A Comparative Study by Subject on the New R&D Planning Process (신규 R&D 기획 프로세스에 관한 주체별 비교연구)

  • The purpose of this study is to pro-actively respond to changes in government R&D policy and start to supplement the limitations of previous KIGAM R&D planning process. We looked out through the existing literature for a variety of R&D planning process, and analyzed the R&D planning process characteristics of each institution through the interview. As a result, we can be derived conclusions and implications from three sides, environmental analysis, demand excavation methods, R&D project configuration and selection method. In the case of environmental analysis and the overall need to enhance the skills and mega trend analysis by market trend analysis. And in the demand side, the institute need to establish challenging and specific R&D goals. In addition, in case of configuration and selection of R&D projects we derived several implications, such as convergence, SME support, resource analysis, selection of long-term project.

  • The Korean government's recent R&D policy has focused on encouraging government-funded research institutes (GRIs) to develop mid-term, long-term, and large-scale R&D projects. It is necessary to prepare thoroughly for the new R&D strategy, but there is no systematic accumulation of planning expertise, and there has been continued demand for good examples of research planning. Therefore, this study analyzes the reports of preliminary feasibility for government R&D programs through a meta-analysis of detailed evaluation items and contents to help researchers enhance their project-planning ability. The evaluation items that can be applied to R&D planning for GRI were reviewed, and twelve detailed evaluation items were selected through content analysis. The results of this study could contribute to practical R&D project planning and the improvement of evaluations.

  • The aim of this study were to investigate the process of national R&D project planning by using the industry quantitative analysis(especially supply-chain enterprise ananlysis). In the selection process of funding project, the role and significance of the industry analysis can be identified as the effective guideline of using this methodology. Across the study, the following is noted : the factors of R&D effectiveness and R&D necessity are found reliable and valid. On the other hand, the emptiness of supply chain and the positive effect of foreign trade balance did not influence the selection of project. The information gained from this study will help us to define better expectations and industry analysis employing to the National R&D Project Planning.

  • Based on analysis of trend and development of industrial and technical information such as patents and scientific data, using industrial and technical information in the process of planning can be a important factor to reduce budget and opportunity cost. This study aims to investigate needs to collect and analyze industrial and technical information in planning of R&D project. To do it, this study examines definitions, needs and types of industrial and technical information for planning of R&D project. And then this study investigates the importance of use of industrial and technical information in the process of planning of R&D and performs case study in domestic and foreign countries. Lastly, this study investigates a method to analyze industrial and technical information for R&D planning and proposes the role of a library for R&D planning.

  • The purpose of this study is to emphasize the necessity of extention of a government R&D planning scope. Presently, government R&D planning is focused on the selecting a R&D project. There is no R&D strategy for R&D conducting such as the composition of R&D team, collaboration and knowledge flow. Ordinarily these strategies are established by research director. This study analyzed the determinants of excellent R&D performance and proposed R&D strategy for R&D conducting using the patent bibliograpy information in energy resources production technology field. On the other hand, this study introduced the concept of technology lifecycle and showed that R&D strategy should be differentiated by technology lifecycle.

  • R&D 기획은 연구 개발 전주기에 있어 수행, 평가에 앞서 필수적으로 선행되어야 하는 행위이다. 그렇지만, 아직까지 R&D 기획에서 무엇을 다루어야 하는지에 대한 원칙, 사례만 존재하고 이를 통합 시스템화하지 못하고 있어, 대부분의 연구자들은 논문, 특허, 웹을 포함한 다양한 자원들로부터 정보를 수집, 취합, 분석하는 데 많은 시간을 뺏기고 있는 형편이다. 이 문제를 해결하기 위해서 본 연구 이전에 시맨틱 기술과 텍스트 마이닝 기술을 이용하여 R&D 전략 수립을 지원하고자 InSciTe, InSciTe Advanced 등이 개발되었지만, R&D 기획이라는 궁극적 목적 내에서도 사용자마다 다양한 시나리오들을 분별하여 지원하기에는 어려움이 많았다. 이에 본 연구는 사용자 적응적 가이드 방식을 통합적으로 적용하여 실시간으로 변화하는 사용자 관심을 파악하고, 대표적 시나리오들에 맞추어 사용자가 목적을 효과적으로 달성할 수 있도록 지원하는 데 초점을 맞추고자 한다. 먼저 사용자 적응적 가이드 방식의 R&D 기획 시스템 구축을 위해 필요한 요구 사항들과 이들을 효과적으로 시스템에 반영하기 위한 온톨로지, 웹 서비스 중심의 설계 원칙들을 제시함으로써 R&D 기획뿐만 아니라 타 분야에서도 유연하게 적용할 수 있는 기반을 제공한다.

