Ex-ante Evaluation Process for Public R&D: Korean Case and its Implications for Indonesian R&D System

  • A variety of approaches are being applied to improve the existing ex-ante evaluation by expert panels in publicly funded R&D. While the objective evaluation criteria are constantly being improved to screen and select the superior projects, alternative approaches such as random prioritization and logical modeling are also underway to overcome the conservative bias of reviewers and to secure disruptive innovation. This study intends to find critical implications for ex-ante evaluation of public R&D system from the comparison of Indonesia and Korea. For the comparative analysis, literature review and expert in-depth interviews are conducted on the national R&D system and the selection evaluation process. In Korea, the selection criteria of projects are legally promulgated for establishing an objective evaluation system, and at the program level, the major considerations in the planning process are specified by Presidential Decree. On the other hand, while Indonesia conducts R&D in 47 strategic fields largely by public research institutes (PRI) based on the non-competitive government contributions. This study draws out implications of institutionalizing the planning process at the level of program, and of increasing the ratio of contract-based competitive funding at the level of project in the national R&D portfolio.

중소기업의 연구개발 및 생산운영관리 개선영역 도출에 관한 연구 (A Study on Selecting the Areas That Need to Be Improved in R&D and Production Management of SMEs)

  • This paper investigates and selects the areas that need to be improved in R&D and production management of small and medium size companies. The study on the capability of R&D and production management shows that the areas for evaluating of the R&D and production management levels are composed of 8 elements : R&D resource, R&D support and experience, long-term operations strategy, intermediate range planning, short-term planning, subcontractor management, logistics and inventory management, and quality management. The investigation of the gap between the importance of the areas and the capability of SMEs shows that the most important things are to consolidate supply chain, to improve product and process competitiveness using quality improvement, and to enhance production management through sophisticated short-term planning. The detailed analysis also shows that the areas that need to be improved depend on the size and sales of the company.

  • The R&D budget of energy technology development has increased in the sector of korean energy technology development continuously. In addition to that, KIER, the government invested research institute and unique energy technology R&D research institute, is trying to plan for a big-sized energy R&D program for the well focused R&D and excellent research outcomes. In the phase of R&D process, the planning is one of the most important sectors because it drives the direction of R&D. In this study, we suggest the assessment criteria to select a strategic energy technology R&D programs by the analytic hierarchy process, which is one of multi-criteria decision making method (MCDM)We structure 2 tiers of hierarchy for assessing a big-sized R&D program and also establish 6 criteria in the level 1, which are energy environment, economic spin-off, technical spin-off, marketability, KIER mission, and cost. We allocate the relative weights of criteria by checking the values of consistency ratio as making pairwise comparisons. The result of this research will provide the decision makers as they select a right well focused R&D program.

  • 해양과학기술 R&D 결과정보의 데이터베이스 구축 연구를 위해 국내외 관련 연구를 조사하고 분석하였다. 연구대상은 해양 R&D 연구보고서에서 해양조사자료까지를 범위로 하였다. 본 연구의 목적은 연구성과정보의 효율적인 정보검색서비스를 제공하는데 있다. 본 논문에서는 연구보고서의 메타데이터 기술요소 분석, 분류체계, 정보서비스 등과 함께 해양조사자료의 정보시스템 설계 및 구현의 사례로써 시스템 구성, 웹정보서비스 프로세스, 자료 입출력 프로세스, 검색 가시화 프로세스 등의 연구를 수행하였다.

  • The objective of the paper is to develop models for determining the aggregate budget size in long-range R&D planning of KT(Korea Telecom.) and for allocating it by strategically adopted technologies for KT's TOP(Telecommunication-Oriented Paradise) Strategy. In the model of R&D budget size determination, the linear regression analysis is applied. In allocating the R&D expenditure, criteria weighting and technological importance ranking are determined by means of the Analytic Hierarchy Process(AHP) as a decision aid, along with hierarchical representation and pairwse comparisons. R&D budget analysis provides to basic data for the mid-and long-range R&D planning. The model then needs to be adjusted as the TOP project plan becomes specific. Resource allocation model for R&D based on AHP can be used to identify the importance of the technologies for TOP according to short-, mid-, and long-term perspectives without further modification. It is expected that the R&D budget analysis model works as the basis for planning R&D investment strategies and that the resource allocation model for R&D contributes to the effective use of the limited resource.

