A Study on the Application of DFMEA for Safety Design of Weapon System (무기체계의 안전 설계를 위한 DFMEA 적용에 관한 연구)

  • In this paper, we proposed the DFMEA Implementation Method for safety design of Weapon System. First, we presented the process for DFMEA. And then, the case analysis of OOO missile was performed in accordance with the process presented. After defining the system requirements of OOO missile, failure definition scoring criteria was set. In order to clarify the definition of failure, the failure was classified into safety, reliability, maintainability and others. After performing the function analysis, the relationship matrix analysis was performed to identify the failure mode according to the function without omission. After clarifying the failure classification, mode of failure, cause of failure and effect were analyzed to calculate the severity, occurrence and detection values. After the action priority was judged, the recommended action according to the failure classification was identified for the determined action priority. The results of this study can be used as a relevant basis for the design reflection and resource re-allocation of stakeholders.

  • his paper develops the systematic and quantitative priority-determining method for national investment using the framework of evaluating R&D. This study proposes multi criteria for evaluating the R&D of New & Renewable Energy through analysing the attribute of 11 types of energy. The framework is constituted by 4 criteria, the political urgency, economic impact, regional constraint. and technological attribute and the each criteria has 3 or 4 sub-criteria. These sub-criteria are weighted using AHP.

  • Considerable effort has been made to improve construction processes through mechanization and robotization of current work. In this paper, the trend of research and development related to the construction machinery automation to improve the construction productivity has been reviewed. A classification system is proposed for automation of architectural and civil works. Then, the priority among the classified construction tasks for automation has been identified through the questionnaire study. Based on the priority for automation a comprehensive technology road map was also developed. The technology road map suggests the time frame to complete R&D work for the selected construction tasks and the core technology required for automation of the selected tasks. Such automation R&D road map for construction machinery can be utilized as a milestone in setting up the R&D strategy in the construction industry.

Priority Setting for Future Core Technologies in Crops Research using Analytic Hierarchy Process (계층 분석적 의사결정방법을 이용한 경종작물분야 미래유망기술의 우선순위 설정)

  • The study was focused on setting priority for future core technologies in crops using Analytic Hierarchy Process (ARP). The technologies were derived by Delphi method. Evaluation criteria for the priority setting were decided as 'technology', 'market oriented', and 'public concerns' by council. The future core technologies were divided as four groups by importance and R&D level. Technologies in upper two groups were considered in the study. Group I had high importance and high R&D level. Group II had high importance and lower R&D level. Questionnaires were given to 8 specialists in crops. As the results, 'public concerns' was decided as the most important evaluation criterion. The most important technologies are 'developing of growing technology that has low inputs and production cost for environmental friendly agriculture' in group I, and 'developing of gene searching, characteristics transformation, and commercialization technologies for crops using bio-technology' in group II.

  • This study clarified the definition and interpretation of terms relating to SMEs Priority System. First, 'Domestic' is defined that the address of office is in our country. Second, 'Technology utilization capacity' is defined that the de facto capacity to technology commercialization and utilization. for example. development or production or sales activity of the production using national r&d performance. Third, 'priority' in priority consideration is defined that when there are many companies trying sign technology utilization contract, technology providers shoud provide the opportunity of signing contract to SMEs primarily. 'priority consideration' is defined that technology providers shoud try to do enough to sign a contract with SMEs. This study has significance in that raising the application of the current SMEs Priority System.

  • This paper deals with a case which is focused on the policy development connected with IT, and verify its validity to enhance R&D capability for Korean steel industry. Korean steel industry, which is at a turning point from technological catch-up to technological frontier, should go ahead with open R&D system to be able to connect with other steel companies, universities and laboratories for its capability buildup. To meet such a challenge, IT should act a critical part in R&D capability enhancement. In this study we discuss not only IT-related support policies and validity of proposed policies through priority analysis, but also the role of government, company and academia within the framework of Triple Helix.

  • The Cross-impact Hierarchy Process (CHP), an extended model of the Analytic Hierarchy Process(AHP) which is linked to Cross Impact Analysis(CIA), is a powerful decision making tool to assist in the ranking of large number of dependent technological alternatives. In this paper, we will describe an application of the CHP to the aerospace industry. We here conducted a questionnaire survey for S company that is one of the representative aerospace companies in Korea. A questionnaire was designed to obtain both the priority with dependence (the CHP priority) and the priority with independence (the AHP priority) in order to compare the priority derived by each of two methods. The hierarchy in this case study is concerned with priority setting for R&D area to ensure dependent aerospace design technology of the company, The result shows that there exists the difference hard to neglect between the final priorities gained by two methods.

Priority Setting of New Promising IT Industries (IT 유망 신산업의 우선순위 평가)

  • In this study, priority setting model of new promising IT industries which will be the growth engines for the Korean IT industry, was established. Based on the AHP model, priority setting of IT new promising IT industries was conducted. Firstly, the selection cases of the new promising IT industries and major priority setting methodologies including the AHP methodology, were analyzed. The AHP model was selected as the most feasible methodology for priority setting of the new IT industries, among the various priority setting methodologies. Secondly, in setting up the AHP model for prioritization of the new promising If industries, a 'goal' was established to be priority setting of the new promising IT industries, and an 'alternatives' to be 18 new promising IT industries. Then a logical and a systematic assessment criteria including 5 main criteria('Technological Innovation', 'Market Ability', 'SPin-off Effect', 'Public Benefit', 'Strategic Importance') and 14 sub-criteria, were developed for priority setting of the 18 new promising industries. Finally, with the AHP model, the substantial analysis was made to set up priority of the 18 new promising IT industries. The substantial analysis showed the following priority setting results and implications for the 18 new promising IT industries.

  • The utilization of the achievements derived from the national R & D project is a key task of the science and technology industry policy that should lead the national economic growth by enhancing the investment efficiency of the national R&D. Although Korea has implemented various programs supporting technology transfer, commercialization, Performance is not sufficient. One of several causes may include inflexibility of a small or medium-sized company Priority System. This study is exploratory research on the directions for improving the current a small or medium-sized company Priority System. Results: First, Because the current SMEs Priority System contributes positively to enhancing SMEs R&D capability, We have to keep the system in principle. However, it is necessary to improve the direction of giving the strategic flexibility of the system so that the system is not operated formally. First, it is appropriate to make an exceptional contract with a person other than a small or medium-sized company, if a small and medium-sized company is not suitable for a technology execution contract due to the nature of technology. Second, it is desirable to consider the fulfillment of the obligations of this system when "sufficient efforts" are made to find a technical user.

국가연구개발사업 투자현황 분석결과와 정책적 시사점: ′99년도 조사.분석.평가 결과를 중심으로

  • This study aims to provide information about the priority setting and budget coordination of government R&D spendings in Korea. Based on the result of "survey, analysis and evaluation of national R&D programs" in FY 1999, this paper reviews the government R&D expenditures by concerned variables such as program objectives, sector of performance, character of work and technology fields. This paper also carries out an analysis on the government R&D supports as ways for the promotions of high technology-based start-ups and SMEs and regional innovation activities. It is found that relatively high investment is made in the industrial technology areas and development research, and there are some redundancies of R&D programs among ministries and agencies in terms of technology fields, program objectives and character of work. Policy implications and future research directions are suggested.
