The literature in research policy extensively addresses the interaction between public R&D and the society. Scholars have paid particular attention to the way science and technology are diffused into the society and industry with the aim of substantiating their potential value. In practice, having recognized the importance of the said interaction, R&D entities and governmental organizations promote scientific and technological innovations that result from their R&D activities. Yet, the nature of news media exposure as their primary channel to promote R&D outcomes has been remarkably understudied. Using the results of R&D projects supported by the National Research Foundation of Korea (NRF), this study examines R&D entities' strategic use of the news media to publicize their outcomes. The empirical results suggest that the scale of an R&D project positively affects the counts of media exposure of its R&D outcomes, whereas the level of technology readiness and the technology life-cycle do not have significant influence. In addition, the results suggest that, compared to senior researchers, young researchers are more likely to publicize their R&D outcomes and that R&D outcomes from highly ranked universities are more likely to be publicized than those from lower-ranking universities despite our control for R&D outcomes. The aforementioned results suggest that in promoting the diffusion of science and technology, especially to the public, policymakers should be concerned about incentives for those who provide techno-scientific information, such as researchers. The social need for the diffusion of techno-scientific information into the public (e.g., technology transfer and diffusion) is an insignificant factor in determining the media exposure of such information, whereas personal benefits and sensitive issues related to a researcher's own R&D activities (e.g., justification for R&D activities) drive researchers to publicize their R&D outcomes. This paper suggests that policymakers, especially those concerned with better diffusion of scientific and technological innovations need to design a proper incentive system to maximize the societal benefits of media exposure.
There is a system of mandating the allocation of support to small business in certain percentage or more to facilitate technological innovation at small business. Trying to assess small business R&D projects, which receive a budget of three trillion won or more from the government every year, for their possibilities of success, a group of experts perform a technological evaluation with their technologies and their difficulty levels and review closely the possibilities of their commercialization and success. Used in such a review, the Analytic Hierarchy Process technique cannot make an objective judgment of evaluation criteria for evaluation items and guarantee the professionalism and fairness of small business R&D projects due to the inherent ambiguity and uncertainty of the evaluation criteria. This study proposed an R&D evaluation system based on Fuzzy-AHP for small business to provide objective weight for the evaluation items and assess the possibilities of such projects' success. The evaluation criteria were make objective as they were applied as section values based on triangular fuzzy numbers. Weight was assigned and applied according to the management guidelines of supportive projects for small business' technological development so that it could be reflected on actual assessment. The findings of the study will be helpful for reflecting the scoring weight of these evaluation items again when an expert is appointed for a new project and guaranteeing the professionalism and fairness of small business R&D project based on them.
Graphene, called the "dream material" is drawing attention as a groundbreaking new material that will lead the era of the 4th Industrial Revolution. Graphene has high strength, excellent electrical and thermal conductivity, excellent optical permeability, and excellent gas barrier properties. In this paper, as the South Korean government recently announced Green New Deal and Digital New Deal policy, we analyze graphene technology, which is also attracting attention for its application to Corona 19 biosensor, to understand its national R&D trend and knowledge structure, and to explore the possibility of its application. Firstly, 4,054 cases of national R&D project information for the last 10 years are collected from the National Science & Technology Information Service(NTIS) to analyze the trend of graphene-related R&D. Besides, projects classified as green technology are analyzed concerning the government's Green New Deal policy. Secondly, text mining analysis is conducted by collecting 500 recent graphene-related articles from e-newspapers. According to the analysis, the field with the largest number of projects was found to be high-efficiency secondary battery technology, and the proportion of total research funds was also the highest. It is expected that South Korea will lead the development of graphene technology in the future to become a world leader in diverse industries including electric vehicles, cellular phone batteries, next-generation semiconductors, 5G, and biosensors.

This paper describes an overall Noise Assurance Plan(NAP) in the project for developing a new rolling stock. In this paper, the procedure for implementing noise control activities for each development stage on the basis of the NAP is also described. The NAP was developed by KITECH(Korea Institute of Industrial Technology) and ODS(${\Phi}$degaard & Danneskiold-Samsoe in DENMARK). Generally, the main objective of NAP is that noise assurance plan applies to the establishment of organization and personnel's roles and responsibilities, set-up of overall procedure and internal audit program. Here, a few comments are made to the deviations of the actual procedure(G7 Project) relative to the suggested NAP presented. The major difference between the suggested NAP and the actual procedure was the late involvement of the noise consultant resulting in suggestions for design improvements could not be implemented due to the advanced stage of the design. Similarly, the important task of preparing sub-supplier specifications was performed. The proposed NAP will be an efficient tool for noise management in the R&D project for new rolling stock. As a government agency or the Government-donated Research Institute or industrial research institute is intended to develop a product or to construct a system such as a railway safety systems by research and development process, a life cycle model leading a product development or a research and development is essential to them to systematically and effectively progress it. In this paper, the refined life cycle model to effectively conduct the national railway safety project consists of the life cycle phases and their detail descriptions with reference to other life cycle model in the international standard and the other national guidance and other industrial domain such as ship-building, weapon system, and aerospace areas, the proposed life cycle model in the paper considerably reflects the characteristics of the traditional research and development project in railway safety domain. A guidance of a life cycle model which based on lots of the life cycle model in other domains proposes additionally.

