  • 과학기술이 국가경쟁력에서 차지하는 비중이 높아지면서, 국가 차원에서 과학기술역량의 확충을 위한 다양한 정책적 노력이 경주되고 있으며, 그 일환으로 정부연구개발사업과 관련된 예산도 지속적으로 증가하여 왔다. 이와 함께 최근 들어 공공부분에 책무성(accountability)에 대한 논의와 함께 성과주의 제도의 적극적인 도입이 검토되고 있다. 특히 다양한 특성을 가진 많은 정부사업들이 적절하게 추진되고 있는지 그 성과를 측정하고 관리하는 것은 책무성의 이행이라는 측면에서 상당히 중요하다. 이에 따라 성과를 보다 명확히 측정할 수 있는 도구의 필요성과 함께 균형성과표(Balanced Scorecard: BSC)가 새롭게 조명을 받고 있다. 본 연구에서는 BSC의 기본모형을 확장하여 정부연구개발사업에 적용해 보고자 한다.

  • We propose a composite make or buy decision model considering both the transaction cost theory and the resource based view in the Korean defense industry using System Dynamics. We analyze relationship between core variables(transaction frequency, technological uncertainty, the level of technological dependency, technological level and acquisition ability for market information) and 'Make or Buy decision' focused on technological innovation capability. Based on the result, we propose the implications as follows : First, the defence industry needs more R&D investment. Second, it needs a balance between domestic(Make) and overseas(Buy) to increase the technological capability rapidly.

  • All of enterprises are diversifying it's business items for going concern. But it is very difficult to find a successful business items because they should be in front of various risk factors. Especially the small and middle enterprises are inferior to the large enterprises in every way likes technology development, marketing and human resources etc. So, it can be a decisive decision making to branch out to them. Because they should concentrate their resources for it. This research introduce systematic approach of the decision of famous business items for small and middle enterprises.

  • In thus study Hidden Champion of Europe looking for ways to global competitiveness through case study of the country's mid-sized businesses and then we hope that its innovative capacity is expected to increase. This study shows as follows that mid-sized enterprises try to develop through R&D, financial system and suitable specialized induction, etc. This means that the economy of R. O. Korea achieves the $ 2 trillion in trade area. To develope of first economy, we are trying to establishement on global industrial system, it is important to competitiveness.

  • Big data analysis refers the ability to store, manage and analyze collected data from an existing database management tool. Thus, meta-analysis is a statistical integration method that delivers an opportunity to overview the entire result of integrating and analyzing many quantitative research results. Commonly, factors of metabolic syndrome can be defined as abdominal obesity, systolic blood pressure, diastolic blood pressure, triglycerides, and high density lipoprotein cholesterol. In this meta-analysis, we concluded that the path between pre and post of the fasting blood glucose had the largest effect size of (r = -.324). Therefore, the effect of soybean food intervention showed an explanatory power of 10%. The second biggest effect size (r = .256) was found the path between pre and post in the waist circumference. Unfortunately, soybean food intake showed no improvement on abdominal obesity. Thus, we present the theoretical and practical implications of these results.

  • The purpose of this research is to analyze the performance of national R&D projects and to find out measures to improve the performance indicators, focusing on energy HRD projects. The main analysis target is 86 energy manpower projects supported since 2010. The performance indicators of the energy HRD projects are related to the research capacity, the number of emission workers, industry-university linkage, job creation and so on, and analyzed by using the 11 indicators of human resource performance index called KPI index. As a result of analyzing the attainment level of the proposed target by task, the index with the highest achievement level is the corporation linkage rate, and the index with the lowest achievement level is the participating company employment. As a result of examining the effects of job creation in company - linked activities, it was found that the greater the number of participating companies in the business, the greater the employment creation effect of the number of internships. As a result of the above analysis, the following policy alternatives are proposed. First, it is necessary to consider adding indicators that can express the quality performance of the business and performance indicators that can express actual business linkages. Second, it is necessary to strengthen the management of differentiated performance indicators according to policy performance targets and major target groups. Third, it is necessary to improve information input and accumulation system along with improvement of performance index.

