The Possibilities to use the Non- Destructive Testing on Diagnosing Wears of Wagon Chassis

  • This report is devoted to the problems of Mongolian Railway Transportation Safety such as high length of wagon service life, defects due to the more factors of exploitation, idle time, increase of faults, poor condition of repairing shops and more hand and mechanical operations and these conditions are quite difficult to meet the safety and reliability of increasing transportation from day to day. The paper discusses that the most optimum solution is diagnosing before occurring wear, breakdown, and defects on the basis of studying characteristics of structural material breakdown, residual methods of voltage, effects of material hardness and linear defects of a crystal net and the reform of machines is very important to implement it. It focuses the structures, characteristics of the material transportation and tests and analyses of the wagon cart which has to meet the traffic safety of wagons and slow and soft movement. The study is done on the wagon chassis which has to meet the traffic safety of luggage wagons.

  • After the reform of rail industry, a system to evaluate service qualities is required for the continuous improvement of railway service and the strength of competitiveness. This research provides evaluation categories and indices which are considered to be suited to the evaluation of rail service qualities. This study provides 4 categories and 11 indices to assess the rail service qualities: provision-operation interval/average operation speed, reliability-regularity/operation cancellation rate, safety- train usage term/facilities for the weak, client satisfaction- easiness of reserving and purchasing of tickets/comfort of queuing facilities/ kindness of train crews/ pleasantness of trains/provision of information, etc.

  • The type approval system for railway vehicle has been in effect since 2016 in order to establish a regular safety management system to secure railway safety and enhance the technological competitiveness of the railway industry, abolished the conventional performance test system through the reform of the Railroad Safety Act in 2012. Until now, there has been appreciated it has been making significant contributions to railway safety and industry of operation and manufacturing companies, taking their place in accordance with the implementation of the system. But there has been no case of quantitative analysis on the effectiveness of the actual system. In this study, in order to examine the full-scale performance of the approval system and quantitatively analyze effectiveness, we identified and defined the relationships with the major elements of the type approval system based on system thinking principle and determined the calculated outcomes to relevant stakeholders. A method of establishing a type approval performance management system that can be grasped, utilized, and adjusted from a point of various stakeholders' views was proposed. This is expected to be more helpful in the implementation of the system, such as improving and applying quantitative effects to analysis by closely reviewing the effects and influencing factors of the type approval system based on the data accumulated through continuous performance management and reflecting to system improvement.

Analyzing the Influence Factors on Efficiency of Railway Transport using DEA and Tobit Model (DEA와 Tobit 모형을 이용한 철도산업 효율성 결정요인 분석)

  • In 1990's, in Europe and some advanced nations, the structural reform of the railroad industry for improving the productive efficiency of the railroad industry and competitive power had been progressed. This paper empirically explores the relationship between railway restructuring and productive efficiency in the railway industry. We use Data Envelopment Analysis (DEA) to construct efficiency scores, and explain these scores, using Tobit regression analysis by using variables reflecting institutional factors and organizational type. Our results suggest that vertical separation, infrastructure and services are separated, and horizontal separation, passenger service and freight service are separated, improve productive efficiency. We also find that market competition has positive effect on the efficiency, but independent management from the government has negative effect, which is in line with economic intuition as well as with expectations on the railway restructuring. As a consequence, increased independence without sufficient competition and adequate regulation may deteriorate incentives for productive efficiency.

  • This study reveals that rail reform which separates infrastructure from train operation requires more safety activities to train operator than before. To meet these requirements the train operator, KNR, should build up more expertness, accept accidents investigation by the third party, establish and operate safety knowledge management system, and manage a forum which facilitates the communication between the parties concerned.

  • Our Railroad has been decided to convert the system from government enterprise to privitization since 1989. But These Policy has been changed 3times. Therefore I wish to survey the proecss, which is the main factor to change the policy. Firstly, I made a hypothesis concerning the policy making process. Secondly, I described the policy process concisely. Thirdly, I analysized the policy making process. In conclusion, I suggested the rational policy process model.

  • This study shows organizational designs to increase the coordination between infrastructure and rolling stock operation organizations after rail reform based on wheel/rail interface and train/track interaction. Information sharing, face-to-face meeting, liaison role, task force, manager responsible for coordination, and team organization could help to coordinate infrastructure construction plan and train operation plan. It is necessary for the organizations to begin to study the interaction between track and train in Korean environments to make the coordination more efficient.

Principles and Implication of Rail Infrastructure Charging in Advanced Countries (철도 선진국의 선로사용료 현황과 그 시사점)

  • This article considers how the rail track charges of the advanced countries are performed and derived political implication to Korail. In case of North America and Japan, rail track charges are being decided to collect the infrastructure maintenance cost. In European countries, the separation of infrastructure and operation is realized and the railroad track charges are based on MC+ principle. On the other hand, Korail is paying construction cost of KTX as well as maintenance cost in Korea. As for this, railroad reform including rail track charging should be reconsidered.

A study on Marketing Strategy and Performance of KTX (KTX의 마케팅 전략과 성과에 관한 연구)

  • With opening of KTX, Korea Railway have carried out a variety of marketing strategies unprecedented, which have brought successful results for dramatical increasing passengers in KTX from 72 thousand passengers per day in 2004 to 85 thousand passengers per day in 2005. These marketing strategies for Korea Rail to use in increasing passengers for KTX are the following: special discount fare system for non-season to penetrate into transport market in the first time, fare system reform considering to customers' willing to pay, new item development by each specific market like contracting transport, YMS(Yield Management System) by stages, Home-ticket-and-e-ticket and tele-marketing service, and wide range covering sales network making it comfortable for users in KTX. This paper discusses these successful marketing strategies and its performance and finally suggests strategic implications for KTX growth.

  • Japanese railroad companies continued growing by developing diversification based on the railroad enterprise. However, the diversification strategy of railroad companies reached the management limit in the 1990s. Under the long-term economic depression, Aging and a decrease in the birthrate progressed and passenger transport changed to the downward tendency. Nevertheless, since railroad investment was expanded, business results worsen and price competitiveness with JR East became weak. Futhermore, the business results of a diversification enterprise were bad compared with it of a railroad enterprise. Therefore, group management was thought as important and structural reform was carried out resolutely.
