해외 수소에너지 정책 및 연구개발 프로그램 분석 (Analysis of the hydrogen energy policy and R&D program of foreign countries)

  • Hydrogen is getting more attention owing to the seriousness of air pollution and dependance on oil import, UNCCC(United Nations Convention on Climate Change) for reducing the emission of $CO_2$. This fact is not confined in a certain country but global recognition and several countries initiated R&D competition for commercializing the hydrogen fuel cell vehicle. Within 20${\sim}$30 years cost effective hydrogen production can be possible using fossil fuels because so much research is carried out up to now. But it is so far to produce the most of the hydrogen using renewable resources considering the present status of R&D and cost effectiveness. Several automobile companies planed for mass production of hydrogen vehicle by 2010 but changed or canceled the plan owing to the difficulty of R&D and the low status of infrastructure penetration. This paper surveyed the hydrogen energy policy, R&D program and commercialization strategy of advanced country, international agency, automobile and energy company to analyze the global status of R&D and policy. And the survey of R&D program is focused on the part of hydrogen production, storage, delivery and fuel cell.

  • To meet the requirements of high performance and reliability as a industrial motor drive, we developed an integrated oil-line fault diagnosis and monitoring system which consists of DSP-based controller and PC-based MMI (Man-machine interface) program. The dedicated controller performs real-lime fault detections and protections. The MMI program monitors the on-line fault status of the drive system and offers full explanations of the fault name(WHAT?), deducible causes of the fault operation(WHY?), and chock points (HOW?) based upon the experiences of the expert. Also the TRACE data which was stored just before and after the accident can be scrutinized using MMI tools.

정부연구개발사업 투자현황분석 및 정책적 시사점 (An Analysis of Government R&D Investment and Its Policy Implications)

  • This study aims to provide information about the priority setting and budget coordination of government R&D spendings in Korea. Based on the result of "Survey, Analysis and Evaluation of National R&D Programs"in FY 2000. this paper reviews the government R&D expenditures by the concerned variables such as program objectives, sector of performance, character of work and technology fields. It is found that R&D spendings on the areas of industrial development, information technology, and development research are funded pretty high. Also, it turns out that, considering program objectives and character of work, there are some redundancies of R&D programs among government agencies. Policy implications are suggested.

기술개발지원 조세제도의 효과와 정책 시사점 (The Effectiveness of Tax Incentive Policy on R&D Expenditures)

  • There has been considerable controversy over the impacts of the tax credit on R&D expenditures in many countries. Korea has adopted various kinds of tax credit system to stimulate private firm' R&D expenditures. Korean government, Recently, is trying to reform tax system to reduce tax credit programmes according to Uruguay Round agreement and in line with OECD policy standards. The purpose of this paper is to analyze the effectiveness of current tax credit system on technology innovation in Korea and derive some policy implications over tax reform. In this paper, firstly, I investigate the size of tax reduction effects from each program in theoretical models and simulate the actual rate of individual tax incentive to a unit of R&D expenditure. I find that theoretically the reserve fund for technology development program has given the largest tax reduction effects to private firms irrespective of the R&D incentive system reform. Tax credit on R&D expenditure also has been very effective instrument to firm's tax reduction. Secondly, I try to measure the effectiveness of tax credit through the estimation of effective margianl tax rate between with the system and without the system of credit on R&D expenditure during the tax credit reform periods. I find that the tax credit on R&D has lowered firm's investment cost since the system introduced. I also have strong results that there has been a positive relation between the fluctuation of firm's R&D expenditure and the change of effective marginal tax rate. I suggest that it is better to sustain the system of tax credit on R&D for a while to increase firm's R&D expenditure.

군용항공기 연구개발 사업의 리스크 관리 (Risk Management for R&D Projects in the Military Aircraft Systems)

  • Military aircraft R&D projects require large-scale investment in cost and time, and involve a complex coordination process in decision-making. The R&D project manager should determine the development management priorities as accurately as possible and focus on R&D capabilities, thereby reducing the risks of the aircraft R&D project. To this end, this study aims to reduce R&D risk by prioritizing cost, schedule, and performance, which are basic management factors used in R&D project management in defense project management regulations. Analytic Hierarchy Process (AHP) is applied using a questionnaire for managers in charge of aviation R&D under the Defense Acquisition Program Administration. As a primary result, the importance of the factors that the aircraft R&D project manager should consider was derived in the order of performance, cost, and schedule, and the priorities of performance and cost in the lower layer were also identified. In addition, in order to provide practical risk management measures to aircraft R&D project managers, the results of analyzing 28 cases of US National Transportation Safety Board accidents were compared and analyzed with the AHP analysis results, and management measures suitable for the situation were specified.

  • An integrated R&D program is being conducted to study, qualify, and in some cases, develop materials with required properties for the reactor systems being developed as part the U.S. Department of Energy's Generation IV Reactor Program. The goal of the program is to ensure that the materials research and development (R&D) needed to support Gen IV applications will comprise a comprehensive and integrated effort to identify and provide the materials data and its interpretation needed for the design and construction of the selected advanced reactor concepts. The major materials issues for the five primary systems that have been considered within the U.S. Gen IV Reactor Program-very high temperature gas-cooled, supercritical water-cooled, gas-cooled fast spectrum, lead-cooled fast spectrum, and sodium-cooled fast spectrum reactors-are described along with the R&D that has been identified to address them.

