The literature in research policy extensively addresses the interaction between public R&D and the society. Scholars have paid particular attention to the way science and technology are diffused into the society and industry with the aim of substantiating their potential value. In practice, having recognized the importance of the said interaction, R&D entities and governmental organizations promote scientific and technological innovations that result from their R&D activities. Yet, the nature of news media exposure as their primary channel to promote R&D outcomes has been remarkably understudied. Using the results of R&D projects supported by the National Research Foundation of Korea (NRF), this study examines R&D entities' strategic use of the news media to publicize their outcomes. The empirical results suggest that the scale of an R&D project positively affects the counts of media exposure of its R&D outcomes, whereas the level of technology readiness and the technology life-cycle do not have significant influence. In addition, the results suggest that, compared to senior researchers, young researchers are more likely to publicize their R&D outcomes and that R&D outcomes from highly ranked universities are more likely to be publicized than those from lower-ranking universities despite our control for R&D outcomes. The aforementioned results suggest that in promoting the diffusion of science and technology, especially to the public, policymakers should be concerned about incentives for those who provide techno-scientific information, such as researchers. The social need for the diffusion of techno-scientific information into the public (e.g., technology transfer and diffusion) is an insignificant factor in determining the media exposure of such information, whereas personal benefits and sensitive issues related to a researcher's own R&D activities (e.g., justification for R&D activities) drive researchers to publicize their R&D outcomes. This paper suggests that policymakers, especially those concerned with better diffusion of scientific and technological innovations need to design a proper incentive system to maximize the societal benefits of media exposure.

Traditionally R&D evaluation has been performed by experts who can understand the contents of the study area very well. Recently extensive application of quantitative evaluation methods have been attempted for introducing the administrative management system that poses greater importance on records and results. More objective reviews on the R&D outcomes are called for gaining public supports. In this paper a bibliometrical analysis is to be performed to evaluate satellite communication and broadcasting public R&D outcomes for last 7 years. Data envelopment analysis method is selected for evaluating the efficiencies of multiple outputs (papers, patents, royalties, technology transfers) where multiple inputs (number of researchers and R&D expenses) are given. R&D outcomes from 22 research institutes are being compared and satellite communication and broadcasting R&D efforts turn out to be highly efficient.

지속적인 성장을 위하여 정부는 R&D투자 규모를 지속적으로 늘리고 있으며, 동시에 R&D 성과의 산업화 연계 등 성과활용 관점의 관리와 인프라를 강화하고 있다. 그러나 사후적인 성과관리보다는 우수한 결과가 도출될 수 있는 사전적인 R&D기획이 더욱 중요하다. 본 연구는 우수한 R&D성과의 창출을 위한 R&D기획에 대한 시사점을 제시하고자, 신재생에너지 분야 중 연료전지와 태양전지 분야 특허를 대상으로 가산자료 모형을 활용하여 특허의 질적 수준 결정요인을 비교 분석 하였다. 분석결과 기술별로 결정요인은 서로 상이하게 나타나 R&D기획이 기술별로 구별되어야 함을 보였고, 결과를 바탕으로 우수한 R&D성과를 도출할 수 있는 연료전지, 태양전지 분야의 R&D기획 방향을 제시하였다.

정부는 기술혁신을 통한 경제성장을 견인하기 위하여 R&D 투자를 지속적으로 증가시키고 있다. 따라서, 정부 연구개발 집약도는 매우 큰 폭으로 증가되고 있으나 절대규모에 있어서는 선진국에 비해 여전히 적은 재원을 보유하고 있다. 또한, 연구개발 정책방향이 기술추격형에서 기술선도형으로 전환되고 있어, 공공 R&D 재원의 효율적 활용에 대한 관심도 매우 증가하고 있다. 이에, R&D 효율성을 측정하고 효율성에 영향을 미치는 요인을 분석하기 위한 다각적인 시도가 행해지고 있다. 본 연구에서는 NTIS(국가과학기술지식정보서비스)의 과학기술 투자 및 성과 데이타를 활용, 자료포락분석(DEA)을 이용하여 논문, 특허 등 과학기술적 성과관점에서 정부 순수R&D사업의 효율성을 측정하였다. 더 나아가서, 효율성에 영향을 미치는 배분특성을 규명해 보고자 통계적 유의성 확보가 어려운 데이터 문제들을 보완할 수 있는 비모수 분석 방법인 Mann-Whitney 검정을 활용하였다.