  • 승자독식(Winner Takes All)이라는 글로벌 경쟁원리로 인해 세계 주요 국가들 사이에 R&D 경쟁이 갈수록 치열해지고 있다. 이에 우리나라에서도 R&D 지원 확대 및 다양한 정책기획 활동 등이 전개되었다. 이러한 노력에도 불구하구 국가 차원에서 기획 및 정책조정이 효과적으로 추진되지 못하고 있으며, 국가연구개발사업 차원에서는 "기획의 양척 과다와 질적 부실"이라는 비판이 제기되고 있다. 반면에 기술 융복합화의 가속화 등 R&D 환경의 불확실성은 더욱 높아졌으며 국가연구개발사업의 규모 증가와 함께 연구기획의 복잡성은 더욱 더 높아졌다. 최근에는 국가 차원의 비전수립과 중장기 정책기획에 기초하여 사업기획과 과제기획을 연계 수행하는 등 기획을 통해 과제를 도출하는 하향식 접근이 강조되면서 기획의 중요성은 더욱 커졌다. 최근 연구기획의 새로운 기법으로서 정보분석 방법론(Information Analysis Method)이 대두되고 있다. 국가연구개발사업의 효율적 기획을 위하여 기존 기술기획 위원회(Peer Review) 방식 외에 정보분석 방법론을 통한 보완이 필요하다. 본고의 목적 크게 두 가지로 설명할 수 있다. 첫째, 현재 진행되고 있는 연구기획 및 연구기획 방법론으로 기장 많이 활용되고 있는 전문가 위원회의 한계를 제시하였다. 둘째, 최근 대두되고 있는 정보분석 방법론과 정보분석 시스템 구축, 그리고 이를 활용한 10대 기술(반도체, 디스플레이, 디지털 망원전파, 이동통신, BcN, 차세대 컴퓨팅, SW솔류션, 디지털콘텐츠, 임베디드 SW, 지식정보보안)에 대한 유망기술 발굴 실증분석을 실시하였다.

  • Examined how it varied the knowledge network of the country along with R&D changes in planning policy for the research and development of government. Therefore, in this study, chronological Analysis analyzed separately the network between each entity of participate in the industry fusion source technology development business of industry trade and Energy. Planning policy of industrial fusion source technology development business, to change the starting point before and after 2012, before 2012 from selected planning issues at the center "planning committee" and in 2012 'PD' changes to a system for planning issues around. First of all, an attempt to analyze the R&D network based on the "planning committee" current situation of 2009~2011, from 2012 to analyze the variation of the R&D network with the introduction of the 'PD' system after it was analyzed by dividing the time in the current state of up to 2013. The results of the analysis, since the PD system was introduced, such as self-relationship (the form of planning user to run directly challenges the person was planning to challenge participants)is greatly improved, I was able to grasp the effect became clear. The more the self-relation, and the budding scholars considering that there is inequality of the planning, the introduction of the PD scheme, it can be seen to have resulted in a positive effect. These studies, quantitatively analyzed to improve the results to the effects associated with changes in the planning policy of the government, I think that there is a meaning in terms of presenting the future direction of R&D policy.

A Study on R&D Project Planning Selection Evaluation Indicators based on CIPP model (CIPP모형을 활용한 R&D과제기획 선정평가 도구 개발 연구 : K연구원 중심으로)

  • The purpose of this study was to develop an evaluation tool for selecting new projects for R&D project planning level of K Research Institute. For this purpose, items and questions for R&D project selection evaluation were developed based on the CIPP model and previous studies on selection evaluation and evaluation indicators for research project evaluation, and then two Delphi surveys were conducted. The developed evaluation tool was surveyed by 13 experts to verify contents validity ratio, convergence and consensus. The finally selected evaluation tool for R&D project planning consisted of 21 questions in 8 items, including 5 questions for context evaluation, 2 questions for input evaluation, 8 questions for process evaluation, and 6 questions for product evaluation. The evaluation tool developed will contribute to the solution of problems in the bottom-up planning process and to the improvement of the planning competence of the researchers. It will also contribute to improve the consistency and efficiency of evaluation during the selection process.

  • As the scale of research and development (R&D) increases, countries and companies are consistently establishing R&D directions to meet strategic goals and market demands as well as roadmaps to increase efficiency through concentration and selection. However, establishing an effective roadmap and discovering promising technologies are challenging under the current numerous technological possibilities and uncertainties. The importance of discovering promising technologies to secure future technological competitiveness is recognized worldwide, and Europe, the United States, and Japan are establishing processes to identify promising future technologies and support related R&D. Methods for discovering promising future technologies can be classified into future social needs analysis, forecasting, surveys, use of expert opinions, and data analysis. We describe the types and limitations of technology roadmaps and investigate the status of domestic and foreign organizations using weak signal search through quantitative data analysis.
