Micro-Hydropower System with a Semi-Kaplan Turbine for Sewage Treatment Plant Application: Kiheung Respia Case Study (하수처리장 적용을 위한 Semi-카플란 수차가 장착된 마이크로수력발전 시스템: 기흥레스피아 사례)

  • Small scale hydropower is one of most attractive and cost-effective energy technologies for installation within sewage treatment plants. This study was conducted to evaluate the potential of a semi-kaplan micro-hydropower (MHP) system for application to sewage treatment plants with high flow fluctuations and a low head. The semi-kaplan MHP is equipped with an adjustable runner blade, and is without a guide vane, so as to reduce the incidence of mechanical problems. A MHP rating 13.4 kWp with a semi-kaplan turbine has been considered for Kiheung Respia sewage treatment plant, and this installation is estimated to generate 86.8 MWh of electricity annually, which is enough to supply electricity to over 25 households, and equivalent to an annual reduction of 49 ton $CO_2$. The semi-kaplan turbine showed a 90.2% energy conversion efficiency at the design flow rate of 0.35 $m^3/s$ and net head of 4.7 m, and was adaptable to a wide range of flow fluctuations. Through the MHP operation, approximately 2.1% of total electricity demand of Kiheung Respia sewage treatment plant will be achievable. Based on financial analysis, an exploiting MHP is considered economically acceptable with an internal rate of return of 6.1%, net present value of 15,539,000 Korean Won, benefit-cost ratio of 1.08, and payback year of 15.5, respectively, if initial investment cost is 200,000,000 Korean Won.

A Study on Improvements on Legal Structure on Security of National Research and Development Projects (과학기술 및 학술 연구보고서 서비스 제공을 위한 국가연구개발사업 관련 법령 입법론 -저작권법상 공공저작물의 자유이용 제도와 연계를 중심으로-)

  • Korea is among the ten countries with the largest R&D budget and the highest R&D investment-to-GDP ratio, yet the subject of security and protection of R&D results remains relatively unexplored in the country. Countries have implemented in their legal systems measures to properly protect cutting-edge industrial technologies that would adversely affect national security and economy if leaked to other countries. While Korea has a generally stable legal framework as provided in the Regulation on the National R&D Program Management (the "Regulation") and the Act on Industrial Technology Protection, many difficulties follow in practice when determining details on security management and obligations and setting standards in carrying out national R&D projects. This paper proposes to modify and improve security level classification standards in the Regulation. The Regulation provides a dual security level decision-making system for R&D projects: the security level can be determined either by researcher or by the central agency in charge of the project. Unification of such a dual system can avoid unnecessary confusions. To prevent a leakage, it is crucial that research projects be carried out in compliance with their assigned security levels and standards and results be effectively managed. The paper examines from a practitioner's perspective relevant legal provisions on leakage of confidential R&D projects, infringement, injunction, punishment, attempt and conspiracy, dual liability, duty of report to the National Intelligence Service (the "NIS") of security management process and other security issues arising from national R&D projects, and manual drafting in case of a breach. The paper recommends to train security and technological experts such as industrial security experts to properly amend laws on security level classification standards and relevant technological contents. A quarterly policy development committee must also be set up by the NIS in cooperation with relevant organizations. The committee shall provide a project management manual that provides step-by-step guidance for organizations that carry out national R&D projects as a preventive measure against possible leakage. In the short term, the NIS National Industrial Security Center's duties should be expanded to incorporate national R&D projects' security. In the long term, a security task force must be set up to protect, support and manage the projects whose responsibilities should include research, policy development, PR and training of security-related issues. Through these means, a social consensus must be reached on the need for protecting national R&D projects. The most efficient way to implement these measures is to facilitate security training programs and meetings that provide opportunities for communication among industrial security experts and researchers. Furthermore, the Regulation's security provisions must be examined and improved.

Effects of the Innovative Company Certification System on Technological Innovation Activities and Performance of SMEs (혁신형 기업 인증 제도가 중소기업의 기술적 혁신 활동과 성과에 미치는 영향)

