Error Handling and Data Synchronization in Policy and Charging Control Architecture in WiMAX (WiMAX 정책 제어 시스템의 정보 동기화)

  • In the Policy and Charging Control(PCC) architecture of the 3GPP and WiMAX forum, the Policy and Charging Rule Function(PCRF) controls and configures the policies of quality of services(QoS) and accounting to a Policy and Charging Rule Enforcement Function(PCEF). In this paper, we categorize the errors into three types that include a disconnection with peer entity, a delayed or no response and a response with failure result, and propose a scheme to automatically synchronize the data between the PCRF and the PCEF for each type of error. Also, we conduct a quantitative analysis to see how much it can help to maintain the cell capacity of the mobile VoIP service in a WiBro network, which is implemented in Korea according to the standards of WiMAX. We can see that our proposed scheme improves the performances of PCC by preventing the waste of radio resources, the overload of systems, the memory leakage of servers, the system shutdown, and so on. We have validated the scheme by implementation, and reflected it in WiMAX standard documents.

The Spill-over Effect of the Production and Investment of Telecommunication Service Industry (통신산업의 국민경제적 파급효과)

  • This paper tries to measure the spill-over effect of the production and investment of telecommunication service industry (hereafter telecommunication industry), using the most recent data of 2003 input-output tables. The results are summarized as follows. First, the industries which have the biggest spill-over effect from the production of telecommunication industry is miscellaneous business service (including the sale commission of telecommunication service), other engineering services (including royalty), and business consumption. Second, the production of telecommunication industry induces more value-added, and less production, less import, and less employment than related industries such as radio and television equipment, communications and broadcasting equipment, and computer and peripheral equipment. Third, while the investment of telecommunication service amounts to 15% of its production, the effect of the investment on production, value-added, consumption, and employment reaches 70% of that of its production. The policy implication of this paper is that the telecommunication industry contributes to overall economy mainly through its investment.

  • The orbit and frequency spectrum allocation for the communication and broadcasting satellite services are coordinated between the concerned parties according to the Radio Regulations of International Telecommunication Union (ITU). Currently, the geostationary orbit is filled with too many satellites for the commercial or military uses. In addition, a number of near earth satellite programs are being introduced. As each country claims for the space orbit and spectrum, the limited space resources are being exhausted. In this paper, the current situations in the worldwide satellite orbit demand are discussed, and some ideas on the peaceful, efficient and equitable use of space resources are proposed.

Analysis and Forecasting of Diffusion of RFID Market in Korea (국내 RFID 시장의 확산 분석 및 예측 모형)

  • In recent decades, RFID (Radio Frequency IDentification) technology has been recognized as one of the most core competencies in implementing ubiquitous society. However, Korea has not seen good success in diffusion of RFID even though Korean government continues funding many projects to diffuse the technology in industries. Most previous researches overestimate the growth of Korean RFID market in contrary to real market situation. This study aims to analyze the Korean RFID market and find a reasonable forecasting model for it. Our experimental results show that Bass forecasting model provides the more realistic estimates than any other models and the analyses of forecasting error provide useful information for the better forecasting. We also observed that government policy plays a crucial role in the diffusion of RFID technology in Korea.

  • Mobile traffic is one of the most important indexes of the growth of the mobile communications market, and it has a close relationship with subscribers' service usage patterns, frequency demand and supply, network management, and information communication policy. The purpose of this paper is to understand mobile data usage in Korea and to suggest the optimal steps for establishing the frequency supply and demand system by researching the traffic trends that reflect the characteristics of radio resources in the mobile communications field. To achieve this goal, attempts were made to increase the possibility of policy use by analyzing and forecasting mobile traffic trends, and to improve the accuracy of the research through the verification of the existing prediction results. The paper ends with a discussion of the necessity of a frequency management system based on data science.

Spectrum-Band Prioritization Scheme for Establishing Efficient Spectrum-Use Policy (효율적 주파수 이용 정책 개발을 위한 주파수 대역 이용효율개선 우선순위 평가 방안)

  • As the spectrum demand increases, securing spectrum resources in a timely manner becomes necessary. This paper proposes a spectrum-band prioritization scheme for establishing an efficient spectrum-use policy. The criteria for spectrum-band prioritization are derived from articles of the Radio Waves Act, and a four-level matrix for priority evaluation is proposed, considering both demand urgency and supply ease. The prioritization processes and items to consider for measuring each criteria are also proposed in order to implement the proposed prioritization scheme. It is expected that the proposed scheme can help secure the spectrum in a timely manner, protect incumbent users properly, and promote new spectrum-based businesses.

  • This paper proposes a cognitive engine platform that enables dynamic spectrum access(DSA) based on a spectrum sharing system for the military tactical network environment. The current military tactical wireless communication system is increasing need to secure a supplementary wireless spectrum to ensure that multiple wireless networks for different weapon systems co-exist, so that tactical wireless communication between the same or different systems can be operated effectively. This paper examined policy development and research activities engaged by the U.S. and European countries on wireless spectrum sharing to secure more spectrum. It also introduces the current status of cognitive engine development, which is the core technology of tactical wireless communication for DSA. In addition, based on the investigation performed into the latest trends, we propose a platform structure for a cognitive engine based on a spectrum sharing method where more frequencies can be added for tactical radio communication, so that DSA can be realized, and wireless networks of different weapon systems can co-exist.

An Improved BGP Routing Algorithm for End-to-End Traffic Engineering (BGP에서의 End-to-End 트래픽 엔지니어링 방안)

  • BGP is an exterior routing protocol which exchanges routing information between ASs in ISP or large networks. It is necessary for the BGP to provide traffic enforcement among ASs, for an End-to-End traffic engineering capability in the Internet. However, traditional BGP-4 is lack of end-to-end traffic engineering capability because the policy-based routing affects the traffic only between directly-connected neighbor ASs. This paper proposes an extended BGP routing algorithm to achieve an End-to-End traffic engineering capability. This new method does not require an additional BGP message type, nor change a structure of existing routing table. It only extended the operation of UPDATE message with AS_PATH attribute, which is well-known mandatory. Simulation shows that the new BGP algorithm improves the packet delay and packet loss without the problem of backward compatibility.

A Study on the Reflect of the Locality and the Multiculturalism in the Local Broadcasting (지역방송의 지역성 및 다문화주의 반영에 관한 연구)

  • This study identifies the present status of multicultural broadcasting programs as multicultural phenomenon is spreading throughout Korean society and it discusses how a local broadcasting has to reflect locality and multicultural characteristic. A notion on the local of multimedia and multichannel time is expanding as a concept of emotional and psychological territory over geographical space. Therefore the locality should reflect attachment and interests of its members as well as disseminating multicultural reality. A locality for broadcasting should accept differences, reflect a cultural diversity, and satisfy its dynamics. The purpose of this study is to inquire whether a local broadcasting is performing its function as a local press and a place forpublic opinions by examining how they reflect reality of local, where an inflow of Immigrants and their cultures are altering the place as a multicultural society, and what Programs they propose. This study also presents media education for immigrants, revitalization of community, multicultural education about local citizens, and practical use of multicultural contents and small output radio as a source of supply for local broadcasting program in order to harmonize production of multlcultural media contents In local society.
