국내 도시철도 운영기관은 6대 광역지자체 산하기관인 도시철도 운영공기업과 민간투자법에 의해 설립되어 주로 경전철을 운영하는 민간운영사로 구성되어 있다. 도시철도 운영기관 중 경험, 실적, 인력, 공공성을 가지고 있는 도시철도 운영공기업 여러 곳이 해외사업을 추진하기 위해 노력하고 있다. 따라서 본 연구에서는 해외 철도 및 도시철도 사업 전망을 조사하고, 국내외 도시철도 운영공기업의 해외사업 접근법 및 해외사업 특성에 대한 문헌 및 자료 조사와 비교 분석을 통해 국내 도시철도 운영공기업의 해외사업 접근법에 대한 시사점을 도출하였고 국내 도시철도 운영공기업이 해외사업을 추진하는 방향에 대한 제언을 제시하였다. 이를 통해 국내 공공 및 민간 도시철도 운영기관이 기업별 특성에 맞는 준비 과정과 추진계획 및 방향성을 가지고 해외사업을 추진하는데 도움이 되기를 기대한다.

With the huge concerns on the inefficiency of public enterprises, particularly a significant amount of debt, an increasing number of studies have been carried out to analyze the levels of inefficiency and investigate the causes of that inefficiency. However, very limited range of analytical methodologies have been used in the efficiency analysis and moreover, the effects of external factors have been little addressed. This study explores the efficiency of urban railway corporations in Korea by utilizing a method of stochastic frontier analysis (SFA). In particular, the potential effects of external factors including residential and floating populations of a station were statistically analyzed. A total of seven Korean urban railway corporations were selected to compare each other in terms of operational efficiency. The results present three important findings. First, the Cobb-Douglas model was found to be more valid for SFA compared to the Translog model. Second, the efficiencies of urban railway corporations in Seoul and Busan are relatively high whereas those of Daejeon and Gwangju are very low in efficiency in the area of sales revenue. In an aspect of number of transport of passengers, Gwangju Metro also showed the lowest efficiency. Third, the external factors are significantly associated with the efficiency, indicating that the efficiencies of Daejeon Metro and Gwangju Metro would increase while the efficiency of Seoul Metro would decreases when the external variables are excluded in the efficiency analysis. The results provide several meaningful implications for managers of the urban railway corporations as well as policy makers who are attempting to resolve the inefficiency problems of public enterprises.

The main purpose of this study is to highlight the effects of the Bolman and Deal's multi-frame leadership on the several dependent variables such as job satisfaction, respect from subordinates, effective goal attainment, promotion speed, and recognition as more a leader than a manager. To attain this purpose, 488 questionnaires verified to be free from flaws were processed through SPSS 14 Windows. The major finding was that versatile and adroit use of multiple frames can contribute to the effectiveness and success of the leader. That is, the multi-frame leadership had strong relationships with dependent variables such as trust and respects from subordinates, effective attainment of unit's goal, job satisfaction, recognition as more a real leader than as a manager, and promotion speed of boss. When we consider the ever-increasing environmental complexity surrounding every organization and the growing levels of needs of employees, the use of multi-frame leadership is not an 'ought' but a 'must' for all the people who aspire to become effective and successful leaders.

국내 철도차량부품 제조 중소기업은 250여 개의 관련업체가 있으며 자체 기술력을 보유하기 보다는 외국 기술과 제품을 수입하여 철도차량의 부품을 제작 납품하는 형태로 생존하고 있다. 이로 인해 철도 핵심부품 산업은 해외 의존성이 높은 상황이다. 이에 정부에서는 철도차량부품 제조 중소기업 지원을 위해서 다양한 정책적 지원을 강화하고 있지만, 정부의 지원 정책이 철도차량부품 제조 중소기업이 안고 있는 문제점과 애로사항을 충분히 해결하지 못하고 있다. 철도차량부품 제조 중소기업이 국가경제의 경쟁력 강화에 기여할 수 있고 이들을 효과적으로 지원하기 위해서는 기술사업화 과정에서 중요한 촉진요인이 무엇인지 명확히 파악할 필요가 있다. 이에 본 연구는 철도차량부품 제조 중소기업의 기술사업화를 촉진하는 10개의 요인을 추출하였으며, 이들 지표의 중요도를 AHP (Analytic Hierarchy Process)를 이용하여 분석하였다. AHP 분석결과, 기업내부 요인이 가장 중요한 요인으로 나타났으며, 그 하위 항목으로는 '사업화 능력'이 가장 중요한 항목으로 분석되었다. 본 연구의 내용과 결과는 공공 연구기관 및 철도차량부품 제조 중소기업 지원 기관인 철도 운영기관의 기술사업화 지원 프로그램 기획과 지원 정책을 수립할 때 유용하게 이용될 수 있을 것으로 기대된다.

