A Study on the Development of Meta Evaluation Indicators based on AHP Technique for Defense R&D Programs (AHP를 이용한 국방연구개발사업 메타평가 지표개발)

  • The purpose of this study is to develop Meta Evaluation Indicators for Defense R&D Programs in Korea. At first, the four components of this meta evaluation model were designed, which are evaluation context, evaluation input, evaluation process and evaluation outcome. And fifty two indicators for this meta evaluation were developed by experts who performed evaluations for Defense R&D Programs. The reliability of components and items was verified by Cronbach's ${\alpha}$ coefficient. It was over 0.6 in all areas. The validity of components and items was verified by Factor Analysis. Analytic Hierarchy Process method was used in assigning the evaluation weight. The survey of twenty two evaluators participated in Defense R&D Programs showed that the Consistency Ratio was under 0.1 in evaluation components and items. In this study, an objective and reasonable set of Defense R&D Meta Evaluation Indicators was developed to increase the responsibility of Defense R&D Programs and improve the quality of evaluation results.

  • In this study, a driving load measuring method has developed without utilizing WFT. To measure the driving load, we developed a three-axis load cell with a strain gage. A method to verify the performance of load cells was developed. A system to measure the input load was proposed, and it was verified by evaluation. The measurement error of the impact road surface was found to be less than 20%. However, except under impact road surface conditions, the proposed system can be applied for actual vehicle input load measurement. The influence of tire evaluation tests were carried out through the handling verification evaluation. The input load measurement methods proposed in the present study make performance verification possible without using WFT.

  • When zenor diode load current is necessary to be controlled by input voltage as a circuit load, existing voltage controlling method cannot be applied to it because the output current of zenor diode is changed due to breakdown voltage variations. We propose input voltage controlled output current source regardless of zenor breakdown voltage variation due to degradation resulted from severe current applied electronic component life test as a circuit load in this paper. We show breakdown voltage characteristics of this zenor diode circuit through simulation, applying adequate values for each component in order to verify the circuit composed of that method, and then show the result in which output current is controlled by input voltage. We confirmed the output current varies proportional to input voltage, and developed circuit shows a constant value independent of zenor diode breakdown voltage variations due to component degradations.

  • This paper presents the investigations and the reduction methods for EMI in the Elevator(E/L) system. In the large capacity E/L. Power factor controlled IGBT converter is used, so that the conducted EMI level is mostly determined by a high frequency input current. We suggest the low cost EMI countermearsure for E/L system using by a LCL filter ed a low cost noise filter.

  • In this paper, A new cost-effective and accurate input noise rejection method for High Speed Counter module of PLC (Programmable Logic Controller) is proposed. By using combination of simple additional logic circuit and the Timer Pulse function of general purpose MPU, Cost-effectiveness and improvement of accuracy of filtering function can be achieved. This proposed method is verified by simulation. This proposed method is much useful for simple industrial controller based on simple microprocessor because of simplicity, accuracy and low cost.

  • To perform R&D program, it is necessary to invest input factor(I/F). And these factor are converted to output factors(O/F) at the end of R&D program. Pee. reviewers evaluate output factors and produce evaluation grades(E/G). This paper try to analyze the relationship to I/F, O/F and E/G, According to the analysis results, the relation between I/F and E/G is as weak as the relation between O/F and E/G. The strength of relationship is relatively very strong in the relation between I/F and O/F

  • Competitiveness of a nation can be explained by the concept of national innovation systems(NIS). As components of NIS, industry clusters become the issue in analysing innovative activity of an economy. Innovative clusters can be identified by the innovation survey or other economic activity data. Input-output Table was used widely as a tool for quantitative analysis, This paper classifies seven clusters in Korean industry based on inter-industries trade of intermediary goods and services, Maximizing procedure method is used in analysing input-output table. Identified clusters are Textiles/chemicals, Construction/Material, Instrument/Equipment, Automobile, Services, Energy, and Agriculture/Food cluster, Among these clusters, some different characteristics in R&D portfolios are detected. R&D investment characteristics of each cluster give us significant implications in understanding innovative dynamics of Korean industry.

Determinants of Technology Transfer and Commercialization in National Research and Development: Focusing on Korea Railroad Research Projects

  • This study aims to understand the importance of commercialization of research and development projects and examines key factors that allow successful technology transfer and commercialization. Given the characteristics of the railway research project, and assuming that R&D input factors would vary depending on the technology readiness level and the degree of research convergence, this study analyzes the moderating effect of each R&D input factor on technology transfer and commercialization to determine their eventual impact. Through this study, it was found that it was necessary to proceed to technology transfer and commercialization of the national research and development projects via strategic workforce composition and allocation of research funding given the subjects and development goals of R&D projects.

Study on the Linear Non-Complementary 2-Arm Slot Sinuous Antenna for Low Input Impedance (저 입력 임피던스를 위한 선형 비 상보 2-암 슬롯 시누어스 안테나에 관한 연구)

  • Sinuous antenna is utilized in a number of application like direction-finding system that require ultra wideband, but because of high input impedance of the antenna, it is difficult to design low-profile antenna and balun. In this study, we used Babinet's principle and proposed linear 2-arm slot sinuous antenna that is divided sinuous 6 cell with equal spacing between the most largest radius $R_1=31.83mm$ and the smallest radius $R_p=1.7mm$ instead of exponential 2-arm strip sinuous antenna for 2-18[GHz] frequency band to obtain low input impedance, and we have studied -10dB bandwidth of antenna when has been fed by $80{\Omega}$ instead of $188{\Omega}$ at feeder point. As a result, we have obtained return loss below than -10dB for about 4-18[GHz] frequency range in the case of slot antenna, but at all frequency band, return loss was above -10dB in the case of strip antenna.

  • Meta-evaluation for national R&D programs should be established within the framework of whole R&D system linked with science and technology needs and objectives. The R&D program evaluation system can be understood as a circulation of input, implementation, output, and utilization. In the result of the Delphi survey, which consisted of twenty-four experts (performed in three rounds), twenty-four indices were developed. The meta-evaluation model included sub-items which were important points of view of it as follow (eight items): propriety of planning, sufficiency of information, and propriety of evaluators in evaluation input; appropriateness of method and appropriateness of procedure in evaluation implementation; credibility of output in evaluation output; and usefulness of report and application of evaluation utilization. As the application of the meta-evaluation model, the total mean was lower than 3.0 of the median value of 2.73 (5 point Likert scale). Finally, it was suggested that the feedback of evaluation results should be more enforced to R&D program improvement particularly (evaluation utilization 2.50).
