정부는 혁신성장 확산을 위해 'D·N·A와 BIG3 전략'을 마련하여 '18년 0.7조원에서 '22년 3.5조원까지 5년간 10.9조원의 재정투자와 AI와 5G를 융합한 기술 개발에 많은 지원을 하고 있다. 본 논문에서는 AI와 5G 분야에 대해 국가R&D 참여 인력의 현황을 분석하여, 정부 재정투자에 비례하여 국가R&D 참여 연구인력이 활성화되고 있는지 확인하였다. 분석 데이터는 NTIS에서 Top20의 키워드를 추출하여 2011년부터 2020년까지의 과제 71,760건, 참여 인력 785,805명의 데이터를 수집하였다. 각 분야의 과제와 연구비(정부투자연구비), 연구개발수행주체별, 연구개발단계별 학위 분포 등 참여연구인력 추이를 심층분석하였다. 그 결과 참여 연구인력은 정부 재정투자에 비례하여 활성화 되고 있었다. 이러한 분석은 참여 연구인력 양성을 효율적으로 육성하기 위해 활용될 수 있다.

This research studied the determinants of private R&D investment by examining the innovation strategies of 481 small and medium enterprises (SMEs, their employee size is 5 or more and less than 300) in Busan, South Korea. The data is derived from the Technology Survey of Small and Medium Enterprises in 2001 and 2003. Three explanatory variables for the innovation strategies are the R&D portfolio, the organization (personnel) for R&D, and the strategic role of CEO for innovation. The technological levels of industries are controlled in the linear regression model. The dependent variable is the total private R&D investment of a firm in the given fiscal year. The empirical results indicate that the private R&D investment positively correlates with the complexity of the R&D portfolio, the formal organization for R&D team, and the increase of R&D personnel. The formal organization for R&D team and the number of R&D personnel are correlated with the increase of private R&D investment across the four groups in the manufacturing sector but not in the service sector. These findings suggest that the innovation policy needs to target firms who have complex R&D portfolios, the formal organization of R&D teams, and sufficient R&D personnel in order to increase the private R&D investment of SMEs in regions, with consideration of industrial characteristics.

신약개발은 많은 투자비와 시간이 필요하면서도 성공률이 낮아 위험성이 높은 분야로, 국내 제약 기업의 투자 역량과 인력이 부족하여 민간 R&D 투자만으로는 한계가 있다. 현재 바이오 분야 중 신약 분야에 가장 많은 정부 R&D 예산이 투입되고 있으나, 특정 단계가 아닌 신약 개발 단계 전주기에 걸쳐 지원하고 있기 때문에 투입 예산을 효율적으로 활용하여 성과를 창출하기 위해서는 투자 현황에 대한 분석이 필요하다. 본 연구에서는 정부 R&D 사업 중 신약개발 과제를 대상으로 신약개발 단계, 의약품 종류, 대상 질환을 기준으로 정부 R&D 투자 현황을 분석하고자 한다. 이는 향후 신약 분야의 경제적 성과 창출을 위한 정부의 투자 방향과 전략 수립에 활용 가능할 것이다.

본 연구는 우리나라 산업구조에 있어서 지식과 기술의 영향을 파악하기 위하여 기술지표(R&D, IT집약도, 특허)와 인적자원지표(R&D인력, 대졸자수, 과학기술인적자원)를 기초로 117개 산업에 대한 지식기반도 측정을 시도한 것이다. 지식기반도 측정을 위한 분석모형으로 LISREL 모형이 적용되었다. 지식기반산업에 대한 기존의 연구로서는 OECD(1996)에 의한 R&D 직접투자와 간접투자를 이용한 분석이 있으나 기술과 인적자본 지표를 모두 활용하여 계량적으로 분석한 것은 새로운 시도이다.

This study presents the determinants of R&D efficiency as the focus on CEO's competency, which influences R&D competency and R&D efficiency. The research samples are 6,708 technology-innovation small and medium-sized enterprises (SMEs). The independent variable is the R&D competency(existence of R&D organization, level of R&D personnel, R&D personnel management, R&D investment), the dependent variable is R&D efficiency. The moderator is the CEO's competency(experience level in its own industry, technical knowledge level, technology management strategy, management ability). R&D efficiency measures the relationship between inputs(level of R&D personnel, R&D investment) and outputs(patent applications, prototype) by the DEA. and the determinant analysis uses Tobit regression. As a result of the analysis, the existence of R&D organization and R&D personnel management is positively significant, level of R&D personnel and R&D investment is negatively significant for R&D efficiency. The moderating effect of CEO's competency on the relationship between the R&D competency and R&D efficiency is significant determinants of CEO's experience(experience level in its own industry, technical knowledge level) and technology management strategy. The finding is to measure the efficiency of R&D performance, and to analyze its determinants as the moderating effect of CEO's competency, using the technology appraisal data. In the conclusion session, the limitations of the research and future research directions were discussed.

