A Study on the Assistance Programs for Commercialization of R&D Outcomes (R&D 기술 성과물의 상업화 지원 제도에 대한 연구)

  • The National Research and Development(R&D) has put a greater emphasis on development of a market- and customer-oriented technology and its commercialization in the market. To promote commercialization of technologies invented through the national R&D, many governmental and public organizations have been offering various assistance programs. In spite of these assistance programs, the commercialization rate of the Korean national R&D outcomes is relatively lower than other advanced countries including the United States and European countries. Thus, this paper analyzed 24 R&D commercialization assistance programs which are provided by several institutions in the four different nations. As a result of analysis, we recommended the areas for improvement in the Korean R&D commercialization assistance programs. Also we suggested a framework driving an effective collaboration among the institutions assisting commercialization, the institutions funding and managing R&D, and the people performing R&D.

Development on R&D Performance Measurement by the Type of Projects (프로젝트 유형별 R&D 성과측정 개발)

  • This study studied on innovation and R&D performance measurement, and especially the dimensions of measuring performance. The Empirical study is based on the opinions of 169 experts from a R&D group with a career for SMBA's support. The results reveal that what the most optimal and appropriate measures of project-level success are will depend on the type of innovation involved and the development project type and the relatively low significance of financial measures for innovation projects in general. Additionally, measurability is not major significance factor for selecting measures, whereas the level of innovativeness were to be selected as important factor. The roles of the evaluators are affected. It is expected to help make government policy for R8D performance evaluation.

The Effect of Public R&D Support on R&D Investment of Korean Medium-sized Firms (정부의 연구개발 지원이 중견기업의 투자에 미치는 효과)

  • This paper investigates the effects of public R&D support on medium-sized firms' R&D investment. The paper collects a panel dataset of Korean manufacturing firms' R&D investment and public support, and employs the DID (difference-in-differences) regression for the test of stimulating or crowding-out effect. Empirical analysis examines how the effect of public R&D support differs between small and medium-sized firms and whether firm size and technological capability moderate the effect in the sample of medium-sized firms. Empirical results show that public R&D support tends to generally stimulate private pure R&D investment for both small and medium-sized firms. Comparing the results for small and medium-sized firms, this paper finds that the stimulating effect is relatively larger and more significant for medium-sized firms, while the effect is not significant for small ones. Furthermore, the paper shows that the stimulating effect of public R&D subsidy on private R&D investment is relatively stronger for medium-sized firms with superior technological competence and the effect of tax support is greater for incompetent firms. These results suggest that public R&D policies and R&D programs, differentiated from those for existing small firms, are necessary for medium-sized firms to stimulate private R&D continuously and formulated carefully by considering firm size, technological capability and growth potential.

A study on the impact of persona-style consumer analysis on corporate R&D (페르소나 방식 소비자분석이 기업의 R&D에 미치는 영향)

  • In this study, to verify the effectiveness of the persona-type consumer analysis data service, a study was conducted focusing on the consumer analysis service use case of www.ethno-mining.com. The case was targeted at the 'Small Business Design Difficulty Resolving Support Project' of the Gangwon Institute of Design Promotion. The progress of this study was to develop a questionnaire to measure the user satisfaction and effectiveness of the service, study the consumer analysis data of the persona method of the www.ethno-mining.com system, study related theories, compare similar services, and conduct questionnaires; The results were analyzed and tested. In the result of testing the participants in the 'Small Business Design Difficulty Resolving Support Project' of the Gangwon Design Promotion Institute, the persona-style consumer analysis data got a positive response in terms of user satisfaction, and a regression that measures the effectiveness of the service on the company's R&D In the analysis, it was found that there are practical effects for companies by reducing time, reducing costs, smooth communication between developers, securing expertise in consumer analysis, and improving the overall quality of R&D during R&D.

R&BD Performance Analysis of Defense Venture Program Using DEA (DEA를 활용한 국방벤처 지원사업 연구개발 및 사업화 성과 분석)

  • The defense venture support program supports development so that it can be applied to the defense sector based on their technology and ideas to revitalize the private advancement of small and medium-sized enterprises to the defense sector. Since 2015, it has been operated with contributions from the Defense Acquisition Program Administration and has supported 84 projects. Moreover, it is an early stage in which results have been derived after 2018. In this study, the R&BD efficiency derived according to the budget for each project was compared using data envelopment analysis and classified and analyzed according to the characteristics of each project to identify the performance factors for each outstanding project. Based on the analysis results, this study considered support plans for efficient support programs and continuous performance creation in the future. As a result, it is expected that the effectiveness of the defense venture support project will be strengthened, and excellent performance will be expanded based on this study.

