It has been known that health industry clusters promote economy of a nation in a macro view and make growth and development of individual firm. As a result, Korean health industry has been grown to play a role of making a high value added in Kwangkyo, Daedeok, Wonju, and Songdo. Using 156 firms locating in health industry clusters such as Kwangkyo, Daedeok, Wonju, and Songdo in increasing value added, this study investigated the structural relationships among R&D resources, R&D collaboration, policy support, and operational performance. All hypotheses, except a hypothesis for the effect R&D resources on operational performance, are reported to be statistically significant. In other words, the positive effect of R&D resources on policy support is reported. And policy support and R&D collaboration positively affect operational performance, and also the positive effect of policy support on R&D collaboration is reported. From the empirical results, we can know that policy support and R&D collaboration are the crucial factors to promote operational performance of the firms locating in Korean health industry clusters. It is important that this study has been investigated with the firms of health industry developing economy of a nation.

저성장, 실업률이 심화됨에 따라 일자리 중심 정책은 현 정부의 최우선 정책과제로 급부상하였다. 이러한 정책기조로부터 정부는 R&D분야에서도 고용영향평가 제도를 통해 도출된 성과를 R&D 사업의 예산배분 보조지표로 활용하는 방안을 검토하고 있다. 허나, R&D분야는 기술개발에 따른 고용창출효과의 발생 시점을 추적하기 힘들며, 기술개발로 인한 일자리에 대한 부(-)의 영향도 존재하기에 기존의 고용영향평가 방법만으로 R&D분야의 고용창출효과를 산출하는 것은 한계점이 존재한다. 따라서 본 연구에서는 R&D분야에서 고용영향평가에 적용될 수 있는 일자리 유형들을 분류하고, 일자리 유형별 정의 및 R&D 사업의 일자리 유형별 사례를 분석한다. 분석결과는 정부 R&D 사업들의 고용창출효과 산출과정에 활용 시 도움이 될 가능성이 있으며, 현 R&D분야의 고용영향평가 제도에 대한 절차 및 문제점을 분석하는 차원에서 큰 의의가 있다.

In this paper, Two countries have invested directly using the two models Multinational Enterprises, foreign companies doing R&D subsidy policy analysis in their activities to attract. Multinational Enterprises to get the spillover effect from competitors, the introduction of subsidiary R&D resources with an incentive to R&D activities. The government has established a subsidiary to bring the country to foreign Multinational Enterprises for the purpose of improving the technological capabilities of Multinational Enterprises with their parent company R&D to increase the resources by foreign companies in their R&D investment to subsidize R&D activities that have an incentive to attract. In addition, foreign companies and government cooperative R&D by two things also increase the rate of funding for activities to bring the two subsidiaries of multinational R&D has increased the amount of additional resources, the economic interests of both countries get more will increase.

This study is a study to systematize the R&D activities of social enterprises to derive a logical model of the R&D support policy, and aims to systematize the R&D activities based on the R&D demand survey and R&D activity analysis of social enterprises. R&D activities of social enterprises are at an early stage or are not systematic compared to general enterprises, so the process modeling method is used to group detailed activity elements to standardize and systemize them. As a result of the research, social enterprises are aware of the necessity and importance of R&D activities to secure competitiveness of products and services to increase social value, and because of their lack of R&D experience and capabilities, R&D specialized institutes (R&D planning institutes, government-funded research institutes), Universities, etc.) and are expected to improve R&D capabilities. The performance indicators of social enterprise R&D activities are derived in units of input-process-performance indicators through demand survey, activity analysis, and in-depth interview (FGI), and the logical model of R&D support policy is in the areas related to business strategy and performance.

본 연구에서는 4차 산업혁명에서 가장 중요하게 대두될 수 있는 융합R&D정책에 대해 소셜 네트워크 분석을 통해 새로운 대안을 제시하려고 한다. 연구장비, 연구성과의 자료들을 활용하여 연구장비 네트워크 분석을 실시하여 융합R&D의 특성 및 구조분석을 실시하며, 연구장비 공동활용 및 다학제 협력연구를 통해 창출될 수 있는 새로운 융합R&D정책에 대한 접근을 시도하려고 한다. 나아가, 연구개발과 사업화 사이에서 더욱 중요한 역할을 할 수 있는 분석과학기술에 대한 정책적 플랫폼 구축관점 대한 시사점을 찾아내려고 한다. 이를 위해 계량적 접근과 비계량적 접근을 동시에 활용하여 연구주제에 대한 타당성을 확보할 것이며, 앞으로 미래산업 및 유망기술에 대한 전략적 선별에 있어 일부 근거를 제시해줄 수 있을 것이다. 이러한 연구결과를 통해 우리나라 기초과학 및 기초과학인프라에 대한 발전적 정책방안과 융합연구 및 융합연구의 사업화에 대한 정책적 관점을 제시하도록 한다. 분석자료는 한국기초과학지원연구원(KBSI) 현황자료를 중심으로 살펴보며, 분석방법은 소셜네트워크분석(SNA:Socail Network Analysis)을 활용한다.

