중소기업 기술혁신분야 연구개발(R&D)투자가 경제적 효과에 미치는 영향;지원과제수와 지원금액틀 중심으로

In this study, as the result of analyzing the relationship and influence between economic outcome and R&D supporting investment, the number of supporting subjects among the technological innovational areas of SMEs, it is as below. First, as the economic result of analyzing companies from the investment in R&D of technological innovational areas of minor companies, the number of supporting subjects and amount of R&D have relationship with increase of sales and export amount, employee reduction & the effect of new job creation shows positive correlation with the effect of import replacement. Second, as analyzing the influence of the investment in R&D has economic effect from of technological innovational minor companies. This is thought that the financial and R&D support increase a significant effect on economical, technical against SMEs.

중소기업은 전체 고용의 76.9%, 부가가치의 52.8%, 생산의 50.6%를 차지하고 있다는 점에 있어 국가경제 및 국가 경쟁력을 향상을 위해 기술혁신을 위한 연구개발투자(R&D)가 매우 중요하다. 이에 본 연구는 중소기업 기술혁신 분야 중 지원 과제수, 지원금액의 연구개발투자비(R&D)에 대한 경제적 성과와의 상관관계, 영향을 분석한 결과는 다음과 같다. 첫째, 중소기업기술혁신분야 연구개발(R&D) 투자가 기업의 경제적 성과를 분석한 결과, 연구개발 과제 지원수와 연구개발 지원금액은 평균 매출액 및 수출액 증대와 인력 감축 및 신규 고용창출 효과와 관련성이 있으며, 수입대체 효과와는 부적인 상관을 보였다. 둘째, 중소기업기술혁신분야 연구개발 투자가 중소기업의 경제적 성과에 미치는 영향을 분석한 결과, R&D 투자가 기업의 인력감축, 수출액 증대, 수입대체 효과, 평균 매출액 증대, 기업의 영업이익 증대 순으로 긍정적인 영향을 미치는 것으로 나타났으며, 고용창출 효과, 생산비 절감효과에는 직접적인 영향을 미치지 않는 것으로 나타났다. 이는 연구개발을 위한 지원 과제수와 지원 금액이 증가함에 따라 기업의 경제적 효과가 증가함은 물론 사회적 국가적인 경제발전에도 R&D 투자가 미치는 영향은 매우 유의미하다고 볼 수 있다. 반면 중소기업의 고용창출 및 생산비 절감을 위한 지속적인 연구개발 투자가 필요함을 시사하고 있디. 이러한 맥락에서 R&D 투자에 대한 개선 방안으로 영세 중소기업의 기술개발활동을 촉진할 수 있는 제도적 조건을 정을 정비하고, 지속적인 중소기업 연구개발을 위해 지원 금액을 지원하는 방식을 다양화할 필요성이 있으며, 연구개발 증소기업을 위해 투자용 펀드 상품을 개발하여 지원해야 중소기업기술혁신개발사업 발전방안 제안하는 데 목적이 있다.
