Towards Enacting a SPEM-based Test Process with Maturity Levels

  • Effective monitoring and testing during each step are essential for document verification in research and development (R&D) projects. In software development, proper testing is required to verify it carefully and constantly because of the invisibility features of software. However, not enough studies on test processes for R&D projects have been done. Thus, in this paper, we introduce a Test Maturity Model integration (TMMi)-based software field R&D test process that offers five integrity levels and makes the process compatible for different types of projects. The Software & Systems Process Engineering Metamodel (SPEM) is used widely in the software process-modeling context, but it lacks built-in enactment capabilities, so there is no tool or process engine that enables one to execute the process models described in SPEM. Business Process Model and Notation (BPMN)-based workflow engines can be a solution for process execution, but process models described in SPEM need to be converted to BPMN models. Thus, we propose an approach to support enactment of SPEM-based process models by converting them into business processes. We show the effectiveness of our approach through converting software R&D test processes specified in SPEM in a case study.

A Study on the Development of Meta Evaluation Indicators based on AHP Technique for Defense R&D Programs (AHP를 이용한 국방연구개발사업 메타평가 지표개발)

  • The purpose of this study is to develop Meta Evaluation Indicators for Defense R&D Programs in Korea. At first, the four components of this meta evaluation model were designed, which are evaluation context, evaluation input, evaluation process and evaluation outcome. And fifty two indicators for this meta evaluation were developed by experts who performed evaluations for Defense R&D Programs. The reliability of components and items was verified by Cronbach's ${\alpha}$ coefficient. It was over 0.6 in all areas. The validity of components and items was verified by Factor Analysis. Analytic Hierarchy Process method was used in assigning the evaluation weight. The survey of twenty two evaluators participated in Defense R&D Programs showed that the Consistency Ratio was under 0.1 in evaluation components and items. In this study, an objective and reasonable set of Defense R&D Meta Evaluation Indicators was developed to increase the responsibility of Defense R&D Programs and improve the quality of evaluation results.

  • A variety of approaches are being applied to improve the existing ex-ante evaluation by expert panels in publicly funded R&D. While the objective evaluation criteria are constantly being improved to screen and select the superior projects, alternative approaches such as random prioritization and logical modeling are also underway to overcome the conservative bias of reviewers and to secure disruptive innovation. This study intends to find critical implications for ex-ante evaluation of public R&D system from the comparison of Indonesia and Korea. For the comparative analysis, literature review and expert in-depth interviews are conducted on the national R&D system and the selection evaluation process. In Korea, the selection criteria of projects are legally promulgated for establishing an objective evaluation system, and at the program level, the major considerations in the planning process are specified by Presidential Decree. On the other hand, while Indonesia conducts R&D in 47 strategic fields largely by public research institutes (PRI) based on the non-competitive government contributions. This study draws out implications of institutionalizing the planning process at the level of program, and of increasing the ratio of contract-based competitive funding at the level of project in the national R&D portfolio.

  • Micro fabrication of biochip such like lab-on-a-chip becomes increasingly important. In this study, we designed and manufactured of new molds which were main factors for forming process in order to mass produce of biochip using forming process. Forming analysis of biochip was performed by Moldflow software. Results of this study are able to design and manufacture the mold which can be easy to eject the workpiece by using the slide mechanism for biochip.

Effect of Process Parameters on Thick-wall Thickness Casting Characteristics in Counter Pressure Casting Process (차압주조공정에서 공정변수가 후육 주조품의 주조특성에 미치는 영향)

  • The effects of the initial balancing pressure, filling pressure and maximum build-up pressure on the casting characteristics of the thick-wall thickness casting during the counter-pressure casting process were investigated. Water model experiment and a computer simulation were carried out to evaluate the characteristics during the filling and solidification stages in counter-pressure casting (CPC); as a reference, the low-pressure casting (LPC) process was used. The average dendrite cell size decreased with an increase in the solidification rate and maximum build-up pressure. A turbulent flow occurred during the filling stage of the LPC process, resulting in the formation of inner gas, while a lamellar flow pattern dominated during the CPC process and was more evident with an increase in the initial balancing pressure, improving the mechanical properties of the castings.

  • Short channel a-Si:H TFT devices with Cu electrodes have been investigated. Short channel TFTs are defined by new plasma etch process. When the channel length becomes shorter, the TFT characteristics (threshold voltage, off current, sub threshold voltage, etc.,) are degraded. These degraded characteristics can be improved through the hydrogen plasma treatment and new gate insulator structure. Using these processes, 15.0 inch XGA LCD panel was fabricated successfully where the channel length of the TFT devices was about 2.5 micrometers.

  • Because of the difficulties on budget estimation of National R&D projects, it is expected that the errors of decision making can be reduced if the information on project performance and its evaluation result is provided to the decision stakeholders in a timely manner, as a reference. In reality, however, the result of project evaluation is not utilized in its own purpose. One reason is that the information on evaluation result and budget is not shared at the right time. The other is that the interconnection between systems to support those information is not realized yet. Therefore, the current status of National R&D projects is analyzed in terms of before and after the reign of current government. In particular, this paper is focused on the improvement through the procedural and systematic approaches and attempted to suggest the enhanced process for the seamless interconnection between National R&D performance evaluation and budget information.

Understanding and the Orientation of the Standardization Policy in the Field of R&D Convergence (융합 R&D 부문의 표준정책 이해 및 정책 방향성 고찰)

  • This study examines how scientists understand standardization and standardization policy in the Korean national R&D context and analyze future policy direction of standardization policy. Interview with 15 scientists at universities and government-funded research institutes who have participated national R&D (particularly in the field of technology convergence) were conducted. The results show that considerations of standardization at the process of technology convergence is somewhat different from them at the process of general R&D. Also, considerations of standardization at the process of technology convergence is needed at the later time within the R&D time schedule because of low visibility and forecasting on the technology convergence outcome. It finds that "standardization by private sector" is the future policy direction in Korea. The government needs to be remained as "helper" for private sector to lead standardization in a globalized market

  • Assessing the effectiveness of R&D organization is hampered by the lack of measurable goals and identifiable outcome criteria. In this review, key issues In evaluating effectiveness are identified and Insights on the application of major assessment approaches are provided. This paper presents System-Process Model on assessing the effectiveness of R&D organization(Korean Government-supported Research Institutes). System-Process Model has attempted to integrate different approaches. It is useful In sensitizing evaluators to the importance of goal, internal process, system resource and feedback in improving organizational effectiveness.
