The Development of Performance Measures in Railway Services (철도서비스 평가를 위한 항목 및 지표의 선정방안)

  • After the reform of rail industry, a system to evaluate service qualities is required for the continuous improvement of railway service and the strength of competitiveness. This research provides evaluation categories and indices which are considered to be suited to the evaluation of rail service qualities. This study provides 4 categories and 11 indices to assess the rail service qualities: provision-operation interval/average operation speed, reliability-regularity/operation cancellation rate, safety- train usage term/facilities for the weak, client satisfaction- easiness of reserving and purchasing of tickets/comfort of queuing facilities/ kindness of train crews/ pleasantness of trains/provision of information, etc.

  • As information technology has been rapidly developed, it is expected that the needs of ubiquitous for information on construction, maintenance and operational processes in railway field will arise. U-Rail system, for which information ubiquitous in railway field, can be defined as the human centered future railway system that enables to perform real-time state indication and auto information generation and its transmission by interchanging information organically among railway suppliers, users, and operator. In this paper, we analyzed main components of U-Rail system and its service items from the view of information technology and communication network technology, with focusing on railway field.

  • Railway conflict detection and resolution problem (RCDRP) involves complicated field constraints that should be considered for practical service. In this paper, we address those constraints in brief. Particularly, following situations are addressed; (1) temporal change of network topology, (2) consideration of diverse conditions of track and train, for example, single/double tracks and passenger/freight service, (3) siding capacity limitation, (4) bidirectional sides used by both inbound and outbound trains, (5) regulation for passenger transfer service, (6) consideration of siding length, (7) Restriction on stopping before the track segment with steep slope.

Measuring the Efficiency in Korean Railway Transport using Data Envelopment Analysis (자료포락분석 기법을 이용한 우리나라 철도수송의 효율성 측정)

  • The objective of this paper is to measure the relative technical efficiency of Korean railway transport service. Previous studies on the efficiency in Korean railway service have carried out before the structural reform of Korean railway industry in 2004, whereas this study used the latest data which reflected the impact of reform. We analyzed the efficiency in Korean railway transport by means of measuring the technical efficiencies of other countries, these were estimated with data envelopment analysis. Using data from 22 railway operators over the period $2000{\sim}2006$, the results indicate that the Korean railway transport has been operated efficiently as compared with others.

  • A diversity of railway network function enhancement projects such as the double tracking, electrification, and direct operation have been actively executed to improve the railway service. When the new rapid railway is provided, how many people will use it instead of other transports? How will the railway choice behavior be changed? Accordingly, in this paper, the applicability of diverted travel demand forecast method by Stated Preference(SP) and Transfer Price(TP) data was reviewed for Daegu metropolitan railway service. As the result of implementing the Revealed Preference(RP) and RP+SP model, the total travel time and travel cost parameters are of the right sign and are highly significant. In particular, when TP data is used as the complementary investigation of SP, the boundary value of diverted travel demand can be easily identified by railway fare and travel time service level. Therefore, it is considered that this will practically apply even in other regions as well as Daegu metropolitan railway.

Research on the Intention to Adopt a Railway as an International Transportation Mode in Korea: A Focus on Transcontinental Railways (KTAR) (국제 운송수단으로서의 철도 선택에 관한 연구 - 대륙횡단철도 선택 의도를 중심으로 -)

  • The purpose of this research is to identify the factors affecting the intention to adopt a transcontinental railway in Korea. We develop an empirically testable model that demonstrates the effects of factors including cost, service, and efficiency of railway transportation, on modal shift intention to railway, attitude of a Railway, and intention to adopt a Transcontinental Railway (KTAR) as a railway transportation mode in the end. A survey method enables us to analyze the model with a structural equation modeling. The empirical analysis reveals that two most influential factors-the modal shift to railway transportation and the attitude of a Railway-play roles in determining intention to adopt the Transcontinental Railway (KTAR). Of the factors of transportation mode, transportation cost has a greater impact than transportation service and transportation efficiency on the intention to adopt a Transcontinental Railway (KTAR).

  • In oder to develope a train system for parcel service of high speed railway, which had been proposed for the operation of a high speed train, its conceptual design was build. Through this system, we are able to expect the fulfillment of customer needs for high speed rail market segments, and enhancement for cost-effective rail network operation of the mixed traffic on infrastructure cost-reduction in national logistics.

  • The study for ubiquitous computing infra is proceeding actively, it make possible to use service and access network anywhere, anytime because of wire/wireless communication technology and progress of hardware. Domestically, study for the network mobility support technology which is the key technology for future ubiquitous computing realization have progressed, but that is insufficient. Especially, there is no study for independent mobility support study about railway wireless network. So, this study propose network mobility management technology for mobile network infra in railway and proper network model in train.

  • Recently, the Korean government is considering a policy of adopting competition in railway transportation, such as the establishment of a subsidiary company to Korail as a company to operate a part of the KTX line, the separation of deficit-running lines of local railways and the opening of railway transportation to private operators. The termination of local railway service, which is a major provider of public transportation, will not only deprive the public of a means of transportation but also lead to a decline in the quality of public transit in general. The termination of local railway service is being decisively affected by the national railway policy. The purpose of this thesis is to clarify local railway policy in Japan by studying the development and philosophy of the local railway policy of the Japanese National Railway (JNR).

  • Recently the design of railway systems have been performed, based on the analysis of operational conditions and service targets, it is to optimize the effectiveness and efficiency of system operation. Many RAMS requirements have been developed to transform operation conditions into system design characteristics. However, our railway industry has not actived the application of RAMS into system design performance. According to short of RAMS application, many technologies that have been developed are not only applied the existing systems that is operating, but also have not succeed to apply for new systems. In order to design the effective and efficient railway systems that are optimized to operation conditions and service targets, a systems approach and RAMS management are necessary in railway development, operation and maintenance. Therefore, in this study, the RAMS performance requirement design methods are discussed. the allocation methods from system level to each devices of subsystems.
