The new information service has been demanded due to the recent mobile internet activation, and the government is promoting the activation of the private use of the public data by putting up the Government 3.0. According to government policy, many public sectors provide public data, but the railway sector is inferior to other public sector. In the case of national railway corporation, urban railway is now operated by 14 corporations such as Seoul Metro through the nation and high-speed railway is now operated by Korea Railroad Corporation and Supreme Railways. It is very difficult to standardize and integrate data due to mutual interests of national railway corporation. This paper describes a way to standardize and integrate rail passengers information collected through research project.

To get insights and directions about national logistics policy, national logistics policies of U.S., EU, and Japan are analyzed in terms of objectives, strategies, and programmes. Each country's progresses of logistics policy frameworks give us the picture of logistics policy system to develop and contents of logistics policies suggest items to pursue as a national logistics programme.

After the establishment of 'Staggers' Rail Legislation' in 1980, which established an atmosphere of free competition in rail freight transportation market, freight railway in America became larger and the proportion of freight railway in the market increased. In 2008, it took up 43% of the transportation market based on tonne/mile unit and the productivity of freight rail increased. On the other hand, in the case of Korea, the competing atmosphere is being set up under the influences of the renovation of the rail transportation industry in 2004. However, to make the rail transportation market more active and become more advanced, a lot of efforts are required to build a stronger foundation of free competition atmosphere. In this paper, we have deducted the political implications on the establishment of strengthened competition in Korean rail transportation industry from reviewing what kind of changes the rail transportation market in America went through and how it was developed. In this case, we have focused on the changes in industrial trend towards the restriction policy. Also influences of the deregulation policy after 1980 on the enhanced market efficiency were reviews.

Purpose: Concrete track that affects on railway safety can detect cracks using image processing technique. However, since a condition of concrete track and surface noisy are obstructed to detect cracks, there is a need for a way to remove them effectively. Method: In this study, we proposed an image processing to detect cracks effectively for Korean railway and verified its performance through experiment. We developed image acquisition system for capture a railway concrete track and acquired railway concrete track images, randomly selected 2000 images and detected cracks in the image process using proposed Gabor Filter Bank methods. Results: As a result, 94% of detection rate are matched to the actual cracks in same quality and format railway concrete track image. Conclution: The crack detection method using Garbor Filter Bank was confirmed to be effective for crack image including noise in the Korean railway concrete track. This system is expected to become an automated maintenance system in the existing human-centered railway industry.

Pursuing sustainable development throughout society and industry and the field of environmental policy, each international organization or nation has performed international standardization projects on environmental management activities for their system as well as environmental assessment for a product such as life cycle assessment (LCA) and life cycle inventory database (LCI DB), and the environmental aspects have been increasingly demanded as crucial evaluation specifications. Moreover, the conventional environmental policy, which represents the direct-control, has been more dependent on the market forces and product itself after the Climate Change Convention., and the Integrated Product Policy (IPP, EU) is applied vigorously to strengthen global competitiveness of a product and to achieve the effect of environmental improvement for it. According to change of the international railway market, the value of Eco-Design has been increasingly important in developed countries including EU. Thus, each country is establishing its own guidelines, software and database for each product, and developing new policies through Eco-Design with practical results in marketing. To react this and develop Korean railway as an environment-friendly industry with priority to other transportation system as well as maintain high place in technology, the direction of RACE software development of main function is introduced, which is exclusively used for EMU to assess both environmental and economic aspects with LCA and eco-efficiency (EE).

In internationalization age, growth plan of a railway have to research with the opening of a train express and connection with a transcontinental railway. Especially, in the opening of a train express, the North Korea is located in an important place. So the North Korea must research for growth of railway of the South Korea. This study make an investigation the present condition of railway of the North Korea into a report, paper, article etc.. And then, it make a comparative study with a case study of Germany. Then, a policy object, have to be stand at the head in the opening of a train express, exhibited.

This paper is designed the accessibilities at rail station and near facilities without distinguishing transportation handicapped or not handicapped people. Therefore, I would like to refer that this study is the just beginning such as the development for sustainable railway. This primary paper intends to present alternatives of trans-modal systems as the final goal in an attempt to set a direction for future policy making in the high speed rail sector. This parer studies the efficiency of the logistics policy which can be secured for the international competitiveness in Korea. In addition, we examine the present problems of logistics policy and propose the direction of the policy in the future. In conclusion, the logistics policy in Korea leave much to be desired in the point of centralization, specialization, and efficiency. We will have to improve these points in priority.