This study analyzes the technological level of Korean bioenergy firms and its determinants by using a multiple logistic regression analysis based on a survey. As the result of analysis, the technological level of Korean bioenergy firms has been positively influenced by the firm size, R&D investments and R&D manpower, but negatively influenced by the competition in domestic market and economy of scale. The policy implications of this study are related to achieve the economy of scale and coevolve between demand and supply-firms for the improvement of the technological level of Korean bioenergy firms.

In this study, as the result of analyzing the relationship and influence between economic outcome and R&D supporting investment, the number of supporting subjects among the technological innovational areas of SMEs, it is as below. First, as the economic result of analyzing companies from the investment in R&D of technological innovational areas of minor companies, the number of supporting subjects and amount of R&D have relationship with increase of sales and export amount, employee reduction & the effect of new job creation shows positive correlation with the effect of import replacement. Second, as analyzing the influence of the investment in R&D has economic effect from of technological innovational minor companies. This is thought that the financial and R&D support increase a significant effect on economical, technical against SMEs.

This paper analyses the effect of R&D investment on local economies. R&D investment contributes to the regional local economy by increasing employment and production activity of the investees. The investees may end up with increased productivity, sales and employment. At the regional R&D level, the central government R&D fund and firm self R&D budget will be the source of R&D investment. Further positive effects are inter-related with local industries. This study carried out an empirical analysis on the effect of R&D investment on local economies using Korean panel data after comparing international literatures. The dynamic panel estimator is used to estimate an autoregressive model with lagged dependent variable. Using the Da Silva method, mixed variance-component moving-average error process is estimated and selected. R&D investment is very important factor to improve the productivity of a region and the size of the effect is dependent on the time periods within the Korean economic history.

연구개발은 일반적으로 많은 투자가 요구되는 반면에 높은 불확실성이 존재한다. 따라서 정부에서 지원받는 제한된 인력과 예산을 기반으로 연구를 수행하는 출연연 입장에서는 연구개발의 효율성을 객관적으로 측정하고, 연구개발 활동에 투입되는 자원과 산출에 대한 체계적인 평가가 중요하다. 즉, 기관에서 운영하는 R&D 예산의 합리적인 배분을 위해서 연구개발 성과의 효율성을 측정하고 이를 다시 전략적으로 R&D 기획에 반영하는 피드백 과정이 필요하다. 본 연구에서는 건설분야 정부출연연구기관의 연구부서를 대상으로 연구성과 분석을 통한 효율성을 측정하고자 한다. 이를 통해 제한된 인력과 R&D 연구비용의 합리적인 투자를 위한 전략적 우선순위 선정, 기관의 중장기 발전계획, 경영목표 등에 부합하는 연구과제를 수행하기 위한 정책 및 R&D 기획의 시사점을 제공하고자 한다.

VR/AR 관련 산업은 신산업 창출, 일자리 증대, 국민 생활 향상 등을 목표로 VR/AR 산업의 육성과 활성화를 위해 부처 차원에서 진행하고 있다. 국내 VR/AR 산업은 글로벌 시장과 비교 시 기술력, 산업 현장 인력 부족, 기존 산업과의 접목 등 여러 요소가 필요하다고 평가하고 있다. 본 논문에서는 VR/AR 관련 분야의 산업 활성화를 위해 최근10년 동안의 국가R&D 과제와 참여인력 정보 등을 분석하였다. 분석 결과, 참여 인력은 년도 별로 증가하지만, 특정 지역에 집중되어 있으며, 석·박사 수준의 고급 인력이 부족한 것으로 나타났다. 그리고 매년 정부의 연구비 투자가 증가하였고, 기업과 대학에서 공동 연구가 활발하게 이루어지고 있었다. 이러한 분석 정보는 정부가 추진하는 VR/AR 산업 활성화를 위해 앞으로의 정부 재정적 지원, 산학연 협력관계 구축, 실무에 적합한 전문인력 양성 등 정책결정에 활용될 수 있을 것이다.
