A Study on Efficient Activities in Railway Safety Guidance (효율적인 철도안전지도 활동에 관한 연구 한국철도공사 중심으로 -)

  • Infrastructure such as tracks, catenary, rolling stock and signaling systems, and close interface with the human factors of train drivers, shunting staff and maintenance staff are required for train operations. Safety management is the most essential part for the functioning of a train. In line with the safety management, each rail operator has a safety guidance system and the Ministry of Land, Infrastructure and Transport operates Railway Safety Inspector system. Safety Inspector System is to train employees working in the field to be aware of rules and regulations, and to improve identified risk factors. Hence, it is necessary to establish systematic training and inspection methods for safety guidance staff and make clear the roles and responsibilities of safety inspectors according to the Occupational Safety and Health Act, and safety instructors for several inspections according to the Railroad Safety Act.

A Study on Standardization of Risk Management based on GIS for Railway HAZMAT Movement (GIS 기반 철도 위험물 수송의 위험도 관리 표준화 방안)

  • The types and quantities of Hazmat and Hazmat transport are gradually increasing, keeping pace with industrialization and urbanization. There are currently more than 1,000 types of Hazmat,, and new types are added every year. At present the safety management for Hazmat transport only considers reducing accident probability, but even when an accident involving Hazmat-carrying vehicles occurs, that is not regarded as a Hazmat-related accident if the Hazmats do not leak out from the containers carrying them. Based on this principle, in turn., the methods to reduce risk (Risk=Probability$\times$Consequence) have to be developed by incorporating accident probability and consequence. By using Geographic Information System (GIS), a technical method was invented and is automatically able to evaluate the consequence by different types of Hazmat. Thus this study analyzed the degree of risk on the links classified by the Hazmat transport pathways. In order to mitigate the degree of risk, a method of 7-step risk management in transporting Hazmat on railway industries was suggested. The 7-step risk management is definded as the following: 1st step: buliding up GIS DB, 2nd step: calculating accident probability on each link, 3rd step: calculating consequence by Hazmat types, 4th step: determination of risk, 5th step: analysis of alternative plans for mitigating the risk, 6th: measure of effectiveness against each alternative, and 7th step: action plans to be weak probability and consequence by the range recommended from ALARP. In conclusion., those 7 steps are recommended as a standardization method in this study.

Reformation of Legislation and System for Improving Seoul Metropolitan Railway Transfer Center and Connection Transportation Facility (수도권 광역철도역 환승센터 및 연계시설확충을 위한 법제도 개선방안)

  • In this paper, 18 railway stations in Gyunggi-do are selected as metropolitan transfer centers out of 203 stations based on three elements. They are the number of passengers, the level of connection transport, and the level of relevant plans. For 18 stations the level of service (LOS) is analyzed for connection transport system. As a result, half of them are found to be below LOS "D". In order to maximize the use of those railway stations, a method is proposed to upgrade the level of service to "C" above. Finally, the improvement plans are suggested for two acts. In the Special Act on Metropolitan Traffic Management of the Metropolitan Region, the central government financial support ratio is suggested from 30% to 50%, from "necessary costs" to "total costs." In the Act on National Integrated Transport System Efficiency, 50% for connection road and 70% for connection raiway are suggested.

  • Rail transport has been considered an environmental-friendly transport mode compared with other transport modes such as ship, truck, and aircraft. However, air pollutions emitted by diesel locomotives have emerged as social issues. In addition, the railway industry may not be able to avoid a duty of alleviating greenhouse gases emission owing to the Korean government policies for green growth which is an economic paradigm that simultaneously pursues growth and environmental improvement. Moreover, rising oil prices has burdened a train operating company. The purpose of this paper is to develop a methodology of determining an economical speed of diesel freight locomotive from the viewpoint of the train operating company. In the methodology, we first define an operational cost function based on various cost factors and then suggest formula to calculate an economical speed of diesel freight locomotive. To estimate the influence of cost factors such as diesel price, carbon taxes, and time costs on the speed of diesel freight locomotive, sensitivity analysis was conducted.

  • In railway system, the transportation plan corresponds to master plan for transport services. This service plan must be constructed to minimize operational cost or maximize revenue considering transportation demands and resource capacities in the operation company, and includes several sub-planning activities such as train operation frequency plan, train (schedule) plan, train capacity assignment plan, and rolling stock requirement plan. In this paper, we present profitability evaluation system for current transportation plan. The proposed system can be used for evaluating profitability by estimating train service revenue considering customer demands.

  • Ten years have passed since my last visit to Korea on the occasion of the International Symposium on High Speed Rail Systems organized by the Korean Transport Institute in October 1989. At that time, it was the objective to introduce the maglev and VHSR (very high speed rail) systems with their different areas of application and to discuss them with local partners against the background of the Seoul-Pusan HSR project.   • Applications of superconducting technology in transportation is more straightforward than others, such as magnetic levitation (maglev) trains. A maglev train is of high speed & low power-consumption, environmental friendly and safe, accompanied by some drawbacks. This article will introduce the application of superconducting technology in the urban mass transport system, and the bottleneck of this application.

  • On April 27 2018, North-South Korea agreed to establish the practical methods for connecting the railway in the inter-Korean summit talks. This is often reported that the train will be operated directly between Busan and Europe. However, there are many problems for the railway to directly connect between Busan and Europe. Because a train from Busan to Europe should pass through North Korea, China or Russia, and each national railway systems are different. Thus, South Korean railway has to study thoroughly an interoperability before railways directly operates between a nation and another. The standards and technical harmony for direct connection with a different railway network is very important, because a rail transport is a total network system. This paper surveyed a European railway interoperability and studied on the basic direct operation for the North-South Korean railway systems.