소프트웨어 R&D에서 산출물(문서와 프로그램) 검증을 위한 활동 (Describing Activities to Verify Artifacts(Documents and Program) in Software R&D)

  • 일반적으로 소프트웨어 R&D 프로젝트에서는 프로그램 코드와 문서 산출물이 생성된다. 이러한 소프트웨어 R&D 산출물들은 두가지로 분류할 수 있다. 첫 번째 분류는 연차 실적 계획서, 연구개발과제계획서, 연구성과보고서, 연구 노트와 같은 소프트웨어 연구 산출물들이 포함된다. 그리고 다른 분류는 소프트웨어 요구사항 명세서, 소프트웨어 설계 명세서, 소프트웨어 테스트 계획서, 프로그램 코드와 같은 소프트웨어 개발 산출물들이다. 프로젝트의 진행 방향을 확인할 때 프로그램 코드를 테스트하고 문서 산출물을 검증하는 것이 중요하다. 또한 연구 문서와 개발 산출물 사이에 완전성, 일관성 등의 관계를 확인해야 한다. 그러한 검증과 테스트는 프로젝트 관리자와 연구자들이 프로젝트를 진행하는 동안 올바르게 진행하고 있다는 확신을 준다. 그러므로 본 연구에서는 소프트웨어 R&D에서 생성되는 문서와 프로그램을 검증하는 프로세스를 제안한다. 본 프로세스는 문서 산출물을 검토하고 프로그램 코드를 테스트하는 활동으로 구성되어 있으며, Essence를 사용하여 정의된다. 그리고 본 연구에서 제안하는 프로세스의 효율성을 사례 연구를 통해 보인다.

농촌진흥청 연구개발 평가체계의 성과지향적 발전 방향 (Developments of Evaluation System in Agricultural R&D Program by Rural Development Agency)

  • 이 연구는 농업 연구개발사업의 객관적인 성과와는 달리 농촌진흥청의 역할에 대한 논의가 끊이지 않고 있는 문제의식에서 출발하고 있다. 이에 따라 농업 연구개발사업의 핵심 주체인 농촌진흥청의 내부 연구개발 평가체계를 대상으로 평가기조, 평가자원, 평가수행, 평가활용이라는 4가지 관점에서 메타 평가를 수행하였다. 연구결과는 평가기조에 해당하는 평가대상의 설정이 최하위 수준인 세부 연구과제로 설정되어 있다는 점이 가장 큰 문제로 분석되었다. 따라서 이 연구는 우선적으로 평가목적과 평가대상 등의 평가기조를 과학기술정책 및 평가정책 등의 외부의 정책환경 변화와 조응할 수 있는 방향으로 전환함으로서 현행 농업 연구개발사업의 평가제도를 성과지향적으로 발전시키기 위한 정책대안을 논의하였다.

지역사회 문제해결형 R&D 효율성 및 영향요인에 관한 연구 (A Study on Efficiency of Community Problem-solving Type R&D and Influencing Factors)

  • This study analyzed the efficiency and influence factors according to the main research institute type of R&D Program for the local community problem-solving. This study applied data envelopment analysis (DEA) method and Tobit regression analysis by using 20 institutions that participated in R&D Program. The results are summarized as follows. First, Analysis results according to the research institute type of R&D project, Efficient DMUs showed more regional innovation institutions than social economy enterprises. But regional innovation institutions were the lowest in the CCR and BCC model. However, efficiency dose not differ between regional innovation institutions and social economy enterprises. Second, as a result of the analysis relation between efficiency and allocation characteristics of R&D input, the participation of regional innovation organizations as participating organizations has a negative effect on efficiency. It was found that the higher the proportion of government subsidies and the higher the employment rate of the vulnerable, which is a social achievement, the positive effect on efficiency. The implication of this study is that the participation of social economy enterprises as the main R&D institution and government R&D support can provide social economy enterprises with opportunities to accumulate R&D capabilities and experience successful commercialization.

과학기술인력의 재교육·계속교육프로그램 개발에 대한 요구분석 (A Needs Analysis for the Development of Re-Education & Continuous Education Programs for R&D Human Resources)

  • 본 연구는 과학기술인력에 대한 재교육 계속교육 요구를 분석하여, 과학기술인력에 대한 기존 교육의 체계화 및 신규 프로그램을 발굴하고, 더 나아가 과학기술 인력 재교육 계속교육에 대한 정책 추진에 도움이 될 수 있는 시사점을 제공하는 데 목적이 있다. 이러한 목적을 위해 본 연구에서는 문헌조사를 통해 과학기술인력 재교육 계속교육의 필요성 및 기존 산업현장의 요구를 분석하고 시사점을 도출한 후, 대학 및 출연(연), 그리고 민간기업 연구소의 연구 인력을 대상으로 재교육 계속교육의 시행 현황 조사 및 시행 프로그램에 대한 중요도 만족도 조사를 통해 기존의 교육 프로그램에 대한 교육 대상자의 요구를 분석하고, 교육 활성화 장애 요인 및 개선요인을 조사하여 체계적이고 효율적인 재교육 계속교육 프로그램을 제시하고자 하였다. 또한, 과학기술인력의 재교육 계속교육에 대한 정부 지원의 필요성 및 지원내용의 중요성에 대한 조사를 통해 과학기술인력에 대한 정부 지원 정책에 대한 요구를 분석하였다.
