The information management system for the national R&D reports on the level of each government department have been operated in order to have special affiliated organizations collect detailed information, construct databases for R&D reports, and operate their information system; thus, the current classification system for the R&D reports on the governmental level is insufficient. Also, each department requires to prepare a standardized electronic original text service system since mutually different electronic original text services have been provided. therefore, this paper sets up the following research goals and detailed research contents. The goals of this study are to establish methods to standardize the forms of national R&D reports and suggest the framework for XML-based national R&D reports services by analyzing the problems in the forms of previous national R&D reports services. As detailed research contents, first, Identify the current R&D electronic original reports services by each government department. Second, this paper analyzed primary overseas science technology information service systems related with national research and development reports and related database schemata. this paper proposed the XML-based national R&D reports service framework through analyzing the problems in the framework of the existing national R&D reports service system and also established and suggested the methods to provide database schema design and report portal services. Lastly, it is expected that this paper will have academic contribution to enhancing R&D investment efficiency by utilizing collaboratively the information and resources related with national R&D through establishing the general information management system for national-dimension R&D reports and also managing science technology information efficiently and developing a user-centered integrated information system.

CDMA 이동전화 서비스가 활성화되면서 유선과 무선의 경계를 허무는 대표적인 서비스로 Wireless PABX 서비스가 등장하였다. PABX(사설교환기)가 설치된 지역에서는 이동전화 단말기가 무선전화기를 대체하며 이 지역을 벗어날 경우 일반 이동전화기로 동작하는 서비스이다. SKTelecom은 Wireless PABX(이하 모바일존 서비스) 서비스를 제공하기 위해 기존의 CDMA2000 1X 시스템의 확장 시스템과, ALL-IP 시스템의 Multi-vendor 시스템을 채택하였다. 이러한 Multi-vendor 시스템의 관리와 서비스 품질관리를 위하여 SKTelecom은 고장관리시스템 구성 관리시스템, 서비스 품질감시 시스템 등의 망관리시스템을 구현하였다. 본 논문은 이동전화 서비스와 모바일존 서비스의 차이점을 분석하고, 고장/구성/품질관리 시스템을 통한 효율적인 서비스 관리방안을 제안한다.

This paper presents the user needs analysis and information visualization for the development of a semantic-based national R&D information navigation service in information service planning phase, which converges and fuses NDSL databases and NTIS databases. To investigate and analyze the user needs for improving usability, we make an improvement plan for R&D information services via a survey targeted at 30 persons, and on-site interviews targeted at 12 persons, almost of who are researchers in industries, universities and government-funded institutes. To design new information visualization service, we propose an interactive national R&D information visualization service, which is provided in navigation type, and prescribe persona and screen prototyping according to the user needs analysis. We design the national R&D information convergence/fusion architecture based on the NDSL databases, including 345,411 academic articles, 620,555 co-authors and 49,958 reports and NTIS databases including 187,466 national R&D projects. We expect that the national R&D information convergence/fusion architecture contributes to R&D information convergence/fusion as a leading model/standard and the interactive navigation-typed information visualization service strengthens usability continuously.

방송통신 융합 환경에서 공공서비스를 제공하기 위한 표준화나 규격정립이 안되어 있어 현 시점에서 대국민 서비스를 제공하기 위해서는 IPTV 사업자별로 별도의 IPTV 서비스 개발 및 제공이 필요하며, 이에 따른 중복투자 및 운영의 비효율성이 우려된다. IPTV기반 방통융합공공서비스를 제공함에 있어 공공기관과 IPTV사업자들의 중복투자를 막고 효율적인 서비스 제공을 위해 복수의 공공기관과 복수의 IPTV사업자간 효율적인 서비스연동 및 통신망 연동을 위한 체계 정립이 필요하다. 또한 One Source Multi-use 구현을 위한 ACAP-J기반의 서비스 표준플랫폼 정립을 통한 상호 연계 방안 확립이 요구된다. 이에 본 논문에서는 ACAP-J기반의 One Source Multi-use를 위한 양방향VOD형 공공서비스 제공 방안과 관련 규격을 제안한다.

