Research and Development projects sponsored by the government are one of the main production sectors of academic and research information in domestic area. The access control and information service of R&D outcomes should be considered as a critical factor of nation-wide knowledge-based IS management. This study focused on the practical utilities of three IPR legislations of the government projects and analyzed if they are good enough to support the information service in recent digital network environment. Some suggestions in different perspectives were provided for the improvement of the existed IPR legislation.

Recently the discussion on broadcasting and telecommunications convergence has been actively advanced, the convergence service which pulls down the guard of broadcasting and telecommunications industries is already embodied from the market. We need to clearly define a broadcasting and telecommunications convergence in order to develop promising convergence technologies based on future demands for broadcasting and telecommunications convergence. In this study, we consider both broadcasting and telecommunications as 'services-centered industries' and suggest new R&D project selection criteria. This could be used to present a new direction in R&D project management.

The purpose of this study was to establish a national R&D lifecycle and to propose a research support service plan. In particular, in terms of providing research support services, a plan to provide services in connection with IRIS and NTIS, which are national research support systems, was proposed. To this end, the current status of IRIS and NTIS was analyzed, a linkage plan according to the role of each system was proposed, and an R&D lifecycle was established by analyzing previous studies and cases at home and abroad. Through current status analysis and case analysis, research support services that can be provided at each stage on the entire R&D lifecycle were proposed.

최근 널리 보급되고 있는 IPTV의 주요 서비스인 주문형 비디오 서비스의 시청 순위는 Zipf의 법칙을 따른다고 알려져 있으며 이를 기반으로 계층형 네트워크 스토리지 구조로 서비스를 제공하여 네트워크 비용과 스토리지 비용을 절감하고 있다. 그러나, 최근 연구에 의하면 미디어 시청 순위는 stretched exponential 함수에 더 근사함이 알려졌다. 본 연구에서는 국내에서 현재 상용 서비스 중인 대규모 주문형 비디오 서비스의 시청 순위-회수 데이터를 분석하여, 시청 순위로부터 stretched exponential 함수의 모수를 추정하여 시청 순위의 분포함수를 파악하고자 한다. 특히, 콘텐츠 파일 크기, 콘텐츠 파일 전달방식, 콘텐츠 장르 등의 요인과 시청 순위 분포함수의 모수 사이에 상관관계가 있는지 분석하고자 한다.

최근 WiBro, HSDPA 등의 통신망을 통한 휴대 인터넷이 광대역화 되고, 방송 기술의 디지털화로 인해 기존의 단순 AV 중심의 모바일 방송 서비스를 탈피하여 음성, 영상, 이미지, 텍스트 등의 다양한 멀티미디어 서비스 제공과 이들간의 대화형 기능을 제공하는 리치미디어 서비스가 각광을 받고 있다. 이러한 응용 분야를 위해서 다양한 멀티미디어 데이터의 시공간적인 배치 및 동기화를 위한 기술 규격으로 MPEG-4에서는 BIFS와 LASeR를 제공한다. BIFS는 2D 및 3D를 포함하는 보다 광범위한 멀티미디어 콘텐츠에 대한 장면 기술 표준이며, LASeR는 자원이 부족한 휴대전화와 같이 디스플레이 크기가 작고, 네트워크 대역폭도 작은 단말을 대상으로 하는 2D 전용의 장면 시술 표준이다. 본 고에서는 제한된 대역폭과 낮은 성능의 단말과 같은 모바일 방송통신 환경에서 리치미디어 방송 서비스를 제공하기 위한 최신 리치미디어 방송 서비스를 위한 요소기술 및 표준화 동향을 살펴보고, 최신 리치미디어의 국제표준인 LASeR에 기반한 모바일 리치미디어 방송 기술 개발 현황에 대하여 살펴본다.

