Economic Performance Anaiysis of Public Support for Technology Innovation-led Enterprises: Focused on World Class 300 Project (기술혁신 강소기업 지원사업의 경제적 성과 분석: World Class 300 프로젝트를 중심으로)

  • This study aims to measure the result of R&D support projects on the beneficiary companies of the World Class 300 project, a representative domestic middle market enterprise incubation project. In particular, beneficiary companies were classified into industry groups(materials, components, equipment, modules, consumer goods) and the empirical study was conducted on how the result of R&D support project was differentiated by each industry group's characteristics. The analysis was performed on 272 companies selected as WC300 project during 2011 to 2017. The result of Panel regression Analysis confirmed that R&D support project had divergent influences on the performance (net profit) of companies depending on which industry group they belong. The samples of materials, components, equipment companies turned out not to have statistical significance. The samples of modules companies showed negative correlations, while those of consumer goods was observed to have positive correlations. This study demonstrates that it is essential to plan and implement policies suited to the characteristics of each industry groups to maximize the effect of R&D support projects henceforward.

A Survey of the Cost Benefit Analysis to R&D Projects of Selected Laboratories. (연구개발프로젝트의 비용효과분석 활용 실태 - 주요 기업연구소의 조사결과를 중심으로 -)

  • We are faced with the crisis of the R&D investment because of the effects of the IMF conditions. Most of the laboratories are going to restructure by the cutting off of money, man power and the reduction of R&D thema. Therefore it is necessary to allocate the R&D resources effectively to the R&D projects. The evaluation and the selection of the R&D projects have been recognized as the most important process for the allocation of the R&D resources. The result of the KITA(1997) shows that the commercial success rate of the R&D from new-product brain storming is only 5.8%. This study aims to analyze the actual conditions of the cost benefit analysis(CBA) of R&D projects of selected laboratories and to study measure methods of the R&D benefits. The research method of this study reviews the CBA of R&D firstly, and surveys 200 selected high ranking labs of the R&D expenditures. For the comparison of the results between '87 and '97, this survey used the same questionaries for each year. As the result of the survey only 27 labs(response rate 13.5%) responded. The result of the '97 survey is as follows : The CBA is used by 44% of responding labs. The economic evaluation method for the R&D project selection is used by 48% of labs and this numbers increased by over 10 percents points compared with the result of '87. The CBA is used for about 40% about each of the budget preparing and the budget analysis, and by 30% of labs to analyze sales and expenditures of the overall period of the project. As the measurement of benefits of R&D projects, 30% of labs responded that it is impossible to measure the benefits, and 20% of labs measured the benefits between sales and expenditures of the R&D project.

  • As the strategy to support SMEs' innovation has shifted to induce market-oriented innovation, the Korean government increasingly invests in grant-type R&D projects proposed by SME firms. This study reveals the characteristics of grant-type R&D projects proposed by SME firms through a transition of national R&D strategy and demand-pull innovation perspectives. This study also examines the differences between grant-type R&D projects proposed by firms and R&D projects led by the government through logit-analysis and propensity score matching methods. As a result, we found that a national R&D project for SMEs yields better innovation performance when the project is proposed by a company than led by the government.

  • The purpose of this study is to present the model of performance in new product R&D project team, from the perspective of the problem solving. The quality and commitment of the problem solutions in R&D project team depend on the team's cognitive diversity and affective acceptance. The higher cognitive diversity is, the higher quality of solutions is. And more affective acceptance is, more commitment to the problem solving is. The environmental maturity of team, and quality and commitment of problem solutions in R&D project teams are supposed to relate to the performance of research and development.

  • Researchers, institutes, and government involved in research & development (R&D) are faced with the problem of performing R&D project evaluations. As a real-word case of evaluation, we elicited and reproduced the evaluation process of the national nuclear R&D projects, using a specific case study of Korea. In the methodology, the analytic hierarchy process (AHP) is employed to evaluate and rank the selected nuclear R&D projects which have a wide range of evaluation objectives and characteristics. As a result, we obtained relative ranking for research projects and importance of evaluation criteria. The method and implications can be easily understood and applied by practitioners since it follows naturally the standard practice of evaluating and relative comparisons of performance using evaluation procedures. By applying particular R&D project output to the procedures, project evaluators can compare and prioritize evaluation objectives.

