Risk Estimation Study on Railway Track Worker Hit by Train (철도 운행선로 작업자와 열차 접촉사고 위험도 평가에 관한 연구)

  • The accident fatality rate has decreased by more than 90% compared to 2006, due to the safety management and safety investment based on the Rail Safety Act. Most railway safety indicators, including fatality rates, have improved significantly from 60% to 80%, reaching the level of developed countries in terms of most railway safety indicators. However, the only staff fatality rate at work is not improved, and it is 3 to 5 times higher than that of developed countries. Most of the fatality occurred during employee's work recently occurred due to accidents hit by train while track work. In principle, when operating track need to check or maintenance, the operation of the train should be stopped and the work carried out. However, in Korea, due to the highest passenger density and train operating density in the world, it is caused by a structural problem that requires workers to enter the track while the train is running and perform various tasks such as maintenance and inspection. In this study, we analyzed the risk of accidents caused by hit by trains on the track, which is the biggest cause of staff fatality, using the main statistics of the last 10 years. In detail, the scenarios of the main causes of hit by trains and workers were formed to suggest the effectiveness of the current preventive measures and supplementary.

  • Subway is electrified railway system nowadays, in which liquid dielectric transformers have been widely used, though mold type transformers are replacing it. The transformers supplies large electric power and have innate hazards causing accidents under operation. A number of researcher have carried out on failures of it and have oriented to identify transformer's failure causes and how to maintain it healthy state. The transformer failures can cause serious accidents which can provoke economic loss and leads persons to kill. In this paper, we carried out a safety activity to reveal hazards and to estimate risk of subway liquid dielectric transformers using FMEA, HAZOP and What-if methods. In case of installing safety devices in oil immersed transformer, we tried to evaluate an effect on a subsystem's failure rate. We proposed how to design subsystem failure rate and safety device failure rates.

  • Urban rail transit brings the benefits of various aspects of society. With the advent of fast and large trains, however, risk and scale of accidents have increased. Despite the fact that there is various safety features built into the modern metros, train faults happen from time to time. Especially, as urban railway vehicles in Korea have become deterioration rapidly, more advanced diagnosis methods are required to prevent various accidents. In this paper, we present diagnosis method for electrical wires to guarantee secure driving and authenticity more accurately in urban railway vehicles. Although there are kinds of conventional methods based on insulation resistance measurement and withstand test, it is extremely difficult to effectively diagnose obsolete equipments such as electrical wires and cables not new ones. This study is focused on development of diagnosis method and establishment of evaluation standard for electrical wires in urban railway vehicles.

  • To reduce conducted a survey on human error risk factors and related experience frequency to drivers of Seoulmetro and Korail. The human error arising from systems operating urban railway aimed at eliminating and reducing the fundamental causes of urban rail accidents is based on research from a factorial point of view, since it contains problems dealing with the types and situations of accident generation. It is required to contribute to reducing human error so that urban railway accidents may be reduced and safe operation will be continuedly seared.

A study on effective sending of moving picture from train accident site (철도 사고현장의 효율적인 동영상 전송 방안에 관한 연구)

  • Railway takes an important role of transporting massive passenger and freight. Accidents which occur related to trains have a risk of serious loss of lives, so those accidents need to be controlled urgently Therefore moving picture transmission system is required which transmits exact information of moving picture of accident status to CTC and also communication line is also required with it. By using WTB line as a wayside transmission line, railway telephones, fax and train service information are provided to local offices. As transmission line improving project, optical cabling work is being processed by phases. Therefore optical fiber line is more effective way for a communicating way between stations than coaxial transmission line. This Paper considers connecting method when optical fibers is used for moving picture data transmission of train accidents and its problems.

  • Recently the Emergency Response is very important issue in Korea because there are lots of damage of people and property. In this paper, we have studied person's injury related to emergency action to minimize the damage on KTX. We defined what Activities of the emergency response workers should take when the Person's injury occurs on the railway. This has been possible through the development of the scenario that is focused on the person's injury accident. We considered all kinds of environment of KTX related to emergency action of person's injury accidents. Finally, we developed the role and responsibility of emergency response workers against KTX person's injury accidents.

  • Currently, dozens of CCTVs are widely used in railway station for monitoring passengers in danger and security areas. The most frequent accidents occur at the platform area where passengers boarding the train. However, It is almost impossible that station operator monitors dozens of CCTV screens and recognizes immediately accidents and handle them. Therefore, railway platform monitoring system using image processing technology which automatically detects platform accidents is needed, and in order to that, preferentially, accurate determination of train state in the platform is required. In the paper, we propose train state detection algorithm for vision based railway platform monitoring system. the proposed algorithm determines four different states i.e. trains approach(IN), departure(OUT), stop(ON), and empty(OFF) of the train, in the platform. To evaluate the proposed algorithm, we present the train detection results for the Seoul Metro Line 4 Dongjak and Namtaeryeong Station.

A Study on Risk Analysis and Countermeasures for Urban Railway Casuality Accident (도시철도 역사 내 철도안전사상사고 위험도 평가 및 저감방안)

  • The paper suggests to measure the risk of pedestrians inside urban railway stations. The level of risk is calculated in manner of both an average risk and average weighted risk of 9 different facility inside urban railway stations. Based on these level of risk, top 10 stations are chosen out of all the stations operated by Seoul Metro and Seoul Metropolitan Rapid Transit Cooperation (SMRT). In order to alleviate the level of risk, countermeasures for those risks are surveyed for 60 experts who are now involved in safety issues in those 2 railway operation companies. A countermeasure survey for the accidents is done into 2 ways. One is to lower the probability of making accidents and the other is to alleviate the consequence for accidents. The effectiveness of those alternatives is surveyed between 1 to 5 yardsticks and converted into one value for each alternative.

A Study on the flame behaviors of light railway vehicle (경량전철 차량화재의 화염거동에 대한 연구)

  • This paper is described for the flame behaviors in light railway cabin by numerical simulation code, which can be interpreted the design parameters in terms of suppression the fire propagation and excavation the passengers safely. The results shows that the flame intensity(fire temperature, smoke density) depends on the firing points in cabin and propagates rapidly whole cabin space rather than modern subway cabin due to smaller inner space. The data will be used to how can be get the safety case, which is described on the operating principles for all facilities and logistics against to the light railway firing accidents.