  • 정부의 연구개발에 대한 기획 정책이 변화함에 따라 국가 R&D 지식 네트워크가 어떻게 변동하였는지에 대해 살펴보고자 한다. 이를 위해 본 연구는 산업통상자원부의 산업융합원천 기술개발사업에 참여하는 각 주체들 간의 네트워크를 시기별로 분석하였다. 산업융합원천기술개발사업의 기획 정책은 2012년 전후를 기점으로 바뀌게 되는데 2012년 이전에는 '기획위원' 중심으로 기획 과제를 선정하다가 2012년 이후에는 'PD' 중심으로 과제를 기획하는 시스템으로 바뀐다. 이에 따라 우선, '기획위원' 제도에 따른 R&D 네트워크를 분석하고자 2009년부터 2011년까지의 현황을 살펴보고, 이후 'PD' 제도도입에 따른 R&D 네트워크 변동을 분석하고자 2012년부터 2013년까지의 현황으로 시기를 나누어 분석하였다. 분석 결과 PD 제도 도입 이후 셀프관계(기획자가 본인이 기획한 과제를 과제 참여자로 직접 수행하는 형태)가 대폭 개선되는 등 효과가 나타났음을 파악할 수 있었다. 셀프관계가 많을수록 신진학자에게는 기획의 불평등이 존재한다는 점을 고려할 때 PD 제도의 도입은 긍정적인 효과를 가져왔다고 볼 수 있다. 이러한 연구는 정부의 기획 정책 변화에 따른 효과를 계량적으로 분석하여 성과를 제고하고 향후 R&D정책의 방향을 제시한다는 점에서 의미가 있다고 본다.

특허정보의 NLP 분석을 통한 R&D 계획수립 방안 연구: 디스플레이 기술 분석을 중심으로 (Research on R&D Planning Through NLP Analysis of Patent Information: Focusing on Display Technology)

  • Patent information describes the history of technological progress in the relevant field, so it can be usefully used to identify trends in technological development and change and to establish R&D development strategies. This study proposes a method to identify the needs and problems of technology development at the planning stage of the R&D process and to analyze core technologies through patent analysis using Natural Language Processing(NLP) technology. As a big data source, collected patent documents registered in Google Patents for foldable technology, the latest technology in the display industry, and then extracted keywords using NLP analyzer. By classifying the extracted keywords into needs and problems for technology development, developed technology and materials, identified the needs of the market and customers and analyzed the technologies being researched and developed. Unlike previous studies that performed patent analysis, this methodology is different in that it can quickly and conveniently analyze the latest technology trends from big data called patents even if you do not have specialized knowledge and skills in the text mining. This study contributes to the digitalization of the R&D process based on data analysis.

  • 기술혁신 활동은 기업이 기술경쟁력을 확보하고 지속적으로 성장하기 위해 매우 중요한 활동이다. 우리나라는 기업의 혁신활동을 촉진하기 위하여 국가차원에서 인증제도를 운영하며, 중소기업의 글로벌 기술경쟁력 제고를 위해 노력하고 있다. 이 가운데 기술혁신과 관련된 대표적인 제도가 신기술(NET) 인증이다. 신기술 인증제도는 엄격한 3단계 심사과정을 거쳐 인증하고 있으며, 기업의 신기술 상용화, 기술거래 및 초기시장 진출 촉진 등을 목적으로 운영되고 있다. 신기술 인증을 획득했다는 것은 해당 기업이 일정 수준 이상의 기술경쟁력을 확보하고 있다는 것을 의미한다. 이에 본 연구에서는 신기술 인증제도를 중심으로 기업의 어떠한 기술혁신활동이 R&D프로젝트 성공과 경영성과 제고에 영향을 미치는 지에 대한 실증분석을 수행하고자 하였다. 이를 검증하기 위해 주요변수로 기술전략, 기술기획, 체계화된 R&D프로세스, 내부협력, 외부협력 활동을 설정하였다. 실증분석 결과, 본 연구에서 설정한 변수 모두 개별적으로 R&D프로젝트 성공과 경영성과 제고에 기여함을 확인하였다. 다만, 모든 변수를 고려한 종합적인 차원에서 살펴보면, R&D프로젝트 성공을 위해서는 체계화된 R&D프로세스 관리와 외부기관과의 협력 활동이, 경영성과 제고를 위해서는 연구개발 초기 단계인 기술전략 수립과 기술기획 활동이 통계적으로 유의미한 영향을 미치는 것으로 분석되었다. 본 연구는 기업부설연구소를 설립·운영하고 있으며, 활발히 연구개발(R&D) 활동을 수행하고 있는 혁신지향적인 중소기업을 대상으로 하였으며, 분석방법으로는 다중회귀분석을 활용하였다.

연구개발 특성이 기업 연구 성과에 미치는 영향 분석 - 국제화된 한국 중소기업을 중심으로 - (An Analysis of the Effect of R&D Characteristics of Firms on R&D Performance)

  • The main purpose of this study is to analyze the relationships between the R&D characteristics and R&D performance for Korean enterprises. We divided R&D performance into technological and business launching performance and analyzed four R&D characteristics' effect on the performance. The empirical analysis results can be summarized as follows: First, R&D characteristics of enterprises show a strong relationship with R&D performance in the case of R&D process control. Second, firm capability and information routine positively affect to technological performance at 0.1 significant level but not showing significance in the case of business launching performance. Third, managerial support negatively affects to technological performance but dose not show statistical significance. Its effect on business launching performance, however, shows positive and significant effect. This result is expected to be highly suggestive for establishing the effective R&D strategies of enterprises and also the relevant overseas marketing plan to support R&D planning.