This paper deals with a case which is focused on the policy development connected with IT, and verify its validity to enhance R&D capability for Korean steel industry. Korean steel industry, which is at a turning point from technological catch-up to technological frontier, should go ahead with open R&D system to be able to connect with other steel companies, universities and laboratories for its capability buildup. To meet such a challenge, IT should act a critical part in R&D capability enhancement. In this study we discuss not only IT-related support policies and validity of proposed policies through priority analysis, but also the role of government, company and academia within the framework of Triple Helix.

본 연구에서는 최근에 빠르게 성장하고 있는 R&D 관련 산업의 국민경제적 위치와 타산업과의 연관관계를 파악함으로써, R&D 관련 산업의 중요성과 앞으로의 방향을 제시하기 위하여 최근 한국은행에서 발행한 2000년도와 2003년도의 산업연관분석자료를 이용하여, R&D 관련 산업구조와 정보통신산업과의 연관관계를 파악하였다. 연구결과 2000년도에 비하여 2003년도의 산업연관분석에 따를 경우에 R&D 관련 산업의 생산활동 증가는 정보통신산업의 생산 및 부가가치활동에 보다 낮은 영향을 미치는 것으로 나타났으며, 이는 정보통신산업에 대한 R&D 관련 산업의 영향력이 약간 낮아지는 산업구조를 보여주기 때문에 정보통신산업 안에서 R&D 정책과 정보통신산업 밖에서 실시하는 R&D 정책에 대한 고려 및 효과측정이 동시에 이루어져야 할 필요성을 제시하는 것으로, 보다 국가 전체적이고 체계적인 R&D 정책적 고려가 필요함을 보여 주었다.

The relationship study between SMEs' R&D and business performance is important research subject. The objective of this paper is to evaluate whether the effectiveness of government's R&D subsidy for SMEs is supported. The positive perspective is that the support policy stimulates the SMEs innovation activities including R&D and thus contributes to the performance, but the negative view is that the support policy rather decreases the firm's own R&D investment and thus the result is not necessarily promising. This paper is to evaluate the effectiveness of government subsidy on SMEs' R&D. This study suggested DID and Random Effect Models for analysis using the panel data of 2,807 SMEs in manufacturing sector. The data was collected from the 'Survey on SMEs Technology & R&D 2011' conducted by Korea Federation of Small and Medium Business. The results are as follows. First, government's subsidy has crowded out 4.7% of beneficiary's internal R&D investment. Second, government's subsidy has increased 27.3% of beneficiary's R&D intensity in spite of 4.7% internal R&D investment reduction. Third, government's subsidy didn't have a relationship with firm performance but the R&D intensity made positive influence on the firm performance. Finally, R&D intensity has increased the 6.7% of firm performance. These results mean that government's subsidy give a positive impact on SMEs' performance through R&D intensity with relatively small crowding-out effect.

본 논문은 철강산업의 R&D 역량강화를 위해 IT 부문이 지원할 수 있는 정책을 모색하고 이에 대한 타당성을 검증한 사례연구이다. 기술추격형에서 기술선도형의 전환기에 놓여있는 국내 철강산업이 R&D 역량을 강화하기 위해서는 개별 철강사뿐만 아니라 대학, 연구소 등 외부와의 개방형 R&D 연계체제를 적극 추진해야 한다. 이러한 상황하에서 IT가 R&D 역량 강화를 효과적으로 지원하는 역할을 수행해야 한다. 본 연구에서는 이러한 목적을 갖는 IT 분야의 지원정책들을 개발하고 우선순위 분석, 수요분석 등을 통해 제안된 정책들의 타당성을 검토하며, Triple Helix관점에서 정부, 기업, 학계의 역할을 논의한다.

This research examines the characteristics of the newly emerging 'transformative innovation policy' and discusses the current status and issues of the Korean social problem solving R & D policy. Transformative innovation policy is a new paradigm that aims to transform socio-technical systems to address societal challenges. In this study, we analyzed 'the policy plan for solving social problems based on science and technology'. In the "Policy Plan", efforts are being made to establish new direction of science and technological innovation activities such as emphasis on social values, network formation of innovation actors, and spreading of social impact. But in this "Policy Plan", the perspective of transformative innovation policy is weakly reflected. The Policy Plan refers to system improvement that adds new elements to existing system, but it is not discussing system transformation. In order to develop social problem solving R & D policy from the viewpoint of the transformative innovation policy, it is necessary to construct the innovation platform deliberating vision and prospect for the socio-technical transformation.
