The Railroad Safety Act was implemented in 2005 due to the increased concerns regarding railroad safety since the Daegu subway fire in 2003. In line with this, the Act became a standard to build the total railroad safety systems which has been overlooked compared to the quantitative growth of the railroad business. The minister of the ministry of Land, Transportation and Maritime Affairs lays down the Act for railroad Companies to conduct emergency programs in response to the emergency occurring on the railroad such as fire, explosion, derailment, etc. By enacting the Safety Act, the nation's construction of the contingency management system for railroad emergency increased", and it made the railroad company prepare the Emergency SOP by establishing 'The guideline on the Establishment of the railroad Emergency Plan' in order to support the efficiency of the Act. In line with this, I would like to analyze a matter of system development and the main function of the "railroad Emergency Training Program" for activation improvement of standardized operation procedure developed through the 'Total capitalize Safety Technology development'.

철도 건널목은 구조상 궤도와 도로가 물리적으로 만나는 공간으로 사고위험도가 매우 높다. 궤도와 도로가 물리적으로 만나는 공간이므로 철도 건널목의 안전 기준은 철도관련 법령과 도로관련 법령에 각각 제시되고 있다. 철도 관련 법령으로는 '건널목 개량촉진법', '건널목 개량촉진법시행령', '철도건설규칙', '철도시설 안전기준에 관한 규칙', '삭도 궤도법시행규칙'이 있고 도로 관련 법령으로 '도로교통법', '도로교통법 시행규칙', '도로의 구조 시설 기준에 관한 규칙', '농어촌 도로의 구조 시설 기준에 관한 규칙', '자전거 이용 시설의 구조 시설 기준에 관한 규칙'등이 있다. 그러나 이러한 법령들은 서로 상충되는 내용이 있었으며, 현재 추가 설치 운영되고 있는 안전설비에 대한 내용은 포함되지 않고 있었다. 이에 본 연구에서는 사고 위험도를 줄이기 위해 기존의 안전기준을 보완한 새로운 안전기준을 제안한다.

Recently the assurance of railroad safety is very important issue in KOREA because there are lots of changes in the railroad industries. The Railway Safety Act was established in order to cope with these changes effectively and prevent the railroad transportation accidents. According to this law, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA)' and has implemented the safety audit to the railroad operation agencies such as Korea Railroad (KORAIL) and the railroad facility management organization such as the Korea Rail Network Authority (KR Network). The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the railroad operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system. To study the efficiency of IRSA, we investigated the rail safety audit systems of EU system specially France, England where the big changes have happened for the rail operation concepts and Japan where government entity control the railroad safety. The international standards of Occupational Health & Safety Assessment Series (OHSAS 18001), Quality Management System (ISO 9001) and Guidelines for Quality and/or Environmental Management Systems Auditing (ISO 19011) are investigated.

The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the railroad operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state's safety audit system. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system and to establish the consecutive improvement concept of IRSA. Second purpose is to confirm the effectiveness of IRSA by the analysis of the relationship between audit results and the safety level of the rail operation agencies.

In January, 2005, the "Railroad Safety Act" was presented, preparing the systematic equipment that allows several railroad operators to consider the railroad safety issue, and each of the railroad operative institutions accepted such situation that the construction of the emergent system of coping, resulting in the construction of the emergent system of coping with the railroad fire accident through the relevant study to improve the railroad security efficiency against fire. This study tried to present the on developing the emergent educational program for coping with the KTX fire accident, which is distributed to the spot, to the railroad emergency staff for improving the railroad security efficiency against fire through the education of systematic and efficient emergent countermeasure procedures against fire accidents the fire accident in KTX.

Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state's safety audit system in other fields to improve the efficiency. In ICAO (International Civil Aviation Organization) Safety Management Manual, a state's safety programme embraces those regulations and directives for the conduct of safe operations from the perspective of aircraft operators and those providing air traffic services(ATS), aerodromes and aircraft maintenance. The safety programme may include provisions for such diverse activities as incident reporting, safety investigations, safety audits and safety promotion. To implement such safety activities in an integrated manner requires a coherent SMS(Safety Management System). In this paper, to improve the efficiency of IRSA, we investigated the ICAO's the State's Aviation Safety Audit Systems and ICAO Safety Management Manual. And through the result of investigation, we proposed the improvement concept of IRSA.

Since the railroad accidents due to the human error occupy considerable proportion among the railroad accidents, it is necessary to study the propriety of the physical examination system for the railroad workers. Our government is promoting some systematic supplementation for railroad safety on the basis of the Railroad Safety Act. In this paper, we perform a comparative analysis of domestic and foreign physical examination systems for railroad workers. We also compare the physical examination system for public officials with that for railroad workers. Then we consult expert opinions of the Korean Society of Occupational and Environmental Medicine. Through the comparative analysis, we provide useful information that is needed to amend the physical examination system.

Despite the growing importance of safe railroad operation with the recent implementation of the Severe Accident Punishment Act, industrial accidents related to the shunting of railway vehicles persist. Therefore, the government and Korea Railroad Corporation are collaborating on an automated connection and disconnection system that enables remote control of shunting trains from a central control room, utilizing surveillance cameras. By eliminating the need for on-site workers during freight car operations at stations, it aims to reduce safety accidents inherent in manual receiving processes. A qualifying government-issued railway vehicle driver's license is necessary to handle this newly developed automatic connection and disconnection system. As a result, this study aims to establish an appropriate driver qualification system.

The research for the improvement of the aptitude test system in the field of railroad is progressing actively in advanced countries. Our government is also promoting some systematic supplementation for railroad safety on the basis of the Railroad Safety Act. In this paper, we focus our attention on an improvement of the present aptitude test system which will lead to the improvement of the safety supervision of Korean railroad. For this purpose, we perform a comparative analysis of domestic and foreign aptitude test systems for train drivers. We provide useful information that is needed to derive desirable aptitude test systems.

According to separation policy between rail infrastructure and operation, the National Railroad Administration was converted to Korea Railroad Cooperation on Jan, 2005. That makes railway service assessment regarded as essential. About this matter, Section 15 of the Framework Act on Rail Industry Development and section 26 of the Rail Business Act shows that the railway service assessment should be conducted every 2 years. The government can officially announce the result and give orders operation company to improve service level. In the first railway service assessment in 2006, the principal railroad lines and stations were investigated. Rail supply service index and customer satisfaction index are introduced. It includes service items of supply, reliability, convenience, safety and customer satisfaction. This study presents the contents of 2006 rail service assessment. Some points of assessment which should be improved are analyzed as well.