The purpose of this research is to develop a model for efficient service R&D investment in government budgeting process. It is necessary to develop an efficient and effective investment model to improve competitiveness of the service industry and national economy. Various existing types of service R&D classification have been reviewed. And object-oriented service R&D request classification types have been derived. A tentative model for evaluating service R&D requests have been developed through extensive discussions on effective methodologies. The model has been refined and revised by four service budgeting experts. The revised and refined checklists and guidelines have been used for 40 real service R&D requests evaluations. As a result, a full model for service R&D evaluation and budgeting has been proved to be useful. Also, a need for more efficient and concise evaluation model has been raised through this evaluation process. A brief model with only 10 checklists has been developed and its usefulness has been proven by pilot test with 10 real service R&D requests. The results of this study can be used for evaluation of service R&D proposals and effective budgeting of R&D requests for improving global competitiveness. Further research is needed for refining the developed evaluation models.

본 논문은 PSTN과 인터넷전화기능을 모두 갖춘 단말(일명 듀얼폰)에서 데이터서비스를 제공하는 방안을 소개한다. 듀얼폰은 음성단말로써 PSTN 또는 VoIP 통화를 모두 수용하고, 발신시에는 발신모드를 선택하여 제공함으로써 사용자가 저렴한 통신요금을 활용할 수 있는 장점이 있다. 그런데 본 단말은 인터넷브라우저를 탑재하지 않으므로 인터넷이 연결되어 있음에도 데이터서비스를 위한 웹 서버와 다이렉트 메시지교환이 용이하지 않다. 본 논문은 웹이용이 용이하지 않은 단말에서 데이터 서비스를 제공하는 방안을 소개한다.

스마트폰 이용자가 지속적으로 증가하면서 공공정보에 대한 관심이 높아지고 있다. 국가R&D사업 관련 정보를 종합적으로 서비스 중인 국가과학기술지식정보서비스(NTIS)도 국가연구개발 조사 분석 원시자료 등 국가R&D 데이터 제공 요구가 지속적으로 증가하고 있다. 본 논문에서는 선진국의 공공정보 제공 현황과 국내 현황을 살펴보고, 국가R&D정보 공개 개방 확대 전략 및 국가R&D정보 공유 확대를 위한 모바일 서비스 개선 방안을 제안한다.

The purpose of this study is to define a method of building an integrated service to provide various science and technology knowledge infrastructures that are helpful in R&D activities, and to show the cases that are adapted the methodologies. Knowledge infrastructures scattered throughout the entire R&D cycle, such as generating/development of ideas, finding the R&D project, performing the project, and spreading results, are segmented in terms of services, functions, information, and data, and links and converges to provide the knowledge infrastructure that desired by users in one place. We define the integrated service classification, integration level model, integrated architecture, and integrated user authentication system in consideration of logical linkage and integration rather than physical integration of individual knowledge infrastructures. Also, we considered the extensibility as the reference model for building of similar integrated service.

오늘날 급속한 컴퓨팅 환경의 변화에 따라 방송, 통신, 기계 등 디지털 컨버전스 패러다임으로 데스크탑 컴퓨터에 제한적이던 정보 서비스가 언제, 어느곳에서든 가능한 유비쿼터스 시대가 도래하고 있다. 가정에서도 또한, 유비쿼터스 홈 환경이 조성 되면서 댁내 보안, 건강 모니터링 및 진료, 오락, 교육, 전자상거래 등 다양한 서비스가 이루어질 것이다. 이러한 환경에 적절한 멀티미디어 컨텐츠의 안전하고 체계적인 관리 및 보호가 필요할 것이다. 본 논문에서는 이러한 유비쿼터스 환경에서의 멀티미디어서비스를 사용자의 상황인지 정보를 통해 지능화된 미디어 서비스 및 멀티미디어 컨텐츠의 체계적이고 안전한 관리 및 보호를 위한 시스템을 제안한다.

국가과학기술지식정보서비스(NTIS)는 국가 R&D와 관련된 과제, 성과, 인력, 시설 장비, 기술산업 정보에 대해 이용자에게 통합검색서비스를 제공한다. 이용자는 질의어를 입력하여 원하는 정보를 선별하게 되고, 한 건의 상세 메타정보 및 원문을 검색서비스의 최종 목적지로 삼는다. 이 때 이용 중인 정보와 유사한 다른 유형의 R&D 정보를 함께 제공한다면 이용자의 검색 및 탐색노력을 줄임으로써 정보획득의 요구를 쉽게 충족시킬 수 있다. 본 논문에서는 국가 R&D 정보의 메타데이터와 검색엔진의 부스팅 기법을 이용하여 이종 정보간 유사문서 검색 방법에 대해 논한다. 이는 이용자가 원하는 정보를 서비스 최종 화면(메타 상세보기)에서 제공함으로써 검색 서비스의 효율성을 증대시킨다.