본 연구는 철도공기업 구성원을 대상으로 시장지향성, 마케팅역량 및 조직성과 간의 인과관계, 그리고 시장지향성-마케팅역량 간의 관계에서 환경격변성이 지니는 조절효과를 살펴보고자 하였다. 특히 철도공기업을 코레일과 지하철 조직의 두 집단으로 구분하여 주요 구성개념들간의 관계에서 어떤 차이가 있는지를 살펴보았다. 연구문제에 대한 탐색적 실증연구를 수행한 결과, 두 집단 모두 시장지향성 차원이 마케팅역량에 유의한 영향을 미치고 있었다. 그리고 지하철 조직의 경우 환경격변성이 시장지향성과의 상호작용을 통해 마케팅역량을 긍정적으로 조절하고 있었지만, 코레일에서는 아무런 조절효과가 나타나지 않았다. 또한 두 집단 모두 마케팅역량이 조직성과에 강력한 영향을 주는 것으로 나타났다. 결론적으로 본 연구는 철도공기업의 조직성과 극대화를 위해서는 '시장지향성'이 조직 전반에 내면화 되어야 하며 마케팅역량의 증대에도 관심을 가져야 한다는 점을 시사하고 있다.

The purpose of this article is to highlight the relationships among market orientation, environmental turbulence, marketing capabilities, and organizational performance in railway industry(616 participants). Major findings are: 1) market orientation showed a significant effect on marketing capabilities, and organizational performance, 2) environmental turbulence functioned as a moderator not to organizational performance, but to marketing capabilities, 3) and marketing capabilities showed a strong effect on organizational performance. These findings imply that market orientation, as well as marketing capabilities, are so essential for creating a supreme performance in the railway industry.

본 연구에서는 지방공기업으로 운영하고 있는 6개의 운영기관의 2010년부터 2014년도의 자료를 가지고 DEA-CCR모형과 Malmquist 생산성 지수를 이용하여 운영기관의 효율성 변화와 생산성 변화요인을 분석하였다. 운영기관을 전체적으로 통합하여 운영기관별 효율성을 분석하였으며, 생산성 변화의 추이를 살펴보고자 Malmquist 생산성 분석을 이용하여 기간별 변화를 살펴보았다. 효율성 분석결과 각 도시철도 운영기관별 평균효율성은 대체로 규모가 큰 기관이 효율성이 높은 것으로 분석되었다. 2014년에는 서울메트로와 대전도시철도공사가 가장 효율적인 운영기관으로 분석되었다. Malmquist 생산성 분석을 이용하여 기간별 변화를 살펴본 결과, MPI는 평균 1.06으로 생산성이 계속해서 증가하는 것으로 분석되었다. 6개 운영기관 모두 기술효율성 변화보다는 기술변화가 대체로 높은 것으로 분석되었다.

IT도 자산으로 인식되면서, 국내 기업이나 공공기관에서는 이를 관리 및 운영하는 IT 자산관리 시스템이 도입되고 있다. 일반적인 자산관리는 국내 기업에서 많이 도입되었으나 자산에 관한 단순한 정보들만을 주로 관리하였기 때문에 자산들의 운영상 어려움이 많았다. 또한, 은행, 검찰, 철도 등과 같은 특수한 업무에서 사용하는 IT 자산들을 효율적으로 관리하기 위해서는 EA를 기반으로 한 IT자산 분류체계가 무엇보다 먼저 필요하였다. 따라서 본 논문에서는 A기관의 IT 자산 업무의 특수성을 고려하여 EA 메타모델 적용 가이드 V1.4에 의거 IT 자산들을 체계적으로 분류하였고, 이 기관에 알맞은 웹 기반 IT 자산관리시스템을 구현하여 운용비용 및 효율성을 향상시키고자 하였다.
