Ever since the ISO (International Organization for Standardization) established the ISO 9000 Family standard in 1987, many countries have selected this as their national standard and have provided support for its implementation and conducted assessment activities on the results of its implementation. Likewise, certification assessment was first begun in Korea in 1994, with the result that over 7,600 certificates have been issued to domestic enterprises during the past 5 years or so. This is significant not only in the remarkable growth rate in terms of quantity but also in the fact that it has made possible the establishment of a quality system that meets international standards among Korean enterprises. In this article, it will briefly introduce the establishment and certification of the ISO quality system for those organizations that are complying with the quality system as a part of the process of strengthening their quality competitiveness. For those organizations that have already established the quality system and implemented it for years, we will show the direction for continuous quality improvement in order for these organizations not only to fulfill the requirements but to maintain the superiority of the quality system and their management quality. In addition, it will show what preparations are necessary for organizations and certification bodies in order to expand a manufacturing process-oriented quality system to one that is geared to the total management quality.

The network topology for a wide area sensor network has to support connectivity and a prolonged lifetime for the many applications used within it. The concepts of structure and group in sociology are similar to the concept of cluster in wireless sensor networks. The clustering method is one of the preferred ways to produce a topology for reduced electrical energy consumption. We herein propose a cluster topology method based on sociological structures and concepts. The proposed sociological clustering topology (SOCT) is a method that forms a network in two phases. The first phase, which from a sociological perspective is similar to forming a state within a nation, involves using nodes with large transmission capacity to set up the global area for the cluster. The second phase, which is similar to forming a city inside the state, involves using nodes with small transmission capacity to create regional clusters inside the global cluster to provide connectivity within the network. The experimental results show that the proposed method outperforms other methods in terms of energy efficiency and network lifetime.

This paper investigates the relationships among transformational leadership, organizational trust, and creativity in ICT(information & communication technology) company. Also the study investigates the moderator effect of leader's emotional intelligence and the mediator effect of organizational trust in the relationships between transformational leadership and creativity. The multiple regression analysis was employed to test the hypotheses. Using survey data collected from 241 R&D department and support personnel in ICT company. The main finding of this study was as follows: First, a transformational leadership had a positive effect on employee creativity. Second, organizational trust had a positive impact on employee creativity. Third, transformational leadership had a positive effect on organizational trust. Fourth, organizational trust turned out not to mediate the relationship between transformational leadership and employee creativity. Fifth, the positive relationships between transformational leadership and employee creativity were stronger when leader's emotional intelligence was high rather than low. In particular, this review concludes with implications for future research, limitations of this study, and practical application.

More people travel oversea as the economic size of Korea is getting larger and more new jobs are requested to be created by the society. To respond to these trend and request, Incheon International Airport Corporation (IIAC) is about to expand its processing capability with a new terminal; 54 million passengers to 72 million. IIAC is also introducing new strategies such as open innovation (OI) and creating shared value (CSV). With these changes, IIAC faces new challenges of restructuring its business and organization with new ideas. Most organizations including IIAC are becoming more dependent on external resources to keep their competitive advantages under the turbulence of global business environmental changes. Therefore, they focus on the OI paradigm which is reported as a convincing strategy to improve competitiveness in terms of budget and time-to-market. OI is to quickly react to the rapidly changing business environment and is adopted to support startup incubation. In the previous research with IIAC, three major tasks were defined; utilizing the IIAC brand power for external vendors, building a technology road-map, and introducing a collaboration support system. This paper deals with the collaboration system as proposed in the previous research. We focused on the collaboration process for startup incubation. Cases were studied; the K-startup model by the government, a university model to explore youth startups, and a R&D institute model to study professional startups. Based on the case studies, we defined an IIAC model and proposed issues to take care of. The model is distinguished from the other studied models since IIAC is a prospective customer of new technology.
The aim of this research is to analyze the priority to functions of the U-city Service Aid Organization(USAO), which is to support invigorating U-City industry. This research analyzes the relative importance and the priority about the functional area and components of UASO based on AHP. This research also performs a sensitivity analysis. The research result shows that relative importance of functional area is like following orders: 1) distribution of U-City service-related information, 2) quality certification of U-City-related products and services, 3) R&D of U-City technology, 4) standardization of U-City, 5) U-City human resource development. The relative importance order of functional components is 1) establishment of U-City information distribution organization, 2) construction and management of U-City information distribution network, 3) supporting U-City information distribution and price policy, 4) providing U-City information list for distribution, 5) preparation and application of quality certification standard of U-City products and services, 6) research on legal system of U-City items, targets, and procedures for quality certification, 7) research, analysis, and provision of U-City information distribution situation, 8) level examination of constructed infrastructures and services in U-City, 9) U-City core technology development and localization of technology, 10) standardization of collected U-City information, service classification, distribution system. This research result can be applied directly to design functions of USAO. The result also can be used for duty management, human resource planning, or resource allocation.

