems related to urban ecological environment and climate change. The first goal of this study is to grasp the current situation of application and limitations of the ecological area rate, which is a representative evaluation index used to evaluate the environmental performance of the external space of an apartment complex in Green Standard for Energy and Environmental Design (G-SEED). The second goal is to propose a prototype of the evaluation index for evaluating greenhouse gas (GHG) reduction performance in order to supplement the evaluation index for the environmental performance of the external space in terms of response to climate change. We analyzed 43 cases of apartment complexes certified according to G-SEED, which was enforced since July 1, 2010, and found application characteristics of each space type and the limitations of ecological area rate. We analyzed overseas green building certification systems such as LEED and BREEAM that derived implications for supplementing the limitations of ecological area rate, which is focused on the evaluation of soil and water circulation function, and set up a development direction of complementary measures. Through analysis of previous studies, relevant regulations and standards, and technical documents of the manufacturer, the heat island mitigation performance of the pavement and roof surfaces of the apartment complex and the carbon uptake performance of the trees in the apartment complex was selected as parameters to yield the GHG reduction performance of the external space of the apartment complex. Finally, a quantitative evaluation method for each parameter and a prototype of the evaluation index for the GHG reduction performance were proposed. As a result of applying the prototype to an apartment complex case, the possibility of adoption and applicability as an evaluation index of G-SEED were proved.

  • This study reviewed the quality addition rate, calculation, and application criteria needed to identify the possibility of additional medical technologists in the field for new certification and professional manpower to provide a superior laboratory. The six institutions that participated in the study were the size of large hospitals with more than 1,000 beds, with an average of five full-time laboratory physicians (also called clinical pathologists) and an average of 53 medical technologists, with 10.6 per laboratory physician. An analysis of the time required for each activity category of medical technologists revealed decreasing behavior during the analysis. In contrast, the ratio of the comprehensive pre-analysis activities was high due to the strengthening of laboratory operations and quality control. During the analysis, the proportion of biochemistry tests was high, and post-analysis of most of the results was performed. Hence, improving the quality of sample testing requires significant time, and appropriate personnel are required. In conclusion, the recruitment of medical technologists is also a key component to improving the sample quality, and corresponding personnel regulations are necessary.

Improvement of Postharvest Fruit Quality in 'Formosa' Plums (Prunus salicina) after Treatment with 1-methylcyclopropene during Storage

  • Plum is a climacteric fruit and softening is a serious problem for storage and transportation. Thus $1{\mu}L{\cdot}L^{-1}$ of 1-methylcyclopropene (1-MCP) was applied to plums to prolong their shelf life and maintain quality. Japanese plums (Prunus salicina cv. Formosa) were stored at $20^{\circ}C$ and $0^{\circ}C$ for 14 days and 46 days respectively, with or without 1-MCP treatment. Fruits were treated with $1{\mu}L{\cdot}L^{-1}$ 1-MCP at $10^{\circ}C$ for 24 h. Ethylene production and respiration rate were strongly inhibited in 1-MCP-treated fruits at $20^{\circ}C$. It was also observed that there was less ethanol and acetaldehyde evaporation in 1-MCP-treated fruits stored at $20^{\circ}C$ compared to those in control fruits not treated with 1-MCP. Fruit qualities, such as firmness, titratable acidity (TA), skin color, and decay, changed more slowly in 1-MCP-treated fruits stored at $20^{\circ}C$ than in untreated fruits. There were no differences in the ethylene production or respiration rate between the groups of fruits stored at $0^{\circ}C$ throughout the experiment. Chilling injury was also inhibited by the application of 1-MCP during storage at $0^{\circ}C$. When the fruits stored at $0^{\circ}C$ with or without 1-MCP were transferred to $20^{\circ}C$ after 25 days, the differences in ethylene production and respiration rate, firmness, TA, TSS, and acetaldehyde and ethanol evaporation between the initial (after being stored at $0^{\circ}C$ for 25 days) and the final measurements (after being stored at $0^{\circ}C$ for 25 days and then transferred to $20^{\circ}C$ for three days) were lower in 1-MCP treated fruits than in non-treated fruits. The postharvest application of 1-MCP in Formosa plums showed positive effects at both $0^{\circ}C$ and $20^{\circ}C$ storage conditions with regard to quality, such as low ethylene production and low respiration rates, firmness, TA, ethanol, and acetaldehyde evaporation, chilling injury, and decay.

