This paper deals with the exchange of tourists and the operation of sightseeing train encouraged by the inter- Korean cross-border railway project. First of all, how the inter-Korean cross-border railway project has developed will be discussed. After this, tile present tourism state, facilities, the state of railways and roads of North Korea, and major tourist attraction around the Kyonguisun will be shown. And then, several aspects on the agreements between the Korean National Railroad (KORAIL) and North Korean railroad system will be summarized. And, finally, the economic effect of the line including the operation schedule of the Kyonguisun sightseeing train, the demand forecast, the computation of railway fare, and profit sharing will be depicted.

This study aims to analyze the characteristics of the management situation of the Korea Railroad Corporation(KORAIL) through the management innovation process of the KORAIL and to suggest its implications for military application. Despite stable demand, the railway passenger industry had the limitation of not being able to abolish deficit routes due to public service obligations. In addition, the launch of the Suseo High-Speed Line has introduced a competitive system, posing a threat to corporate management. KORAIL wanted to overcome this crisis by innovating its management through the utilization of big data, improvement of the freight business, decentralization of demand, the introduction of tourism railroads, and development of station influence areas. By utilizing big data, KORAIL was able to optimize the railway fare system while reducing fixed costs spent on railway maintenance. It also drastically reduced the station of cargo and created a base station to pursue economies of scale. On the other hand, the existing exclusive station system was abolished to solve the chronic saturation of the downtown area, and the railway demand was moved to Gwangmyeong Station and Suwon Station to optimize the passenger supply. In particular, it developed a new business model called the tourism railway by developing the mountain Byeokjin Line, which was a chronic deficit line, and sought to improve liquidity through the development of the station influence area. Such a process of innovation at KORAIL suggests an appropriate direction in seeking ways to innovate the military medical institutions. First of all, the necessity of improving organizational immersion through the development of a personnel structure suitable for the compulsory organization, while expanding the facilities of the division and corps, and reducing the time required for medical treatment and waiting through the establishment of a data-based medical system was suggested. Next, it was also discussed to integrate the National Health Medical College, which received accreditation as a medical facility through the designation of advanced general hospitals and is ultimately under discussion with the Medical Institution. Through this, we hope that the military medical institutions, which are facing various challenges, will overcome existing limitations and be re-lighted as innovative institution that provides comprehensive public health services.

이 논문은 남북철도 연결에 대비하여 관광교류와 관광열차 운행에 관한 연구 논문이다. 이 글에서는 남북철도 연결의 고찰과 북한관광의 현황을 알아보고, 북한 관광기반시설, 철도, 도로현황을 알아보고 경의선 철도를 이용한 북한의 주요관광지 소개(경의선 연결지역중심) 북한관광 교류의 절차를 파악하고 북한관관열차 운행에 따른 협약(남북관광교류에 관한 협약 및 부속합의서) 남한 철도청과 북한 철도부와의 협약(관광열차 운행의 주체) 여행사간 협약, 신변안전 협약, 열차안전에 고나한 협약, 운임계산에 고나한 협약, 여행 안내협약, 관광여행객이 지켜야 할 사항, 국경역 통과에 관한 협약 등을 작성해 보며, 경의선 연결에 대비 경의선을 중심으로 관광 열차 운행 계획, 수요 예측, 운임계산, 수익 분배방식, 일정표 등을 논해보고 경제적 효과를 분석해 본다.