It is well understood that developing new drugs is one of the highest value-added businesses in a country; however, the current governments' spending in pharmaceutical research and development(R&D) is minimal in Korea. This paper suggests that different governmental bodies should take in charge of different stages of the R&D process in order to maximize the use of limited government research funding. First, during the initial phase of the drug development, including clinical trials, the Ministry of Education, Science and Technology is the most appropriate governmental organization to support the research. For later procedures such as supporting the industries for exporting developed drugs, legislative approvals, and building infrastructure for future clinical trials should be supported by the Ministry of Knowledge and Economy and the Ministry of Health and Welfare along with the Korea Food and Drug Administration(KFDA). The KFDA, which is the main governmental agency approving newly developed drugs in the market, will need to take a crucial responsibility in the initial phase of the pharmaceutical R&D by guiding the industries with timely and proper information. As a first step, it is recommended to set up and operate a center for supporting new drugs, so that the industries can facilitate the development of marketable drugs which meet customers' needs. Later, in order to expedite the process of exporting and getting approvals of the newly developed drugs from foreign countries, it is necessary to develop new approval system, which includes introduction of the Good Manufacturing Practice (GMP), mandatory validation system, and education program for supporting expertise. Lastly, the KFDA needs to take an active role in developing Korean pharmaceutical industries by communicating with other foreign governments with regards to the globalization of the Korean pharmaceutical industries. For example, as a follow up after the Free Trade Agreement(FTA), active discussion on GLP of Mutual Recognition Agreement(MRA) with the United States of America, should be seriously considered.
The purpose of this study is to present the specific ways of successful localization by analyzing the success and failures case for localization within the framework of the strategic models through a theoretical background and strategic models of localization. The strategic models of localization are divided by management aspects such as the localization of product and sourcing, the localization of human resources, the localization of marketing, the localization of R&D, harmony with a local community and delegation of authority between headquarters and local subsidiaries. The results, by comparing and analyzing the success and failures case for localization of individual companies operating in India, indicate that in terms of localization of product and sourcing, there are successful companies which procure a components locally and produce a suitable model which local consumers prefer and the failed companies which can not meet local consumers' needs. In case of localization of human resources, most companies recognize the importance of this portion and make use of superior human resource aggressively through a related education. In case of localization of marketing, It is found that the successful companies perform pre-market research & management and build a effective marketing skills & after service network and select local business partner which has a technical skills and carry out a business activities, customer support, complaint handling with their own organization. In terms of localization of R&D, the successful major companies establish and operate R&D center to promote a suitable model for local customers. In part of harmony with a local community, it shows that companies which made a successful localization understand the cultural environment and contribute to the community through CSR. In aspect of delegation of authority between headquarters and local subsidiaries, it is found that most of Korean companies are very weak for this part. there is a tendency to be determined by the head office rather than local subsidiaries. Implication of this thesis is that Korean enterprises in India should carry forward localization of products and components, foster of local human resource who recognize management and system of company and take part in voluntary market strategy decision, wholly owned subsidiary, establishment and operation of R & D center, understanding of local culture and system, corporate social responsibility, autonomy in management.
Startups lack resources and manpower to build internal capabilities to strengthen market competitiveness; external cooperation such as joint research and networking plays is important. In this study, we analyzed the effect of startups' industry-university cooperation on organizational learning capability and innovation performance. Empirical results demonstrate the mechanism by which government R&D investment strengthens organizational learning capability and creates innovative results by promoting cooperation between startups and universities. First, industry-university cooperation strengthened organizational learning capability. An empirical analysis shows that startups increase internal capabilities through external cooperation. Second, startups' organizational learning capability had a significant effect on innovation performance. We analyze how organizations with high learning capabilities positively develop corporate innovation performance by having a culture of discovery and sharing new ideas. Finally, industry-university cooperation had different effects on organizational learning capability and innovation performance according to the previous experiences of startup founders. In particular, small- and medium-sized (startup) businesses and individual-based experience groups positively affected the creation of organizational learning capabilities and innovation performance through industry-university cooperation. Small- and medium-sized businesses and individual founders have a relatively small cooperative network with the outside world compared to founders of large companies, universities, and research institutes; therefore, they strengthen organizational learning capabilities through cooperation with universities. This study demonstrates that government should create policy inducements for cooperation with universities to maximize the R&D performance of startups. Criticism exists that lending support to startups and universities will hinder innovation performance; nevertheless, government investment plays a role in expanding intangible resources such as accumulating technologies, fostering high-quality human resources, and strengthening innovation networks. Therefore, the government should appropriately utilize the its authority to strengthen investment strategies for startup growth.
In this study, we established the process for collecting and utilizing video scripts of disaster site based on public-private partnerships. It is for the purpose of actively utilizing private capabilities in disaster management, and quickly sharing video scripts to identify field conditions. Based on the experience of actual operation of public-private partnerships system in the event of typhoon in 2019, we also derived implications for continuous operation of the process. Results are meaningful in that the government established the process for collecting and utilizing video scripts through public-private partnerships during the initial disaster response phase. And we also confirmed the possibility of spreading positive perception of disaster management organizations. However, there is a limit to the actualization and practical use of performance as an experimental pilot operation in the R&D stage. In addition, for continuous operation of the system, it is necessary to prepare institutional support measures such as organization, infrastructure for operating, programs of education and training, and policy making.
A pile group, that consists of several piles connected by a pile cap, is used as the superstructure. The pile supports vertical and horizontal load to design the pile group, but the effect of bearing capacity of the pile cap has not considered. Various researches have been conducted to reflect the effect of bearing capacity of the pile cap in order to reduce the amount of piles in the range of the stability under the vertical load of the superstructure. However, the effect of bearing capacity under the horizontal seismic load has not been studied adequately. Therefore, a shaking table test was carried out with different-sized pile caps that support the superstructure in this study. This test was to verify the influence of the size of the pile cap in the group pile under the horizontal load. The result shows that the size of the pile cap affects to the dynamic behavior of the superstructure and the pile group. Also, the bigger size of the pile group makes the larger constraint effect of ground, and it results that both the ground and the pile moves as a whole.