  • In this study, the effectiveness of the innovative company certification system, which is one of the important means of the SME innovation promotion policies, was examined in terms of technological innovation activity and performance. To this end, we used the results of 'SME Technology Statistical Survey' conducted by the Small and Medium Business Administration and the Korea Federation of Small and Medium Business in 2013~2015 to compare the innovative SMEs that have received the certifications such as Venture Certification, Innobiz Certification, and Mainbiz Certification with the general SMEs that did not. As a result, it was found that the innovative SMEs have comparative advantage in many detailed indicators related to the technological innovation activity and performance. However, the ratio of external use of R&D expenditure, the number of technology development attempts and the number of successes were not different according to the survey year, so it is necessary to strengthen the follow-up management of the system. On the other hand, the proportion of self-procurement R&D expenditure of the general SMEs was significantly higher than that of the innovative SMEs in all three-year surveys. Therefore, it is necessary to regulate the government funding for the innovative SMEs to be used as a complementary material, not as a substitute for their own R&D investment. In addition, the technological innovation activity and performance of a company were more influenced by the size of the company and the participating industry rather than by the certification, so it is necessary to consider it when establishing the technology innovation promotion policies.

An Analysis of Movements in the Labor Share of Income in the Korean Manufacturing Industries (한국 제조업에서의 노동소득분배율 변동요인 분석)

  • Labor share of income in Korea has fallen from 90% in 1996 to 79% in 2010. This paper explores the factors driving the movements in the labor share of income based on a panel dataset containing 19 years of data on 18 Korean manufacturing industries. The effects of technical progress, globalization and the bargaining power of labor and capital on the labor share of income are tested for the period of 1991-2009. The main empirical results are as follows. (1) Capital-aug menting technical prog ress measured by capital-labor ratio and R&D intensity has a negative effect on the labor share. (2) Market openness measured by the value of export and import as a ratio to value-added production is found to have a positive impact. (3) Globalization of production measured by inward-FDI and outward-FDI as a ratio to total domestic fixed capital is found to have a negative impact on the labor share. (4) Union density is found to have had a statistically significant effect in 1991-1998. This finding is consistent with the efficient bargain model in which firms and workers bargain over both wages and employment. But union density is insignificant in 2000-2009. This implies that since the financial crisis in 1997, the bargaining institution in Korea has been approaching the right-to-manage model in which firms and unions bargain over wages and then firms set employment unilaterally. (5) Variables for domestic financialization measured by dividend-income ratio and financial-fixed assets ratio have an insignificant effect on labor share.

The Effects of Creative Climate on the Regional Economic Growth and the Total Factor Productivity of Korean Finns -A Panel Study of Electric and Electronic Finns of the Industrial Complex- (창의성 여건이 지역경제 성장과 기업 생산성에 미치는 영향 연구 - 한국산업공단내 전기.전자기업을 중심으로 -)

  • The theory of creative class has shown that the creative people are the key factor of success in regional economic growth. The creative people strengthen the economic competitiveness which is crucial to attract, cultivate and mobilize the resources of that region. In order to examine the theory of creative class for regional economic growth and firm productivity in Korea, this study uses the panel data of 492 Korean firms of the industrial complex producing electic and electronic manufactured goods. They are grouped into 10 industrial complexes among 16 metropolitan areas. Our findings demonstrate that creative class and 3Ts are related to the ratio of creative population density and the regional economic growth. Specifically the creative core class is of more significance to the regional economic growth than the creative professional class or the creative artist class. In our findings the panel analysis of random effects model shows that the talent index of 3Ts as well as the regional climates arc related to the individual firm's total factor productivity. This also reflects a conglomeration of the other regional climates statistically. On the other hand, the research and development expenditure of individual firms shows positive influence for each second consecutive year for the total factor productivity. Sales volume also contributes to the total factor productivity. In conclusion, we recommend that it is important to upgrade the level of creative climates by attracting the creative minds and R&D investment of the enterprises for regional economic growth and firm's total factor productivity.

  • It is time to review the direction of R&D investment which is the source of change in knowledge information ages. The DEA(Data Envelopment Analysis) is a efficient method by using the ratio of input and output elements. In this paper, we analyzed industry relationship and efficiency by DEA in order to analyze ripple effect of the regional industry technology development project. According to these results, we found the primary affected factor in performance of this project was human resource, and the turnover of participated company was not on the rise yet. On types of the project, we could find the efficiency quotient of critical technique development project was higher than of common technique development project because project period or budget scale infected to project performance. We expect the enhancement of technique developer, tenn and budget, and it is necessary the project results should lead performance such as sales force and employee growth.