An Epidemiologic Study on Death Caused by Cancer in Pusan (부산지역의 암 사망에 관한 역학적 연구)

  • This study surveyed and measured the level and structure of cancer deaths and their trends over time for offering the fundamental data of e cancer prevention and control in Pusan city in the future. Authors conducted the study of descriptive epidemiology using materials derived from the computerized data of total 3,722 certified cancer deaths in Pusan city from January 1 to December 31, 1993 registered on the National Statistical Once, the Republic of Korea. The obtained results were as follows: 1. According to the total registered cases of deaths(16,331 cases) in Pusan city during 1993, cancer(3,722 cases) and cerebrovascular disease(2,118 cases) were the first and second cause of deaths as 23.1% and 16.9%, respectively. These pattern showed the change between cancer (14.7%) and cerebrovascular disease(18.5%) in order of frequency in comparison to 1982. Also, the total number of cancer deaths was increased in comparison to 1982. The rate of death certification by physicians was 87.1% of all registered deaths, which was increased to 6.8% in comparison to 1982(80.3%). 2. Crude death rate and cancer specific death rate was 4.06 per 1,000 populations and 93.8 per 100,000 populations(male:117.8, female:70.0), respectively. The former was similar to that of 1982, but the latter was increased to 1.6 times as that of 1982. 3. Age-adjusted cancer specific death rate by standardization with whole country population was 111.9(male:141.5, female:106.7) per 100,000 populations, higher than not age-adjusted cancer specific death rate(93.8), and the sex difference was statistically significant with male predominance (p<0.05). 4. Cancer specific death rate by age was generally increased with age and most of cancer deaths(male:91.8%, female:88.5%) occurred since 40 years old. 5. The major cancer(cancer specific death rate per 100,000 populations) in male was liver(30.6) followed by stomach(25.6), lung(21.9), and GB and EHBD(5.7), in female stomach(15.7), liver(9.9), lung(7.3), and uterus(6.9). The relative frequency of the leading three cancer among total cancer deaths marked 66.3% in male and 47.l% in female, and decreased in comparison to 1982(male:72.2%, female:54.5%). 6. The total ratio of male to female cancer specific death rate showed 1.68 to 1 with male predominance. And the ratio was above 2.0 in larynx, oral cavity & pharynx, esophagus, liver, lung, bladder cancer and the ratio was $1.0\sim1.9$ in stomach, pancreas, gall bladder and EHBD, brain, rectum and anus cancer, leukemia, but the ratio was reversed in thyroid and colon cancer. In conclusion, cancer was the first cause of deaths. The proportion of lung cancer was increased, that of stomach & uterine cancer was decreased relatively, and liver cancer was constantly higher proportion. In the future, it is necessary to conduct the further investigations on the cancer risk factors considering areal specificity.

  • The 37 indicators for performance evaluation of public sewage management agencies are divided into four major categories (agency manpower management ability, wastewater treatment plant operation and management, sludge and water reuse, service quality) in the first stage, and the necessity and score acquisition for the detailed indicators by each major category in the second stages. Priority was investigated through the Analytic Hierarchy Process (AHP) analysis technique for ease and relevance of company efforts. Also, based on the results of this analysis, integrated type weighting and relative importance were analyzed. As a result of the analysis, the weight and relative importance of the first stage classification were in the order of wastewater treatment plant operation and maintenance, operation agency manpower management ability, sludge and water reuse, and service quality. As a result of analyzing the weights and priorities of the detailed performance indicators in the second stage, it was found that operator's career years, the percentage of certification holding rate in operators, compliance with the effluent water quality standards, training times for operators, and efforts to manage hazardous chemicals were important. Some of the indicators of operation agency performance evaluation may include indicators in which the performance of the company's efforts is underestimated or overestimated. In order to improve this, it is necessary to give weights in consideration of the necessity of the indicator, the relevance of the company's efforts, and the ease of obtaining scores.

A Study of the Cause-of-Death reported on Official Death Registry in a Rural Area (일부 농촌지역 사망신고자료에 기재된 사인에 관한 연구 -사망신고사인과 조사사인의 비교-)

  • This study was conducted to evaluate the accuracy of the official death registry in rural area. The base data used for the study was 379 deaths registered during the period of 1993 and 1994 in 4 rural townships of Chonnam province. The interview survey for cause-of-death was performed on the next of kin and/or neighbor. Additional medical informations were collected from hospitals and medical insurance associations for the purpose of verification. The underlying cause-of-death of 278 cases presumed by the survey was compared to the cause on official death registry. There was a prominent disagreement of cause-of-death between the survey data and the registry data(agreement rate: $38.9\sim44.6%$, according to disease classification method). These results may be caused by extremely low rates of physicians' certification, which were mostly confined to the poisoning and injury. Symptoms, signs, and ill defined conditions on death registry could be classified into circulatory disease(32.3%), neoplasm(21.2%), digestive disease(7.1%), injury and poisoning(7.1%) and so on. These results suggest that careful attention and verification be required on utilization of death registry data in rural area.