최근 국토의 산악자원을 활용한 철도를 도입하는 등 산악관광 활성화를 도모하려는 움직임이 나타나고 있으며, 친환경 교통수단으로의 철도수송 분담률을 증대시키려는 정책이 수행됨에 따라 단선철도의 복선화 및 선형개량 사업 등 전국 철도망이 확대되고 있는 추세이다. 그러나 "환경친화적 철도지침"에 따르면, 철도건설 시 고려해야 할 주요 환경영향평가항목으로 대기질, 수질, 지형 지질, 동 식물상, 자연환경자산, 소음 진동, 위락 경관 등 7개 항목을 선언적으로만 제시하고 있으며, 특히 동 식물상과 자연환경자산 항목에서는 법제적 측면에서 환경보호지역의 유무만을 고려하고 있다. 이에 따라 본 연구에서는 환경 생태적 가치를 정량적 평가항목으로 고려할 것을 제안하였고, 이를 계량적으로 뒷받침하기 위해 평가 지표와 평가 항목을 선정하고 각각의 주제도와 철도망을 중첩하여 분석하였다. 주요 지표로 자연성과 다양성을 선정하였고, 각 지표별 항목의 평점을 산정하여 철도개발지 선정에 반영하고자 하였다. 이와 같은 평가 방법을 활용하여 추후 환경친화적인 철도건설에 적용할 수 있을 것으로 판단된다.

A lot of efforts are inclined by concluding the Kyoto Protocol in Japan for the exhaust decreasing of the $CO_2$ gas in 1997. The Japan Ministry of Land, Infrastructure, Transport and Tourism is promoting various policies through various policies such as `new synthesis logistics policy', 'green logistic partnership meeting', establishment of 'logistics efficiency law' etc. The modal shift case that the individual logistic company in Japan was promoting under such a policy was analyzed in this research, and a modal shift on the distribution site was very promoted, and applicability in our country was examined through the instruction point to this in the future.

현행 공공건설사업의 타당성조사 결과가 객관적 중립적으로 이루어지지 않는 다는 지적에 따라 정부는 이에 대한 개선방안으로 타당성조사 시행 전에 $\ulcorner$예비타당성조사$\lrcorner$를 새로이 도입하였다. 이 예비타당성조사는 크게 도로, 철도, 항만, 공항문화 관광 등으로 구분되는데 이중 문화 관광사업의 경우, 주5일 근무제의 확산 및 지방문화 시대의 돌입 등으로 인하여 그 성격과 기능이 나날이 복잡 다양해지고 있으며 다른 부분의 사업에 비해 경제성분석의 분석 항목인 편익과 비용의 구조 또한 복잡하다. 이에 본 논문에서는 문화 관광부분사업의 예비타당성조사의 수행 실태를 파악하고, 경제성 분석 항목 중 비용항목에 대해 검토하여 분석모델을 설정하고 문제점을 도출하여 이에 대한 개선방안을 제시하였다.

본 연구는 중앙선의 여객수송수요를 효율적으로 예측하기 위한 방법으로 계절성 요인을 고려한 ARIMA 모형을 제안하였다. 특히, 최근의 관광수요를 반영하기 위하여 2013년 4월 개통되어 운행되고 있는 중부내륙권 관광전용열차(O-train, V-train)의 수요를 포함하여 예측모형을 구축하였다. 이를 위하여 2005년 1월부터 2013년 7월까지의 월별 시계열 데이터(103개)를 사용하여 최적의 모형을 선정하였으며 예측결과 중앙선의 여객 수송수요는 지속적으로 증가할 것으로 나타났다. 구축된 모형은 중앙선의 단기수요를 예측하는데 활용이 가능하다.

친환경 산악철도는 산악지역 환경보전을 위해 기존 급곡선·급경사 도로 위에 매립된 콘크리트 톱니 궤도에서 운행하게 된다. 폭이 좁은 도로 특성상 단선 구간이 많아지고, 교행에 따른 분기부가 많이 존재한다. 분기부에서 기존 선로전환기와 히팅장치는 중앙 톱니 궤도의 이동 공간 확보, 두터운 결빙의 신속히 제거 등이 불가하여 산악철도에 적용하기 곤란하다. 이런 문제 해결을 위해 궤도 블록 이동 선로전환기와 고주파유도 히팅장치를 개발하였다. 개발 선로전환기는 콘크리트 톱니궤도 블록을 유압 액튜에이터를 이용하여 이동시킴으로 선로를 전환할 수 있고, 크로싱의 결선부가 없어져서 탈선의 위험이 감소되며, 쇄정도 간편해진다. 히팅장치는 고주파 유도가열을 이용하여 발열 효율을 높임으로 톱니궤도의 두터운 결빙을 신속히 제거할 수 있다. 선로전환기와 히팅장치의 시작품을 제작하여 동작시험을 실시함으로 성능을 입증하였다. 히팅장치는 기존 방식에 비해 10배 이상 발열 효율이 있음을 확인하였다. 개발된 선로전환기와 히팅장치는 동절기 산악트램의 운행을 위한 필수 핵심기술로서, 산악철도의 안전성 및 효율을 높임으로 국내외 산악관광지의 산악철도 도입 확산에 기여할 수 있다. 또한 산악철도는 동절기 교통이 두절되는 지역주민들에게 교통기본권을 제공하고, 관광 활성화와 지역경제 발전 효과를 가져올 수 있다.