Objectives: Several domestic search systems for research projects providing capabilities of searching and managing the research information based on metadata have been completed, although they cannot search projects for specific domains such as the Oriental Medicine field. Therefore, in this paper we propose an effective method for collecting and refining information of research projects in the oriental medicine field. We also design and implement a search management system based on the collected information. Methods: We chose three search elements and defined the collecting process for research projects. The collected information was refined to enhance the quality of results. Then, the search management system was implemented by Adobe Flex. Results: We were able to collect 1,688 research projects in the oriental medicine field. We also implemented the search management system, which provides the functionalities of search and management such as input, update, delete, spreadsheet import/export of R&D projects, user management and access control. Conclusions: The collected information and the search management system will be used in a project analysis system which will be constructed in the future. The project analysis system could help to analyze trends in oriental medicine research as well as construct a technical roadmap.
Previous researches on technological innovation have several limitations such as lack of general mechanism for technological innovation(inputs, throughputs and outputs of technological innovation), large company oriented studies, and ignoring importance of technology management capabilities. So, this study suggested a new model using resource-based theory and system theory, and empirically applied that to SMEs. Structural equation model analysis by using 223 SMEs in Daegu region provided a support for most of hypotheses. Research results showed that all of factors on technological innovation were significantly and positively related with each other: inputs(R&D leadership, innovation strategy, R&D investment, R&D human resource management, external network), throughputs(portfolio management, project management, technology commercialization) and output(technological innovation). In case of technological innovation inputs, R&D leadership influenced on innovation strategy positively and significantly. And R&D leadership and innovation strategy had positive and significant effects on R&D investment, R&D human resource management and external network. R&D human resource management and external network exerted positive and significant influences on technological innovation throughputs such as portfolio management and project management. But R&D investment did not significant impacts on technological innovation throughputs. Among technological innovation throughputs, both portfolio management and project management had positive and significant effect on technology commercialization. In addition, technology commercialization acted positively and significantly technological innovation output. This study suggests necessary of efforts to implement innovation strategy and manage R&D human resource effectively based on CEO's innovativeness and entrepreneurship. Also, if SMEs want to develop technology and commercialize it, they have to cooperate with external technology resources and informations. Research results revealed that proper level of R&D investment, internal and external communication, information sharing, and learning and cooperative culture were very important for improvement of technological innovation performance in SMEs. Especially, this research suggested that if SMEs manage technological innovation process effectively based on resource-based and system approaches, then they can overcome their resource limitations and gain high technological innovation performance. Also, useful policy support for technological innovation of central or regional government by this research model is important factor for SMEs' technological innovation performance.
Background: The Environmental Health Action Program was a national project carried out from 2012~2021. It was aimed at developing public technologies to protect people's health from various environmental hazards. Objectives: One of the final goals of the project was "creating health benefits worth more than 179.2 billion won by reducing the environmental burden of disease." This study aims to evaluate whether the program sufficiently achieved the planned benefits. Methods: In order to secure consistency in evaluation, we applied the same equation used in the goal-setting process. It is comprised of six parameters to estimate the benefit: 1. The amount of medical expenses for environmental diseases; 2. The attributable proportion of environmental risk factors' 3. The rate of reduction in medical expenses for environmental diseases; 4. R&D project contribution; 5. The proportion of successful policy reflection; and 6. The contributions of the project. The corresponding variables were estimated at the end of the project, and the health benefits of the project were recalculated using the newly estimated variables. Results: It was estimated that a total of 195 billion won in health benefits occurred or will occur from 2015 to 2026. The main contributors for achieving the target were an increase in medical expenses for environmental diseases, a high score in the R&D project contribution, and the proportion of successful policy reflection. Conclusions: Technically, the equation used in the project is about medical expenses for environmental diseases rather than about the environmental burden of disease. There are several benefits of using the environmental burden of disease in the evaluation of public health policies. In further studies, developing a policy evaluation framework using indicators such as population attributable fraction would be needed.

To develop an intelligent search engine to help users retrieve information effectively, various methods, such as Semantic Web, have been used, An effective retrieval method of such methods uses ontology technology. In this paper, we built National R&D ontology after analyzing National R&D Information in NTIS and then implemented National R&D Knowledge Map to represent and retrieve information of the relationship between object and subject (project, human information, organization, research result) in R&D Ontology. In the National R&D Knowledge Map, center-node is the object selected by users, node is subject, subject's sub-node is user's favorite query in National R&D ontology after analyzing the relationship between object and subject. When a user selects sub-node, the system displays the results from inference engine after making query by SPARQL in National R&D ontology.
The article contains an introduction of possibility of applying Multi-Attribute Utility Theory(MAUT) for priority setting of R&D projects. MAUT is compared with AHP, which is widely used recently. These two techuiques are applied to set priorities of R&D projects In a Government-funded Research Institute. Six criteria are chosen from consultation with decision makers. They are composed of 1) validity as representative projects, 2) possibility of resource mobilization, 3) spillover effect of developed technologies, 4) possibility of success, 5) scope of participation and 6) clarity of research goal. To set priorities of R&D projects, SMART(Simple MultiAttribute Rating Technique) and DVM(Difference Value Measurement) out of many MAUT methods are used to design the utility function and to determine the weights among criteria. The aggregation model is additive on the assumption the criteria are independent. AHP executes pairwise comparisons for criteria and alternatives. From the results of the case study, the results and theoretical characteristics are compared.
