Cost and Benefit of R&D Tax Concession Program in the Australian Government

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime Minister in January 2001, commits an additional $\$3$ billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government has establisher a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around $\$400$ million a year. This cost is expected to rise to over half a billion by 2005-06 (Commonwealth of Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

Co-ordination between R&D and Human Resource in the post catching-up era

  • Korea has entered into the Post Catching-up era and the necessity of new innovation strategy in response is being raised. This study argues the necessity of new innovation strategy and discusses the issue of co-ordination between R&D and Human Resource for that as the key factor. From empirical analysis, there seems to be restricted inflow of outstanding human resources to manufacturing sectors and lowering effectiveness of major even with the improved compatibility between major and job. Especially, it is severe in the industries with high R&D investment. It can be interpreted as an incoordination of the technological innovation efforts from the aspect of R&D investment with human resource utilization from the aspect of new human resource. The analytical result and interpretation suggests that there should be more active improvement on the co-ordination between innovative manufacturers' efforts and human resource utilization, in order to keep sustainable development.

  • This study aims to provide information about the priority setting and budget coordination of government R&D spendings in Korea. Based on the result of "survey, analysis and evaluation of national R&D programs" in FY 1999, this paper reviews the government R&D expenditures by concerned variables such as program objectives, sector of performance, character of work and technology fields. This paper also carries out an analysis on the government R&D supports as ways for the promotions of high technology-based start-ups and SMEs and regional innovation activities. It is found that relatively high investment is made in the industrial technology areas and development research, and there are some redundancies of R&D programs among ministries and agencies in terms of technology fields, program objectives and character of work. Policy implications and future research directions are suggested.

국가 연구개발(R&D) 투자의 성과 측정 방법 연구 (A Study on the Performance Measurement Method for National Research and Development Projects)

  • 본 연구의 목적은 국가 연구개발(R&D) 성과측정지표의 개선안을 새로운 관점을 통해 제시하는 것이다. 정부는 R&D 패러다임을 기존의 추격형에서 선도형으로 전환하고자 하고 있다. 이에 기존 성과평가의 문제점을 살펴보고 기존 문헌 연구를 통해 국내외 연구기관 정부기관의 성과 평가안을 살펴보았다. 특히 국내외적으로 창조 혁신지표군을 참조하였고 국가혁신 및 R&D 생태계라는 개념에 주목하였다. 이론 체계로 D'Aveni의 혁신경쟁이론(Hypercompetition theory)을 차용하여 새로운 성과평가지표를 제시하였으며 국내 R&D 성과평가 전문가를 대상으로 AHP 분석을 수행하였다. 지표별 우선순위 결과 및 의미는 본문에서 상세히 밝히고 있다. 본 연구는 새로운 관점의 이론적 틀을 바탕으로 창조 혁신지표군을 참조하여 국가 R&D 성과지표군을 제안하였고 실증적 검증을 거쳐 지표별 우선순위를 제시했다는 점에서 이론적 그리고 실무적으로 공헌하고 있다.

과학기술연구개발활동조사의 개선방안 -기업부문을 중심으로- (Policies for Improving the Survey of Research and Development in Science and Technology: The Case of Industrial Sector)

  • The survey of research and development (R&D) in science and technology (S&T) covers the current status of R&D activities in S&T in Korea, and provides a basis for decision making regarding S&T policy. Continuous improvement of the survey is widely needed to present reliable national basic statistics. Therefore, the purpose of the study is two-fold: to introduce sampling survey method in industrial sector and to make statistical technique to deal with non-response data from industrial sector. To these ends, first, case studies of the United States and Japan are illustrated. A new sampling design for the R&D survey is proposed and implementing stratified random sampling scheme is suggested. Moreover, statistical analysis of the non-response data is dealt with. Based on several screening criteria, we develop a new imputation method suitable for the R&D survey and also provide more detailed implementation plan. Various solutions to a problem arising from non-response item are also presented. Finally, some implications of the results are discussed.