This study explores the role of knowledge sharing activities among team members and performance in R&D setting. Knowledge sharing activities are classified into two : Knowledge sharing activity within/outside team. And the relationships between the knowledge activities and R&D performance are also examined according to three R&D stages : basic, applied, and developmental research. A empirical study was conducted at a research institute of large company that leads the advanced research and development of the domestic chemical industry. Data was collected 292 copies out of 500 copies (Response rate 58.4%). The result indicated that knowledge sharing within and outside the team has a positive effect on R&D Performance. In particular, knowledge sharing within the team has a greater effect on R&D outcomes in basic research stage. Knowledge sharing outside the team has a greater effect on R&D outcomes in the development research stage. In the R&D organization, it is important that members of the team are well-connected and understanding each other, but they should encourage positive relationships with external members of the team. Depending on the R&D field of the team, the basic research field should concentrate more on knowledge sharing within the team, while the development research field should focus more on knowledge sharing outside the team.

This study aims to observe effects of global R&D cooperation outcomes and global business abilities of small businesses by a national aid program. This study selected a program, Industry Technical Global Cooperation Project launched from Korea Institute for Advancement of Technology (KIAT). Also, small businesses CEOs' roll and efficiency are very important to increase outcomes and improve abilities of their companies. In this study, CEO's global level or ability is regarded of small businesses' global level. Then, this study shows positive effects between a national aid program and global R&D cooperation outcome and between global R&D cooperation outcome and global business abilities.

특정 분야 R&D성과물을 지식정보로 활용하기 위해서는 단순한 연구결과 보고서 제출만으로는 부족하며 더구나 지구촌 단위로 급속하게 변화하는 환경에서는 기존 결과활용에 의한 신속한 R&D에 대한 전략적인 전환지원이 없을 경우에는 영양가 있는 지식생성은 기대하기 힘들다. 본 연구는 지식정보로서 학술연구개발 성과물의 활용 현황과 그 결과로 지원되는 새로운 R&D의 지식생성 수준을 파악하고, 대학의 R&D 사례를 중심으로 관련법이나 규정과 현실과의 상충되는 부분을 지적한다. 결론에서는 엄청난 연구비를 지원하고 있는 학술연구의 결과활용과 새로운 연구활동을 지원할 수 있는 지식정보 관리의 실제적인 문제와 그를 해결하기 위한 요건을 제시한다.

최근 국가 R&D의 관리는 시장 및 고객 지향적인 기술 개발과 상업화를 통한 성과 지향적인 R&D에 초점이 맞추어져 있다. 국가 R&D 성과물의 상업화를 촉진하기 위하여 몇몇 공공 기관들은 국가 R&D 성과물의 상업화를 지원하기 위한 지원 제도를 운영하고 있다. 그러나 국내의 R&D 상업화 성공 비율은 선진국들과 비교할 때 낮은 편이다. 따라서 본 연구에서는 4개 공공기관이 제공하고 있는 24개의 R&D 상업화 지원 제도들을 분석하여, R&D 상업화 지원 프로그램의 개선영역과 기술 상업화 지원 기관, R&D 관리 기관, R&D 수행 주체들을 연계시키기 위한 프레임워크를 제시하였다. 본 연구 결과는 R&D 정책 입안자들에게 유용한 시사점을 제공할 것으로 기대된다.

기술정책은 기술획득을 위한 민간투자가 적정수준 이하로 과소투자되는 성향을 보전하는 중요한 정책수단이다. 그러나 기술정책과 관련된 정부정책에 대한 정량적 평가는 아직도 초보적 수준에 머물러 있다. 본 연구는 과제수준에서 기술개발지원제도의 성과를 계량경제학적 모형(Probit)을 이용하여 분석하고 있다. 정부의 지원, 민간부문의 대응 투자(현금과 현물), 기술개발과제 수행형태, 수행주체간의 역할 등이 기술적 성과에 미치는 영향을 가설을 검증하는 형태로 살펴보았다. 총투자규모 보다는 투자의 구성 및 내용이 중요하고, 기업의 대응투자, 특히 현금투자의 정도가 기술적 성과에 크게 영향을 미치며, 기업의 현금투자와 현물투자는 대체재 관계라는 정책적 시사점이 높은 결과들이 도출되었다. 이러한 결과들은 향후 추가적인 연구와 더불어 새로운 국가기술 개발지원제도의 기획은 물론 그 효율성 평가에도 많은 도움과 함께 시사점을 줄 것으로 기대된다.

본 연구는 국내 환경·에너지 공학 분야 연구기관을 대상으로 다양한 유형의 연구소 현황을 조사하고, 최근에 이루어진 연구결과의 데이터베이스 구축 등의 정보화 여부와 환경·에너지 R&D 정보 활용여부와 자원공유를 위한 연구기관들간의 협력적 네트워크 활용의 실태를 진단했다. 정보화와 정보 활용을 방해하는 역기능 요인 분석결과를 중심으로 21세기 핵심 R&D 정보활용과 보다 전문적이고 수준 높은 연구환경을 고무시킬 수 있는 방안을 제시했다.
