Recently, the construction of U-City or of U-City service (U-service) in many kinds of urban development projects becomes the general trend. However, as the construction of U-city comes into the spotlight like the trend of the times, various service constructions are being indiscreetly implemented since it's processed focusing on local specialized projects or local landmark project by a local autonomous entity or an institute in charge being off the original purpose of the improvement of living quality of residents and the efficiency of urban management, which causes a number of problems on the process, maintenance, operation and management of those projects. Therefore, this study is to derive the standard pattern of U-service construction through the analysis of patterns and numbers of U-service and problems during the process of construction in domestic U-City construction case district, and is aimed to suggest the reasonable direction of service construction based on this. 11 projects areas in which data related to U-service are available among U-City construction project areas were selected for the subjects of this study, and it's standardized with 228 detailed unit services that were suggested by U-Eco City R&D and with 11 service domains that are regulated in "the Act of ubiquitous city construction etc.", and it is limited to services that were suggested in U-City case area of which design was completed by July, 2010 based on this. The actual state of various U-service construction is analyzed through case studies as well as reviews on the legal and theoretical concept and the method of pattern classification of U-service, the plan for the standardization (pattern classification) of U-service and the plan for the construction body of service and to share the costs are suggested as the plan to construct reasonable U-service based on this for the method and the procedure of this study For the method to construct U-service, the plan to classify the pattern of U-service into the basic service and additional service is suggested, and whether it has the publicity, whether urban infrastructure is included, whether utilities are included, the body of realization, the recipients, the urgency, the importance and the spreading, etc. are suggested for the index to determine the pattern of service. The method to get the executor of a project to construct the basic service, the method to get the executor of a project to construct the most basic service among the group classification of service and to get a private entity and a local autonomous entity to perform additional service in the future, and the method to construct the whole service and to distribute the construction costs were suggested, and the first one that determines the body of construction after dividing U-service into the basic service and the additional service was evaluated to be the most reasonable one. And the plan to solve the problem that the excessive construction costs of U-service are shifted onto the executor of a project through benefit principle, balanced distribution principle and consultation and mediation between the interested parties was suggested for the criteria to share the costs.
The Ministry of Land, Infrastructure and Transport has also been promoting the commercialization of land transport technology to commercialize the technologies owned by small and medium-sized venture companies, and to support the transfer and commercialization of public technologies. At this point, in order to improve the investment effect of subsequent new projects and to select excellent research institutes, it is necessary to establish a valid evaluation index system suitable for the purpose of the project. The evaluation index system for subsequent new projects should be linked to the project objectives and goals of the preceding project, and should be selected in consideration of existing evaluation indicators to prevent interruption of research results. Therefore, this thesis sets the evaluation index system into multiple scenarios through hierarchical cluster analysis using the evaluation result data for each evaluation committee for small and medium venture companies participating in the land transportation technology commercialization support project, and then analyzes the structural equation model. As a result of scenario analysis, considering the measurement effect of each path representing the causal relationship between evaluation indicators and the effect of each evaluation index on evaluation items, the scenario with the highest impact on the evaluation result was selected as an improvement plan.

Since 1980s, wastewater treatment facilities in Korea have been rapidly expanded by 90 percent as the government invested them continuously. Considering social and environmental factors such as the needs of alternative water resources for water shortages, energy saving and new energy production sources for decrease of greenhouse gases, and the demand for the improvement of the water quality in rivers and lakes, advanced technologies in wastewater treatment are essential in the 21st century. In this aspect, new conceptual technology is systematically combined with the advanced treatment technology such as the control and treatment technology of hazardous and toxic material, customized reusing skill, and energy saving/recovery technology. The new R&D project for advanced technology of wastewater treatment and reuse will focus on these advanced technologies which will improve the water quality and foster the competitiveness in world environmental markets, building a solid foundation particularly in the market of developing countries. The project will be divided up into high quality reusing of wastewater, energy self-sufficiency, and integrated management system. It will be carried out for five years, 2011~2015, as Phase I.
This study compared and analyzed the efficiency of the research results of the convergence research project operated by the National Science and Technology Research Council and the general research project carried out by the Government-funded research institute and proposed measures to enhance the efficiency of the operation and management of convergence research. Research data were collected from 21 government-funded research institutes through an information disclosure claim and DEA analysis was conducted for efficiency assessment. The SCI papers of convergence research showed high efficiency, and the patent registration and technology transfer sector showed high efficiency of general research projects. This indicates that convergence research projects for securing lead and original technologies are highly efficient, but their performance is low due to lack of participation by businesses in terms of the utilization of derived technologies, and more companies' participation and opportunities are needed for practical use of convergence research results. Through the analysis of efficiency of convergence research project performance, this study provided policy and guidance for R&D planning for rational investment of limited manpower and research costs. Further, future research on identifying efficiency is proposed depending on the type of technology subject to convergence research as a method for managing convergence research.
This study aims to analyze the priority of regional climate change policy utilizing AHP (analytic hierarchy process) at the area of Metropolitan City of Incheon. It derives four factors at first hierarchical level, at which level the analysis of pair-wise comparison indicates that industrial sector, energy sector, climate change response, and green culture policy are considered important in that order. It also ends up with sixteen factors at second level. The result of comparison analysis between all factors reveals that investment promotion in green technology R&D is considered the most significant factor of all, followed by establishment of green enterprise support system, electricity-efficiency enhancement support project and build-up of green culture policy governance. The result implies that diverse promotional policies have to incorporate business, institutional, and cultural aspects for sustainable climate change policy of regions. The contribution of this study is that it highlights the need to include regional characteristics in deciding priority among policy options for them to be effective.

