Implementation of Saemangeum Coastal Environmental Information System Using GIS (지리정보시스템을 이용한 새만금 해양환경정보시스템 구축)

  • To monitor and predict the change of coastal environment according to the construction of Saemangeum sea dyke and the development of land reclamation, we have done real-time and periodic ocean observation and numerical simulation since 2002. Saemangeum coastal environmental data can be largely classified to marine meteorology, ocean physics and circulation, water quality, marine geology and marine ecosystem and each part of data has been generated continuously and accumulated over about 10 years. The collected coastal environmental data are huge amounts of heterogeneous dataset and have some characteristics of multi-dimension, multivariate and spatio-temporal distribution. Thus the implementation of information system possible to data collection, processing, management and service is necessary. In this study, through the implementation of Saemangeum coastal environmental information system using geographic information system, it enables the integral data collection and management and the data querying and analysis of enormous and high-complexity data through the design of intuitive and effective web user interface and scientific data visualization using statistical graphs and thematic cartography. Furthermore, through the quantitative analysis of trend changed over long-term by the geo-spatial analysis with geo- processing, it's being used as a tool for provide a scientific basis for sustainable development and decision support in Saemangeum coast. Moreover, for the effective web-based information service, multi-level map cache, multi-layer architecture and geospatial database were implemented together.

Analysis of Patent Trends in Industrial Information and Communication Technology Convergence: Personal Protection and Convenience Equipment Applicable to Agriculture (농업분야에 적용이 가능한 산업용 ICT 융합 개인보호 및 편이장비 특허동향 분석)

  • This study identified technological trends through an analysis of patents for the industrialization of personal protection and convenience equipment using information and communication technology (ICT) as a part of efforts to prevent farm work-related disasters. The analysis was conducted on patents registered and published between January 1974 and May 2016 by the world's five largest intellectual property offices, including the KIPO, USPTO, JPO, EPO, and SIPO. The results of the analysis indicate that the US (36.8%) and South Korea (30.9%) led technological research and development (R&D) with frequent patent applications. An analysis of the technological market revealed that these countries are in the growth and maturity stages, in which the number of patents and number of patent applicants grow rapidly. In terms of the technological market shares of major countries, the US recorded the highest market shares in the field of sensing systems for workers' dangerous conditions and convenience protection equipment based on the internet of things (IoT) convergence. South Korea marked the highest share of 41.8% in the field of sensing devices for dangerous conditions in the working environment. An analysis of the trend of patent applications by specific technologies disclosed the following results: sensing systems for workers' dangerous conditions accounted for the highest share (49.2%), followed by IoT convergence-based convenience protection equipment (26.3%) and sensing devices for dangerous conditions in the working environment (24.6%). Based on this study, ICT-based personal protection and convenience equipment technologies are expected to be actively developed in the future. It will be necessary to secure national competitiveness through R&D investments and commercialization in personal protection and convenience equipment appropriate for farm work as well as through the acquisition of patent technologies and intellectual property rights.

Prediction of Runoff on a Small Forest Watershed Using BROOK90 Model (BROOK90 모형을 이용한 산림소유역의 유출량 추정)

  • Water balance is the major factor in forest ecosystem, and is closely related to the vegetation and topographic characteristics within a watershed. The hydrologic response of a forest watershed was investigated with the hydrological model. The deterministic, lumped parameter model (BROOK90) was selected and used to evaluate the applicability of the model for simulating daily runoff on the steep, forested watershed. The model was calibrated and validated against the streamflow data measured at the Bukmoongol watershed. The deviation in runoff volume $(D_v)$ was -1.7% for the calibration period, and the $D_v$ value for the validation period was 4.6%. The correlation coefficient (r) and model efficiency (E) on monthly basis were 0.922,0.847, respectively, for the calibration period, while the r- and E-value for the validation period were 0.941, 0.871, respectively. Overall, the simulated streamflows were close to the observations with respect to total runoff volume, seasonal runoff volume, and baseflow index for the simulation period. BROOK90 model was able to reproduce the trend of runoff with higher correlation during the simulation period.

