지역의 산학협력 연구개발 지원 과제 선정을 위한 연구 (A Study for Selection of Regional Academia-Industrial R&D Project)

  • 본 연구의 주요 목적은 참여기업이 만족할 수 있는 지역 산학협력 R&D 과제를 선정하기 위한 지표를 발견하는데 있다. 기존의 산학협력 R&D 과제는 수요자인 참여기업에 대한 고려가 부족했다. 하지만, 우수한 연구 성과를 목표로 하는 연구개발 사업과는 달리 기업의 경쟁력 향상을 목표로 하는 지역 산학협력 R&D 과제의 경우 참여기업 중심의 과제 기획 및 선정이 필요하다. 따라서 본 연구에서는 산학협력 R&D 사업에 참여했던 기업들을 대상의 설문조사 결과를 기반으로 일원분산분석, 회귀분석 등의 통계적 분석을 통해 기업의 만족도에 영향을 미치는 요인들을 찾아내고 이를 선정기준으로 정리하였다. 연구결과 기업만족도에 영향을 미치는 요인으로는 협력시간, 사업화계획 수립시점, 기술이전 여부, 목표달성 수준 등이 있었으며, 이는 선정단계에서 구체적인 인원투입계획, 사업화 계획에 대한 평가가 필요하다는 것을 시사한다. 본 연구는 만족도를 사업 시스템 개선에 활용한 시도로서 의미가 있으며, 수요자 중심의 사업기획과 운영에 활용될 수 있기를 기대한다.

국가R&D과제정보 요약을 위한 한국어 정보요약 시스템 (Korean Information Summary System for National R&D Projcet Information Summary)

  • 국가과학기술지식정보서비스(이하 NTIS)에서는 국가R&D과제정보를 제공하고 있다. 과제정보는 '과제명', '과제수행기관', '연구책임자명' 등의 메타정보와 '연구목표', '연구내용', '기대효과'와 같은 과제를 설명하는 텍스트들로 구성되어있다. 과제정보 100만건을 대상으로 검색한 결과목록에서 '연구목표' 나 '연구내용' 등을 모두 확인하여 원하는 과제정보를 찾기 위해서는 많은 시간이 필요하다는 문제가 있다. 이러한 문제점을 해소하기 위해, 본 논문에서는 국가R&D 과제정보 내에서 장문의 텍스트로 구성된 부분을 요약하는 과제정보 요약 시스템을 제안하고자 한다. 한국어의 언어학적 특징을 분석하여 전처리기를 구축하고 전처리된 텍스트 정보를 처리하기 위한 자연어 처리 기술 기반 과제정보 요약 모델을 개발하였다. 이를 통해 장문으로 구성된 과제정보를 압축 및 요약된 형태로 제공하여, 이용자들이 요약정보만으로도 전반적인 내용을 쉽고 빠르게 유추하는 데 도움이 될 것이다.

전력산업 R&D 프로젝트의 효율성 및 효과성 평가 (Evaluation of R&D Projects in Electric Power Industry with Efficiency and Effectiveness)

  • Based on the characteristics of 'Korean electric power industry R&D programs', this study proposes a new performance evaluation framework where electric power industry related R&D projects are scrutinized. The abovementioned R&D programs have their own goals and especially they emphasize the effectiveness as well as the efficiency of each subordinate R&D project. Hence, in this framework, a performance evaluation procedure is established and then a mathematical model is developed according to the procedure. The model calculates performance evaluation indices for a set of R&D projects integrating the effectiveness with the efficiency of each R&D project. In a case study with an empirical dataset, statistical significance is tested on the integrated performance evaluation indices of R&D projects regarding organizational types and program categories considered.

A Study on the Improvement of National R&D Project Performance Evaluation and Budgeting System

  • The national R&D project is a major strategy for the development of science and technology in the country. This is promoted for the purpose of improving the welfare of the people, such as creating jobs and fostering small and medium-sized enterprises, through the results of science and technology research conducted with support from the national budget. Therefore, analysis of the performance evaluation and budgeting system of the current national R&D project is one of the essential parts of preparing a system improvement plan. This study derived improvement plans through a comparative analysis of national R&D project performance evaluation and budget systems in Korea and leading countries such as the United States and Japan. As a result, it was confirmed that it may be difficult to derive innovative research results due to the lack of sustainability and a short period of time to require quantitative performance. To overcome these difficulties, the need for system improvement as follows was suggested. First, it is necessary to enlarge and prolong national R&D projects. Second, a plan for securing sustainability is needed in consideration of the main characteristics of each research field. Finally, it is necessary to strengthen the linkage between organizations in charge of national R&D projects. And also, there is a need for a system that can continuously identify problems and improve the system. In addition, the constitutional amendment will be necessary to separate science and technology from economic development, which states that Article 127, Paragraph 1, "Science and technology should be subordinated to economic development," which is the science and technology article of the current constitution.

