A Study on the Government's R&D Budgeting Evaluation System in Korea (과학기술혁신체제 하에서의 국가연구개발 평가 시스템 개선에 관한 연구 : 연구개발 예산평가 시스템을 중심으로)

  • Proposed increases to the government's R&D budget should be discussed based on merits of meeting efficiency and effectiveness criteria. The evaluation of the national R&D budget and related programs are performed in two areas: a system of R&D budget coordination and allocation, and a system of R&D program performance. This paper mainly focuses on the operational areas of R&D budget evaluation system with a focus on their impact to efficiency and effectiveness. The core view point for a R&D budget evaluation system involves two directions: Firstly, to detail the relationships between the later stage (ex. post) activities such as, program survey, analysis, and program performance evaluation, with the budget evaluation. Secondly, to critically oversee all R&D coordination procedures with a different perspective. Budgeting is generally known as a serial process of policy making, planning and executing. It is highly desirable for the budget to be allocated to, and spent by, specific programs as planned, and that each plan be aligned with a specific policy. As such, a strong relevance between the program structure and budget code system is integral to successful execution. It should be performed using a decision making system which closely examines the link between policy and budget. It is also recommended that systematic relationships be maintained among budget coordination and allocation, performance evaluations of policy and program levels, and program survey and analysis system, and that their operational schedule should be reviewed comprehensively as a one integrated system. The National Science and Technology Council is expected to play a major and practical role as the center of policy planning and should be supported by the objective and unbiased system which covers overall process from policy making to program evaluation. Finally, increased utilization of contents, timely program survey and analysis, and accurate of activity scheduling of budget coordination and allocation, and diligent program performance evaluation all contribute towards a more efficient and effective overall evaluation system.

A Study of Factors Influencing the Costs of Funding as a Function of Research Area and Financial Institutions (연구 분야 및 지원기관에 따른 연구비 영향 요인에 관한 연구)

  • Purpose: In this paper, we analyzed the factors that affect research grants using linear regression analysis in order to increase the effectiveness of investments in national research projects. Methods: We collected 15,454 pieces of data on research projects that finished between 2008 and 2010. Data preprocessing and visualization were done to derive statistically significant results. We identified factors that affected funding by using linear regression, and estimated increasing or decreasing tendencies based on those factors. Results: We identified the relative importance of the factors in awarding research grants. Strategies were suggested for the reasonable estimation of R&D budgets for investment purposes. Conclusion: This study will assist the decision-making process of governments in estimating funds required for R&D projects.

  • In this paper, an integration of stochastic dynamic programming (SDP), integer goal programming (IGP) and analytic hierarchy process (AHP) is proposed to handle multiobjective-multicriteria sequential decision making problems under uncertainty inherent in R & D investment planning. SDP has its capability to handle problems which are sequential and stochastic. In the SDP model, the probabilities of the funding levels in any time period are generated using a subjective model which employs functional relationships among interrelated parameters, scenarios of future budget availability and subjective inputs elicited from a group of decision makers. The SDP model primarily yields an optimal investment planning policy considering the possibility that actual funding received may be less than anticipated one and thus the projects being selected under the anticipated budget would be interrupted. IGP is used to handle the multiobjective issues such as tradoff between economic benefit and technology accumulation level. Other managerial concerns related to the determination of the optimal project portifolio within each stage of the SDP model. including project selection, project scheduling and annual budget allocation are also determined by the IGP. AHP is proposed for generating scenario-based transformation probabilities under budgetary uncertainty and for quantifying the environmental risk to be considered.

  • The growth of disaster/accident damage costs and related industries has increased the necessity of scientific and objective performance analysis for fire suppression and disaster management R&D projects. Most of R&D performance are both academic and public performance according to fire suppression and disaster management R&D projects during the period of 2004 to 2011. This research identified characteristics of performance types by research project teams and research development stages. The research outcome shows the usefulness of relevant performance objective settings by project teams, the evaluation of scientific technology fields, and proper research teams in research team selection process, considering research outcome characteristics by both research teams and research development stages. In addition, this research reveals the applicability of research outcomes to research performance management. This research suggests further studies for evaluation process and methods for including fire suppression and disaster management characteristics to the evaluation process.

  • This study is a study to systematize the R&D activities of social enterprises to derive a logical model of the R&D support policy, and aims to systematize the R&D activities based on the R&D demand survey and R&D activity analysis of social enterprises. R&D activities of social enterprises are at an early stage or are not systematic compared to general enterprises, so the process modeling method is used to group detailed activity elements to standardize and systemize them. As a result of the research, social enterprises are aware of the necessity and importance of R&D activities to secure competitiveness of products and services to increase social value, and because of their lack of R&D experience and capabilities, R&D specialized institutes (R&D planning institutes, government-funded research institutes), Universities, etc.) and are expected to improve R&D capabilities. The performance indicators of social enterprise R&D activities are derived in units of input-process-performance indicators through demand survey, activity analysis, and in-depth interview (FGI), and the logical model of R&D support policy is in the areas related to business strategy and performance.