Study on the Selection Method of the Focused Supporting Industries for the Maximization of SMEs' Technological Innovation (중소기업 기술혁신 극대화를 위한 중점지원분야 선정방안 연구)

  • In order to facilitate the R&D of SMEs and foster innovative SMEs, the Small and Medium Business Administration is funding the SMEs in the focused supporting industries which are selected by a primary consideration of the political conformity. The correlations among the distribution of engaged SMEs, the distribution of SMEs which applied the fund, and the distribution of SMEs funded in the industries are analysed, in order to realize the effectiveness of the top-down method for selecting the focused supporting industries. As a result, there was a large deviation of both the number of the engaged SMEs and the number of the applied SMEs in the each industry, which means that the selected industries did not accurately reflect the needs for the technology development of SMEs. In addition, the distribution of the applied SMEs was strongly depended on the distribution of the engaged SMEs, which shows the trend that SMEs are trying to make R&D plans in their current industry rather than following the political drive. Moreover, because the distribution of the funded SMEs is strongly correlated with that of the applied SMEs, one could know that the selected industries were neither fostered strategically nor evenly but the fund was distributed simply according to the distribution of the applied SMEs. In this study, in order to complement the limitations of the top-down method, the bottom-up method which primarily consider the needs for the technology development of SMEs was suggested. It is desirable to consider in the order of the needs and the capabilities of SMEs, the technological perspective and marketability of the industry, and the political importance in the bottom-up method, and it is expected that the method could be flexibly used in the planning of the various programs.

Core Technologies Derivation of Fusion DEMO Reactor Applying TRL and AHP (TRL과 AHP를 적용한 핵융합 실증로 핵심기술 도출)

  • Nuclear fusion is one of the most promising options for generating large amounts of carbon-free energy in the future. Major countries such as China, EU, and Japan have established a national plan for DEMO construction and they are implementing it. Korea has started a nuclear fusion research and development by the KSTAR project started in 1995. There are matured needs for a full-scale research and development initiatives to ensure competition with the major countries for DEMO as well as achieve the final goal to commercialize fusion energy. In this paper, we apply the TRL and AHP methods in order to identify the key technologies to conduct DEMO R&D. We propose the priorities of future R&D on DEMO by deriving a core technology in the field. At first, we review the scientific theory of fusion and trend of progress of DEMO activities in major countries. For previous studies, we review TRL and AHP methods to examine the technology classification system of DEMO and identify key technologies. We apply TRL method to identify readiness level of DEMO technologies and AHP to compensate shortcoming of TRL. The key technologies of DEMO to be secured from a synthesis result of the TRL and AHP are burning plasma, plasma facing material, structural material, high frequency heating, neutral particle beam, safety, plasma diagnostic, and simulation technologies.

  • Unlike NG supplied through pipes, LPG is mainly used for independent storage of cylinders or small storage tanks. As LPG is widely used in islands and underdeveloped areas, accidents due to neglect of safety management are high. Houses and businesses that have LPG accidents are likely to be damaged due to relatively high population density. Therefore, the necessity of strengthening the safety management of LPG is constantly raised. Accordingly, in 1996, Korea Gas Safety Corporation conducted an LPG leak test. In this study, based on the 96-year experiment, the gas leakage measurement of LPG vessels was conducted by adding several conditions such as outside temperature and pipe condition. Through this, the trend of leakage for various scenarios of LPG leakage was examined. In the case of a gas leak, when the article which may affect the pressure such as a regulator is not connected, the leakage amount is greatly changed by the outside air temperature, and when the regulator is fastened, the influence of the outlet pressure is large. It is expected that the experiment can be used as basic data for determining gas accidents and leakages that may occur later.

Trends of Technology Development through Investigation and Analysis of Domestic Patent Related to Wastewater Treatment Technology including Membrane, Sludge Treatment and Advanced Treatment Technology and Equipment (분리막 및 슬러지 처리와 고도처리 기술·장비를 포함한 하·폐수 처리기술의 특허 조사·분석을 통한 기술개발 동향)

  • Wastewater treatment (WWT) technology has been developing from simple pollutant treatment to energy and resource-saving advanced technology, and various technologies combined with IT and BT are developed to minimize the amount of pollutant and toxic substance discharge to the public water areas and to improve operational efficiency. To examine the development trend of domestic wastewater treatment technology, the registered patent technologies were surveyed, classified and analyzed by year and sector. This paper considers the status of patent registration related to WWT from 2010.1 to 2017.5 in terms of the number of specific technical areas, and the trends are analyzed based on the 10 categorization field such as biological and physicochemical treatment process, equipment and device, material, sludge treatment, membrane, process control and 42 specific technical areas. A total of 3,356 patents have been registered since 2010, and the number of patents has been decreasing since the peak at 2013 and maintains 3~400 per year. The total number of patents has not yet been less than other countries, but the number of patents of more advanced technologies, which can lead the global market, such as process monitoring, new concept processing and equipment technologies is still insufficient compared to developed countries.

