Ministry of Information and Communication(MIC) have operated R ＆ D Program by Informatization fund from later 1980. In according to the MIC, Institute of Information Technology Assessment (IITA) have worked for IT Small and medium size company's R ＆ D on the If Industry competition program and Excellent Information Technology Program. these Program output is very interesting. These Program have some problem in management, poor performance analysis skill and had not diverse data. But for the IT industry and company, these program is very good opportunity. So, this paper suggestion the advanced systems.

This study draws implications by surveying and analyzing performance evaluation cases in Korea and overseas, and analyzes qualitative and quantitative performance evaluation indexes and evaluation models that fit the national R & D performance evaluation system through analysis of patent creation performance data or company status data. Also, in order to apply this to a specific group of companies with excellent exports and technical skills, we will conduct a case study on the performance analysis of patent strategy support projects based on the results of the survey. Although this study has some limitations in developing performance evaluation indicators due to the limited scope of business or business characteristics of the patent strategy support project, the qualitative evaluation system can be reviewed through previous studies and domestic and overseas case studies. Due to the problem of accessing and collecting data related to the performance of the support project, there is a limitation that performance analysis cannot be performed at a sufficient level. Nevertheless, after the completion of R&D support projects and patent strategy support projects, follow-up performance analysis can be performed through follow-up surveys. It is expected to be possible.

Up to present science and technology (S&T) policy in Korea has focused on producing academic papers and patents through the increase of investment on research and development (R&D). However, as the role of science and technology on boosting national economy has been emphasized and the current government has established 'creative economy' as a main policy agenda, 'technology commercialization' has been moving onto the center of S&T policy. Technology commercialization policy encourages R&D outcomes of public R&D institutions to be utilized in private firms for their new business development, and this concept is in line with out-bound open innovation, in the sense that it involves the flow of technological knowledge from public R&D institutions to private firms. Based on this understanding, this paper analyses government technology commercialization programs and attempts to suggest policy implications. The results suggest that future technology commercialization policy (1) be specialized in a way of reflecting the characteristics of each government ministry, (2) strongly support technology licensing-out, (3) strengthen the linkage between each programs, and (4) nurture expert groups, such as accelerators who can help and foster technology start-ups.

우리나라는 R&D투자 정책을 적극적으로 추진한 결과 과학기술 발전을 통한 경제성장을 이룩하여 왔고, 세계 선진 각국에서도 과학기술을 중요한 국가 아젠다로 삼으면서 신기술 개발이나 사회문제 해결을 위한 해결책으로 과학기술 정책을 적극적으로 펼치면서 R&D에 대한 적극적인 투자를 시행하고 있다. 우리나라의 경우도 2014년 기준으로 정부의 R&D투자 예산은 17조 7천억원의 거대한 규모로 확대되고 있으며, 각각의 연구주체들에 의해 수행되어진 결과로 나오는 다양한 종류의 연구성과에 대한 성과관리의 중요성은 점점 더해가고 있는 실정이다. 한편, 연구개발 투자에 대한 성과의 효율성이라는 측면에 있어서 염려의 목소리도 만만치 않은 실정이다. 이는 연구성과를 창출하기 위한 프로세스, 즉 연구기획, 선정, 수행관리, 결과평가, 사후관리 및 사업화 등의 과정들을 철저하고 효율적으로 관리하여야 한다는 측면에서 접근할 수도 있겠으나, 중소기업을 지원하는 정부의 R&D 지원형태에 있어서는 정부의 지원방식에 따라, 즉 출연(국가 등이 반대급부 없이 예산이나 기금에서 지원하는 방식)지원이나 융자지원(일정한 금리와 상환기간을 정해놓고 지원하는 방식)에 따라 도출되는 성과의 차이가 있을 수 있다는 점에 착안하여 그 두가지 지원방식에 따른 성과에 있어서의 차이점을 비교해 보고, 그 결과에 따라 정부가 중소기업을 대상으로 지원하는 방식에 대한 방향성을 제시해 보고자 한다.

The purpose of this study is to empirically analyze the impact of corporate innovation activities on corporate innovation performance using data from companies participating in the smart farm project. A company's innovation activities were divided into planning capacity, R&D capacity, and commercialization capacity, and the impact of each innovation activity on the company's sales and patent creation was estimated. The moderating effect was also analyzed. Regression analysis was conducted as a research method, and as a result of the analysis, it was found that planning capacity, R&D capacity, and commercialization capacity related to innovation within a company have an impact on corporate performance creation. appeared to be In order to increase the business performance of technology commercialization, it was confirmed that planning and R&D capabilities as well as governmental technology policy support are needed.

This article aims to explore the performance evaluation framework for assessing the contribution of national research and development(R&D) program to productivity growth. The key idea starts with the development of methodology for evaluating the returns to R&D. The method of this study is based on the comparison of productivity growth between different periods, not cross-sectional approach with one period. In this context, backward effect and forward effect are operationally defined as a measurement for contributions of R&D in this paper. The analysis results gives that the backward effect of R&D is greater than the forward effect, while the difference was especially evident with the case of sales variable, not operating profit variable.

This paper analyzes the effects of government-sponsored R&D on firm's employment and management performance, using the panel data of manufacturing firms in the area of Busan, Ulsan and Gyungnam. The paper applies PSM to estimate the treatment effects(ATT) without sample selection bias. The findings show that government-sponsored R&D in the area has positive effects on the participating firms' employment and R&D for several years after completing R&D projects.

This study deals with the process by which 'Social problem-solving R&D model' is established in Korean society through the evolution of the government's R&D program. We will examine the process by which a 'Social problem-solving R&D model', which was not present in companies, science and technology communities, and civil society, is formed through government R&D programs. To this end, we present a conceptual framework to analyze the process of co-evolution of 'Social problem solving R&D model', the organizational community that supports and implements it, and the institutions that supports the new model. In the synthesis, policy measures to enhance 'Social problem-solving R&D model' are dealt with.

기술사업화는 R&D의 결과물인 기술에 내재된 잠재가치를 실현하는 과정이다. 따라서 R&D기획부터 기술개발, 기술이전, 상용화에 이르는 기술성장의 전 과정을 포괄하며, 각 과정은 다양한 경제주체들의 참여와 이들 간의 상호작용으로 이루어진다. 본고에서는 먼저 기술사업화의 개념과 중요성을 살펴보고, 이어 본론에서 R&D성과의 기술이전 사업화 촉진과 관련한 정책 동향과 현황, 기술사업화 과정 및 유형, 그리고 공공연구기관에서 개발한 기술이 사업화 되는 주요 경로인 기술이전과 기술창업 등에 대해 살펴본다. 아울러 공공R&D 성과의 사업화와 관련하여 그 중요성이 부각되고 있는 중소기업 지원 이슈를 소개하고 기술사업화 활성화 및 성공을 위한 전제조건으로서 필요한 몇 가지 제언을 제시한다.