기업간 공동연구개발의 성공과 위험요인 : 기존 연구의 분석 및 모형의 제안

  • The rapid development and diversification of technology require that firms should adjust and cope with a high degree of uncertainty regarding independent efforts in technology development. An alternative to these strategic responses is the R&D or technological collaborations among firms. There have been many researches on the reasons for and effects of these collaborative relationships; however, research examining the risks involved in the process of collaboration is lacking. The researches into essential prerequisites for successful technological collaborations have remained more or less premature despite of the increasing demand for interfirm R&D collaborations. In other words, the existing literature has mainly focused on the choice of collaborations, but has paid little attention to the processes of collaborations. This study tries to identify and integrate both success and risk factors affecting the decision making of whether collaborations are attempted or not and R&D collaboration processes. Finally, a model of interfirm collaborations is suggested and also practical implications for the firms which consider R&D collaboration with other firms are provided.

우리나라 개방형 혁신활동의 영향요인에 관한 실증분석 연구 (An Empirical Analysis of the Influence Factors on Open Innovation Activities in Korea)

  • 본 연구는 기술혁신 역량을 강화하기 위한 중요한 프레임워크로 논의되고 있는 개방형 혁신에 초점을 맞춰 개방형 혁신활동을 내향형 혁신활동과 외향형 혁신활동을 구분하고, 영향요인을 환경특성, 기업특성, 재도특성으로 분류하여 국내 149개 제조기업의 설문응답 내용을 토대로 실증분석을 실시하였다. 그 결과, 환경특성 요인의 경우 시장경쟁정도와 기술변화정도가 내향형 혁신활동에 영향을 미치는 것으로 나타났다. 이는 기업들이 시장경쟁정도가 심해지거나 기술변화정도가 높아질 경우, 자사의 기술 개발 촉진 및 시장에서의 우위를 유지하거나 선점하기 위하여 공동연구, 사용자 혁신 등 외부로부터의 기술도입 및 외부의 정보활용에 노력을 기울인다는 의미로 해석될 수 있다. 기업특성 요인의 경우, 내향형 혁신활동은 연구개발인력, 연구개발투자, 국제화사업건수, 해외수출, 조직문화 개방성에 의해 영향을 받는 것으로 나타났으며, 외향형 혁신활동은 국제화조직특성, 기업가정신(역량특성)에 영향을 받는 것으로 나타났다. 이는 기업들이 내향형 혁신활동을 강화하기 위해서는 우선적으로 연구인력, 연구비 등의 R&D 투입요소의 증대에 관심을 갖아야 됨을 의미하며, 반면 외향형 혁신활동을 높이기 위해서는 국제화 전담조직을 육성하며, CEO도 독자적인 내부 기술혁신활동에 기업가정신을 발휘하기 보다는 개방적이고 협력적인 기술혁신활동에 기업가정신을 집중해야 됨을 의미한다. 제도특성 요인의 경우 내향형 혁신활동에서는 기술네트워킹에 의해, 외향형 혁신활동의 경우 산업클러스터 입주여부 및 기술네트 워킹에 의해 영향을 받는 것으로 나타났다. 이는 정부에서 제도적으로 개방형 혁신활동을 촉진시키기 위해서는 산업클러스터 조성과 기업들의 기술네트워킹 확대에 노력을 기울여야 함을 의미한다.

Investigation of an Infrared Temperature Measurement System for Thermal Safety Verification of Plasma Skin Treatment Devices

  • In this paper, we developed a temperature measurement system based on an infrared temperature imaging module for thermal safety verification of a plasma skin treatment device (PSTD). We tested a pilot product of the low-temperature PSTD using the system, and the temperature increase of each plasma torch was well-monitored in real-time. Additionally, through the approximation of the temperature increase of the plasma torches, a certain limitation of the plasma treatment time on skin was established with the International Electrotechnical Commission (IEC) guideline. We determined an appropriate plasma treatment time ($T_{Safe}$ < 24 minutes) using the configured temperature measurement system. We believe that the temperature measurement system has a potential to be employed for testing thermal safety and suitability of various medical devices and industrial instruments.

Determinants of Technology Transfer and Commercialization in National Research and Development: Focusing on Korea Railroad Research Projects

  • This study aims to understand the importance of commercialization of research and development projects and examines key factors that allow successful technology transfer and commercialization. Given the characteristics of the railway research project, and assuming that R&D input factors would vary depending on the technology readiness level and the degree of research convergence, this study analyzes the moderating effect of each R&D input factor on technology transfer and commercialization to determine their eventual impact. Through this study, it was found that it was necessary to proceed to technology transfer and commercialization of the national research and development projects via strategic workforce composition and allocation of research funding given the subjects and development goals of R&D projects.