The Effect of Technology Innovation Capability of Domestic Root Companies on Business Performance: Focusing on the Mediating Effect of Internal Resources (국내 뿌리기업의 기술혁신역량이 경영성과에 미치는 영향: 내부자원의 매개효과를 중심으로)

  • The purpose of this study is first to understand whether technology innovation capability, which is considered an important factor in the Root companies, directly affects the business performance of the company. Second, it was attempted to determine whether internal resources deemed necessary for a company's continuous competitive advantage and excellent business performance play a mediating role in the technological innovation capability of the Root companies and the business performance. The implications of this study derived from the research results are as follows: Among the elements of technology innovation capability, R&D capability, positively affects both financial and non-financial performance. It was confirmed that the investment ratio could positively affect financial performance such as sales, market share, and yield, and non-financial performance such as corporate image, employee satisfaction, and productivity. Among the factors of technology innovation capability, the technology innovation system positively affects both financial and non-financial performance. Therefore, it can be said that securing rights to owned technology, establishing technology and funding, efficient use of resources, etc., affects financial performance such as sales or market share of a company, and affect the company's production capacity, image, and employee satisfaction. It has been verified that internal resources, including financial, physical, and human resources, can mediate between the three elements of technology innovation capability and corporate financial and non-financial performance.

A Study on the Validity of the Technology Appraisal Model through the Analysis of the Business Performance and Technology Appraisal Items (기술금융기업의 경영성과와 기술력 평가항목 간 분석을 통한 기술력 평가모형의 타당성 연구)

  • This study started to identify the "Forward-looking" of the technology appraisal model introduced to diversify financing methods of SMEs and improve financial accessibility. The multivariate regression analysis was performed by setting the business performance(growth, profitability, and stability) of technology financing companies as dependent variables, technology appraisal items as independent variables, number of employees, age of the company, asset and the Korea Standard of Industry Classification related to firm size and industry characteristics as control variables. As a result of the analysis, the technology appraisal items did not explain the profitability of the company significantly and had a limited explanatory power on growth potential. However, in terms of stability, we confirmed that R&D capacity is a significant variable explaining the debt ratio of technology financing companies. Therefore, it is concluded that the 'Forward-looking' reflection on the growth and profitability of the company should be strengthened in the future adjustment of the technology appraisal model and the development of the technology appraisal model for investment.

Analysis of Technology Convergence Structure Using technology Input-output Analysis: Case of Convergence R&D Development Project for Small and Medium Businesses (기술연관분석을 활용한 기술융합구조 분석: 중소기업 융·복합기술개발사업 사례)

  • This study analyzed convergence status among input technologies used in technology development with Technology I-O analysis. It was another version of industry input-output analysis which is used in technology planning. This case is an analysis of association between technology an product. The subjects of analysis were 401 tasks that applied to '2012 Convergence Technology Development Project for Small and Medium Businesses' promoted by Korea Technology & Information Promotion Agency for Small and Medium Enterprises. The process of analysis is as followed. First step, we made a matrix table as an input of technology input-output analysis. Input was defined by technology and output was defined by the product. Input technology was defined in a 3-digit code under National Science Technology Classification and output products were defined in a 5-digit under National Standard Industry Code. Second, the Spillover ratio among technologies were calculated and was used to make a picture of technology linkage. As a result of analysis, technology spillover of embedded S/W was the highest in IT convergence, mold product in ET convergence, and functional cosmetics development technology in BT convergence. In general, IT convergence had many element technologies with high technology spillover, and ET had a small number of element technologies with high technology spillover. Therefore, investment effect of element technology is expected to be large if investment on element technologies with high technology spillover is important for vitalizing convergence.

Assessing an Economic Feasibility of Coastal Marine Ranching Project in Uluengdo (울릉도 연안바다목장사업의 경제적 타당성분석)

  • A coastal marine ranching project in Uleungdo had been conducted for 5 years from 2013 to 2017 with investment costs of 5 billion won, for the special purpose of the deployment of artificial reefs, the release of young fishes. The paper focuses on an ex-post analysis of the economic feasibility for the project after completing the project, which is apart from a preliminary viability. For economic analysis, the economic benefits are derived from direct benefits including increasing effects of fisheries income and saving effects of harvesting costs, and indirect benefits including increasing effects of recreational fishing and preservation effects of coastal marine ecosystems while economic costs include releasing and purchasing costs of artificial reef and juvenile fish, R&D costs, maintenance costs and harvesting costs. The result shows that the project should not be accepted according to NPV=-0.125 billion won, IRR=4.5% and B/C ratio=0.98 under Scenario 1 which considers direct benefits and indirect benefits excluding the preservation values, while the project should be accepted under Scenario 2 indicating NPV=30.9 billion won, IRR=11.3% and B/C ratio=1.49 which considers the direct benefits as well as the indirect ones including the preservation values, based on 4.5% of the social rate of discount.