  • Digital Multimedia Broadcasting (DMB) and Internet Protocol Television (IPTV) are now in commercial service, tearing down the traditional boundaries between the telecommunications and broadcasting sectors. These latest developments also hold important implications for research projects in related areas. Both telecommunications and broadcasting being fields with a strong service orientation, market demand should be the primary consideration when selecting research and development (R&D) projects in these areas. This study presents a process for selecting converged telecommunications-broadcasting technology development projects from a demand-oriented perspective, using criteria that are based on projected future demand characteristics. Aimed at increasing the efficiency of the R&D project selection process in telecommunications and broadcasting convergence, this study can point out new directions in R&D management in this field.

  • Although the investment scale and the qualitative performance of national research and development project in Korea have been increased, the practical use of the performance is still insignificant. Thus it becomes more important to understand and analyze factors that affect commercialization of national R&D project. Most of prior literatures have done with qualitative research rather than data-based analysis; however, mostly focusing on influential factors in between R&D inputs and outputs and it remains as limitation. The important key to avoid the limitation in this study is using data-based analysis of factors (such as research performance, types of research institution, scale of the government fund, project structure, competency in the researcher, and technical field) that affect commercialization with the case of the Competitiveness Enhancement in Material and Component Industries. As a result, patents performance, scale of the government fund, and technical field turned out to be influential factors of commercialization. On the other hand, research performance, types of research institution, project structure, and competency in the researcher did not show statistically significant results. To increase commercialization in project scheme, process, and assessment of national R&D project, including the Competitiveness Enhancement in Material and Component Industries project, it is required to design scientific research with better understanding of causal relationship.

  • [ $\lceil\;Cost Effectiveness Analysis\;\rfloor$ ] has been widely used to evaluate effectiveness of R&D resources. But, almost of cost effectiveness evaluation systems have some problems, especially estimating method of effect on R&D project is very rough and imprecise. To solve this problem, we have designed new single effect evaluation system, which are able to apply the distribution of order statistics and to transform relative measure into absolute measure for getting single effect.

Empirical Analysis of DEA models Validity for R&D Project Performance Evaluation : Focusing on Rank Correlation with Normalization Index (R&D 프로젝트 성과평가를 위한 DEA모형의 타당성 실증분석 : 정규화지표와의 순위상관을 중심으로)

  • This study analyzes a relationship between Data Envelopment Analysis(DEA) efficiency scores and a normalization index in order to examine the validity of DEA models. A normalization index concerned in this study is 'sales per R&D project fund' which is regarded as a crucial R&D project performance evaluation index in practice. For this correlation analysis, three distinct DEA models are selected such as DEA basic model, DEA/AR-I revised model(i.e. DEA basic model with Acceptance Region Type I constraints) and Super-Efficiency(SE) model. Especially, SE model is adopted where efficient R&D projects(i.e. Decision Making Units, DMU's) with DEA efficiency score of unity from DEA basic model can be further differentiated in ranks. Considering the non-normality and outliers, two rank correlation coefficients such as Spearman's ${\rho}_s$ and Kendall's ${\tau}_B$ are investigated in addition to Pearson's ${\gamma}$. With an up-to-date empirical massive dataset of n = 482 R&D projects associated with R&D Loan Program of Korea Information Communication Promotion Fund in the year of 2011, statistically significant (+) correlations are verified between the normalization index and every model's DEA efficiency scores with all three correlation coefficients. Especially, the congruence verified in this empirical analysis can be a useful reference for enhancing the practitioner's acceptability onto DEA efficiency scores as a real-world R&D project performance evaluation index.

  • This research focused on the major determinants for the technology roadmap utilization of the R&D project after the adoption of the technology roadmap in the R&D intensive organization. The study was performed based on both theoretical study and qualitative case study approaches. The results of this study are summarized as in cases where the R&D project team has higher organizational capability - specifically, relation and research capability, even more technology roadmap is used. In terms of the needs of times, this study regarding the technology roadmap utilization is anticipated to be a good reference for the R&D-oriented organizations and technology-related studies in coming years.