Supporting Systematic Software Test Process in R&D Project with Behavioral Models

  • Various artifacts that are produced as software R&D project progresses contain research plan, research report, software requirements and design descriptions, etc. When conducting a software R&D project, it is necessary to confirm that the developed system has implemented its research requirements well. However, various research results make it difficult to design appropriate tests. So, there is a practical need for us to comprehensively handle the planning, execution, and reporting of software test for finding and verifying information related to the research. In this paper, we propose a useful method for software test process in R&D project which supports model based software testing. The proposed method supports automation of test design and generation of test data by explicitly separating each step of System Under Test (SUT). The method utilizes the various models representing the control flow of the function to extract the information necessary for testing the system. And it supports a systematic testing process based on TMMi and ISO 29119. Finally, we show the validity of the method by implementing a prototype with basic functionality to generate test data from software behavioral models.

  • A perfect evaluation for scientists and engineers is impossible unless the R&D process is fully explored. But the study in this area is being intencified, and consequently progress is being made. In this paper an evaluation method for scientists and engineers in project-oriented R&D organizations is developed. That is, a method that the evaluation for the job performance directly influences personnel management such as promotion, and the evaluation for their potential, characteristics influences indirectly. Further systematization of evaluation process, which is no less importatant than evaluation itself, is attempted.

EPC시스템에서 UI기반의 소프트웨어에 대한 고찰 (The study of EPC System S/W based on the UI)

  • Generally EPC management system was simply management concept through the normal S/W. Our LNG Plant R&D Center wanted to the excellent management system from the S/W. So We developed the R&D management S/W and EPC management S/W Built in the Microsoft Project Server. Our system made to the customer Requirements. It was just User Interface protocol. But User Interface has more Weak position, because it makes from the MS Project Servers. Ms Projector server make easy to treat the project on the WBS. EPC parts mixed WBS and normally Ms SQL Database. It has very complicated Structures. Now We planed to make the general Database and Ms Project Server, It' means to the S/W Developer and Schedule Manager ability. We will successfully integrate R&D management system and EPC system and other softwares.

연구원의 경력지향성과 보상의 적합도가 성과에 미치는 영향 (Effects of Congruence between Orientations and Reward Systems on the Performance of R&D Professiionals)

  • This study proposed the model of research describing the positive impact of fitness between career orientations and reward systems on the performance of R&D professionals. To prove the propositions of the model, a questionnaire survey was conducted 204 professionals in 19 R&D research institutes related with electronics and communication industries provided answers for the questionnaire. The results of the survey were summarized in the following. 1) Career orientations of R&D professionals can be categorized into three dimensions : managerial, technical/professional, and project orientation. 2) The rewards consist of four dimensions : financial, social status, job content, and professional reward. 3) The age and tenure of R&D professionals has the negative impact on the project orientation. 4) The education level of R&D professionals has the positive impact on the professional orientation. 5) The sex was found as insignificant variable career orientation. 6) The person with strong prefers social status rewards to other rewards, the professional orientation is prefer to professional rewards, and the project orientation is prefer to job content rewards. 7) For the professionals with professional and project orientation, the congruence with each reward delivered positive impact on job satisfaction, job involvement, and organizational commitment. However it created negative impact on turnover intention and job stress.

A Case Study of Six Sigma R&D Improvement Projects: Design Optimization of Inner Shield Omega CPT

  • This is an R&D project on design optimization of the inner shield of the Omega color picture tube at Samsung SDI in Korea. This was an R&D project which basically used the IDOV (Identify, Design, Optimize, Validate) process for Six Sigma implementation. Most Six Sgima projects use the process of DMAIC (Define, Measure, Analyze, Improve, Control). However, this project introduces a new cycle, RDIDOV (Recognize, Define, and IDOV). Here CPT means Color Picture Tube. Sam sung SDI is one of the two companies which began Six Sigma in Korea. This case study shows a good example how an R&D Six Sigma project can be usefully employed in manufacturing companies using a new process cycle.

  • Traditionally Nuclear Research and Development (R&D) result has been big influence on other industries and societies and it requires large scale investments and study period. So it is essential to apply Quality Assurance (QA) for systematic R&D management. This paper investigates QA System for U.S. Nuclear R&D and reviews QA elements. Based on this investigation, we applied QA requirements to Nuclear Hydrogen R&D project, and the scope of application be enlarged as R&D stage in progress. We also present QA system improvement way through consideration for Nuclear Hydrogen Project's QA application. As the need for QA in R&D is expected to increase in the future, it is necessary to prepare guidelines for R&D QA.