As the importance of technology forecasting while countries and companies manage the R&D project is growing bigger, the methodology of technology forecasting has been diversified. One of the forecasting method is patent analysis. This research proposes quick forecasting process of emerging technology based on keyword approach using text mining. The forecasting process is following: First, the term-document matrix is extracted from patent documents by using text mining. Second, emerging technology keyword are extracted by analyzing the importance of word from utilizing mean values and standard deviation values of the term and the emerging trend of word discovered from time series information of the term. Next, association between terms is measured by using cosine similarity. finally, the keyword of emerging technology is selected in consequence of the synthesized result and we forecast the emerging technology according to the results. The technology forecasting process described in this paper can be applied to developing computerized technology forecasting system integrated with various results of other patent analysis for decision maker of company and country.

This paper presents an automated computer vision-based system to update BIM data by leveraging multi-modal visual data collected from existing buildings under inspection. Currently, visual inspections are conducted for building envelopes or mechanical systems, and auditors analyze energy-related contextual information to examine if their performance is maintained as expected by the design. By translating 3D surface thermal profiles into energy performance metrics such as actual R-values at point-level and by mapping such properties to the associated BIM elements using XML Document Object Model (DOM), the proposed method shortens the energy performance modeling gap between the architectural information in the as-designed BIM and the as-is building condition, which improve the reliability of building energy analysis. Several case studies were conducted to experimentally evaluate their impact on BIM-based energy analysis to calculate energy load. The experimental results on existing buildings show that (1) the point-level thermography-based thermal resistance measurement can be automatically matched with the associated BIM elements; and (2) their corresponding thermal properties are automatically updated in gbXML schema. This paper provides practitioners with insight to uncover the fundamentals of how multi-modal visual data can be used to improve the accuracy of building energy modeling for retrofit analysis. Open research challenges and lessons learned from real-world case studies are discussed in detail.

To look at Korea trade environment, as increasing the quantity of goods transported in North-East Asia and deepening national competitive, information-oriented logistics environment is needed. That means it is automated work process and can provide value-added service. To do this, logistics business can be efficiently handled through "Electronic Means for the Clearance of Ships" and electronically data processing. Also, by increasing the risk of international terrorism, regulation regarding to logistics security has strengthened around the advanced country, such as USA and EU, etc. or international organization, such as IMO, ISO, etc.. Furthermore, because trade and logistics environment is changing and security becomes more important in logistics area, movement or status information of goods within the port or in entry in/out becomes more and more be needed in real time. In case cross-border logistics activities, international cooperation or agreement between countries is very important. However, different opinions much happened on defining the interface. If to follow one format or type using at a specific country or organization, it was occurred to difficulty in respect of interoperability as well as additional costs or time. Therefore, this paper proposes common interface model to exchange information for the efficient global SCM for using by the output of Korea R&D project, "National Logistics Standardization System Development".
The purpose of this paper is to measure economic impact of marine environment conservation research development project. Benefit-Cost(B/C) analysis and Contingent Valuation Methods(CVM) are used to valuate the benefits from the research development projects. A period of three years for research development fund is considered as a part of the costs and adjusted to the net present value (NPV) of the 2002 ending period. The environmental charges for marine environment improvement are considered for the benefit measurement. The benefits are estimated by using monthly average willingness to pay, which is 2,289 Korean won. The contribution of the developing a management model for environmental pollution in the Gwangyang Bay is evaluated utilizing survey data and information. Based on the assessment by expert groups, the contribution of the model was 37.5%. The research results showed that B/C ratio is 20.61, NPV is 89,200 million Korean won, and social rate of return is 185.7%. When the level of contribution is over 1.83% at the assessment of potential influence, it is recognized to be economically feasible. This research presents a quantitative framework for Research and Development projects for marine environment conservation, and it can be applied to decision making for the investment size of R&D projects.

The construction industries are facing problems of productivity, quality of work, safety, and the completion of projects in time. In construction industry a worker is exposed to hazardous environment, and has to do more physical work, effecting his health and also productivity. The automation and robotics can offer solution to many problems of the industry. In the past the major barrier to construction automation is the lack of electronic components and systems. This is solved now with the development of information technology, and the current obstacle is the high cost of automated systems, shortage of public money for R&D, and problems of acceptance. The robots employed in construction have followed the same concept as those employed in manufacturing. However, construction industry requires a different kind of robot compared to manufacturing Industry. The robots are stationery and product moves along the assembly line in manufacturing sector, but construction robots have to move about the site because buildings are stationary and of large size. The construction robots must function in adverse weather conditions, including variation in humidity, and temperature and increase the overall construction productivity rate. The major objective of the paper is to review the existing applications of building robots and to assess their implementation in building industry. A case study is considered for the implementation of robots for the painting work of the University Building at Saifabad PG College of Science, Hyderabad, India.