The Signaling Effect of Government R&D Subsidies on Inducing Venture Capital Funding (스타트업 대상 정부 R&D 지원금의 벤처 투자 유도 효과)

  • Based on the signaling theory, this study examined whether startups are more likely to attract venture investment when receiving government R&D subsidies. First, we reviewed previous studies of the investment decision-making process of venture capitalists and understood the conditions that influence investment decisions. Based on previous studies on the signal effect of government subsidies, particularly government R&D grants, on inducing private fund investment, this study revealed a mechanism to induce venture investment by startups. In addition, in order to verify whether government R&D subsidies have the effect of inducing venture investment, an empirical analysis was conducted based on data from startups under seven years and certified as a venture companies in 2021. This paper used PSM(Propensity Score Matching) method and DID(Difference In Difference) analysis for an empirical study to analyze the average treatment effect on the treated group(beneficiary startups of government R&D grants). As a result of empirical analysis, companies that receive more government R&D subsidies after starting a business are more likely to attract venture investment. From two to three years after conducting the first government R&D project, startups that received government R&D grants attracted more venture investment than those that did not. The results of this paper demonstrate that government R&D projects can also affect the venture investment ecosystem, giving policy implications to government R&D projects targeting startups. It is also expected to suggest strategic implications to startups that need new funding.

A Study on the Strategic Management of the Public R&D Facilities: The Direction of Service Quality Improvement and Managerial Role Reformation (공공 R&D 시설. 장비의 공동 활용 전략에 대한 연구: 사업별 서비스 품질 개선 및 운영주체의 역할 재조정)

  • This study analyzed the important factors in service quality for public usage of national R&D facilities and equipments, and, using those factors, performed the importance-performance analysis for several national R&D programs in order to examine what service quality factors should be concentrically improved in each programs. Additionally, the in-depth interview with program managers and R&D facility experts was performed to realize the managerial issues subject to the characteristics of programs regarding the national R&D public facility management. As the results, this study made some political suggestions such as the reformation of promoter's role regarding the formulation of the government policy to support those programs. For example, it is more suitable for colleges as the subject of programs to be invested for self-research purpose rather than public usage, for independent corporation to be centered on the more general and common production fields, and for the government R&D agencies on the leading and special technical fields.

An Analysis of Influence on the Selection of R&D Project by Evaluation Index for National Land Transport R&D Project - Focusing on the Technology Commercialization Support Project - (국토교통연구개발사업 평가지표별 연구개발과제 선정에 대한 영향력 분석 - 국토교통기술사업화지원 사업을 중심으로 -)

  • As the need for improvement of transparency and fairness in the selection of national R&D projects has been continuously raised, we analyzed the impact on the evaluation selection results by evaluation indexes for The land transportation technology commercialization support project and searched for ways to improve indexes using the analysis results. As for the research data, it were applied as selection results of new R&D projects and evaluation indexes in two fields(SME innovation and start-up) in 2021. Logistic regression analysis is used for the influence of each evaluation indexes on the evaluation result, and for the regression model, evaluation indexes with low influence are removed in advance through artificial neural network multiple perceptron analysis to improve the reliability of the analysis results. As a result of the analysis, in the field of SME innovation, the influence of the evaluation index on the workforce planning was the lowest and the influence of the appropriateness of commercialization promotion plan was the highest. In the start-up field, the influence of the evaluation indexes for technology development suitability, marketability, and suitability for carrying out the project were estimated to be similar to each other, and the influence of the technology evaluation index was found to be the lowest. The analysis results of this thesis suggest the need for continuous improvement of selection and evaluation indexes, and by using the analysis results to select a fair R&D institution according to the selection of appropriate indexes, it will be possible to contribute to deriving excellent research results and fostering excellent companies in the field of land transportation.

Small Business Research and Development Assessment System based on Fuzzy-AHP (Fuzzy-AHP 기반 중소기업 R&D 평가 시스템)

  • There is a system of mandating the allocation of support to small business in certain percentage or more to facilitate technological innovation at small business. Trying to assess small business R&D projects, which receive a budget of three trillion won or more from the government every year, for their possibilities of success, a group of experts perform a technological evaluation with their technologies and their difficulty levels and review closely the possibilities of their commercialization and success. Used in such a review, the Analytic Hierarchy Process technique cannot make an objective judgment of evaluation criteria for evaluation items and guarantee the professionalism and fairness of small business R&D projects due to the inherent ambiguity and uncertainty of the evaluation criteria. This study proposed an R&D evaluation system based on Fuzzy-AHP for small business to provide objective weight for the evaluation items and assess the possibilities of such projects' success. The evaluation criteria were make objective as they were applied as section values based on triangular fuzzy numbers. Weight was assigned and applied according to the management guidelines of supportive projects for small business' technological development so that it could be reflected on actual assessment. The findings of the study will be helpful for reflecting the scoring weight of these evaluation items again when an expert is appointed for a new project and guaranteeing the professionalism and fairness of small business R&D project based on them.

  • The purpose of this research is to analyze the influence of the factors on the performance of na-tional R&D support program. A LISREL model was employed to analyze the relationship between the factors and the performance which was measured in the technological and commercial aspect. The result of the study reveals the R&D management business administration the age and the size of the company industry domain are the factors whose relationship with the performance are sta-tistically significant.