  • As science and technology advanced, specialized and massive, development through mutual cooperation or research based on patent licensing such as material transfer contract, technology transfer contract etc are actively taking place to minimize or separate the cost and risk of R&D. In R&D, such mutual work can enjoy the merit of division of labor by effectively allocating resources and manpower to accomplish its goal. Inevitably, however, there are also many possibilities of disputes regarding the ownership and use of intellectual property rights resulting from such mutual/post-studies, or inventions upgraded by using prior patents. The case reviewed by this paper is noticeable regarding the recent trend of upgraded inventions. In the case, a pharmaceutical company conducted tests/assessments on the complete technology of patent owned by a university on the premise of transferring the technology, and then terminated the technology transfer contract due to reasons of toxicity. The university then filed a damage claim suit against the company for infringing the contract. This is a dispute case betw een a university which developed a potential ingredient for new medicine and a pharmaceutical company which agreed to transfer and receive the technological later on. Regarding the upgraded inventions of source patents, this case has many implications on the protection of prior patents, research contract, and research security to protect the accomplishment of research. This paper reviews the subject ruling and the protection of upgraded patents and source technologies. As critical notes, the paper also summarizes the major issues of case ruling to observe the standard of ruling patent infringement related to the extortion of upgraded patents. Then, through the ruling of the case above, the paper suggests implications and future strategies.

Growth Inhibition Effects of Ethanol and Sodium Chloride on Bacillus cereus (Ethanol과 NaCl에 의한 Bacillus cereus 생육저해 영향)

  • Agricultural foodstuffs, usually consumed without sterilization, are frequently contaminated with foodborne pathogen B. cereus. Ethanol and sodium chloride were used to inhibit this pathogen for its effective control. Though five minutes of exposure to 20% ethanol did not inhibit the growth of B. cereus, inhibition was detected to 30% ethanol solution. As exposed longer, B. cereus was more effectively inhibited than E. coli and S. typhimurium. B. cereus, E. coli and S. typhimurium were not inhibited when exposed in a 10% sodium chloride solution for five minutes. However, these bacteria were inhibited with a combination of 10% sodium chloride and 20% ethanol solution for five minutes. Much synergistic growth inhibition on B. cereus was found at the treatment. Its viable count was reduced from $10^8cfu/ml$ to $10^2cfu/ml$ after five minutes and showed no count after ten minutes. This trend was also confirmed for the wild types of B. cereus. This method may be applied for the effective pre-treatment of many agricultural foodstuffs, especially uncooked foodstuffs, without the hazards that accompany special sanitizers and the nutritional loss from harsh sterilization.

A study on monitoring for process time and process properties by measuring vibration signals transmitted to the mold during injection molding (사출성형공정에서 금형에 전달되는 진동 신호 측정을 이용한 성형 단계별 공정시간과 공정특성의 모니터링에 대한 연구)

  • In this study, the vibration signal of the mold was measured and analyzed to monitoring the process time and characteristics during injection molding. A 5 inch light guide plate mold was used to injection molding and the vibration signal was measured by MPU6050 acceleration sensor module attached the surface of fixed mold base. Conditions except for injection speed and packing pressure were set to the same value and the change of the vibration signal of the mold according to injection speed and packing pressure was analyzed. As a result, the vibration signal had a large change at three points: "Injection start", "V/P switchover", and "Packing end". The time difference between "injection start" and "V/P switchover" means the injection time in the injection molding process, and the time difference between "V/P switchover" and "Packing end" means the packing time. When the injection time and packing time obtained from the vibration signal of the mold are compared with the time recorded in the injection molding machine, the error of the injection time was 2.19±0.69% and the error of the packing time was 1.39±0.83%, which was the same level as the actual value. Additionally, the amplitude at the time of "injection start" increased as the injection speed increased. In "V/P switchover", the amplitude tended to be proportional to the pressure difference between the maximum injection pressure and the packing pressure and the amplitude at the "packing end" tended to the pressure difference between the packing pressure and the back pressure. Therefore, based on the result of this study, the injection time and packing time of each cycle can be monitored by measuring the vibration signal of the mold. Also, it was confirmed that the level and trend of process variables such as the injection speed, maximum injection pressure, and packing pressure can be evaluated as the change of the mold vibration during injection molding.