Purpose - The purpose of this study is to identify team commitment affecting employees' innovative activities and factors affecting team commitment including empowerment by leaders and job enrichment factors. In other words, so as to explain outcome variables of innovative activities, this study aims to emphasize employees' attachment roles towards their groups within nomological network, and identify the motives encouraging employees' innovative activities. The research purpose is significant due to the realistic situation of hotel industry. The reason why innovative activities are important can be found in recent changes of business environment. Also, unlike other various studies on precedence factors encouraging employees' innovative activities, this study classified those precedence factors into job and leader characteristics, and it emphasized the importance of team commitment as the process that job and leader characteristics are connected to innovative activities. Research design, data and methodology - The survey for this study was conducted during October 6^th ~ November 10^th in 2014 to the employees who are working in 5-star hotels in Korea. As for the selection of hotels and sampling method, convenience sampling method was used to the employees in 5-star hotels. Self-report method was used in the survey, judging that the employees' characteristics would be relatively homogeneous. 311 questionnaires were distributed in total, and 275 reponses were collected. After excluding the missing and unreliable responses, 245 questionnaires were used in the research. SPSS and AMOS programs were used for the analysis. Results - First, empowering leadership had positive effects on hotel employees' team commitment. It indicates that hotel employees are more committed to their team when their leaders set examples, provide information, and involve employees in decision-making process. Second, as a result of the relationship analysis in task diversity, task significance, task identity and team commitment, task diversity and task significance had significant effect on team commitment, while task identity had no significant effect on team commitment. It indicates that team commitment is enhanced when the employees can conduct diverse types of jobs and get more opportunities to talk with the guests. Also, the repetition for the same jobs in hotel rooms and the space for preparing food and beverage do not lead to team commitment, even though the employees fulfill their duties to the end. Third, hotel employees' team commitment has positive effect on their innovative activities. It indicates that employees voluntarily conduct innovative activities when they are attached to their team and identifies themselves with the team. Conclusions - There are theoretical and practical implications in this study. First, in terms of the theoretical perspective, this study proposes structural framework in team commitment, and it identifies the psychological mechanism in team commitment from the aspect of social exchange, which resulted in identification of precedence factors related to team commitment. In addition, this study presents new possibilities for relevant studies about team commitment by examining the effect on team commitment when the importance of innovative activities is emphasized in recent business environment.

교통체계의 발달은 지리공간 위에서 시간거리와 비용거리를 단축시켜 시공간과 비용공간의 상대적 수렴을 가져온다. 고속도로와 고속철 둥 사회간접자본시설은 지역발전에 절대적인 파급효과를 미친다. 목포는 서해안고속도로와 호남고속철도의 영향권 내 지역으로서, 여름휴가철(성수기) 외지의 관광객은 목포와 같은 항구도시를 찾지만, 연안여객선의 수용능력이 관광객(도착차량)의 수를 포용하지 못하므로 balking현상이 발생한다. 이 연구에서는 ARENA의 개념과 속성을 이해하고 목포항 연안여객선 운영현황 시뮬레이션을 통하여 balking의 진상을 면밀히 분석, 연안도로의 정체현상 해결을 위한 효율적인 여객선 운영방안을 모색하고자 한다. 이 논문은 고속도로와 고속철의 영향권 테에 있는 항구도시의 경제부흥에 일조 할 수 있다는 정성적 효과를 제시하는데 의의가 있다.