  • This study explored the current supply status on Contents Technology R&D(research and development) and friendly function Game Industry targeting to elderly consumers. The game contents including the functional components are categorized the sixth category of CT R&D's fundamental planning. The function game targeting to elderly focused on emotional and physical recovering to barrier, user friendliness, simplicity and certainty of game performance.   • The photovoltaic industry is one of the main research areas for regenerable energy usage and green growth policy of the Korean government. R&D programs of MEST(Ministry of Education, Science and Technology) and MKE(Ministry of Knowledge Economy) are concentrating on the development of fundamental and applicable technology which can be carried out by a so-called "Big company" consortium. So it is essential to discover and support R&D projects for small and medium enterprises(SMEs) in the photovoltaic industry. R&D projects should be funded effectively to enhance the competitiveness of the SMEs. It is a complicated process as to decide what R&D projects or key element technologies should be selected and how to support them. In this paper, the supply chain analysis is adopted as a critical tool for selecting the research areas and topics for the SMEs, which can be done by analyzing the number of the SMEs, the level of imports and the localization possibility for each supply chain element. We define the strategic products for the SMEs to deduct core technologies for each strategic product. R&D projects definition sheets are proposed for each core technology. All the decision making processes are authorized by a committee which consists of experts for academia, industries and the research field. The efficacy of the proposed framework is described throughout the photovoltaic industry.

  • The aim of this project is to develop an adaptive and collective National Marine Biotechnology Plan for the next decade(2014~2023) which is able to reflect current and future changing environment. This effective strategy targets to foster marine-derived active bio-materials, marine bioenergy production technology and many promising technologies in order to promote marine biotechnology industry as a next-generation growth engine. Marine biotechnology industry based on R&D activities since 1980 has been growing as an emerging industry. This new field enables to secure exclusive patent rights and to find new potential bio-active materials from the ocean that requires long-term aggressive R&D investments. The current policy direction is to raise appropriate level of R&D investment because the current Korea's national marine biotechnology R&D fund ratio is less than 2% of the total national biotechnology R&D budget. The result shows three major strategies. First, it recommended a research implementation system and supporting policy that includes establishment of open innovation framework for the 'Industry-Academia-Research Institute Collaborations', strategic research planning and enhanced policy making process. Second, it derived state-of-the-art or new technology in many areas. Third, it formulated more detailed execution plans for successful R&D support and set up performance indicator system in related R&D program.

A Priority Evaluation Methodology for Spin-off of Defense Technology : Patent Analysis and AHP Approach (국방 기술의 민수화 우선순위 평가 방법론 : 특허 분석 및 계층분석과정 (AHP) 기반)

  • Dual-use technology, upon its effective development, can be a highly efficient technology that may be utilized for both achieving industry competitiveness and building National Security. Although research needs for such development methodology and call for corresponding efforts have long been proposed, actual outputs have not reached its desired level. Hence, this paper aims to provide more concrete and quantitative process in technology planning used to activate development of dual-use technology, considering dual usability and transferability of such technologies. In such effort, we propose use of patent analysis and the Analytic Hierarchy Process (AHP) for determining priorities for spin-off defense technology. First, the necessity of R&D and potential spin-off are measured based on patent information. Second, the necessity of R&D results from a quantitative analysis and the potentials spin-off are derived from analysis of patent citations. Then, AHP is used to calculate the importance of evaluating factors, and to assess alternative scores. Finally, we present the result of spin-off priority. A case study on the Korea defense technology is presented to illustrate the proposed method. We expect this study to make contribution in vision making of the military R&D spending.

Information Analysis Framework for Supporting Evidence-based Research and Development Policy: Practical Considerations for Rationality in the Policy Process (증거기반 연구개발 정책 지원을 위한 정보 분석 프레임워크에 대한 연구: 정책과정의 합리성 제고에 관한 실무적 고찰)

  • This study is based on a review of how and in which stages evidence can be used, in practice, in the policy process and proposes an information analysis framework capable of inducing continuous interaction among stakeholders and an operation procedure that allows experts to reconcile conflicts through the analyzed information. In particular, it focuses on the strategic planning process carried out in the policy formation stage of the R&D policy process, which promotes the creation of knowledge related to science and technology required to improve national competitiveness and solve social and environmental problems. Conflicts are negotiated and resolved by ensuring rationality in the policy process, following the operation procedure and inducing communication between the stakeholders participating in national R&D strategic planning related to the issue of population aging throughout utilizing the provided useful information. Our results showed that the proposed operating procedures and information analysis framework had a positive effect on the communication-oriented shift. Thus, in order to promote conflict management, an agreed operating procedures and information analysis framework should be established between stakeholders, thereby reducing a conflict of opinions in advance. This article realizes the true meaning of movement of evidence-based policies. In addition, the framework is helping support evidence-based R&D policies by strengthening rational behavior.