The purpose of this study is to examine how two factors among various affecting factors of technological innovation, i.e. sectoral system of innovation and R&D support service, were actually applied in the case of NUC Electronics. This company has achieved high level of innovation performance through change of injection port and improvement of extracting rate. This was possible because each component of sectoral system of innovation system was matched with the innovation activity. The improvement of the performance in NUC Electronics was attributable to its own innovation efforts and R&D support service of government research institute. In the process of technological innovation, the company could receive high-level services in areas such as product design and virtual experiments that companies can not solve themselves. It can be said that the role of government and public institutions to support the shortage of SMEs was important. In terms of each component of sectoral system of innovation, we found that there were many opportunities of new technology; sustainability was low; imitation was easy; appropriability was low but it has dualily; accumulation of technology was relatively high, availability of external knowledge was high. At the same time, both of the company and the network played an important role, and market conditions were very favorable. In terms of R&D support services, it is a direct effect that a great deal of time and cost savings have been achieved through virtual experiments on the material and shape of the screw. As an indirect effect, the core competence of the company has been greatly strengthened by utilizing the momentum of technology development through external support, hence the company could establish the structure of virtuous circle of innovation.

국내에서의 NTIS의 높은 인지도와 달리 해외에서 세계 최초의 국가R&D정보 종합포털로서의 NTIS의 인지도는 전무한 현실이다. 한국과학기술정보연구원에서는 2010년도부터 이러한 문제를 인식하여 NTIS 브랜드의 국제화 및 국내 외 홍보강화를 통해 국내 외 협업 공동연구 활성화를 촉진하고 이를 통한 고부가가치 연구성과의 창출 확산을 위하여 NTIS 영문포털 서비스를 개발하여 서비스 중이다. NTIS에서 제공 중인 주요 서비스에 대한 소개, 과제, 연구자 영문이력정보, 및 영문초록 정보 등 다양한 정보를 제공하고 있으며 2011년도에는 EU의 CORDIS, 미국의 NSF등과의 연계체계 구축을 통해 국내 연구자들에게 주요국의 R&D정보를 제공할 예정이다. 본 논문에서는 NTIS 영문포털의 개요 및 향후 발전방향에 대하여 논하고자 한다.

최근 계산과학 분야의 웹 기반 클라우드 시뮬레이션 서비스를 제공하고 있는 해외의 업체들을 중심으로 오픈 소스를 통한 웹 브라우저에서 형상설계와 전후처리, 그리고 해석 수행의 최신 동향을 살펴본다. 또한 온라인상의 방대한 스토리지를 기반으로 사용자들의 해석 진행 과정과 결과의 공유를 통해 의미 있는 데이터를 축적하고, 커뮤니티를 통해 사용자들이 서로 교류하는 환경이 가지는 장점을 살펴보며 이를 바탕으로 앞으로 웹 기반 공학 시뮬레이션 플랫폼 서비스의 진행 방향을 제시한다.

고도의 지능화가 요구되는 디지털 전력시스템의 R&D SW를 개발하기 위해서는 감시, 제어, 최적화 등 다양한 SW 간의 상호 데이터 및 서비스의 더욱 긴밀한 연계가 필요하다. 본 논문에서는 전력분야 R&D SW의 개발 생산성을 높이고 품질을 확보할 수 있을 뿐만 아니라, SW간 데이터 및 서비스의 상호 운용성을 강화할 수 있는 Java OSGi 기반의 SW 표준프레임워크(KSF)를 제안하고, 공통모듈 서비스 및 기초UI를 설계하였다.

최근 국가R&D 효율성 제고를 위하여 연구관리 강화를 위한 노력들이 매우 중요하게 인식되고 있다. 국가과학기술지식정보서비스(NTIS)는 R&D 효율성 강화를 위한 국가R&D정보 지식 포털로 자리매김하고 있다. 본 연구에서는 한국의 NTIS와 일본 문부과학성이 운영하는 부처공동연구개발관리시스템(e-Rad)을 연구관리 측면에서 비교 분석하고, 특히 연구자 편의성을 제고하는 관점에서의 연구관리 효율화를 위해 범부처적으로 공동활용이 가능한 서비스 요소들을 도출한다. 이를 바탕으로 향후 NTIS 개선방향에 대한 시사점을 분석한다.