Job Analysis of the CHP Program in the Kangwon Area (강원도 보건진료원의 업무분석)

  • Purpose: The CHP program has been evaluated as one of the most successful program in the public health area in Korea. The objects of this study were as follows: 1) to evaluate the job activities of the CHP program, using service contents analysis. 2) to figure out personal factors and the outcome of CHP's activities. Method: Data were collected by sending questionnaires to 130 subjects through the mail from May to December 2003. The response rate was 48.0%. The Data were analyzed by the SPSS WIN program with t test and Pearson correlation coefficient. In using these methods. independent variables are CHP's personal factors (age, experience, certification of specialty) and regional factors (geographical classification, aged population, village workers, cooperation of community leaders, work-conditions), and a dependent variable is the outcome of CHP's job activities. Result: The results of t test analysis show that regional differences between factors are influential in the welfare service, the routine job, and the consultation. As a whole, this is shown that CHPs represent experience, the number of village workers and CHPs living condition of work and most of the categories of jobs that influenced over statistical meaning of differences (t=2.417, p=1.043, t=6.123, p=.004, t=4.309, p=.000). There is a significant positive relation between the routine job and the consultation(r=.455, p=.000), the consultation and the education(r=.461, p=.000). Conclusion: Finally, according to the results of this study, the CHP program should be developed and continue to meet the basic health care needs of the residents in accordance with the philosophy of their own primary health care.

International community's efforts to mitigate sea turtle bycatch and status of implementing relevant measures by Korean tuna longline fishery

  • Longline fishery targeting tunas and tuna-like species is known to produce a significant amount of catch not only for the target species, but also for ecologically related species like sharks, marine turtles, sea birds and marine mammals. Recognizing this seriousness, tuna related regional fisheries management organizations (t-RFMOs) have established conservation and management measures (CMMs) to reduce bycatch and/or interaction with ecosystem vulnerable species including sea turtles and are obliged to implement bycatch mitigation measures and guidelines on safe release to their member countries. Along with development and strengthening of those measures, various case studies have been conducting to verify the effectiveness of bycatch mitigation for ecologically related species. This study examines the background and progress on developing CMMs of t-RFMOs and regulation programs of the United States related to sea turtles, which have recently become one of the main issues, and reviews case studies on sea turtle bycatch mitigation measures to find out the effectiveness of reducing bycatch rate and impacts to the fisheries. In order to respond the consultation process on certification determination with the United States, it was confirmed the current status of implementation on related measures conducted by Korean tuna longline fishery based on scientific observer data and survey for captains. Even though all Korean tuna longline fleets belong to the deep-set longline fishery (100-300m), which is not subject to the obligation of those mitigation measures, they are voluntarily implementing both measures, use of circle hook and whole finfish bait, regardless of which RFMO's Convention area they operate. And the national regulatory and management programs for sea turtle bycatch prevention adopted by Republic of Korea seems to be comparable in effectiveness to that of the United Stated. However, Korea needs to take preemptive measures in establishing sustainable fisheries, including the protection of the marine ecosystem and environment, as stronger requests are anticipated to be made by the international community on this matter.

User-friendly Web-based ezSIM Platform Development for SMBs (중소·중견기업을 위한 사용자 친화형 웹 기반 ezSIM 플랫폼 개발)

  • Structure and/or fluid analysis is gradually increased by an essential design process in the small and medium-sized businesses (SMBs) because of the needs for a rapid design process and the certification about the supplement of the parts by the large business (LB). In this paper, we developed the web-based ezSIM platform installed in the resources integrated system server. The ezSIM platform is based on the heterogeneous linux and windows operating system for the user-friendly connection with the part of the analysis for the SMBs. The procedure of the structure/fluid analysis service module using the public software and the license-free open code in the ezSIM platform was explained. The convenience of the ezSIM platform service was presented by the reaction rate of the graphic motion compared with that of a local PC and the solving and pre-post processing interface compared with that of the KISTI supercomputer. The web-based ezSIM platform service was identified as a useful and essential platform to the SMBs for the usage of the structure and/or fluid analysis procedure.

Current Status of Patient Safety Regulations, Guidelines and Support Mechanisms in Korean Hospitals

  • Purpose: This study was conducted to investigate patient safety regulations and guidelines in order to understand their current status, and to examine support measures to improve patient safety in Korean hospitals. Methods: The participants were the safety officers from hospitals with 200 or more beds and 112 hospitals responded to the online survey. The questions covered patient safety regulations, the performance level of patient safety activities, patient safety incident reporting systems, the dedicated professional, training, support mechanisms, and expectations of reporting systems. Results: Among preventative measures, fall prevention and hand hygiene were reported to be most widely practiced (92% and 91%, respectively). Time-out for invasive procedures showed a relatively low practice rate at 70%. Among patient care activities, transfusion, surgery and sedation, medication, and infection management were performed by 84, 74, 93 and 93% of the hospitals, respectively. Patient safety activities included patient safety committee, patient safety cooperation between decision-making bodies, patient safety workshops, seminars, lectures, and training for employees. Conclusion: Patient safety regulations and guidelines have not yet been sufficiently prepared, and a public institution such as a certification authority is of crucial importance to enforce these guidelines.
