KORAIL's logistics business coefficient is improved slightly from 197.4 in 2009 to 190.7 in 2010 but the cost is still high compared to the revenues. In order to derive activities for the efficient logistics and measure their effects quantitatively, the analysis of various indexes that can be extracted from the statistical data is very important. In this study, the various indexes are analyzed to evaluate the efficiency of freight cars based on railway logistics. It can be used to estimate the various activities for the efficient logistics associated with freight cars. We suggest the Indexes as the number of transport, cumulative transport distance and transport income to evaluate the efficiency of freight cars and they should be applied according to the characteristics of each index.

The ability of freight users to identify and to utilize options to move is limited. Saving in time and in fare to freight users could be significant if whole transport sequences could be planned and implemented with high level of service. In oder to improve the attractiveness of rail freight, it is essential that the industrial railway tracks between railway network and large scale logistics facilities are completely equipped. This article present the direction of the master plan of Korean industrial railway tracks.

This parer studies the efficiency of the logistics policy which can be secured for the international competitiveness in Korea. In addition, we examine the present problems of logistics policy and propose the direction of the policy in the future. In conclusion, the logistics policy in Korea leave much to be desired in the point of centralization, specialization, and efficiency. We will have to improve these points in priority.

The purpose of this paper is to propose the efficient method of structuring the standardization strategies of the logistics in korea. It is necessary to plan the long-short terms policy which can be covered with the various fields in the logistics. Also, It must be composed of the separation of the role and cooperation among the each division. In addition, public relations and education is need to be the standardization of the logistics. Finally, we make effort to change the national standardization to the international standardization.

Recently, open access policy to railway operation has been widely discussed. Compared to the case of Korea, European countries have dealt with this topic over a few decades. The competition on railway slots incurs an important technological problem about how to optimally allocate railway slots requested from RUs to them. In other words, the authority should be able to coordinate the timetables requested from RUs in the non-discriminatory manner. Related with the coordination, compared to the other European countries, which have done many studies and experiments especially on auction mechanisms, Korean railway has paid less attention to this topic and there have not been any related studies. Our study analyses the state-of-the-arts about the railway slot allocation especially focusing on the auction mechanisms and the associated optimization problems. And we suggest a new railway slot allocation mechanism and related optimization model reflecting the adjustment within the tolerance and the operational policies between railway undertakings.

Mongolia is an inland country contained between East and Central Asia. I t borders Russia to the north and China to the south, east and west. Mongolia uses as international port for transit Xindang/Qingdao by railway. For domestic transport, our options are varied, which include road, railway and air modes. In this paper, I explain the situations and problems which are focused on the rail freight system. We have a many problems, which have been showed the long freight logistics time, and inadequate fare system. And rail freight system does not have a efficient marketing system, and unit load system. Therefore rail freight has been decreased modal share, which is estimated from 9.65% in 1995 to 6.25% in 2001(ton base). Recently, EU nations and America rail freight system reveals a good outcome, which keeps the balance in the black. The main factors which go into the black, is the enlargement the investment in rail freight and efficient management focusing on the unit load system, fare system, and personnel management. I suggest the several improvement ways, which will be helpful to advance the rail freight system. Fistly, I suggest the speed up the freight rail and efficient fare system. Secondly, I propose the unit load system and the regulation the truck focusing on curtailment of the social cost. Lastly, I make an overture of establishment the comprehensive logistics system.

All activities relate to railway traffic involve risk and that these arise from a combination of the nature of operating activities. Proper management system is required to provide the organizational capability to reveal, analyse and address these weaknesses over time and in reasonably practicable ways, which will determine the rate at which risks can be further reduced. This paper presents a systematic risk analysis approach to safety planning and decision making, informed by a range of risk assessment techniques. An railway organization's safety management system is also presented that shows the approaches taken to minimize the external risks, and identify the shared risks and explain how they will be controlled through collaboration with others.

This paper is described for the flame behaviors in light railway cabin by numerical simulation code, which can be interpreted the design parameters in terms of suppression the fire propagation and excavation the passengers safely. The results shows that the flame intensity(fire temperature, smoke density) depends on the firing points in cabin and propagates rapidly whole cabin space rather than modern subway cabin due to smaller inner space. The data will be used to how can be get the safety case, which is described on the operating principles for all facilities and logistics against to the light railway firing accidents.

The higher costs of logistics in Korea than those of other developed countries have been considered as a main factor to reduce national competitiveness. In addition, the international logistics has become more important than before as trade across countries have increased with globalization. This study measured the rate of international logistics absorption as total trade volume compared total domestic consumption expenditure. The measure showed that USA($26\%$), japan($31\%$), and China($l12\%$) are important countries for Korea to cooperate for the international logistics and its standardization. However, for these countries, Korea is not important country in terms of the international logistics because the absorption rates of these countries to Korea are relatively very low as they shows $0.8\%$, $8\%$, $1.85\%$ in USA, China, and japan, respectively. Thus, we need international strategies in logistics fields to cooperate with these countries.
