Academic Capitalism and the Direction of Academic System Innovation for R&D Efficiency (Academic Capitalism과 연구효율화를 위한 대학시스템 개편방향)

  • Academic Capitalism is one of main steams that university has made. Academic Capitalism means that the resource allocation in the university is made by market forces. Persons who advocate the traditional Ivory Tower will resist the market mechanism in university's resource allocation. But, in several aspect, market mechanism has been in action in the university, whether we recognized it or not. In this paper, five directions of Academic System Innovation were suggested. First, competition among universities should be enforced through decentralization and autonomy. Second, competition among researchers shoul be enforced. Third, government should enlarge the portion of 'use-inspired basic research'. Fourth, autonomy of research units in a university should be enlarged for university's competitiveness. Five, government should provide the environment for structural coupling between university and regional society.

Assessing the Value of Research and Exploratory Development Stage of an R&D project under Duopoly and Oligopolistic Competition

  • In acquiring and transferring a superior knowledge assesing the intermediate result value of a competitive R&D project is very important for a firm engaging in R&D. Most existing literatures on R&D evaluation are concerned with project selection and resource allocation. In this paper the stage of an R&D project is classified into research, exploratory development, and development. And a model is suggested which evaluates the intermediate result value before completion of development stage under duopoly and oligopolistic competition. Assessed value of the intermediate result transferred to the next tier company can be used as a minimum acceptable price to the inventor when more advanced knowledge acquired through R&D is transferred to the next tier one. The model suggested is composed of structural variables including research cost, success rates, potential profits, discount rate degree of competition. By using exponential distribution for invertion process time in each stage, we derive a formula that can assess the value of the intermediate result, and we demonstrate how the model can be applied to a competitive R&D situation through an example.

  • Although each company is trying to develop an economic analysis model with its own particular style or format, the appropriate method is not yet developed because there are many problems to be solved such as uncertainity of outcomes and intangible benefits of technology. The purpose of tris paper therefore is to suggest an economic analysis methodology, which reflects the complexity and the risk of R&D investment, through a case study on the development of a superconductor fault current limiter. A self-developed Monte Carlo simulation program utilized as a main tool in this paper was very useful for risk analysis of R&D investment which could not be solved in the previous DCF(Discounted Cash Flow) model. We also introduce learning effect to consider the intangible benefits such as Know-How obtained from R&D execution. The expected value and its probability distribution for R&D investment can be obtained by combining the Monte Carlo method with the decision tree approach. This result is helpful in judging the priority and the resource-allocation of R&D projects. It is however necessary to develop more precise model for quantifying the technology stock and the simulation program using the continuous probability distribution in expected values to improve the reliability of economic analysis on R&D projects.

  • This study is focused on measuring levels of science and technology aspect of ten strategic items in korea to serve as a guidance for the government R&D policy-making, and provide appropriate information for promoting the national R&D programs. The survey of the precise technology level for study applies functional and technical parameters. Functional parameters are used for measuring technology level of the specification and performance of emerging items such as 256M DRAM, TFT-LCD ect. in the present and / or near future; technical parameters, the element / core technologies on emerging items. The study suggests that the result of the survey should be applied for strategic technology planning to narrow the technology gap and draw the criteria for resource allocation in national R&D programs.

  • The governments investment in R&D has rapidly increased so that a comprehensive and coherent approach to resource allocation has necessitated. Therefore the need for priorities in science and technology has been increased according to growing resources to science and technology. This study presents the methodology, process and results of priority-setting of national strategic technologies(IT, BT, NT, ST, ET, CT) through which 77 national key technologies are selected based on the criteria. Specifically it is intended to identify strategically necessary areas of focus for R&D, help leverage limited resources most effectively, and help coordinate government R&D activities by supplying ministries with a common set of priorities.

  • As demands for the maritime communications increase, a variety of functions and information are required to exchange via elements of maritime systems, which leads communication traffic increases in maritime frequency bands, especially in VHF (Very High Frequency) band. Thus, effective resource management is crucial to the future maritime communication systems not only to the typical terrestrial communication systems. VHF data exchange system (VDES) enables to utilize more flexible configuration according to the communication condition. This paper focuses on the VDES communication system among VDES terminals such as shore stations, ship stations and aids to navigation (AtoN) to address efficient resource allocation. We propose a resource management method considering a MIMO (Multiple Input Multiple Output) technique in VDES, which has been widely used for modern terrestrial wireless networks but not for marine environments by scheduling the essential communication resources. We introduce the general channel model in marine environment and give two metrics, spectral and the energy efficiencies to examine our resource scheduling algorithm. Based on the simulation results and analysis, the proposed method provides a possibility to enhance spectral and energy efficiencies. Additionally, we present a trade-off relationship between spectral and energy efficiencies. Furthermore, we examine the resource efficiencies related to the imperfect channel estimation.

  • In this paper, we proposed the DFMEA Implementation Method for safety design of Weapon System. First, we presented the process for DFMEA. And then, the case analysis of OOO missile was performed in accordance with the process presented. After defining the system requirements of OOO missile, failure definition scoring criteria was set. In order to clarify the definition of failure, the failure was classified into safety, reliability, maintainability and others. After performing the function analysis, the relationship matrix analysis was performed to identify the failure mode according to the function without omission. After clarifying the failure classification, mode of failure, cause of failure and effect were analyzed to calculate the severity, occurrence and detection values. After the action priority was judged, the recommended action according to the failure classification was identified for the determined action priority. The results of this study can be used as a relevant basis for the design reflection and resource re-allocation of stakeholders.

  • TD-SCDMA is considered as an innovative Chinese 3G technology adopted by the ITU for the IMT-2000 family. TD-SCDMA combines TDMA and CDMA components to provide more efficient use of radio resources. However, the downlink scheduler of TD-SCDMA should transmit data packets with the initial configuration and cannot change the configuration dynamically. Therefore, in this paper, we propose an enhanced channel allocation, by which mobile terminals can share the downlink channelization codes dynamically.

  • The Orthogonal Frequency Division Multiplexing(OFDM) has been strongly recommended as a transmission technique in order to satisfy requests of high speed and high quality multimedia information. This paper considers resource allocation algorithm which supports the user Quality of Service(QoS) for multi-user OFDM system with simple CSI (Channel State Information) structure. After users eligible for services and the number of subcarrier are determined by minimum request data rate and average channel gain, subcarriers are allocated to increase total transmission rates. Although ideal CSI is not reported to base station, compared to conventional algorithm, we have obtained better result with simple CSI structure.

Exploration of Life-cycle Management for Government R&D Program: the Case of Preliminary Feasibility Study on R&D Program (국가연구개발사업의 전주기 관리방안 탐색: 연구개발 부문 예비타당성조사 제도를 중심으로)

  • Market failure occurs when Pareto efficiency is not achieved through market mechanism. In order to solve this problem, government intervene market; paying great attention to the optimum state of resource allocation. However, as the size of government investment in R&D goes up, many professionals emphasize the importance in efficient management system. This work is the result of exploratory study to look into life-cycle management of governmental R&D program. Literature reviews and empirical research on governmental R&D programs elicit improvements for effective life-cycle management of governmental R&D program as follows: consistent discrimination between capital expenditure and recurring expenditure, dual management system by spending properties, implementing total cost management system in capital expenditure, and discrimination between preliminary feasibility study with confirming total program cost in recurring expenditure.