A Study on the Application Plan of Basic Original Technology in Science & Research Parks : Focus on Science Parks in Korea (과학연구단지의 기초원천 기술 활용방안에 관한 연구 : 지방과학연구단지를 중심으로)

  • From the 1950s, the science parks were begun the composition as a way for innovation and commercialization in the world around developed countries. Since the 1980s, Korea also starting with quantitative investment in R & D for technology innovation, so far has been a continuous effort. Korea's patent creation level according to these R & D investment is already within the world's top 10, but the fact that the domestic technology trade balance appearing current competitive level compared to the developed technology is very insufficient. This means that the creation of economic value is low as compared with financial commitment. Therefore the plans to ensure the economic value through technology are required. As one of plans to do this for local economy activation through technical advances, constructing regional innovation systems and making science parks have been made. These science parks are required to develop the basic original technology in order to secure new growth engines, but the science parks in Korea are facing difficulties of performing research and development for regional industry advancement and local economy activation. Accordingly, this study attempts to organize the concept of 'science park' is similar but there is difference, and to compare institutions with similar functions based on regional innovation systems theory. In addition, the study is to obtain the application plans of basic original technology in science & research Parks through the model for overcoming weaknesses of Korea's innovation system and enabling organic cross-linking between institutions.

The Factors Affecting Technology Commercialization of Government Research Institutes: The Case of Research Institute Spin-offs (출연(연)의 기술사업화에 미치는 요인 분석 -연구소기업을 중심으로-)

  • The term research institute spin-offs refers to new firms created by public research institutes. These spin-offs are different from other start-ups in two respects: on the one hand, they should be located in the Special Research and Development Zones and, on the other hand, these firms are supposed to commercialize the results of public R&D activities. These spin-off firms show higher rates of survival and job creation than general new firms, which means that their contribution to economic growth is not negligible. The present study analyzes the factors affecting research institute spin-offs using a random effect panel logit model and negative binomial model. From previous studies, four elements are identified as playing an important role in the commercialization of public R&D through spin-offs, namely their organizational character, research capability, technological character, and geographical location. The empirical results demonstrate that government research institutes with more researchers and patents are more likely to create new firms. In addition, the location of the institutes significantly affects the probability of their creating spin-offs and their number. When the technological stage and TLO size are considered, however, it turns out that the number of researchers and technological stage play important roles in the spin-offs.

  • Due to the coronavirus pandemic and diplomatic disputes, governments are actively developing a policy to revitalize·reshore manufacturing and to diversify international cooperations. In order to develop such a policy, it is very important to compare and analyze domestic·international geospatial information. Over the decade, the US·EC governments have conducted a series of national researches to build data-based tools that can monitor·analyze regional geospatial information driven by government R&D investments. In the case of the EC system, it can compare geospatial information in domestic and international(including Korea) regions. Compared to US·EC cases, Korean examples of national researches with available data analplatform need future improvements. Current study is investigating an automated analysis methodologies using "National Institute of Science and Technology Information (NTIS)" DB, which was national security data until recently. Research on data-mining regional geospatial information can contribute to support policy fields that need to discover new issues in response to unexpected social problems such as recently faced corona and trade disputes.

Analysis of Job Creation Effects and Spatial Distribution Characteristics of Startups in Manufacturing at Different Technology Levels (기술수준별 제조창업의 공간분포 특성과 고용증가 효과 분석)

  • This study contemplates spatial context of startup in manufacturing, mainly analyzing job creation effects of time lag of startups in manufacturing at different technology levels. Using DID model, we found that each region including capital, non-capital and metropolitan area shows different job creation effects of time lag. In capial region, startup cohort in high R&D intensity manufacturing was found to show short-term job creation effects, but in non-capital region, long-term job creation effects was found with the one in medium-high R&D intensity manufacturing. In case of metropolitan area, we couldn't find much evidence of job creation effects that was statistically significant. The result of analysis implied that, in capital region, startup support policies, targeting at high R&D intensity manufacturing, ought to be focused on scale-up of startups that survived for a certain period. And non-capital area and some of metropolitan areas in non-capital region that have comparatively inferior infrastructure and brain-drain problems as well should focus on fostering startups in medium-high R&D intensity manufacturing in a long-term perspective and utilize their traditional manufacturing base.
